The international community should adopt a neutral and balanced stance in the mediation process perceived from the Sudan’s reality on the ground, respect the Sudan’s choices and avoid imposing solutions from outside. It needs to be pointed out that democracy can be realized in multiple ways. There are no fixed models, and neither should there be. The road to, and the form of, democracy each country chooses should be in line with its national conditions and development realities and should be explored and developed by the country itself.

The Chairperson of the Sudan’s Sovereign Council, Lieutenant General Al-Burhan, and Prime Minister Hamdok signed and put into implementation the political agreement to restore the military-civilian power-sharing arrangement and gradually establish transitional institutions. They have stated that the elections will be held on time. The Sudan’s political transition is back on the right track. China welcomes this development, which fully demonstrates that as long as the parties concerned put the interests of the country and its people first, stay committed to dialogue and consultation and make necessary compromises, a proper solution can be found. China calls on all parties in the Sudan to continue to implement the Political Agreement to maintain the good momentum of political transition.

The Sudan is an important country in the African and Arab regions. Stability and prosperity in the Sudan serve the common interests of the international community. We must fully respect the Sudan’s sovereignty and leadership, support the Sudan on its chosen development path, which suits its national conditions, and provide constructive assistance in accordance with its needs. I would like to highlight the following three points. First, the political transition in the Sudan has continued to make progress.

  6. Since taking office, Special Representative of the Secretary-General Keita has led MONUSCO in effectively fulfilling the Security Council mandate and making progress in all areas of its work. MONUSCO and its Force Intervention Brigade have played an important role in stabilizing the security situation in the Democratic Republic of the Congo, and the contributions made by the troop- and police contributing countries are commendable. On principle, China supports a one-year extension of MONUSCO’s mandate. MONUSCO has withdrawn from Kasai province and will be pulling out of Tanganyika province in June 2022.

At the opening of the eighth Ministerial Conference of the Forum on China-Africa Cooperation, held recently, President Xi Jinping announced that China would provide 1 billion doses of vaccines to Africa, seek to have $300 billion of imports from Africa in the next three years and implement nine programmes with Africa in health, poverty reduction and agricultural development, promote trade and investment, digital innovation, green development, capacity-building, cultural and people-to-people exchanges and peace and security. That will inject new impetus into the efforts of the Democratic Republic of the Congo and other African countries to fight the pandemic, improve humanitarian conditions and achieve post-COVID-19 recovery.

The Democratic Republic of the Congo is facing a dire humanitarian situation, with the coronavirus disease (COVID-19) and epidemics such as meningitis and Ebola raging and a full vaccination rate for COVID-19 of only 0.1 per cent. There are new refugee flows from Ituri, North Kivu and South Kivu. The international community, particularly the international financial institutions, must honour their assistance pledges and increase inputs to help meet the current challenges.

In order to break the vicious cycle of violent conflict, we must start at the roots, promote regional cooperation, develop and use natural resources in a sound manner, advance the Disarmament, Demobilization, Community Recovery and Stabilization Programme and provide the local population with more jobs and enhanced livelihoods. The new strategy and action plan for the Great Lakes region provides the reasoning and implementation path for addressing those problems. MONUSCO should step up coordination and cooperation with the Office of the Special Envoy of the Secretary-General for the Great Lakes region in order to address the causes of regional instability through joint efforts.

The Government of the Democratic Republic of the Congo has imposed a state of siege in the eastern regions and launched a joint military operation with Uganda in order to vigorously combat armed group violence, thus demonstrating its firm role and determination to maintain stability. We hope that the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) will continue to coordinate and collaborate with the Forces armées de la République démocratique du Congo and continue to protect civilians through joint operations and other measures. However, reliance on military means alone will not definitively resolve the problems in the eastern Democratic Republic of the Congo.

It is also imperative to focus on national development and people’s livelihoods, properly implement the Government’s three-year programme of action, promote reforms in key areas, improve governance capabilities and boost national development and recovery. The security situation in the Democratic Republic of the Congo has deteriorated, with frequent incidents of armed violence and successive instances of civilian kidnappings and killings. The recent violence in Ituri, for example, resulted in many civilian casualties, including the loss of life of two Chinese citizens. China strongly condemns such violence.

As the rotating Chairperson of the African Union, President Tshisekedi Tshilombo has made important contributions to promoting the unity and sovereignty of Africa and has actively mediated on hotspot issues. However, many difficulties and challenges stand in the way of efforts to achieve lasting peace and security in the country.

  13. The coronavirus disease pandemic exacerbated the issue of livelihoods in Libya. In the implementation of the Security Council sanctions against Libya, caution must be exercised to avoid negative impacts on the country’s economy and the well-being of the people. The Security Council should actively explore effective ways to use Libya’s frozen assets for the country’s reconstruction and respond in an appropriate manner to Libya’s legitimate concerns with regard to its losses as a result of the frozen assets.

In October, the 5+5 Joint Military Commission agreed upon an action plan for the full withdrawal of foreign forces and mercenaries, reflecting the unanimous will of all parties and the will of the Libyan people. China looks forward to progress on the implementation of the action plan as soon as possible. All countries with forces in Libya should cooperate actively in that regard. There can be no exceptions. The departure of foreign forces and mercenaries should be guided by the need to avoid negative impacts on the security situation in the Sahel and the surrounding areas. China welcomes the strengthening of communication between Libya and its neighbours on that point, including the launch of the quadripartite border management mechanism, jointly staffed by Libya, the Sudan, Chad and the Niger.

  15. Libya has made great efforts to prepare for the elections and has made noticeable progress. However, to keep the elections on schedule, much remains to be done. China encourages the United Nations Support Mission in Libya to continue, in line with its Council mandate, to provide the necessary support for the elections. The international community should respect Libya’s sovereignty, independence and their territorial integrity and abide by the principle of non-interference in internal affairs. The presence of foreign forces and mercenaries in Libya is one of the main obstacles to achieving durable peace and stability in the country.

  16. Those conferences expressed a unified message in support of elections to be held as scheduled and the full withdrawal of foreign forces and mercenaries, which we welcome. There is only one month left before the elections. China supports the parties in Libya, on the basis of the Libyan Political Dialogue Forum road map, to hold simultaneously, as scheduled, presidential and parliamentary elections that are fair, inclusive and transparent in order to usher in a new phase of national development. All parties in Libya should put the interests of the country and the people first, commit to dialogue and consultation, strengthen unity and cooperation and resolve differences emerging during the election process by peaceful means so as to avoid affecting the hard-won peaceful situation.

China encourages all parties to resolve their disputes regarding the elections through dialogue, consultation and other peaceful means and to continue to steadily advance the preparations for the elections. We call on all foreign forces and mercenaries in Libya to complete their withdrawal as soon as possible, in accordance with the relevant action plan, so as to create favourable conditions for the political process in Libya. Last, but not least, I would like to reiterate that China’s position on the Libya-related matters before the International Criminal Court remains unchanged. We expect the ICC to follow the principle of complementary jurisdiction, as stipulated in the Rome Statute, in handling the Libyan issue.

Mr. Dai Bing (China) (spoke in Chinese): China welcomes Prosecutor Karim Khan to a meeting of the Security Council for the first time and congratulates him on his election to the post of Prosecutor of the International Criminal Court (ICC). We also welcome Mr. Taher Elsonni, Permanent Representative of Libya, to this meeting. The ceasefire in Libya has been generally maintained for some time, and election preparations have continued to advance. The 5+5 Joint Military Commission agreed in October on the action plan for the withdrawal of foreign forces and mercenaries from Libya. The International Conference for Libya was held in Paris in November, where participating parties sent a unified message in support of the elections as scheduled and the complete withdrawal of foreign forces and mercenaries.

  21. The international community should attach great importance to that issue and take positive actions to support Somalia in meeting its humanitarian and development needs. Suspending aid to Somalia for political reasons is not a constructive approach, and it is the Somali people who will ultimately suffer. China sympathizes with Somalia’s current difficulties, and we delivered aid worth $4 million to Somalia last month. We will provide Somalia with another 500,000 doses of vaccine to fully support Somalia’s pandemic response. China will continue to work with the international community to provide practical assistance for peace and reconstruction in Somalia.

China expects the Secretary- General to conduct a technical assessment of the management of arms and ammunition, in accordance with the Security Council resolution, and set clear, realistic and measurable assessment criteria for lifting the embargo on arms and ammunition. Thirdly, we must increase humanitarian and development assistance. Affected by the coronavirus disease pandemic, violent conflict and extreme weather, nearly half of Somalia’s population is in urgent need of humanitarian assistance. At the same time, the Somali Government faces huge financial pressures and a severe lack of humanitarian assistance and vaccines, forcing it to slow down its national development plan.

  23. We hope that all parties can reach a solution acceptable to all based on fully respecting the views of the host country. Before the Security Council takes a decision on this issue, the funds needed for AMISOM’s operations must be guaranteed to avoid a security vacuum due to funding gaps. China has been doing all it can to support AMISOM, and we have decided to provide annual cash assistance to AMISOM. The security and stability of the country are ultimately the responsibility of Somalia itself. In that regard, no external help can replace Somalia’s own efforts. China calls on the international community to heed the voice of the Somali Government, help Somalia to strengthen its security capabilities and take positive actions with regard to lifting the Security Council’s arms embargo on Somalia.

China appreciates the technical, logistical and security assistance provided by the United Nations Assistance Mission in Somalia and the African Union Mission in Somalia (AMISOM) and calls on the international community to continue to provide the necessary political and financial support for the elections in Somalia. Secondly, we must jointly maintain security and stability in the country. China strongly condemns the recent bomb attacks in Mogadishu and expresses its condolences to the victims. Helping Somalia to combat terrorism is the common goal of the international community. AMISOM has made tremendous efforts and sacrifices to that end. China pays tribute to AMISOM peacekeepers. I welcome Ambassador Osman, Permanent Representative of Somalia, to today’s meeting. At present, the reconstruction of Somalia is at a critical juncture. The country has many pending tasks with regard to elections, counter-terrorism and the security transition, even as it faces pressure related to the pandemic, the humanitarian situation and development challenges. In connection with the Secretary-General’s report (S/2021/944) and the briefings today, I would like to emphasize the following points. First, it is essential to focus on advancing the elections.

  27. Consequently, China had no choice but to abstain in the voting. As always, China participated constructively in consultations on the draft text, showing maximum flexibility and commitment to reaching consensus. The Security Council had an opportunity to reach consensus, but that unfortunately did not come to pass. It is also the third consecutive year in which the Council has been unable to reach consensus on a resolution to extend sanctions measures against Somalia. We hope that all members can and will make their best efforts to achieve consensus in future.

In such circumstances and based upon the request of the Somali Government, the Security Council has should gradually modified arms embargo measures against Somalia in order to help the Government enhance its security capacity and restore State authority. It is regrettable that resolution 2607 (2021) is not adequately adjusted to reflect the aforementioned objectives and fails to effectively address the concerns of the Somali Government. Moreover, the text reflects an expansion through new mandates. That is inconsistent with the general direction of lifting the arms embargo on Somalia. In addition, on multiple occasions Somalia has expressed its concerns regarding the security risks faced by its personnel and institutions as a result of the leakage of financial information. The new text fails to properly address that issue.

Doing so helps preserve momentum and promote the political process. Somalia has made continuous strides towards national reconstruction and has progressively increased its security capacities. The Government has formulated and updated its transition plan, thereby demonstrating its willingness and determination to independently assume responsibility for security and take ownership of its own destiny.

It should focus on helping the countries of the region to restore State authority; enhance the capacity of Governments; achieve sustainable development; enhance social inclusion and cohesion; solve the root causes of terrorism and extremism; and promote peace through development. At the end of this month, China and African countries will jointly hold the eighth ministerial meeting of the Forum on China-Africa Cooperation. In that process, all parties concerned should strengthen information exchange and coordinate their actions with countries in the Sahel region to prevent the withdrawal from exerting any negative impact on the situation in the region.   32. Regional counter-terrorism actions cannot be separated from an enabling external political environment. Mali occupies an important position in cooperation on regional counter-terrorism. The international community should provide constructive support for Mali’s political transition while encouraging all Malian parties to resolve their difficulties through dialogue; promote preparations for the general elections in line with the reality of the situation in Mali and the wishes of the Malian people; and maintain Mali’s political stability. The withdrawal of foreign fighters from Libya should be conducted in an organized and orderly manner.

Regarding the reorganization and downsizing of military deployments by the relevant countries, it is necessary to strengthen communication with the countries of the region so as to avoid the emergence of a security vacuum. China supports the Joint Force in obtaining sustainable and predictable financial support, as well as in finding a solution acceptable to all parties as soon as possible that not only suits the reality of the region and meets the needs of the Joint Force, but also takes into account the concerns of all stakeholders. In recent years, the five Sahelian countries have proactively strengthened themselves by joining hands to deepen cooperation and launch several rounds of counter-terrorism operations, which have played an important role in eliminating the influence of terrorism and maintaining stability and security in the region. China wishes to register its appreciation in that regard. As the Joint Force of the Group of Five for the Sahel (G-5 Sahel) faces considerable difficulties in terms of logistics support, China supports the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) to continuously improve its logistical support to the Joint Force. According to the Joint Force’s military action plan, MINUSMA should formulate corresponding logistics support programme to secure the needs of the Joint Force as far as possible.

I also listened carefully to Ms. Sinaré’s statement and welcome the presence of the Permanent Representative of Chad at this meeting. According to the report of the Secretary-General (S/2021/940), the security situation in the Sahel region is turbulent, plagued by ever-spreading terrorist forces, where frequent attacks target countries such as Burkina Faso, Mali and the Niger. A Security Council delegation visited Mali and the Niger last month, through which it was able to further deepen its understanding of the grim security situation in the region.

Baipo Temon, sent a letter to the President of the Security Council with the hope that resolution 2605 (2021) would show greater respect for the Central African Republic and the leadership and ownership of its Government and place greater emphasis on the threats facing the Central African Republic, including armed groups. The reasonable suggestions of the Central African Republic have not been afforded full consideration, which China regrets. That is why China abstained in the voting on the resolution. China hopes that the reasonable opinions of the Central African Republic will be given more attention by the penholder going forward.

It successfully held presidential and legislative elections and continues to improve the security situation, actively facilitated the “republican dialogue” and announced a unilateral ceasefire last month. The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), as mandated by the Security Council, has been actively carrying out its work under the leadership of Special Representative Ndiaye and has made important efforts to improve the situation in the Central African Republic.

  39. In 2015, China and the United Nations Educational, Scientific and Cultural Organization set up a prize for girls’ and women’s education. We have so far awarded the prize to 10 organizations from countries such as a Zimbabwe, Kenya and Jamaica to encourage more people to work for girls’ and women’s education so as to join forces for global gender equality in education. Along with the international community, China stands ready to work to expedite the realization of gender equality and promote global women’s advancement in order to build a community of a shared and better future for all, including women.

  40. Women’s entrepreneurship should be encouraged and supported so that women can break free from poverty through their own efforts. Bodies such as the United Nations Development Programme and UN-Women should prioritize supporting women’s economic empowerment. Mandates for United Nations political and peacekeeping missions should include more support for women’s development and economic empowerment. At the international level, China has actively cooperated on women’s issues to promote women’s advancement globally. In recent years, in developing countries we implemented 100 maternal- and child-health projects and 100 Happy Schools projects. We trained 130,000 women professionals in various fields in developing countries, thereby providing strong support for women’s empowerment in those countries.

In the United Nations Mission in South Sudan, a team of 10 Chinese women peacekeepers guard the security of a refugee camp, conduct long-distance patrols, share knowledge on women’s rights and interests with local people and even teach foreign languages at an elementary school in the camp. We should more vigorously advanced women’s economic empowerment. The various barriers to women in conflict basically represent development gaps. The most important barrier is the development gap. To elevate women politically, their economic empowerment is essential. More importantly, women’s unique advantages in areas such as the protection of vulnerable groups and community outreach should be leveraged to tangibly improve the overall performance of peacekeeping. China actively champions and supports women’s participation in peacekeeping. Over the past three decades, we have sent more than 1,000 women to various peacekeeping operations. In the United Nations Interim Force in Lebanon, Chinese women peacekeepers are at the front line of mine clearance. In the past year alone, their engineering contingent detected and destroyed more than 2,200 mines, creating new safe zones for the Lebanese people.

  43. We should support a greater role for women in peacekeeping and peacebuilding. United Nations political and peacekeeping missions should fully communicate and coordinate with the countries concerned and, based on the local conditions, support the participation of local women and women’s organizations in peace processes and ensure women’s representation and voices in peace talks and political arrangements. Women’s participation in peacekeeping should have our continued support. In the planning and deployment of peacekeeping operations there should continue to be equal opportunities for women’s education, training and capacity-building and support for women’s assumption of important leadership roles in such operations. Of course, women’s participation in peacekeeping is not for the sake of numerical indicators alone.

Robust comprehensive measures are needed to combat violence against women and girls, including sexual violence in conflict, Particular attention should be given to ending abuses and threats against women by terrorist and extremist forces. In Syria and Iraq, a large number of female family members of foreign terrorist fighters are still detained. The relevant countries should shoulder their responsibilities and speed up screening and repatriation. Preventing and defusing conflicts offer the ultimate protection of women. The Security Council should strive to eliminate the root causes of conflicts, find political settlements to hot-spot issues and resolve disputes peacefully through dialogue, mediation and consultation so that all women and children can enjoy, and live in, peace.

  45. In Palestine, conflicts in Gaza in May killed 38 and injured 398 women. Palestinian women have long lived under the shadow of occupation. In Afghanistan, women have paid dearly for the 20-year war. They face huge risks and challenges due to the recent hasty withdrawal of foreign forces. In other conflict areas, the trafficking of women and children and sexual violence still occur from time to time. The coronavirus disease pandemic has exacerbated the challenges faced by women in conflict. To strengthen the protection of women in conflict, the international community should fully consider their actual difficulties and needs and provide timely humanitarian assistance.

I also thank Secretary-General Guterres, Executive Director Bahous, Special Envoy Diop and Ms. Umenza Velasco for their briefings. As shown by the briefings of the Secretary-General and the other speakers, protecting women in armed conflict, promoting their political participation and comprehensively advancing their rights and interests remain formidable tasks. Against the backdrop of a raging pandemic, the mounting turmoil and gains already achieved at risk of reversal, the international community should step up its efforts, coordinate actions and give more prominence to the women and peace and security agenda. We should step up the protection of women in armed conflict.

The Permanent Representative of the Niger, in his capacity as Chair of the Committee established pursuant to resolution 2127 (2013), concerning the Central African Republic, led a visit to the Central African Republic last week. It was a good opportunity for the Council to better understand the wishes of the Government and the situation on the ground, which should in turn promote a swift decision on the complete lifting of the arms embargo on the country. Lastly, together with the rest of the international community, China will continue to work for peace and development in the country.

At the same time, when defining the future mandate and the priorities and allocations of the relevant capacities and resources, MINUSCA should fully heed the views of the country concerned and strengthen coordination and consultation with it so as to ensure that the Mission’s activities align with the country’s needs and priorities. That will also be a positive step in restoring trust between MINUSCA, on the one hand, and the central Government and the various sectors of society, on the other. Finally, I wish to once again stress that lifting the arms embargo touches on the sovereignty and security of the Central African Republic. That is desired by the popular sentiment of the people of the Central African Republic and is echoed by countries of the region.

  49. Xi Jinping, recently proposed the global development initiative during the general debate of the General Assembly (see A/76/PV.3). This is a good opportunity for the international community to collaborate and help developing countries, including the Central African Republic, to achieve the 2030 Agenda for Sustainable Development and eliminate the root causes of conflicts. China supports the Special Representative of the Secretary-General and MINUSCA in successfully discharging the Security Council’s mandate. We support maintaining the status-of-forces agreement with a view to ensuring the safety and security of peacekeeping personnel.

  50. At present, the country faces multiple challenges, including economic difficulties, the worsening fiscal situation, a shortage of food and the coronavirus disease pandemic. More than 3 million people are in need of humanitarian assistance. It is important that the international community, in particular major countries, help the Central African Republic to recover its economy, develop its energy resources, enhance public services and improve people’s livelihoods. International financial institutions, including the World Bank, must honour their commitments by stepping up assistance with increased inputs.
