“We call on all parties in Somalia to exercise restraint, continue dialogue, show flexibility and find a proper solution to the political deadlock as soon as possible, so that the elections can be held sooner in order to restore political stability in Somalia and create a favourable environment for focusing their efforts on national construction so as to avoid a reversal of earlier gains. Secondly, the security situation in Somalia needs continuous improvement. Somalia will need to rely on itself above all to achieve peace and stability in the country. Libya is concerned about losses relating to frozen assets. The Committee established pursuant to resolution 1970 (2011) concerning Libya — the sanctions Committee — should speed up its consideration of an appropriate response to Libya’s legitimate concern. With Libya’s peace process at a critical historical juncture, joint international support is required to maintain it and move forward.”

“Thirdly, we remain concerned about the sustained threat from terrorism and violent extremism in Libya. Terrorism is the common enemy of humankind. China calls upon the international community to step up coordination and cooperation in a joint effort to combat terrorism in all its forms and manifestations. Comprehensive measures, including in the political, economic, judicial and social fields, must be in place so as to thoroughly eradicate the breeding ground for terrorism and extremism. Fourthly, on the question of sanctions, China’s position has been consistent. Sanctions are only a means, not an end.”

The next crucial step is to ensure the full implementation of the agreement and the early withdrawal of all foreign fighters. “The parties concerned should resolve the issue of the occupied Palestinian territories in accordance with the relevant United Nations resolutions and delineate the final border between Palestine and Israel through peaceful negotiations. We call on the parties concerned to adhere to the strategic choice of peace talks, cherish the results of the existing dialogue and refrain from taking actions that would escalate tensions. Israel should stop demolishing Palestinian houses and destroying Palestinian property, prevent violence against civilians and lift the blockade on the Gaza Strip as soon as possible. “They are the basic tenets for resolving the Palestinian issue and should continue to be implemented. The settlements issue is one of the core aspects of final-status negotiations on the question of Palestine and is related to the prospects for the realization of the two- State solution. Resolution 2334 (2016) clearly states that settlement construction in the occupied Palestinian territory violates international law. In the past two weeks, more than 800 settlement housing construction plans were approved and tenders for more than 2,600 units were initiated. China is deeply concerned about the continued advancement and significant expansion of Israeli settlement activities and calls for the cessation of all settlement activities in the occupied territories.”

“We launched the largest global emergency humanitarian operation in the history of new China, providing anti-epidemic assistance to more than 150 countries and 10 international organizations and sending 36 medical expert groups to 34 countries in need. As the largest producer of medical supplies, China has provided more than 220 billion masks, 2.3 billion protective suits and 1 billion testing kits to countries around the world. Vaccines are an important tool to fight the pandemic. China already has one vaccine in use with conditional approval and many others in clinical trials at different stages. Despite the huge demand for vaccines within China, we are providing support and assistance within our abilities to other countries, especially developing countries, in various ways. As of now, many countries are using the Chinese vaccines.”

“Some countries that had previously ceased fighting are once again in turmoil. The year 2021 is critical to the global fight against the pandemic. The Security Council should take this opportunity to expedite the implementation of resolution 2532 (2020), strive to promote a global ceasefire and unite to fight the pandemic. First, we need to step up efforts towards a ceasefire and the cessation of violence. In armed conflicts in the context of the pandemic, no one wins. Given that the virus is a common enemy, all parties to a conflict should unconditionally cease hostilities, leave the smouldering battlefield and mobilize to the front line of the pandemic. The United Nations should seize this opportunity to follow up on the implementation in a timely manner and step up its good offices to create more space for political resolution.”

In July last year, the Security Council unanimously adopted resolution 2532 (2020), supporting the Secretary-General’s global ceasefire initiative and calling for a people-centred approach in combating the coronavirus disease pandemic. So far, more than 180 countries have endorsed the global ceasefire initiative, and significant progress has been made on the situations in Libya, the Sudan and other countries. “However, terrorist and extremist forces are still rampant in northern and central Mali and have been launching frequent attacks. There shall be no complacency in combating terrorism. The United Nations and international partners must strengthen coordination with regional and subregional organizations and work in synergy to jointly maintain peace and stability in Mali. Secondly, it is imperative to continue the counter-terrorism work. The Joint Force of the Group of Five for the Sahel (G-5 Sahel) has had some achievements in combating terrorism in the country.”

“I thank Special Representative Annadif for his briefing. Based on that briefing and in connection with the report (S/2020/1281) of the Secretary-General, I wish to emphasize the following. First, the transition process in Mali is in general moving forward smoothly, with good progress made in establishing the transitional Government and the National Transitional Council and implementing the Agreement on Peace and Reconciliation in Mali, among other things. All parties in the country must put the interests of the nation and its people first, seize the opportunity of this crucial stage and forge consensus on institution-building and election preparations, with a view to laying a solid foundation for the general elections next year, as well as development in the long run.”

“The international community and UNOWAS should continue to support countries of the region in improving their counter-terrorism and stability-building capacity and consolidate every link in the counter-terrorism front through material assistance and personnel training. At the same time, poverty and underdevelopment remain sources of instability. Comprehensive measures should be taken to help countries of the region to improve governance capacity, alleviate and eliminate poverty, provide basic security and safety for the people and eliminate breeding grounds for terrorism. “Côte d’Ivoire, Guinea, Burkina Faso, Ghana and the Niger have completed general elections, and Guinea-Bissau has settled the general election-related dispute. From this new starting point onwards, the relevant parties should work together to promote national development and durable peace and stability, in the long-term interests of both the countries and the region. While Mali has started the transition process, the Gambia, Benin, Chad and Cape Verde will hold general elections this year. All parties should resolve their differences through dialogue and consultation, so as to create a favourable environment for holding elections peacefully.”

“We will continue to firmly support countries of the region in fighting the pandemic, provide medical materials to countries in need, exchange experience in diagnosis and treatment, promote cooperation among Chinese hospitals and their African counterparts and strive to make vaccines accessible and affordable. Aided by China, the construction of the African Centre for Disease Control officially started a few days ago. While ensuring that the Centre is well built, we will help Africa improve its public health system and emergency response capability and help African people prevail over the pandemic at an early date. “First, we should continue to support countries of the region in building up lines of defence against the pandemic. At present, amid the dire global pandemic situation, there have been some relapses in the region. For this reason, there cannot be any letting up in the anti-COVID efforts. The Economic Community of West African States (ECOWAS) and UNOWAS should unite countries in the region, strengthen joint prevention and control and carry out cooperation in relation to information-sharing, detection methods and clinical treatment. China has provided batches of anti-pandemic materials to countries of the region and sent groups of medical experts to Burkina Faso, Cote d’Ivoire, Guinea and the Gambia.”
