Under current circumstances, all parties in Libya should exercise maximum restraint and refrain from any action that could escalate tensions so as to create an atmosphere favourable to the political process. Countries with influence to bear in Libya should play a positive role in that regard. China welcomes the resumption of the meetings of the 5+5 Joint Military Commission in the near future and looks forward to the full and speedy deployment of the UNSMIL ceasefire monitoring team. Thirdly, we must remain committed to the Libyan- owned and -led principle. Ultimately, the Libyan issue can be resolved only autonomously by the Libyan people themselves, in the light of their national conditions, through a comprehensive dialogue.

China encourages all parties in Libya to maintain the current momentum of dialogue and resolve a package of issues through consultation, including on future political arrangements, the constitutional basis for elections and oil-revenue distribution. The United Nations is the main channel for mediating the Libyan issue. It is essential to appoint a special representative as soon as possible and to resume the full functioning of the United Nations Support Mission in Libya (UNSMIL). China continues to support the appointment of an African candidate as the Special Representative. Secondly, we need to maintain security and stability in Libya. The current security situation in Libya is as sensitive as it is complex, with conflicts occurring from time to time in the western region. China is deeply concerned about that.

All Libyan parties should continue to put the interests of their country and people first, abide by the general direction of the political settlement, exercise the necessary restraint, safeguard the hard-won peace and stability, continue to strengthen dialogue and consultation, and keep the peace process moving in the right direction. In the light of the current situation and the briefing by the Secretariat, I wish to make the following observations. First, we need to maintain the positive momentum of dialogue. Recently the House of Representatives and the High Council of State held three rounds of dialogue in Cairo and achieved positive results. The leaders of two institutions will continue to hold a dialogue in Geneva. China welcomes that development and appreciates Egypt’s positive and constructive role in that regard.

The deadline set by the Libyan Political Dialogue Forum for political resolution expired on 22 June. Over the past 18 months, the ceasefire in Libya has generally held, and the political process has achieved many positive results. However, not all of the transitional tasks set out in the road map for political dialogue have been fulfilled. Differences still exist among all Libyan parties on such key issues as elections. The end of the political transition period does not mean the end of the peace process.

In her letter of 8 June to the President of the Council, the Foreign Minister of the Central African Republic, Ms Baipo Temon, noted that the arms embargo is having a significant impact on the maintenance of the national security of the Central African Republic and emphasized that her Government has made great efforts to implement the relevant Council resolutions in order to facilitate the lifting of the arms embargo. China hopes that the Council will listen to the Central African Republic’s appeal and lift the embargo as soon as possible in order to help it address security challenges and maintain national stability.

  7. Better communication between the Mission and its host country helps the Mission establish a conducive environment in which it can discharge its mandate. We hope that Special Representative Rugwabiza will continue to listen to the opinions voiced by the host country, focus on the core mandate conferred upon the Mission by the Security Council, make its peacekeeping operations more effective and contribute to peace and stability in the Central African Republic. China will continue to support her work. In conclusion, I reiterate China’s position on the lifting of the arms embargo on the Central African Republic.

There is a need to increase investment in food security, infrastructure, education, health, vocational training and other areas in order to help the Central African Republic eradicate poverty, improve livelihoods and transform its potential energy advantages into development advantages, while eliminating the causes of conflicts. China thanks Special Representative of the Secretary-Genera1 Ndiaye for his contribution to the peace and stability of the Central African Republic over the past three years and welcomes Ms. Rugwabiza in her new role as his successor. Since assuming that role, she has facilitated communication between MINUSCA and the Government of the Central African Republic. The Minister for Foreign Affairs, Francophonie and the Diaspora has also established a coordination mechanism with MINUSCA.

  9. Recently, the Central African Republic has been faced with a serious increase in financial challenges. There is a shortage of crude oil, water and electricity. The prices of imported goods have increased, and the problem of food security is significant. Those issues have led to grave consequences that affect people’s lives and the implementation of the MINUSCA mandate. Countries and international organizations should resume financial aid to the Central African Republic as soon as possible and ensure adequate humanitarian funding in order to alleviate its humanitarian situation.

  10. Therefore, helping the Central African Republic in security capacity-building is the key approach to addressing the root causes of conflict. The right of the Government of the Central African Republic to conduct its own external security cooperation must be upheld. Currently, the Central African Republic is beginning the gradual process of post-conflict reconstruction. As it discharges its mandate, MINUSCA needs to focus on helping the Government of the Central African Republic to restore State authority, improve security institution-building, support disarmament, demobilization and reintegration programmes and promote local development, among other things, in order to increase a public sense of progress and eradicate the root causes of the conflict. The economy and livelihoods are key to ensuring peace and stability in the country.

China welcomed the Government’s holding of a strategic review meeting, together with representatives of the countries of the region, in support of the efforts of regional organizations to facilitate the implementation of the joint road map for peace in the Central African Republic based on the country’s actual needs and to advance the political process in the right direction. The general situation in the Central African Republic remains stable, but armed groups are active in some areas, threatening stability and the safety of civilians. The Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) should actively discharge its mandate and help the Government of the Central African Republic address risks and protect civilians. At the same time, MINUSCA cannot be deployed indefinitely.

I also listened closely to the briefing by Ms. Lina Ekomo. The political and security situation in the Central African Republic is improving. The Government is committed to national development and reconstruction. In March it convened a republican dialogue in which all parties focused on peace, security, democracy, the rule of law, economic and social development and foreign policy and made more than 200 suggestions, making it a major milestone in the peace process in the Central African Republic. All the parties should take the opportunity that the dialogue presents to implement its outcomes and consolidate the foundations of peace and development.

  13. We must substitute dialogue for confrontation, consultation for coercion, partnership for alliances and mutual win-win situations for zero- sum games. In the context of the conflict unravelling in Ukraine, antagonism has been permeating the international community for some time, seriously disrupting the work of the United Nations in various areas and calling into question the authority and effectiveness of the Security Council. Such a political climate is not conducive to the proper settlement of the Ukrainian crisis and may lead to the failure of global governance mechanisms, plunging the world into greater division and turmoil, which is not in the interests of any party. We are all in the same boat. We have a stake in each other’s security. The Cold War mentality, the logic of hegemony and bloc politics have long outlived their relevance.

We advise certain countries to refrain from adding further fuel to the fire to serve their own geopolitical self-interests or forcing other countries to take sides, which intensifies divisions and antagonism within the international community. As Secretary-General Guterres noted in his speech marking the International Day for Countering Hate Speech, “[H]ate speech incites violence, undermines diversity and social cohesion and threatens the common values and principles that bind us together”. Hate speech among countries can also poison the international political climate, to the detriment of world peace and stability.

  16. Social media must never become a lawless space in which to spread hatred and incite violence. Certain social media platforms have adapted their policies for political ends, permitting one-way hate speech. Such a practice is extremely dangerous. It is imperative to strengthen Government oversight over social media platforms, which should not be given free rein. Prolonged and enlarged conflicts bring greater security risks and spillover effects, from which no party can benefit. The members of the international community should work together to de-escalate the situation, defuse the crisis and facilitate peace talks in order to create the conditions for the parties to resume negotiations and achieve a ceasefire without further delay.

International humanitarian law has laid out the boundaries for wartime violence, and all parties to the conflict should earnestly uphold them by ensuring maximum protection for civilians and civilian infrastructure and facilitating evacuation and humanitarian access. The international community and humanitarian agencies should continue to scale up humanitarian aid to the Ukrainian people and spare no effort to mitigate the harm caused by this violent conflict. The circumstances and causes of any violations of international humanitarian law must be ascertained. Any allegations should be based on facts. Pending the final findings, all parties should avoid unwarranted accusations. Sending in more lethal weapons will only fuel animosity, exacerbate conflicts, trigger a wider humanitarian crisis and claim more innocent lives.

  18. Mr. Dai Bing (China) (spoke in Chinese): On 18 June, we marked the first International Day for Countering Hate Speech, pursuant to General Assembly resolution 75/309. Hate speech — the incitement to discrimination, hostility and violence — often leads to political tensions and may even aggravate armed conflict. Regardless of the circumstances, we should condemn and put an end to discrimination and violence against specific countries, ethnic groups and religions; make every effort to dispel hatred, division and distrust; and advocate a culture of peace underpinned by reason, inclusivity and solidarity. The conflict in Ukraine has lasted nearly four months. The ever-increasing casualties and displacements are heart-wrenching.

  20. China has also provided emergency food aid to South Sudan, sent medical expert teams and provided supplies and equipment to contain the pandemic. Together with the United Nations Mission in South Sudan (UNMISS), we launched a pilot project in Eastern Equatoria state to build the capacities of young persons and women engaged in ecological agriculture, helping South Sudan’s economic recovery and improving people’s livelihoods. UNMISS has done a great deal of work to help implement the Revitalized Agreement and protect civilians. China encourages UNMISS and the Government of South Sudan to strengthen their coordination and increase their communication and, of course, supports aligning the mandate of UNMISS with the national priorities and strategies of South Sudan, so as to form synergy.

  22. An increasing number of Council members does not support the current sanctions regime on South Sudan. The intercommunal conflicts in South Sudan have a long history and should be addressed by multiple means, such as prevention, mediation, dialogue and development. The report of the Secretary-General (S/2022/468) indicates that those conflicts are rooted in competition over resources. The international community should help South Sudan grow its economy, improve people’s livelihoods and eliminate the root causes of conflicts. South Sudan’s economic reforms have achieved some results. Its microeconomic situation remained relatively stable. Nevertheless, the shortfall in humanitarian resources remains large, and food insecurity is acute, affecting an estimated 7.7 million South Sudanese this year.

The overall security situation in South Sudan has been stable recently, yet interfactional and intercommunal conflicts have occurred from time to time, which calls for a tailored and integrated approach. It is necessary to expedite the implementation of transitional security arrangements and the formation of necessary unified forces. The international community should provide sufficient financial and material support for those efforts. The Council should respond to the appeal of the African Union by lifting the arms embargo on South Sudan as soon as possible. The United States continues to impose unilateral sanctions on other countries, inflicting tremendous harm on the people of those countries. Sanctions should not be used as a tool for political ends. Double standards should be abandoned.

With regard to the unique challenges facing the country in implementing the Revitalized Agreement on the Resolution of the Conflict in South Sudan, the international community should maintain the necessary patience and provide constructive assistance, instead of exerting excessive pressure, criticizing and imposing sanctions. I should point out that, while an important part of the political transition, elections cannot resolve every issue. The key lies in all parties in South Sudan achieving reconciliation and reaching consensus on various agendas to advance the political transition in a concerted manner with a view to balancing national stability and development.

South Sudan has also completed the formation of the reconstituted transitional national legislative assembly, launched the process for establishing the Commission for Truth, Reconciliation and Healing and formally presented the constitution-making process bill. China welcomes those important developments and appreciates the mediation efforts of the United Nations, the African Union, the Intergovernmental Authority on Development and relevant countries of the region, the Sudan in particular. The transitional period in South Sudan will come to an end next year. On 3 April, the parties in South Sudan reached an agreement on transitional security arrangements. President Kiir Mayardit set up the command structure of the necessary unified forces.

As a close neighbour across the sea, the EU is expected to continue to support the construction of the African Union’s collective security mechanisms and provide predictable and sustainable financial support for the EU’s autonomous peacekeeping operations in African countries in the Sahel and Somalia. It is imperative to provide Africa with greater support and assistance in such areas as debt relief, climate change response, vaccine production and the management of refugees and immigrants, as well as to enhance Africa’s efforts to cope with risks and challenges. Lastly, I would like to reiterate that China works assiduously to develop its relations with the EU. We attach importance to the EU’s important role in regional and global affairs.

It is hoped that the EU will continue to play its unique role in encouraging the party concerned to make decisive political decisions and positively respond to Iran’s legitimate concerns so as to facilitate a smooth conclusion of the negotiations and put the Plan of Action back on the right track as soon as possible. The stalled Middle East peace process is truly worrying. We hope that the EU will position itself fairly and encourage Israel to halt its illegal settlement activities, lift the blockade on the Gaza Strip and abide by its obligations under international humanitarian law. We also expect the EU to play a greater role in mitigating Palestine’s dire financial situation, strengthening the Palestinian Authority’s capacity-building and promoting the implementation of a two-State solution.

We expect the EU to pay greater attention to the voices of developing countries and to maintain and increase its own and its members’ assistance to developing countries, along with the scale of its contributions to United Nations humanitarian and development agencies. It should take on the appropriate moral responsibility for helping developing countries overcome their challenges. The prolongation and expansion of the conflict in Ukraine can only result in greater security risks and spillover effects. First, with regard to practicing genuine multilateralism, as an active advocate of multilateralism the EU should take the lead in upholding the purposes and principles of the Charter of the United Nations, complying with international law and the universally recognized fundamental norms of international relations, earnestly respecting the sovereignty and political independence of all countries and committing to the principle of non-interference in the internal affairs of other countries. Regional initiatives such as the coordination and cooperation mechanism among neighbours of Afghanistan are taking active steps to help Afghanistan improve its humanitarian situation and stabilize its economy. The countries involved in the economic blockade and unilateral sanctions against Afghanistan should end them immediately and return frozen Afghan assets to the Afghan people as soon as possible, in full and without conditions. In March, the Security Council issued presidential statement S/PRST/2022/1, on cooperation between the United Nations and the League of Arab States, calling for the promotion of women’s economic empowerment and poverty reduction in the Arab region.

The United Nations and regional organizations should prioritize development, make greater efforts to address poverty, underdevelopment and other issues that affect women, help more women escape poverty and hunger and achieve economic autonomy, and create favourable conditions for their effective participation in peace processes. Women in regions such as the Horn of Africa and the Sahel continue to face an increasing risk of food insecurity. The international community should speed up the provision of emergency food aid and targeted assistance. Developed countries should honour their commitment to dedicating 0.7 per cent of national income to official development assistance. Tens of millions of Afghan women are also facing the challenges of hunger and poverty.

We support the United Nations in coordinating efforts with the EU and other countries in the region to ensure the safety of the lives and property of Ukrainian citizens, including women and children, meet their basic humanitarian needs and effectively crack down on human trafficking and the sexual exploitation and abuse of refugee women and children. Thirdly, the primary goal of the women and peace and security agenda is the comprehensive advancement of women. The challenges facing women’s advancement have been mounting, given the coronavirus disease pandemic and geopolitical conflicts that are compounded by persistent global food, energy and financial crises.

The killing of the Al Jazeera journalist Shireen Abu Akleh has once again highlighted the long-standing plight of Palestinian women. We must encourage regional programmes that are based on regional contexts, support the African Union, the Association of Southeast Asian Nations, the Shanghai Cooperation Organization, the Economic Community of West African States and other organizations in fully leveraging their roles and provide constructive assistance to encourage political transition and dialogue in those countries. We must support local women and local women’s organizations in participating in peace processes, taking into account their specific conditions. We must ensure that women are represented and that their voices are heard in peace negotiations and political arrangements. Secondly, achieving peace is the best protection for women. The victims who bear the brunt of armed conflict are members of vulnerable groups such as women.

Since last year, a number of countries, from Asia to Africa, have experienced changes in the political scene — some as part of a chain reaction triggered by the hasty withdrawal of foreign troops and others resulting from an outbreak of conflict caused by ill- suited foreign governance models. While of course we must remain concerned about the erosion of women’s rights and interests and the rollback of gender equality, among other things, the international community must realize that giving support to countries that are exploring a development path that suits their national conditions is the only way they can maintain political stability. I am grateful to Secretary-General Guterres for his remarks and to Executive Director Bahous and the other briefers for their briefings. China has always been a supporter, advocate for and practitioner in the international cause of women, and has always actively supported the United Nations and regional organizations in strengthening cooperation on the women and peace and security agenda. In connection with the theme of today’s meeting, I would like to share the following three points. First, the advancement of the cause of women is inextricably linked to a stable political environment.

As the relevant cases near completion, the Mechanism should allocate budgetary resources sensibly, focus on ensuring that its judicial activities are carried out and gradually reduce its expenditures. Pragmatic and effective cooperation between the Mechanism and the countries concerned is essential in enabling it to complete its mandate and make progress. With regard to issues such as relocating those who have been acquitted or released, transferring cases between the Mechanism and the countries concerned and tracking down remaining fugitives, China hopes that the Mechanism will strengthen its communication with the relevant parties, enhance mutual trust, take their legitimate concerns into consideration, learn from the International Criminal Tribunals’ success stories, find solutions and join hands in combating impunity.

China hopes that the Mechanism will continue to conduct its activities in accordance with the mandate set forth in Council resolutions and implement the recommendations made by the Council’s Informal Working Group on International Tribunals and the Office of Internal Oversight Services. Over the past two years, due to factors such as the coronavirus disease pandemic and the state of health of some of the accused, the Mechanism has experienced varying degrees of delay in its proceedings. We note that the Mechanism has completed the health assessment of the accused Mr. Félicien Kabuga and is scheduled to start the trial in September. China expects the Mechanism to strictly follow the projected timetables set out in its work plan and complete the judicial proceedings for the remaining cases in an efficient manner.

  47. Mr. Dai Bing (China) (spoke in Chinese): China thanks President Agius and Prosecutor Brammertz for their respective briefings. We also thank President Agius for his leadership of the International Residual Mechanism for Criminal Tribunals for the past two years, during which the Mechanism has dealt with difficulties and advanced its judicial activities in an orderly manner. We support the efforts of the Office of the Prosecutor to track down fugitives. In accordance with the relevant Security Council resolutions, the Mechanism should be a small, temporary and efficient structure whose functions and size should gradually diminish over time. The Security Council will decide on the extension of the Mechanism’s operating period later this month.

We should assist the countries of the region in improving their investment environment based on their national conditions and development needs, fostering industrialization and economic diversification, supporting digital innovation, youth entrepreneurship and the development of small- and medium-sized enterprises and enhancing their capacity for independent development. Lastly, we would like to pay tribute to Mr. Fall, the outgoing Head of UNOCA. He has played an important role in leading UNOCA’s work and promoting greater cooperation between the United Nations and the countries of the region. I hope that UNOCA will continue to provide tailored assistance as mandated by the Security Council, while taking into account the real conditions in the region and the wishes of the countries concerned.

The countries concerned, along with international financial institutions, should implement their aid commitments, maintain adequate humanitarian funding and ensure that other crises do not distract their attention from the region and the importance of investment in it. We must continue to support countries in the region in their response to the pandemic, provide universal access to safe and affordable vaccines and create conditions conducive to post-pandemic recovery in the region.

Thirdly, in terms of making joint efforts to address the challenges, countries of the region have actively responded to the complex changes in the international situation, worked to fight the pandemic and recover their economies by showing sufficient resilience, and the international financial institutions have provided important financial support. Thanks to the impact of geopolitical conflicts among some major Powers, the countries of the region continue to face multiple challenges, such as crises related to food, energy and other resources, and humanitarian needs are growing. The current situation highlights the importance and urgency of development issues more than ever.
