  3. We have always advocated the need for any operation to respect the sovereignty and territorial integrity of the countries concerned. The Syrian Government has the primary responsibility for improving the humanitarian situation in Syria and we should prioritize the provision of humanitarian assistance from within Syria. Cross-borderhumanitarian relief is a special relief mechanism adopted in specific circumstances. It should be evaluated in a timely manner in light of the developments on the ground. This mechanism must ultimately be adjusted. In the meantime, cross-border humanitarian Operations should also strictly follow international law and the United Nations guiding principles on humanitarian relief, based on Security Council resolutions.

Mr. Zhang Jun (China) (spoke in Chinese): China always attaches great importance to the humanitarian situation in Syria, supports the international community in increasing humanitarian assistance to the Syrian people and supports the active work of Office for the Coordination of Humanitarian Affairs and other international humanitarian agencies. China has also provided Syria with food, medicine, education, training, public services and other assistance through multilateral and bilateral channels and is committed to improving the humanitarian situation there and reducing the suffering of the Syrian people. Regarding the establishment of a Syrian cross- border humanitarian relief mechanism, China has had consistent reservations.

  5. China wishes to reiterate its support for the Syrian political process and stands ready to play a constructive role in the early restoration of peace, stability and development in Syria. At the same time, all parties should make a joint effort to contribute to the Syrian political process, help build mutual trust and work towards the same goal through compromise. China does not support the holding of discussions on the Syrian human rights issue in the Security Council, or the use of human rights issues to impose pressure on Syria or make accusations against it. Such actions are not in line with the mandate of the Security Council, and neither are they conducive to creating a good atmosphere for advancing the Syrian political process.

Syria is currently facing economic sanctions, oil shortages, damaged or run-down infrastructure, insufficient resources for reconstruction and other difficulties, all of which have exacerbated the humanitarian crisis on the ground and had an extremely adverse effect on the lives of the Syrian people. The large number of refugees has also exerted economic and social pressure on Syria's neighbouring countries and become a destabilizing factor in the region. There should not be any political preconditions attached to the provision of humanitarian supplies to Syria. Humanitarian relief operations in Syria should be carried out with increased communication and coordination with the Syrian Government and with respect for the country's sovereignty and territorial integrity.

We recommend that the Secretariat pay close attention to the counter-terrorism developments in Syria and the flow of terrorists there, while proceeding to establish a terrorist database and providing timely and relevant information to the countries concerned so that they can solidify the conditions necessary for the next step in resolving the issue of foreign terrorist fighters, as well as other problems. While advancing the Syrian political process, the international community should also work to improve the economic and humanitarian situation in Syria through efforts to address and alleviate the humanitarian crisis in the country in a comprehensive, objective and balanced manner.

The problem of foreign terrorist fighters in Syria has come to the fore - Idlib has become a breeding ground for terrorism, the risk of terrorism spreading across north- eastern Syria is increasing and there is still a possibility ofa resurgence ofthe Islamic State. Such developments threaten peace and security in Syria, the Middle East and the world. All parties should avoid taking actions that undermine counter-terrorism achievements and instead try their best to work together and earnestly explore the issue of how to bring the terrorists to justice.

  9. We expect the members of the Constitutional Committee to put the interests of Syria and its people first and participate in the dialogue with political will and the spirit of compromise. China welcomes the new round of the Astana dialogue that was convened last week in Nur-Sultan by Russia, Iran and Turkey, and hopes that it will help the Syrian parties to bridge their differences and build consensus. The eradication of terrorist forces is a necessary security precondition for the Syrian people to be able to return to a peaceful and orderly life. Countries should continue to act in accordance with the relevant Security Council resolutions and international law to combat all forms of terrorism with uniform standards.

  10. Although that is inevitable, we hope that all parties will maintain political dialogue through the Constitutional Committee to enhance mutual understanding and trust. China supports Special Envoy Pedersen's work to build on the achievements that have already been made, in accordance with the Syrian-led and Syrian- owned principle and resolution 2254 (2015), and to continue to advance Syrian political process. Attention should be focused on maintaining the independence of the Constitutional Committee's work - there should be no outside interference or imposition of arbitrary time limits. Syria's sovereignty, independence, unity and territorial integrity should be fully respected and the legitimate demands of the Government of Syria heeded. Syria cannot be divided or fragmented.

However, I hope that light is a sign of a brighter future for the political process in Syria. The establishment of the Constitutional Committee is a good start for the Syrian political process, with both the large body of the Constitutional Committee and the 45 -member small body initiating their work in the time since late October. China welcomes such progress and appreciates Special Envoy Pedersen's mediation efforts, as well as the constructive participation of all Syrian parties. At the same time, there are differences among the Syrian parties in the Constitutional Committee.

  14. We will continue to be objective, impartial and responsible in our tireless efforts to uphold and implement the JCPOA and resolution 2231 (2015). China commends the Secretary-General's report for its call to uphold the agreement, protect the freedom to pursue legitimate business with Iran, support the procurement channel and maintain regional stability. In the meantime, the report should reflect the implementation of the resolution in an objective, balanced and comprehensive manner so as to ensure the accuracy of the information and fully address Iran's legitimate concerns and lawful rights and interests. The 2231 format of the Council is not a sanctions mechanism. The Facilitator of the format and the Secretariat should act strictly in accordance with their mandate and function.

  15. We welcome the European Union's positive progress in setting up the Instrument in Support of Trade Exchanges, and we support France in its continued diplomatic good offices. We further support the IAEA in its continued objective and impartial position in monitoring and verifying Iran's nuclear activities. China has always been committed to settling the Iranian nuclear issue through political and diplomatic channels and remains committed to consolidating the international nuclear non-proliferation system and safeguarding international regional peace and stability. China has noted that Iran has remained largely restrained in reducing its nuclear-related commitments under the JCPOA, and that it has stressed that all the steps that it has taken in that regard are reversible and subject to the monitoring and verification of the International Atomic Energy Agency (IAEA). All the parties to the agreement should exercise restraint and stay within the framework of the Joint Commission to strengthen consultations, resolve their differences and refrain from taking steps that might further complicate the situation.   17. The full and effective implementation of the JCPOA is the only correct and effective way to resolve the Iranian nuclear issue and ease the current situation. All the parties concerned should work together to restore the balance of rights and obligations under the plan. China is concerned about the United States unilateral withdrawal from the JCPOA and its increase of unilateral sanctions against Iran. In the Secretary- General's report (S/2019/934), he also states his belief that such steps on the part of the United States continue to run contrary to the goals set out in the JCPOA and the resolution and may also impede Iran's ability to implement certain provisions of the plan or the resolution. The Secretary-General's observation warrants serious attention on the part of the Council and all the parties.

It is of crucial importance for safeguarding the international nuclear non-proliferation regime and maintaining peace and stability in the Middle East. The Iranian nuclear issue is reaching a critical turning point, and the implementation of the JCPOA is being put to a severe test. Dialogue and negotiation point to a realistic avenue to settle the Iranian nuclear issue.

We have also been carrying out regional cooperation projects in disaster risk management and other areas.   25. Its security situation is disconcerting, its peace and reconciliation process beset by growing uncertainties and its humanitarian situation dire. The international community should therefore continue to provide Afghanistan with support and assistance. We need to continue to help it improve its security environment, as the situation on the ground has recently been worsening, with air strikes and search operations that have led to a considerable increase in civilian deaths. Terrorist groups remain active and drugs are still an important source of funding for them. As the Afghan presidential elections enter their final stage, China applauds Afghanistan for the tremendous efforts it has made to ensure their smooth conduct. China has been following the developments in Afghanistan closely. The realization of peace and stability in that country is not only the goal that the Afghan people strongly aspire to but also a shared expectation of the countries in the region and the international community. The results of Afghanistan's presidential elections have yet to be announced.

  28. We also support ECOWAS and the Economic Community of Central African States in jointly exploring solutions to intercommunal conflicts and terrorism. The G-5 Sahel Joint Force and the Multinational Joint Task Force for combating Boko Haram are examples of proactive initiatives that West African countries are taking to jointly respond to the terrorist threat in the region, and they constitute important contributions to international and regional peace and security. The international community should support the United Nations in providing the financial support that these relevant regional efforts need. Since the China-United Nations Peace and Development Trust Fund was established it has provided financial support to various peacekeeping and counter-terrorism capacity-building projects in Africa.

  29. We have established the China-Africa Peace and Security Fund to boost our cooperation with Africa in the areas of peace, security, peacekeeping and law and order. The first batch of assistance materials, worth ¥200 million, has already arrived in Africa to support the African Standby Force and its capacity to respond immediately to crises. We have also provided ¥3OO million in aid for the counter-terrorism operation in the Sahel and the Joint Force of the Group of Five for the Sahel (G-5 Sahel). We should ramp up our cooperation to jointly address the challenges in this area. China supports African countries in finding African solutions to African problems, and commends the special summit of the Economic Community of West African States (ECOWAS) held in September for coming up with new ideas and measures to combat terrorism.

  30. The international community should promote the political settlement of hotspot issues in West Africa and the settlement of disputes through peaceful means. Dialogue on an equal footing among different civilizations and religions should be encouraged in order to promote their harmonious coexistence. The countries of the region should be helped to enhance their counter- terrorism and deradicalization capacities. There should be a major focus on settling ongoing issues such as the flow of foreign terrorist fighters, the diversification of financing channels for terrorist organizations and the convergence of terrorist organizations and organized crime. The countries of West Africa should be supported in strengthening their border control and law-enforcement coordination, intelligence-sharing and other practical cooperation measures.

  31. Education and employment opportunities should be provided, especially for young people. All communities should be guaranteed the right to development and the equal provision of public services. Economic development should also help to enhance the capacity of the countries of the region to adapt to climate change and give them the resources they need to improve governance and protect their various communities. China is actively helping countries of the region to work on infrastructure and development in order to strengthen connectivity. It has also provided education and vocational training opportunities to young people in Africa through scholarships for their study in China and the establishment of education and training centres, among other things. We should also adopt integrated policies to eradicate the root causes ofterrorism.

Boko Haram and the Islamic State in Iraq and the Levant have continued to grow in West Africa, and extremist militants have returned and used these conflicts to launch attacks, posing unprecedented threats to regional peace and stability. At the same time, the links between intercommunal violence and terrorism have increased and demand a holistic approach on the part of the international community. We must accelerate development in West Africa with a view to eliminating this breeding ground for intercommunal violence and conflicts, which in essence are a struggle for development resources. Extreme poverty and a lack of development are the root causes. We should put our full weight behind economic and social development in order to increase investment and trade in Africa with a View to eradicating poverty.

  33. For example, Sierra Leone, Liberia and Cote d'Ivoire have graduated, as we say, from the Security Council agenda and have embarked on a path of sustainable development. However, the region is also facing threats and challenges, traditional and non-traditional, that call for the international community's attention and support. One ofthose challenges is intercommunal violence. Transhumance has led to increased competition for resources such as land and water, resulting in frequent conflicts between farmers and herders. Among other factors, ethnic and religious differences, climate change and the prevalence of weapons have exacerbated the region's problems. What is even more worrying is that in the past few years terrorism and extremism have taken advantage of those problems as opportunities.

Their opinions and suggestions deserve the Security Council's full attention. China strongly condemns last week's terrorist attack in the Niger. We would like to express our sorrow for the victims and our deep condolences and sympathy to the bereaved families and the injured, to whom we wish a speedy recovery from their pain and injuries. The current situation in West Africa is generally stable. The economy continues to develop, and the efforts to achieve strength and unity have had remarkable results. There have been many success stories for the good offices, mediation and peacekeeping operations of the United Nations in West Africa.

The international community, in particular the main parties to the peninsula issue, must take an objective and impartial position, act in the service of long-term interests and the greater good, and make additional efforts contributing to the relaxation of tensions in the dialogue and consultations between the Democratic People's Republic of Korea and the political process on the peninsula so as to avoid plunging the region into tensions and confrontations. The Security Council's resolutions on the Democratic People's Republic of Korea should be comprehensively, completely and accurately implemented. Sanctions are only a means to an end, not an end in and of themselves. Enforcing sanctions is required by the relevant Council resolutions. Pushing for a political solution is also required by the relevant Council resolutions.

The situation on the Korean peninsula has recently taken another turn, leading to renewed tension between the Democratic People's Republic of Korea and the United States and bringing the situation on the peninsula once again to a critical juncture. China notes that, on 7 September, the Democratic People's Republic of Korea conducted a test and made a related public statement. So far, the details of the test, what it involved and other specific information have yet to be established. The Security Council should therefore not jump to hasty conclusions. The Democratic People's Republic of Korea has taken a series of positive steps towards denuclearization, but its legitimate concerns and aspirations with regard to security and development have not been given the attention they deserve and remain unanswered.

At the same time, the Democratic People's Republic of Korea has honoured its promise to suspend nuclear tests and the test launches of intercontinental ballistic missiles and has declared on multiple occasions its commitment to the denuclearization of the peninsula. The Democratic People's Republic of Korea and the United States, as the principal parties to the peninsula issue, should cherish the hard-won relaxation of the situation on the peninsula, achieved through dialogue, and work together by taking practical measures to achieve the denuclearization of and lasting peace on the Korean peninsula.

  43. We listened closely to Assistant Secretary- General Khiari's briefing. Since early 2018, thanks to the concerted efforts of the parties concerned, there have been positive changes in the situation on the Korean peninsula and the issue of the peninsula has been steered back on track towards a negotiated solution through dialogue. Earlier this year, the Democratic People's Republic of Korea and the United States held meetings between their leaders in Hanoi and Panmunjom, as well as working-level consultations in Stockholm, which are positive step towards greater mutual understanding between the two parties.

  45. The Yemeni parties should fully cooperate with the humanitarian operations of the United Nations and other relevant agencies. Current efforts should be focused on easing Yemen's oil crisis, stabilizing the Yemeni rial and prices, curbing the cholera epidemic, supporting development and reconstruction projects and increasing employment. China has long been working to provide assistance to the Yemeni people. Recently, through bilateral channels, we once again provided assistance to Yemen; in particular, we provided a gift of sporting goods to Yemeni youth. On 31 October, China and the Yemeni Government signed an economic and technical cooperation agreement whereby Yemen will receive 100 million yuan renminbi, or $40 million, worth of aid to improve Yemen's economic and humanitarian situation.

The Council should remain united on this matter, firmly support Yemen's sovereignty, independence, unity and territory integrity and provide political support for the diplomatic efforts of the United Nations and countries of the region. Recently the Ambassadors of the permanent members of the Council to Yemen held a meeting in Riyadh with Special Envoy Griffiths and General Guha, Chair of the RCC, and reiterated their support for its work. All members of the Council should work in synergy with the Special Envoy, UNMHA, the RCC and the countries of the region to contribute to the early restoration of peace and order in Yemen. The international community should provide assistance tailored to improving the living conditions of the Yemeni people.

Nevertheless, the United Nations Mission to Support the Hodeidah Agreement (UNMHA) and the Redeployment Coordination Committee (RCC) have overcome all difficulties and eased the situation there. China appreciates this. It would behove the Yemeni parties to demonstrate political will, stop violating the ceasefire agreement and ensure that the Al-Hudaydah Agreement is fully implemented. China supports the prisoner-exchange committee and encourages it to keep up its effective work in effectively implementing existing agreements. That will also help the parties have greater confidence in each other and pave the weight for comprehensive political negotiations.

  48. We commend Saudi Arabia and the other countries involved for the positive role they played in this respect. We hope that this will serve as a good example of negotiated solutions achieved through dialogue. China supports Special Envoy Griffiths in his preparations for a new round ofpeace talks. The Yemeni parties should refrain from any action that could lead to an escalation of tensions and keep the momentum towards a political solution going. Since it was concluded nearly a year ago, the Stockholm Agreement has been instrumental in improving the situation in Al-Hudaydah and advancing the political process in Yemen. We also can see that right now the situation in Al-Hudaydah remains tense.

China supports Special Envoy Griffiths in his efforts to advance the political process in Yemen and commends the untiring efforts of the United Nations and the relevant agencies to improve the humanitarian situation in Yemen. Recently there have been signs that the situation in Yemen is easing. The United Nations and countries of the region should seize this opportunity and further encourage the Yemeni parties to bridge their differences and strive for an early resumption of the comprehensive political settlement process. China welcomes the fact that the Yemeni Government and the Southern Transitional Council formally signed the Riyadh agreement recently.
