  2. PKOS should always follow the political goals and, based on the evolution of the situation, make timely adjustments in terms of the scope of mandates and prioritization. Protection of civilians, protection of human rights and transitional justice are all means to serve the political process, and they cannot replace the political process itself. At the early stage of peacekeeping deployment, the Security Council should incorporate relevant ideas on peacebuilding and strive to lay the foundations for long- term peace and stability in the countries concerned. As the situation gradually stabilizes, a clear and feasible exit strategy needs to be formulated, as this is an important element in promoting a smooth transition.

A properly formulated and effectively implemented transition strategy is the key to the success of peacekeeping operations. It is also a common topic that requires Council members to take stock of lessons learned and continuously improve. We must optimize the overall planning of peacekeeping operations.

In the face of terrorism, climate change and other non-traditional security threats, the international community must uphold genuine multilateralism, strengthen coordination and work together to address those challenges. Twenty years after the attacks of 11 September, the threat of terrorism facing the international community has not been eliminated for good. Combating terrorism in all its forms and manifestation remains the common responsibility of the international community. Double standards and selective counter-terrorism are the dominant forms of interference in international counter-terrorism cooperation. We must reject and refuse such interference. Climate change is an existential threat to our collective survival and development.

The way the situation in Afghanistan has transpired recently is proof that foreign military intervention and the imposition of a so-called democratic transformation programme does nothing to help solve any issues, instead creating more problems with failure as the inevitable outcome. The frantic and disorganized withdrawal of troops from Afghanistan by the countries concerned has plunged Kabul into chaos and upheaval. It has created a major humanitarian disaster and left the Afghan people to pick up the many pieces. We urge the countries concerned to honour their commitment to the peaceful reconstruction of Afghanistan rather than pass the buck to its neighbours and the wider international community.

  8. Pushing for the political settlement of regional hotspot issues is the core mandate of the Security Council. Many such issues on the Council’s agenda are at a critical stage and it is imperative that we resort to genuine multilateralism; respect the sovereignty and independence of all countries and the development path chosen by their peoples of their own free will; and promote, through good offices and mediation, dialogue and consultation among the parties to overcome their differences. Circumventing the Security Council to impose unilateral coercive measures has no basis in law, defies reason and is an affront to common decency.

  9. Our shared priority remains combating the pandemic in unity and solidarity. COVID-19 is not just a threat to the entire human race that puts our lives and individual and public health in jeopardy; it also has the potential to enable and accelerate the breeding of terrorism and extremism. Universal vaccine access is a touchstone of the effectiveness of multilateralism. Today, vaccines are very hard to come by in many developing countries, while some developed countries are still hoarding them in much greater numbers than they need. Those vaccines are left sitting in storage as their expiry dates lapse. China calls on those countries to put an end to vaccine nationalism and to contribute to global vaccine access and equitable distribution in a tangible way.

The international security landscape today is fraught with challenges and the complexity of both traditional and non-traditional security issues. The ongoing coronavirus disease (COVID-19) pandemic has exacerbated uncertainty and instability with regard to peace and security. In order to achieve lasting peace and universal security while faced by these global challenges, it is imperative to uphold genuine multilateralism and translate it into practice.

  11. We hope that the United Nations and the AU will strengthen their collaboration and jointly play a constructive role in promoting reconciliation among all Ethiopian parties through dialogue. The unilateral sanctions imposed by a certain country on Ethiopia and Eritrea are inconsistent with international law and the basic norms of international relations. Instead of resolving conflict, they will only interfere with the political settlement. China believes that the Ethiopian Government has the ability and the wisdom to handle its internal affairs well and firmly believes that the Ethiopian people can overcome the difficulties and tackle the current challenges. China stands ready to work with the rest of the international community to support Ethiopia’s commitment to ensuring national unity, restoring stability and achieving development.

  13. The Ethiopian Government has made great efforts aimed at alleviating the humanitarian situation in Tigray and neighbouring areas. In the meantime, affected by conflict, the humanitarian situation in some Ethiopian states has become increasingly grave, and humanitarian needs in such states as Amhara and Afar have increased. We hope that all parties in Ethiopia will continue to make efforts to expand humanitarian access and ensure the timely delivery of humanitarian goods to its people. China has provided emergency food assistance to the Tigray region, and it calls on the international community to step up the provision of humanitarian assistance. International humanitarian agencies should uphold the United Nations guiding principles of humanitarian assistance and respect the sovereignty of Ethiopia while carrying out their work.

At present, Ethiopia is facing many challenges. Maintaining peace and stability in the country and ensuring the peaceful coexistence of all ethnic groups is not only in the common interest of the Ethiopian people, but also vital to the peace and security of the Horn of Africa. It is also the goal of the international community in its joint efforts in that regard. We hope that all parties in Ethiopia will resolve conflicts and differences through political dialogue, ease the tensions and avoid a further escalation of conflict in order to create conditions for achieving peace and reconciliation.

The monitoring teams of the Security Council Committees established pursuant to resolutions 1267 (1999) and 1988 (2011) have repeatedly issued reports this year pointing out that such terrorist organizations as the Islamic State, Al-Qaida, the Eastern Turkistan Islamic Movement and the Pakistani Taliban have multiplied and gathered in Afghanistan. The current situation in Afghanistan has undergone major changes, and terrorist organizations are likely to take advantage of this chaos. Afghanistan must never become a terrorist paradise again. We hope the Taliban will completely cut off ties with all terrorist organizations. All countries should cooperate with each other in combating all forms of terrorism in accordance with international law and Security Council resolutions, so as to bring hope for peace to Afghanistan.

  17. For a long time now, a great number of foreign terrorist fighters have been stranded in Syria, Iraq and other countries, which is increasingly becoming a major security hazard. Solutions should be developed as soon as possible, and repatriation of these fighters must be properly facilitated. In his briefing just now, Mr. Moradian focused on the counter-terrorism situation in Afghanistan. In the 20 years since the war on terrorism in the country began, the threat of terrorism has not been eliminated. Instead, the number of terrorist organizations in Afghanistan has gone from being in the single digits to more than 20, with close to 10,000 foreign terrorist fighters now present in the country.

Countries should carry out exchanges and engage in cooperation on counter-terrorism and deradicalization measures, such as vocational training, education and community correction measures, to help vulnerable countries strengthen their counter-terrorism capacity-building. In combating terrorism, it is important to focus on key issues, while taking into consideration new developments. We must be highly vigilant to terrorist forces using the coronavirus disease to instigate terrorist activities and strive to solve outstanding problems, such as the abuse of the Internet and emerging technologies by terrorists, the diversification of terrorist-financing channels and their connection with organized crime.

  19. It is important to adopt comprehensive political, economic, judicial and social measures, and ensure the peaceful solution of hotspot issues through political means. It is important to assist Member States in eradicating poverty, strengthening capacity- building, promoting sustainable economic and social development and advocating mutual respect and harmonious coexistence among civilizations, religions and ethnic groups. Young people are vulnerable to extreme ideologies. Therefore, special attention should be paid to strengthen education and employment opportunities for young people, so as to provide a favourable environment for their growth.

  20. Terrorism, regardless of when and where it occurs, its motives or perpetrators, should be condemned and eliminated. Determining terrorists based on political self-interest essentially condones terrorist activities and seriously undermines international counter-terrorism cooperation. The fight against terrorism cannot be based on ideology. We firmly oppose linking terrorism to specific countries, Governments, ethnic groups or religions. We are also opposed to allowing terrorist organizations to grow and perpetrate violent attacks under the pretext of protecting ethnic minorities and religious freedoms. In combating terrorism, emphasis should be placed on the prevention and elimination of its root causes. Counter-terrorism measures should focus on long- term solutions, by addressing its symptoms and root causes alike.

Countries should strengthen cooperation at the national, regional and global levels by stepping up counter-terrorism efforts in areas, such as early warning, counter-terrorism financing, travel restrictions, border control and intelligence-sharing. In the first half of the year, terrorist organizations, so designated by the Security Council, have caused more casualties in Africa than in any other continent. China supports greater coordination between the Counter-Terrorism Committee, the Counter-Terrorism Committee Executive Directorate and the Office of Counter-Terrorism, so as to help African countries strengthen their counter-terrorism capacity-building. There should be no double standards in the fight against terrorism. There is no such thing as a good terrorist or bad terrorist.

As the report of the Secretary-General (S/2021/682) indicates, in the first half of the year, the Islamic State in Iraq and the Levant has regrouped in places, including Iraq and Syria, and has expanded in Africa. It has provided financial support to terrorist organizations in various regions and terrorist attacks have occurred from time to time. The coronavirus disease has aggravated economic and social challenges, which could bring about a new wave of terrorism. The international community must attach great importance to the matter and adopt comprehensive measures to jointly respond to the threat of terrorism. Terrorism is the common enemy of our societies and combating it is a responsibility shared by the international community.

We have responded positively to the tripartite cooperation mechanism championed by the United Nations and provide support on the use of new technologies to other TCCs and regional organizations in their peacekeeping operations. The China-United Nations Peace and Development Trust Fund has implemented projects that use technologies to improve peacekeeping, camp security and operational capacities, such as projects to build smart camps and improve data-sharing. Resolution 2518 (2020), adopted last year by the Council, and presidential statement S/PRST/2021/11, adopted in May, include specific recommendations and requirements on the use of technologies to improve the safety of peacekeepers.

  26. All Member States should pay their peacekeeping contributions in full and on time. Reimbursement for the equipment and personnel of TCCs and PCCs should be provided in a timely manner to ensure that peacekeeping operations can make full use of new technologies. To improve peacekeepers’ capacities in using new technologies, the Security Council, TCCs, PCCs and the Secretariat should improve coordination, provide more tailored training for peacekeepers and compile lessons and best practices quickly. China is the largest TCC for peacekeeping operations among the permanent members of the Council and attaches great importance to the use of technologies in the area of peacekeeping.

Peacekeeping missions should use the relevant technologies, based on needs on the ground and in accordance with Council mandates, while refraining from harming the national, public and information security of host countries. China proposed a global initiative on data security last year, which can serve as a reference for regulating the use of technology in peacekeeping, while enhancing data security. Thirdly, the use of new technologies in peacekeeping operations needs the relevant support and guarantees to facilitate the effective use of new technological equipment in such operations. The list of contingent- owned equipment of troop- and police-contributing countries (TCCs/PCCs) should be updated in a timely manner. Cost effectiveness should also be taken fully into consideration to ensure proper planning.

When the Secretariat prepares the report of the independent strategic review of peacekeeping operations’ responses to IEDs, as requested in presidential statement S/PRST/2021/11, adopted by the Council in May, it should fully consider ways to use technology to prevent and mitigate the threat of IEDs. Secondly, the use of new technologies in peacekeeping operations should respect the sovereignty and will of host countries. While using technology of all kinds to conduct reconnaissance and surveillance, peacekeeping missions should conduct prior consultations with host countries to ensure that the relevant technology is used in full respect for their sovereignty, upholds the purposes and principles of the Charter of the United Nations, including non-interference in their internal affairs, and follows the guiding principles of peacekeeping.

China welcomes presidential statement S/PRST/2021/17, on peacekeeping and technology, which was just adopted by the Security Council, and supports the full use of technologies to continuously improve the capacities of peacekeeping operations to implement their mandates. China would like to make the following observations. First, the use of new technologies must focus on improving the safety of peacekeeping personnel. Peacekeeping operations can fully use technological tools to improve information-gathering and analysis, early warning, emergency response, emergency relief and other capacities and reduce safety risks for peacekeepers. Improvised explosive devices (IEDs) have become a major cause of injuries and fatalities among peacekeeping personnel.

As the shape and nature of conflicts and disputes evolve, peacekeeping operations are faced with increasingly complex risks and challenges. The use of technologies of all kinds contributes to the capacity and efficiency of peacekeeping operations and helps reduce the safety risks to peacekeeping personnel.

  31. We have helped the country in building infrastructure and economic development capacity and provided multiple batches of anti-pandemic supplies and vaccines. Last week, China held the first meeting of the International Forum on COVID-19 Vaccine Cooperation and announced that China would provide 2 billion COVID-19 vaccine doses to the world this year and donate $100 million to the COVID-19 Vaccine Global Access Facility.   32. The current humanitarian situation has further deteriorated, compounded by the factors, including the coronavirus disease (COVID-19), the extreme weather and the locust plague. One fifth of its population are food insecure. Humanitarian needs are increasing. The United Nations humanitarian response plan is drastically underfunded. The international community should step up efforts to give full support to Somalia in fighting the pandemic, improve disaster response capacities, provide greater assistance in terms of development aid and debt relief and encourage Somalia to explore a development path that suits its national conditions and enhance its own developing capacity. China has always supported peace and reconstruction in Somalia.

  33. It is of concern that Al-Shabaab continues to launch frequent attacks against innocent civilians, the African Union Mission in Somalia (AMISOM) and the Somali security forces. China supports AMISOM in its continued coordination and collaboration with the Somali security forces on joint counter-terrorism operations. We hope that the international community will strongly support the Somali Government in security capacity-building, in line with the Somali transition plan. China calls on donors to provide financial support for AMISOM to deliver on its mandate. The United Nations and the African Union need to strengthen communication and coordination with Somalia in order to reach consensus on the future configuration of AMISOM.

The United Nations Assistance Mission in Somalia has played an important role in supporting peace and reconstruction in Somalia. China supports the renewal of its mandate and the continuation of its technical advice and support to Somalia for the smooth conduct of the elections. China commends the efforts by Somalia and Kenya to improve bilateral relations and hopes that they will continue their contribution to regional peace and stability. Somalia’s security situation is fraught with challenges.

  37. Developed countries should honour their commitments and continue to provide development and humanitarian assistance to Afghanistan, especially in terms of urgently needed pandemic assistance. China has actively supported the Afghan Government in fighting the pandemic, with 700,000 doses of coronavirus disease vaccines, ventilators and anaesthesia machines and other medical supplies arriving in Kabul not long ago. We will provide an additional 1 million vaccine doses in the near future. China appreciates the important role played by Special Representative Lyons and the United Nations Assistance Mission in Afghanistan (UNAMA) in supporting peace, reconciliation and economic reconstruction in Afghanistan. UNAMA is working in a very challenging environment under the current circumstances.

The international community should respect the Afghan-led and Afghan-owned principle, strengthen coordination efforts and contribute positive energy to the Afghan peace and reconciliation process. China will continue to coordinate closely with all relevant parties through such mechanisms as the extended troika — the Russian Federation, China the United States and Pakistan — and the Shanghai Cooperation Organization Afghanistan Contact Group to foster synergies. We look forward to the rebirth of Afghanistan and the establishment of a broad and inclusive political structure, in pursuit of a moderate and steady Muslim policy, with a commitment to friendly relations with all neighbouring countries. The United States has recently expressed its intention to assist Afghanistan in maintaining stability. We hope that it can earnestly fulfil that commitment and intensify its efforts. Secondly, we must work together to help advance the peace and reconciliation process in Afghanistan. A political solution is only way forward for Afghanistan. No Government should be established in Afghanistan by force. China welcomes the recent resumption of dialogue between the Afghan Government and the Taliban in Doha and the agreement to continue high- level talks and accelerate the negotiation process.

  42. Any external interference in Afghanistan is doomed to fail. In the light of the current situation, China believes that there are three pressing tasks. First, we must prevent extensive fighting and an all-out civil war. The greatest aspirations of the Afghan people are the cessation of hostilities and peace. The countries of the region and the international community also share those aspirations. China condemns the violent attacks on civilians and civilian infrastructure and calls on all parties in Afghanistan to exercise restraint, stop military confrontation and reach a comprehensive ceasefire as soon as possible. Foreign troops should consult fully with the Afghan Government on post- withdrawal arrangements so as to ensure a smooth and responsible transition in Afghanistan.

I listened attentively to Ms. Akbar, Chairperson of the Afghanistan Independent Human Rights Commission. I also welcome Ambassador Isaczai, Permanent Representative of Afghanistan, and thank him for his statement. Afghanistan is at a historic conjuncture of war and peace. With the hasty withdrawal of United States and NATO forces, Afghanistan has seen an escalation of violence, a rising number of civilian casualties and an even more severe security situation. Two decades of war in Afghanistan have caused the death of tens of thousands of civilians and the displacement of tens of millions. However, peace has remained elusive. Facts have once again demonstrated that there is no military solution to the situation in Afghanistan.

  44. It is not only the aspiration of the people of the Central African Republic, but a common desire of the countries of the region. China takes note of the efforts made by the penholder to strive for the unanimous adoption of resolution 2588 (2021). However, the text failed to fully respect the wish of the Government of the Central African Republic for the lifting of the embargo. Moreover, China’s constructive input was not taken on board. China therefore had to abstain in the voting on the resolution. We would like to reiterate that the Security Council should fully lift the sanctions against the Central African Republic at an early date, in the light of the changes in the situation.

Mr. Dai Bing (China) (spoke in Chinese): Since December 2020, general elections have been successfully held in the Central African Republic, while the security situation in the country continues to improve. Against that backdrop, there appears to be a growing disconnect between Security Council sanctions and the evolving situation on the ground. When the Council imposed the arms embargo and other sanctions on the Central African Republic, the intention was to help the country restore national stability and normal social order. In reality, however, the arms embargo has increasingly become an obstacle hampering the efforts of the Government of the Central African Republic to strengthen its security capabilities. The lifting of the arms embargo concerns the sovereignty and security of the Central African Republic.

  46. Over the past 13 years, approximately 5,000 Chinese peacekeepers have actively performed their duties and two peacekeepers paid the ultimate price for peace and stability in Darfur. China stands ready to work with the rest of the international community in the ongoing effort to play a positive role in building peace in the Sudan.

  47. To achieve security and stability in Darfur, it is essential to emphasize both the symptoms and the root causes of violent conflict by growing the economy and improving people’s livelihoods. Due to the impact of the coronavirus disease and natural disasters the security situation in Darfur remains precarious. The international community should scale up its support and investment in the peacebuilding efforts in Darfur, help to improve the Sudan’s country- owned development capabilities, properly deal with the major factors leading to violent conflict, such as land distribution, and effectively improve local livelihoods. Since 2007, China has been engaged in UNAMID as one of the first countries to contribute peacekeepers to the mission.

  48. The international community and the United Nations country team in the Sudan can assist and support displaced persons affected by the violence and conflict. The Sudanese government bears the primary responsibility for protecting civilians in Darfur. Following the withdrawal of UNAMID, through its mandate, the United Nations Integrated Transition Assistance Mission in the Sudan can help the Sudanese Government to improve its ability to protect civilians and provide the necessary support to the Government in implementing its National Plan for Civilian Protection and in strengthening its security capacity-building. The Security Council should take the impact of the arms embargo on the Government’s protection of civilians into account and should develop and take concrete steps to contain that impact.

  49. China hopes that the United Nations will take stock, and we look forward to the Secretary-General’s assessment report, to be submitted by the end of October. It is hoped that UNAMID will complete its liquidation process, including asset liquidation, in a methodical way, in accordance with the financial regulations and rules of the United Nations, and avoid asset loss and improper disposal. The Sudan’s Darfur region is at a critical stage of transition from peacekeeping to peacebuilding. The Sovereign Council and transitional Government of the Sudan are actively implementing the Juba Peace Agreement and have taken a series of pragmatic steps to maintain security and stability in Darfur. Intercommunal violence in Darfur needs to be addressed through a holistic approach involving mediation and reconciliation.

All uniformed and civilian personnel of the African Union-United Nations Hybrid Operation in Darfur (UNAMID) have withdrawn, as required under the Security Council resolution. I wish to take this opportunity to pay tribute to all UNAMID troop- and police-contributing countries for their efforts and sacrifices. Since its establishment in 2007, UNAMID has played an important role in maintaining security and stability in Darfur, the Sudan. As the first innovative United Nations-African Union joint peacekeeping operation, UNAMID is a success story in the United Nations exploration of agile and diverse ways of supporting regional organizations in maintaining peace and security.
