“Last month, the Security Council adopted resolution 2624 (2022), on sanctions against Yemen and the extension of the mandate of the Panel of Experts of the Committee established pursuant to paragraph 19 of resolution 2140 (2014) (see S/PV.8981). China’s position on the sanctions is consistent. We pay close attention to the impact of the sanctions. We hope that such measures will help to encourage the parties to the conflict to renounce the military option and return to the right track of political negotiations at an early date. The Panel of Experts should carry out its work in strict accordance with its mandate, maintain objectivity and impartiality and provide accurate and unbiased information.”

I welcome the presence of the representative of Yemen at our meeting. The seven-year conflict has brought irreparable harm to the people of Yemen and caused immeasurable damage to the country. The situation on the battlefield over the past seven years has repeatedly proved that there is no such thing as winner takes all and a military approach cannot achieve the expected goal. A Yemeni-led peace process is the only way forward. Special Envoy Grundberg recently had consultations with the relevant parties on political, security and economic issues. China welcomes that development.”

“China does not appreciate the assignment of climate change-related mandates to peacekeeping missions without an in-depth analysis of the impacts of climate change and a clear understanding of climate change as a driver of security risks. We have requested that there be no human resource or budget increase due to that inappropriate mandate. Indeed, regarding the aforementioned issues, several members repeatedly requested and proposed revisions, but the penholder failed to heed and take on board their reasonable suggestions. In view of the penholder’s failure to demonstrate inclusiveness, China had to abstain in the voting. As I said here last week (see S/PV.8987), China will always stand together with the people of South Sudan on its nation-building journey.”

“The international community should support the country in gradually exploring a path of human rights development that is suited to its national conditions, instead of resorting to criticism or pressure, least of all interference in its internal affairs. The Security Council is not the right forum for human rights discussions. The text makes reference to human rights defenders. Internationally, there is no clear, universally accepted definition for that term that has been agreed through intergovernmental negotiations. China opposes that reference. Resolution 2625 (2022) also asks the Mission to assess the effects of climate change on the humanitarian situation — a job that rightfully falls to the Office for the Coordination of Humanitarian Affairs or the country team. It is not something UNMISS should be tasked with.”

“Mr. Dai Bing (China) (spoke in Chinese): The United Nations Mission in South Sudan (UNMISS) has made sustained and enormous efforts in facilitating the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, protection of civilians, delivery of humanitarian relief and advancing nation-building. China applauds the important role UNMISS plays. We support the renewal of the Mission’s mandate and look forward to it playing an even greater role as a positive and constructive contributor to the peace and stability of South Sudan. Throughout the consultation process, the United States pushed for the inclusion of many human rights- related texts, resulting in a very unbalanced resolution. South Sudan is the youngest State Member of the United Nations.”

Together with the United Nations Mission in South Sudan (UNMISS) in Eastern Equatoria state, we have launched a pilot project to build capacities for youth and women engaged in eco-agriculture to help South Sudan fight the pandemic, help its economy to recover and improve its people’s livelihoods. Under the leadership of Special Representative Haysom, UNMISS has done a great deal of work to help implement the revitalized agreement and protect civilians. The level of coordination between the Government of South Sudan and UNMISS has been improved, and the number of violations of the status- of-forces agreement continues to decrease.”

“We applaud the important role of the African Union, the Intergovernmental Authority on Development, Uganda and other countries and organizations of the region in achieving peace in South Sudan. Conflict resolution is the common aspiration of the people of South Sudan, and it requires a holistic approach. The recent security situation in South Sudan has been stable overall, but sectarian and intercommunal conflicts occur from time to time. We must carefully analyse the causes of the conflicts and resolve them with a combination of methods, including prevention, mediation, dialogue and development. We must also respond to the early warning signs of conflict and address the settlement process after demobilization. The formation of the necessary unified forces is not a smooth process.”

“The humanitarian situation is not positive, with 3.1 million people in need of humanitarian. assistance. The international community, especially the major Powers, should provide financial assistance in a timely manner to help overcome difficulties. At the same time, it is necessary to help the country restore its economy, improve people’s livelihoods and turn its advantages in natural resources into development advantages to lay a solid foundation for peace through sustainable development. That provides an important opportunity for us to review and reflect on the work of the Office, update its mandate, based on the changes on the ground and improve our assistance to the Haitian people. Innovative ways should be explored to help Haiti overcome systemic and structural obstacles to peace and development, so that the Haitian people will not miss out on peace and development once more. “We take note of the international event for the financing of the reconstruction of Haiti’s southern peninsula held recently, and we hope that the international community will continue to provide humanitarian and economic assistance to Haiti. “It is essential to improve the professional capabilities of the police to protect the safety of the people and effectively combat gang activities. It is also crucial to cut off the channel for gangs to illegally obtain weapons and funds and the profit chain between the political forces and gangsters. Alleviating the humanitarian crisis and stabilizing the economic situation are urgent tasks facing Haiti. More than 40 per cent of Haitians are in urgent need of humanitarian aid. “It is ultimately up to the Haitian people to resolve the issues facing the country. Without a competent Government that is widely recognized by its people, nothing else can be achieved. All parties in Haiti should start an inclusive dialogue as soon as possible, reach an agreement on political arrangements for the transitional period and find a realistic and feasible electoral plan and timetable. Gang violence remains the primary challenge to the security situation in Haiti. We note with concern that, over the past four months, kidnappings for ransom have surged by 180 per cent year on year and intentional homicides are up by 17 per cent year on year. The internal political division has further intensified. The constitutional referendum and the presidential election are a long way off. Gang violence remains rampant. The reform of the judicial system has been slow, and economic difficulties and the fiscal deficit have deteriorated, causing the widespread concern of the international community and countries of the region. China calls on Haitian political leaders with a heightened sense of urgency to earnestly assume the responsibility of governing the country so that its people can enjoy a decent and stable life at an early date. A stable political structure is a prerequisite for the resolution of the Haitian issue.”

“The worst droughts in 30 years have caused crop failure, killed livestock and sent prices soaring, with 70 per cent of the population living below the poverty line and nearly half of the population in urgent need of humanitarian assistance. The Office for the Coordination of Humanitarian Affairs recently announced a $1.5 billion humanitarian response plan for 2022. China calls on the international community to increase funding and provide emergency humanitarian supplies to the Somali people, including food, water and coronavirus disease vaccines.”

“China calls on the major contributors to keep up sustainable and predictable funding for AMISOM in order to avoid funding gaps that might affect the Mission’s counter- terrorism operations. The future of Somalia must be owned by Somalians. As Somalia’s security sector transition moves into a new phase, it is incumbent upon the international community to scale up its support for Somalia and help it develop the capacity needed to keep the country secure as soon as possible. At the same time, we should firmly support Somalia in safeguarding its national sovereignty and territorial integrity by combating separatist acts. Somalia currently faces a dire humanitarian crisis.”

“So far this year, dozens of people have been killed in Al-Shabaab’s violent terrorist attacks. The African Union Mission in Somalia (AMISOM) has long been making great sacrifices to secure and stabilize Somalia. China would like to pay tribute to all the peacekeepers. Somalia and the African Union (AU) have reached an agreement on the reconfiguration of AMISOM. We look forward to an engagement between the United Nations Secretariat and the Somali Government, the AU, major donors and other parties so as to present a realistic and actionable report on the size and composition of the reconfigured AMISOM and the logistical support for the Mission in support of the implementation of the transition plan. The Council can refer to such a report when contemplating future decisions.”

“The parties finally settled their differences through dialogue and consultation, marking an important step towards the implementation of the 17 September 2020 and 27 May 2021 agreements. We encourage the Somali parties to continue to put the greater good of the country first, exercise restraint, overcome their differences and move forward with the elections as agreed, so as to create enabling conditions for national reconstruction. After 30 years of war, Somalia is facing a multitude of severe challenges. The international community should respect the Somali-led and Somali-owned approach, show the necessary patience and provide constructive assistance to the Somali elections and State-building instead of exerting excessive pressure at every turn. The security situation in Somalia remains volatile.”

I welcome the presence of Ambassador Osman, Permanent Representative of Somalia, at this meeting. Recently the Somali parties have been moving forward with the electoral process, against all odds. The National Consultative Council, at its meeting in early January, decided to enhance the electoral process and expedite its progress.”

“At the end of this month, the sanctions measures against Yemen and the mandate of the Yemen Sanctions Committee’s Panel of Experts will expire. China will earnestly participate in the consultations on the draft resolution on the extension. We hope that the draft resolution will focus on the key issues of the conflict in Yemen and take into account the reasonable views of all parties.”

“At the same time, the crisis in Yemen continues to worsen, and the international community should provide assistance to Yemen in a more effective and sustainable manner. The United Nations recently launched an economic framework for Yemen to implement a phased approach to short-, medium- and long-term relief. China supports that action. We hope that the international community, including donor countries, will strengthen coordination with the United Nations system, increase support for Yemen and sustain the humanitarian projects in Yemen. China has been actively participating in the work of the Yemen Sanctions Committee and supports the Committee, including the Panel of Experts, in performing its duties in accordance with its mandate and playing its due role in promoting peace and stability in Yemen.”
