Secretary-General Guterres has warned that the population in Gaza is facing an avalanche of disaster. With one of the highest population densities in the world, Gaza is a territory that has been under blockade for 16 long years. Its 2.3 million innocent people are living in utter fear amid the indiscriminate bombardment and have been cut off from water, electricity, food and fuel for 21 days. In my earlier statement, I made it abundantly clear that China is absolutely not denying Israel’s legitimate security concerns. However, we emphasize the need to pay equal attention to the legitimate security concerns and the legitimate rights of both Palestine and Israel. In the current circumstances, while trying to deal appropriately with this round of the conflict between Palestine and Israel, we cannot deny that the Palestinian people’s rights have not been properly guaranteed for a very long time, and we believe that root cause of the conflict lies in the fact that the issue of a two-State solution has not been properly settled.”

When we refer to civilians, they include both Palestinian and Israeli civilians. “What we oppose is that the draft resolution attempts to establish a new narrative on the Palestinian-Israeli issue, ignoring the fact that the Palestinian territories have been occupied for a long time, and avoids the fundamental issue of independent statehood for the Palestinian people. It is alarming that the draft resolution deviates from the spirit of previous United Nations resolutions and embeds the dangerous logic of confrontation of civilizations and the justification of war and the use of force. If adopted, the draft resolution will completely ruin the prospects for the realization of the two-State solution and plunge the Palestinian and Israeli people into a vicious cycle of hatred and confrontation. Based on that, China will vote in favour of the draft resolution proposed by the Russian Federation (S/2023/795).”

“Many Council members, including China, Russia, the United Arab Emirates and Brazil, proposed amendments to the text. However, the sponsor, ignoring the major concerns of relevant members, made only cosmetic changes to the draft resolution before the text was put in blue in order to rush the Council to vote on it. In terms of its content, the draft resolution is seriously unbalanced and confuses right and wrong. In terms of its approach, it was introduced in haste and lacked the consensus it needed. In terms of effectiveness, it does not reflect the world’s very strong calls for a ceasefire and an end to the fighting, and it does not help resolve the issue. Based on the above, the draft resolution is evidently not in a position to be adopted. China in no way opposes that the Security Council take action.”

Our position is based on facts, law, conscience, justice and the urgent calls of the entire world, in particular the Arab countries. We all recall that last Wednesday, draft resolution S/2023/773, which focused on the humanitarian situation in the Palestinian-Israeli conflict, emphasized the protection of civilians and was supported by an overwhelming majority of members of the Security Council, failed to be adopted owing to the use of the veto (see S/PV.9442). On Saturday evening, the United States introduced a new draft resolution that set aside the consensus of the members and included many elements that were still deeply divisive and went far beyond the humanitarian realm.”

The United Nations should strengthen overall coordination, optimize resource allocation and enhance the capabilities of various mechanisms. Thirdly, we need to prioritize preventive diplomacy. Regional mechanisms should embrace a common, comprehensive, cooperative and sustainable security concept and peacefully resolve disputes through dialogue, consultation, mediation and good offices to prevent the escalation or proliferation of crises.”

“In today’s world, given the heightened turmoil at the international and regional levels and the continuous flare-ups of geopolitical conflicts and hotspot issues, the ways in which regional mechanisms can coordinate efforts with the United Nations to maintain common security deserve serious consideration and discussion. I would like to make the following points. First, in compliance with the Charter, regional mechanisms must always abide by international law and the basic norms governing international relations, respect the sovereignty and territorial integrity of all countries and respect the will and choices of the people of the countries concerned. Any enforcement actions must strictly comply with the authorization of the Council. Regional efforts must be guided by openness and toler- ance.”

I also listened attentively to the statements made by Ms. Bachelet, Mr. Mbeki and the civil society representative. The Security Council has the primary responsibility for the maintenance of international peace and security. At the same time, Chapter VIII of the Charter of the United Nations encourages the pacific settlement of disputes through regional arrangements. “In the face of the continuing spread of conflicts and the increasingly imminent humanitarian disaster, the Security Council has no reason to remain silent and no excuse to delay further. China does not agree with the claim that Council actions would interfere with ongoing diplomatic efforts. Although the draft resolutions proposed by Russia (S/2023/773) and Brazil (S/2023/772) have not been adopted, the Security Council cannot stop now. China expects all members of the Security Council to shoulder their responsibilities under the Charter of the United Nations, meet the expectations of the Palestinian and the Israeli peoples and of the international community, move forward in unity and build consensus and make binding decisions on the current crisis situation that will stand the test of history and human conscience.”

The basic needs of the people of Gaza must be ensured, the humanitarian corridor must be opened immediately, and the hostages must be released. “China welcomes any initiative that is conducive to mitigating the humanitarian crisis and reducing the suffering of civilians and supports all efforts aimed at de-escalating the conflict and restoring peace. We hope that all parties concerned will maintain impartiality, actively leveraging their influence to promote calm and restraint and work for the cessation of hostilities as soon as possible. Given the current circumstances, all diplomatic efforts should work to send a unified signal. First, there are no winners in war. Violence in response to violence can lead only to more serious crises. There must be an immediate ceasefire, an abandonment of military means and a return to the track of dialogue and negotiation. Secondly, all violence and attacks against civilians should be rejected.”

“Without a comprehensive ceasefire, any amount of humanitarian assistance will be a drop in the bucket. If the current fight in Gaza is allowed to drag on, the end result will not be a complete military victory for any side. Instead, it will most likely be a catastrophe that will engulf the entire region and completely end the prospect for a two-State solution, plunging the Palestinian and Israeli peoples into a vicious cycle of hatred and confrontation. Arab countries have issued a strong call for an immediate and comprehensive ceasefire. The international community should heed the just call of Arab countries and the Palestinian people. We should unite all current diplomatic efforts towards that goal.”

“Given the current circumstances, there is no time to lose in protecting the safety of civilians, carrying out humanitarian relief and preventing a humanitarian crisis. We call on Israel to lift the full blockade of Gaza, rescind the emergency evacuation order and stop the air strikes around the Rafah crossing. We welcome the international community’s efforts to open the humanitarian corridor and look forward to substantive progress in the relevant communications and arrangements as soon as possible. We appreciate the important role played by Egypt and other countries of the region in that regard. Developments over the past few days have amply demonstrated that an immediate and comprehensive ceasefire must be the overriding priority. For as long as the war continues, more violations of international humanitarian law are inevitable.”

“The indiscriminate use of force is not acceptable, and the safety of humanitarian medical workers must be guaranteed. We urge Israel to effectively fulfil its obligations under international humanitarian law. If we look around in Gaza right now, tragedies like the one at Al Ahli Hospital are constantly unfolding as a result of the total blockade imposed by Israel. The supply of water, electricity and fuel in the Gaza Strip has been cut off. Basic and urgently needed supplies such as food and medicine are dwindling. Tens of thousands of Gazans have been forced to move south because of the emergency evacuation order issued by Israel, but have suffered from air strikes in the south, as well. From the north to the south, Gaza is full of frightened children and desperate mothers.”
