At present, the political and security process in Somalia is at a critical stage. The international community must not relent in its attention and support at this juncture and must help Somalia to better meet the challenges on all fronts. First, all efforts should be made to consolidate achievements in the fight against terrorism. The Somali authorities have achieved visible results in the fight against terrorism. The terrorist group Al-Shabaab has recently launched frequent attacks on Government institutions, airport facilities and United Nations agencies, resulting in civilian casualties.

  2. Under the framework of the Forum on China- Africa Cooperation and the Belt and Road Initiative, China has jointly implemented a large number of pragmatic cooperation projects in such fields as energy resources, infrastructure, industrial and agricultural development, science and technology and education to support the countries of the region in their independent development and regional cooperation. The third Belt and Road Forum for International Cooperation is currently being held in Beijing. China looks forward to working with the relevant parties, including countries in the region, to jointly build a high-quality Belt and Road Initiative, to work together to achieve common development and prosperity and to contribute more to lasting peace and development in the region.

  3. Efforts should be made to support the countries of the region in intensifying cooperation for development and promoting development for peace. The Office of the Special Envoy for the Great Lakes Region should play an overall and coordinating role with an in-depth understanding of the concerns of the countries of the region, while strengthening coordination with the United Nations country team and other institutions and jointly supporting MONUSCO’s smooth transition. China supports Special Envoy Huang Xia in his continued efforts to promote the implementation of the United Nations Strategy for Peace Consolidation, Conflict Prevention and Conflict Resolution in the Great Lakes region and to mobilize the resources of the United Nations and the international community to achieve more results. Thirdly, we must support the common development of the region. The Great Lakes region is rich in natural resources and has great potential for development.

  5. At present, the future of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) has become the focus of attention of all parties. The presidential statement adopted by the Council yesterday (S/PRST/2023/5) underscored the need for arrangements to be made in that regard. While advancing MONUSCO’s transition, we should reflect on how we can improve the work of United Nations agencies, better respond to the needs of countries such as the Democratic Republic of the Congo and better support the deepening of cooperation between the United Nations and the region.

  6. The countries of the Great Lakes region are a community of nations, the security of which is interdependent and inseparable. Given the current situation, the countries of the region should give full play to the Nairobi and Luanda processes and jointly urge armed groups to cease fighting, stop the violence and ease tension through dialogue. China appreciates the good offices of Special Envoy Huang Xia with regard to the situation in the Democratic Republic of the Congo. The Security Council should continue to support the work of the Special Envoy and provide the necessary assistance in the regional peace process. Secondly, it is necessary to support United Nations agencies in playing their role effectively.

  7. First, it is vital to maintain the common security of the region. The security situation in eastern Democratic Republic of the Congo is the challenge that stands out the most in the Great Lakes region. China supports the leaders of Burundi, Kenya and Angola in their good offices. China welcomes the African Union’s invitation this past June to the East African Community, the Economic Community of Central African States, the Southern African Development Community and the International Conference on the Great Lakes Region for the holding of a quadripartite summit to push for coordinated regional action in support of peacekeeping and security cooperation between regional organizations and the Democratic Republic of the Congo.

I welcome the presence of the representatives of the Democratic Republic of the Congo and Rwanda at today’s meeting. I also listened carefully to Ms. Malimukono’s statement. For some time now, the countries of the Great Lakes region have made great strides in strengthening regional coordination, maintaining common security and promoting common development. At the same time, they face multiple challenges, such as violent conflicts and humanitarian crises. The situation in the Great Lakes region affects the overall security of Africa. The international community should provide more constructive support for regional peace and development. In that regard, I would like to emphasize three points.

Thirdly, with regard to the Security Council’s upcoming consideration of the extension of the mandate of the United Nations Support Mission in Libya (UNSMIL), China hopes that UNSMIL will support Libya’s efforts to promote dialogue and consultation, consider the legitimate concerns of all parties, and play a constructive role. We have seen a resurgence of armed clashes in Tripoli and other areas in recent weeks. China urges all parties to take measures to prevent such incidents from recurring. Special Representative Bathily should continue to push the 5+5 Joint Military Commission to strengthen dialogue so as to make progress as soon as possible on the unification of troops and the establishment of a ceasefire monitoring mechanism.

  11. The NATO military intervention resulted in a decade of turmoil in Libya, with State institutions torn apart and massive damage done to infrastructure that has not been repaired to this day. NATO therefore bears an inescapable responsibility for the huge losses and casualties caused by the floods. Libya urgently needs humanitarian aid, and yet its overseas assets are still frozen. China has frequently made suggestions about the issue during discussions of the Libyan sanctions resolution, and we hope that the Security Council attach great importance to our suggestions and take concrete steps in that regard.

  12. The recent floods that ravaged Libya have led to more than 10,000 deaths and disappearances and to a large-scale displacement of the population. Housing, medical facilities and water supplies are among the infrastructure that has been severely damaged. In the wake of the floods, China announced it would provide ¥30 million in emergency humanitarian assistance, and on 25 September urgently needed humanitarian supplies from China arrived in Benghazi and were delivered to those in need. China calls on the international community to scale up its humanitarian assistance to help the Libyan people overcome the effects of the disaster and rebuild their homes. And while the floods are a natural disaster, there are also human-made factors at play.

China notes that the various parties concerned have started a dialogue on the formation of an electoral road map and the House of Representatives has announced its approval of the electoral laws. China hopes that all the parties will consolidate the results of the dialogue, resolve their disputes, narrow their differences and advance the political process with a view to creating the conditions necessary for the general elections. It should be pointed out that only a political solution that is Libyan-led and Libyan-owned is conducive to the country’s genuine long-term stability. The international community should respect Libya’s sovereignty and leadership and refrain from imposing external solutions. Secondly, it is vital to make robust efforts to address the humanitarian crisis.

I would also like to thank the Chair of the Committee established pursuant to resolution 1970 (2011), concerning Libya, Ambassador Ishikane, for his briefing. I welcome the Permanent Representative of Libya to today’s meeting. Various parties in Libya have made great efforts recently to promote political dialogue, maintain security and stability and tackle the impact of the floods. Nonetheless, they are still facing unprecedented challenges. The international community and the Security Council should provide more support to help Libya get through the difficulties. In that connection, I would like to make three points. First, it is important to maintain the momentum in the political dialogue.

  15. Thirdly, the long-standing instability in Libya has created a fertile breeding ground for illegal migration. The international community should adhere to the Libyan-led and -owned principle and provide constructive support for Libya’s political transition, development and reconstruction so as to promote an early restoration of long-term peace and stability in the country. There are currently 700,000 refugees and migrants from more than 40 countries in Libya. Their presence exacerbates the humanitarian crisis there. The international community should fully take into account the genuine difficulties faced by Libya, intensify its humanitarian assistance and provide constructive support to Libya in order to improve the management of refugees and migrants.

  16. Who would be willing to drift from place to place, enduring hardships and embarking on perilous journeys if their homes were not destroyed and their very survival difficult to ensure? We hope that the relevant parties will realize that, instead of interception at sea or removal on shore, a better approach would be to take proactive measures to host the refugees and migrants locally. European countries should effectively deliver on their official development assistance commitments, help the countries of origin of those refugees and migrants develop their economies and improve people’s general well-being so as to completely eradicate the underlying causes of refugees and migrants and, ultimately, create conditions for the refugees and migrants to return home.

  17. And yet, when it comes to protecting refugees and migrants, they have shirked their responsibilities. They have remained indifferent to, or even participated in, several serious human rights violations. We urge the countries concerned to abide by the norms of international law and effectively protect the human rights and fundamental rights of refugees and migrants. We urge the countries concerned to address the issue of refugees and migrants with an open and tolerant mindset, rather than allowing tragedies to unfold time and again. Secondly, the causes giving rise to illegal immigration on the high seas off the coast of Libya are complex. They are closely related to the problems of extreme poverty, social unrest and armed conflict in the neighbourhood.

  18. The situation remains grave. The convening of this meeting, on Russia’s initiative, will help the international community to conduct an in-depth study of the problem so as to seek a solution that addresses both the symptoms and the root causes. I would like to emphasize three points. First, China supports the Security Council’s authorization to combat the smuggling of migrants and trafficking in persons on the high seas off the coast of Libya. We note that the Secretary-General states in his report (S/2023/640) that the practice of such maritime operations threatened basic human rights and endangered the lives of refugees and migrants. I wish to point out that some European countries have always blamed others under the banner of protecting human rights.

  19. Mr. Dai Bing (China) (spoke in Chinese): I listened very carefully to the briefings by Ms. Menikdiwela and Mr. Liljert. Recently, the eastern region of Libya was devastated by a severe storm that resulted in heavy casualties and extensive property damage. China was among the first to send emergency humanitarian assistance to the country. The Red Cross Society of China provided emergency cash assistance to the Libyan Red Crescent Society. Ninety tons of humanitarian and disaster- relief supplies from China have arrived in Libya. China stands ready, along with the international community, to extend a helping hand to the Libyan people in order to help them overcome the disaster and rebuild their homes as soon as possible. The issue pertaining to refugees and migrants along the coast of Libya has been going on for several years.

China has noted President Tshisekedi Tshilombo’s address to the General Assembly in which he elaborated on the Congolese position and the letter from the Minister for Foreign Affairs and la Francophonie Lutundula Apala Pen’apala’s to the Security Council on the matter (S/2023/648, annex).The Council should promote constructive and responsible discussions among the Secretariat, MONUSCO, the Congolese Government and troop- and police contributing countries. In formulating the mandate and transitional plans for MONUSCO, it is necessary to fully heed the views of the Democratic Republic of the Congo and take into account the security situation in the eastern Democratic Republic of the Congo to make sound and reasonable arrangements.

As this year’s general elections are by their very nature the internal affairs of the Democratic Republic of the Congo, China hopes that the international community will respect the sovereignty and ownership of the Democratic Republic of the Congo and avoid external pressure and interference. China supports the efforts of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in the areas of the protection of civilians, preparations for the election and disarmament, demobilization and reintegration, and hopes that the Mission will strengthen its communication with the host Government and its people in order to enhance mutual trust, avert clashes and security incidents and deliver effectively on its mandate. The attention of all parties is focused on future arrangements for MONUSCO.

Thirdly, the general elections to be held at the end of this year will be a milestone in the political and peace processes of the Democratic Republic of the Congo. China supports the efforts of the Congolese Government in preparation for the elections. There has been a recent uptick in political tensions. China supports the peacekeeping and security operations of the Democratic Republic of the Congo, the East African Community (EAC), the Southern African Development Community (SADC) and Angola, among other countries and entities, and encourages the international community to provide support. In June, the African Union invited representatives of the EAC, the Economic Community of Central African States, SADC and the International Conference on the Great Lakes Region to a quadripartite summit held in Angola with a view to promoting greater coordination among regional organizations. China encourages all parties to act in the spirit of the summit for greater synergy on the issue of the eastern Democratic Republic of the Congo.

  24. The report of the Secretary-General notes that the army reform plan of the Democratic Republic of the Congo continues to face challenges, such as funding shortfalls. China calls on the international community to continue to provide the necessary financial and technical support. Secondly, the stability of the eastern Democratic Republic of the Congo affects the overall security of the Great Lakes region. Last week, in their statements to the General Assembly, the leaders of Angola, Burundi, Kenya and other countries of the region called on the international community to pay more attention to the eastern Democratic Republic of the Congo and for greater mutual trust to maintain common security.

  25. First, although there have been no recent major hostilities in the eastern Democratic Republic of the Congo, there have been increasing clashes among armed groups and attacks on civilians. The situation remains tense. China urges the Mouvement du 23 mars and other armed groups to implement the decisions of the Nairobi and Luanda processes, cease violence as soon as possible and withdraw from the occupied areas. China supports the countries concerned in resolving their differences through dialogue and consultation. Thirdly, under the leadership of Special Representative of the Secretary-General Haysom, UNMISS has overcome difficulties and made significant contributions in the implementation of the Revitalized Agreement, the protection of civilians and supporting humanitarian operations. As a major troop-contributing country to UNMISS, China is ready to continue to make unrelenting efforts to that end. At the same time, some countries in recent years have continued to push for the expansion of the mandate of UNMISS, some of which clearly goes beyond the capacities of the Mission and has had an impact on the mutual trust with the host country. In particular, in the relevant mandate, too much emphasis has been placed on the use of force as a priority method to protect civilians, which has led to controversies.

In yesterday’s Council meeting on humanitarian issues (see S/PV.9418), many countries called on traditional donors, especially developed countries, to honour their assistance commitments to ease the humanitarian difficulties in developing countries. The international community should listen carefully to those calls and help South Sudan to address its humanitarian challenges. The development and management of South Sudan’s oil resources have an impact on its economy and livelihoods and should be decided by the people and the Government of South Sudan. Countries outside the region should not interfere or intervene.

  30. Intercommunal violence and conflicts between farmers and herders still sporadically occur. Improving the security capacity-building of South Sudan is the priority. The Council should lift its arms embargo on South Sudan at an early date to remove its negative impact on security capacity-building. Secondly, South Sudan is faced with multiple challenges in areas such as food, security, diseases, floods and violent conflicts. Its humanitarian situation is dire. Armed conflicts in the Sudan and the huge influx of refugees have exacerbated the humanitarian difficulties. Meanwhile, the humanitarian funding for South Sudan is seriously inadequate, which is concerning.

China welcomes the recent positive gesture shown by South Sudan’s leaders with regard to political transition and elections and calls on all parties to consolidate consensus, address disputes properly and based on the Revitalized Agreement and extended road map and step up work in key areas, thereby continuously creating favourable conditions for the holding of elections. At the same time, as the youngest country in the world, South Sudan is faced with many difficulties and challenges in national governance. The international community should maintain the necessary patience, respect the sovereignty and ownership of South Sudan and provide support in its political process and election preparations. The Secretary-General’s report highlights that the security situation in many places in South Sudan is dire.

In the light of the report of the Secretary- General (S/2023/657), I would like to highlight the following points. First, the political transition of South Sudan is at a critical stage. China supports South Sudan in working with the United Nations Mission in South Sudan (UNMISS) to jointly promote the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan and its joint task force with the African Union and the Intergovernmental Authority on Development to facilitate the constitution-making and the preparation for general elections.

It also requests the Secretary-General to provide recommendations regarding the transfer of evidence to Iraq by 15 January 2024, and requests the Special Adviser to develop an exit road map in consultation with the host country within six months. We hope that those Council requests will be fully and effectively implemented. We also hope that UNITAD will maintain close communication with the host country, properly transfer evidence, plan an orderly exit and cover the last mile of its mandate so as to achieve the historic mission of supporting Iraq’s domestic accountability mechanisms. Iraq has made tremendous sacrifices in combating Da’esh and recovering territories occupied by terrorist and extremist groups.

Mr. Dai Bing (China) (spoke in Chinese): China welcomes the adoption of resolution 2697 (2023), on the extension of the mandate of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant (UNITAD), which was established on the basis of resolution 2379 (2017). As the UNITAD host country, Iraq made express requests in a letter with respect to the time frame of the mandate and the transfer of evidence, among other things. China always maintains that the ownership and leadership of the host country should be respected and that the Security Council should fully respond to the legitimate requests and concerns of Iraq. The resolution just adopted by the Council, in response to a request from Iraq, extends the UNITAD mandate only until 17 September 2024.

As the political and security situations in the Sudan have evolved significantly in recent years, the Council must reflect on and assess how UNITAMS can play its role under the current circumstances. To that end, it should fully take into account the views of the Sudan, determine the course of cooperation between the United Nations and the Sudan vis-à-vis the country’s concerns and needs and help it to rebuild peace and stability.

China hopes that it will provide the opportunity for the international community to come together to pledge more significant support to relieve the humanitarian crisis in the Sudan and neighbouring countries. Thirdly, the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS) is facing considerable challenges in its work. China has noted the concerns expressed in a recent letter from the Permanent Mission of the Sudan to the President of the Security Council. As a prerequisite for fulfilling its mandate, UNITAMS needs to maintain communication and cooperation with the Sudanese authorities. The international community and the Council should encourage the two sides to rebuild mutual trust and prevent the situation from deteriorating.

  38. We hope that the United Nations guiding principles for humanitarian assistance are duly followed in those operations and call on all parties in the Sudan to facilitate their work. Recently, China delivered multiple shipments of humanitarian goods, including life-sustaining goods and medical supplies, to the Sudan. More such shipments will follow. China is concerned about the grave shortfall in humanitarian funding. We call on the international community, especially traditional donors, to resume their assistance and call on the parties concerned to lift unilateral sanctions to avoid negative humanitarian repercussions. During the upcoming high-level week of the General Assembly at its seventy-eight session, a meeting on the humanitarian situation in the Sudan will be held.

  39. External pressure and interference are a significant source of continued instability in the Sudan. The international community should learn its lessons and effectively safeguard the sovereignty, independence and territorial integrity of the country, accommodate the concerns of all Sudanese parties and constructively support the easing of the situation. Secondly, we need to step up humanitarian assistance. The humanitarian situation is dire in many parts of the Sudan, with 25 million people in need of assistance, and the demand for food, drinking water and medical supplies is urgent. China thanks the United Nations and international humanitarian organizations for their outstanding relief work for the people in distress.

As a good friend and partner of the Sudanese people, China sincerely hopes that, in the interests of the country and its people, the parties will resolve their differences through dialogue and negotiations to create conditions for the return of peace and stability. The recent period saw initiatives proposed by the African Union and the Intergovernmental Authority on Development to resolve the Sudanese issue and sustained efforts to that end by Egypt and Saudi Arabia. Among other things, China supports the enhanced efforts of the countries of the region on diplomacy, mediation and communication with the Sudanese parties to reduce tensions as soon as possible. The issue of the Sudan is a product of a multiplicity of political, historical, communal and other factors.

Mr. Dai Bing (China) (spoke in Chinese): I thank the representative of Ghana for his report as Chair of the Security Council Committee established pursuant to resolution 1591 (2005), concerning the Sudan, and I listened carefully to all of the briefers today, including Ambassador Agyeman in his capacity as Chair of the Security Council Committee established pursuant to resolution 1591 (2005), concerning the Sudan. In the light of the report of the Secretary-General (S/2023/644), I would like to make the following three points. First, efforts are needed to de-escalate the situation as soon as possible. The armed conflict in the Sudan has continued to intensify, accompanied by rising civilian casualties. There is widespread concern in the region.

It is, however, regrettable that some members pushed a draft resolution (S/2023/638) through the Council that disregarded the wishes and efforts of other members to continue mediation efforts on the process, which is an outcome that neither contributes to the resolution of the Malian issue nor helps the Council play a positive and constructive role. Lastly, I would like to reaffirm once again that maintaining peace and stability in Mali, and in the region as a whole, is in the shared interests of the international community. The international community and the United Nations should continue to provide assistance and support, based on respect for the sovereignty and leadership of Mali.

Diop, recently wrote to the President of the Security Council, expressing the view that the sanction measures were no longer needed in view of the situation and the dissatisfaction with the work of the Panel of Experts established pursuant to resolution 2374 (2017). I would like to underscore that, on this occasion, the Security Council had the chance to conduct in-depth discussions and make reasonable adjustments to the relevant sanctions measures. China also actively interacted with the parties concerned and suggested constructive proposals and called for giving diplomatic consultation a chance and more time.

  46. Mr. Dai Bing (China) (spoke in Chinese): China’s position on the issue of Security Council sanctions has been consistent and clear. China continues to believe that sanctions are a means to an end, not an end in and of themselves. Sanctions imposed by the Security Council should not be indefinite but should be reviewed periodically and adjusted or lifted in time, while taking into account the situation of the countries concerned. The Council established the sanctions measures in 2017 at the request of the Government of Mali. The relevant measures played an important role, given the circumstances at that time, in monitoring the ceasefire and supporting the implementation of the Agreement on Peace and Reconciliation in Mali. The United Nations country team and the United Nations Development Programme and other agencies should, in accordance with their respective mandates, provide greater support in conflict reduction, development, food security and the protection of women and children. International humanitarian agencies and major donors should maintain the scale of their assistance to Mali and avoid attaching any political conditions to their assistance.

After the withdrawal of MINUSMA, the international community should not stand aside and do nothing with regard to efforts undertaken by Mali and other countries in the region to counter terrorism and instability. Instead, it should continue to provide support, equipment and logistics and funding in order to enhance the capacity of the Malian authorities to combat terrorism and protect civilians. It is also necessary to continue support for the other countries of West Africa and the Sahel region in order to maintain the momentum in counter-terrorism and security cooperation, revitalizing cooperation mechanisms and maintaining common security. The focus should be on addressing the root causes of the conflict.

  50. Ensuring the safety and security of peacekeepers and United Nations assets is a top priority. The recent attack on the MINUSMA convoy withdrawing from the base at Ber resulted in injuries to a number of peacekeepers. MINUSMA should take this lesson seriously, adopt practical measures to improve its security capacity and make every effort to ensure the safe and orderly withdrawal of the Mission. Thirdly, China commends the active counter- terrorism efforts of the Malian authorities. At present, the political situation in the Sahel region is volatile. Terrorist and extremist forces are taking advantage of the situation and threatening regional stability. The countries in the region should resolve their conflicts and differences and unite to meet the challenges.
