“We must give equal emphasis to tackling both the symptoms and root causes and to harnessing political, economic, judicial and other means to respond holistically. It is essential to pursue political solutions to hot-spot issues, help countries concerned and improve their humanitarian situation, as well as prevent terrorist forces from feeding on instability. Underdevelopment is one root driver of terrorist forces’ inception and growth. While resolutely fighting all terrorists, countries should give due regard to economic recovery, poverty eradication, education and employment. They should also pursue sustainable development pathways tailored to their own national conditions, so as to minimize the living space for extremist ideologies and gradually eliminate the breeding ground for terrorism.”

We should take the threats posed by the backflow of foreign terrorist fighters seriously and make proper repatriation and resettlement plans for those terrorist fighters stranded in foreign countries. Those regions face most the direct terrorist threats and suffer the most serious terrorist attacks. Their need for upgraded counter-terrorism capabilities are therefore the most urgent. “Combating terrorism is the shared responsibility of the international community and a major duty of the Security Council. Thanks to years of efforts, progress has been made in international counter-terrorism cooperation. Yet the situation is still grave, and much remains to be done. Hence the need for continued efforts by the international community. As we speak, global terrorist activities are multiplying even faster, with terrorist groups such as Da’esh, Al-Qaida and the Eastern Turkistan Islamic Movement running amok. Recently, the Islamic State in Iraq and the Levant-Khorasan Province attacked a hotel in Kabul, Afghanistan, resulting in casualties. China is deeply concerned about the continuous deterioration of the security situation in the occupied Palestinian territories. Israeli security forces have recently been conducting increasingly frequent search- and-arrest operations, and the violent conflict in the West Bank has continued to spread, with the number of civilian casualties rising. According to United Nations statistics, this year has seen the highest number of Palestinian deaths in the West Bank since 2005 as a result of the conflict. Many Palestinian children are dying before they can blossom, for example, Fulla, who was shot dead on the day before her sixteenth birthday. The civilian casualties in Israel are equally heartbreaking.”

“Sufficient funds have been raised for the first phase of the operation to address the situation of the FSO SAFER oil tanker. That is encouraging news. Regardless of whether the issue is viewed from an economic, humanitarian, security or environmental perspective, it is crucial that the potential risks of the oil tanker be eliminated without delay. “We call on all the parties concerned to earnestly abide by international humanitarian law, make every effort to prevent attacks on civilians and civilian facilities, minimize civilian casualties and the impact on people’s basic livelihoods and do everything possible to prevent larger-scale humanitarian crises. “Dialogue and negotiation will provide the only viable way out of the Ukraine crisis. As long as we begin negotiations, there is hope for peace. China notes that Russia has expressed its willingness to engage in dialogue on many occasions in recent days and hopes that the parties concerned can meet each other halfway, respond positively and engage in direct contact as soon as possible in order to create the conditions for the resumption of negotiations. There are no simple solutions to complex issues.
