The Security Council should heighten its sense of urgency, effectively shoulder its responsibilities and take constructive action towards a just and lasting settlement of the Palestinian- Israeli issue. The current security situation in Europe is of concern to all sides, but the Palestinian-Israeli issue is just as important. The question of Palestine must not be marginalized, let alone remain unresolved for a long time. Recently, the Special Envoy of the Chinese Government on the Middle East Issue visited the region and engaged extensively with all parties on the Palestinian issue to promote consensus-building for peace. China will continue to work with the international community to make unremitting efforts and to do its part to contribute to a comprehensive, just and lasting settlement of the Palestinian issue.

China’s 200,000 vaccine doses for refugees outside Palestine have also been delivered to the United Nations Relief and Works Agency for Palestine Refugees in the Near East in three batches, arriving in Jordan, Syria and Lebanon. Ultimately, the Palestinian issue needs a long-term settlement on the basis of the two-State solution. We hope that the two sides maintain the positive momentum of the recent high-level contacts, gradually build up mutual trust and resume dialogue on an equal footing at an early date. We call on the international community to make greater efforts to advance the Middle East peace process on the basis of the relevant United Nations resolutions, the principle of land for peace and other international agreements.

We once again call on Israel to halt the expansion of settlements, stop the eviction of Palestinians, cease the demolition of Palestinian homes and create conditions for the development of Palestinian communities in the West Bank, as called for in resolution 2334 (2016). The international community should continue to help Palestine alleviate its fiscal crisis, improve its economy and livelihood and fight the coronavirus disease. We support Palestinian-Israeli coordination on economic and civilian matters, and we call on Israel to lift the blockade of Gaza as soon as possible. China has always been concerned about the well- being of the Palestinian people. Last month, China and Egypt jointly provided 500,000 vaccine doses to the people of Gaza.

We call on all parties concerned to abstain from provocative words and deeds, refrain from incitement to violence, jointly uphold and respect the historical status quo of the holy sites in Jerusalem, make every effort to prevent the situation from escalating out of control and strive not to allow the conflict in Gaza to repeat what happened last year. Settlement activities in the occupied Palestinian territories violate international law, disrupt the contiguity of the occupied Palestinian territories, squeeze the living space of the Palestinian people and affect the prospects for achieving the two-State solution. We are deeply concerned about the continued expansion of settlements in the occupied territories, the growing number of settlers and their increasing violence.

Mr. Zhang Jun (China) (spoke in Chinese): I wish to thank Special Coordinator Tor Wennesland for his briefing, and we also take note of the Special Coordinator’s 8 March statement on the security situation in the West Bank. Like the Special Coordinator, China is concerned about the recent deterioration of the security situation in the occupied Palestinian territories and is deeply saddened by the casualties on both sides caused by the violence, especially Palestinian children. The protection of children in armed conflict is not an empty slogan but an unshakeable moral responsibility and an international obligation that must be fulfilled. We call for a thorough investigation of the recent violence and for effective accountability. The upcoming month of April will involve the celebration of important holidays for both Muslims and Jews.

China believes that any information or leads on biological-military activities should trigger the heightened concern and attention of the international community in order to prevent irreparable harm. In that regard, the relevant parties should take a responsible approach. Russia has further revealed newly discovered relevant documents in that regard. The party concerned should respond to questions and offer timely and comprehensive clarifications so as to remove the doubts of the international community. We do not consider it too much to ask. No double standards should be applied on this issue.

  9. China’s position on weapons of mass destruction and biological security is clear and consistent. China stands for the complete prohibition and total elimination of all weapons of mass destruction, including biological and chemical weapons. China resolutely opposes the development, possession or use of biological or chemical weapons by any country, under any circumstance, and urges countries that have not yet done so, to destroy their chemical weapons stockpiles as soon as possible. Complying with the Biological Weapons Convention (BWC) is the obligation of all States parties. We call for early negotiations on the establishment of a BWC verification regime, which will help improve global biosecurity. China was once a victim of chemical and biological weapons.

  10. Russia and Ukraine have held four rounds of negotiations and are maintaining an open line of communication. With negotiations continuing, there is hope for a ceasefire and a peaceful future. China will continue to facilitate dialogue for peace. We support the United Nations and all parties in ramping up mediation efforts and hope that all parties can take actions to promote peace talks rather than adding fuel to the fire. Behind the Ukraine crisis is the issue of European security. It is our hope that the United States, the European Union and NATO can sit down with Russia for in-depth and comprehensive dialogue in order to explore ways to put in place a balanced, effective and sustainable European security architecture, based on the principle of indivisible security, so as to achieve lasting peace and stability in Europe.

China has stated its position on the Ukraine issue many times. Under the current circumstances, it is the shared desire of the international community to achieve a ceasefire as soon as possible in order to avoid further civilian casualties and prevent a massive humanitarian crisis. That is also China’s wish. Direct negotiations between the parties concerned are the fundamental way to solve the problem.

The international community shares a common aspiration for a ceasefire at an early date to alleviate the situation on the ground and to prevent civilian casualties — an aspiration that China shares. To date, Russia and Ukraine have held four rounds of negotiations. Keeping the negotiations going means that there is a chance for a ceasefire, and therefore a chance for a peaceful future. China remains committed to promoting peace through negotiations. We support the United Nations and the parties concerned in vigorously carrying out good offices. We also hope that all parties will do more to facilitate peace talks and not add fuel to the fire.   14. China is paying close attention to the humanitarian situation in Ukraine and has put forward a six-point proposal. The Red Cross Society of China has provided Ukraine with three batches of humanitarian supplies, the third of which contains milk powder and quilts for children — specifically helping the Red Cross Society of Ukraine assist displaced children affected by the conflict. We welcome any initiative or proposal from any party that contributes to alleviating or resolving the humanitarian crisis in Ukraine. The Security Council bears the primary responsibility for maintaining international peace and security, and it should therefore play a positive role in easing the humanitarian situation in Ukraine. China hopes that the Council can remain united on the humanitarian issue and demonstrate a constructive attitude.

  15. The number of refugees and displaced persons caused by the conflict is still on the rise, hugely impacting Ukraine and its neighbouring countries. China supports the Office for the Coordination of Humanitarian Affairs, the Office of the United Nations High Commissioner for Refugees and the World Health Organization, among others, in actively conducting operations and mobilizing the international community to assist all those in need. Recently, we have seen how some people of African or Middle Eastern descent have encountered difficulties during the evacuation process. That should be taken seriously and addressed properly. All refugees, regardless of their colour, race or religion, should be afforded the necessary protection under international refugee law.

China is making preparations for the third meeting of Foreign Ministers of the Neighbouring Countries of Afghanistan and is ready to promote efforts by countries of the region aimed at strengthening communication and coordination so as to create a favourable environment for stability and reconstruction in Afghanistan.   18. In a prudent manner, we should take stock of UNAMA’s future work in a timely fashion and be ready to make new adjustments at any time. We hope that UNAMA will make full use of its existing resources, implement its mandate in an orderly and balanced manner and divide the work and coordinate with other United Nations agencies to improve its performance. While always respecting the sovereignty and leadership of Afghanistan, it is important to pay attention to the legitimate concerns of the interim Afghan Government and carry out the various tasks on the basis of mutual understanding and active communication. At present, terrorists remain active in Afghanistan. UNAMA should therefore maintain communication with the interim Afghan Government and take the measures needed to ensure the safety of United Nations personnel.

  19. This time, the Security Council reprioritized UNAMA’s mandate in the light of the changing situation on the ground. As the situation is unfolding too fast and is filled with many uncertainties, it is not an easy task to ensure that the new mandate fits the latest developments, meets the real needs of the Afghan people and is practical and feasible to implement. As penholder, Norway engaged in in-depth communication with Council members and made unremitting efforts towards building consensus. I would like to take this opportunity to express my special thanks to the delegation of Norway. At the same time, we must admit that we still have many doubts about whether the priorities set out in resolution 2626 (2022) are appropriate, whether the mandated tasks are generally balanced and whether they can play the expected role.

  20. We have seen that the interim Afghan Government is actively engaging in foreign exchange and taking measures to respond to the expectations of the international community. The general direction is correct. The international community should adhere to the “Afghan-led and Afghan-owned” principle, strengthen contacts with the interim Afghan Government and all other parties, actively guide and promote the establishment of an open and inclusive political structure and gradually restore order, the rule of law and economic development. We should support Afghanistan in increasing investment in education and health, protecting the basic rights of all people, including women and children, combating terrorism in all its forms and developing friendly cooperation with other countries.

We expect UNAMA to assist Afghanistan in cooperating with international financial institutions to gradually activate Afghanistan’s commercial and financial activities and promote economic and social development. Resolution 2626 (2022) specifies that Afghan assets belong to the Afghan people, which reflects the common view of the international community. In line with the clear mandate from the Security Council, UNAMA should further play a coordinating role in promoting the unfreezing of assets in the country concerned. We call on the country concerned to expedite efforts to unconditionally return those assets to the Afghan people. We look forward to substantive progress in that regard before the next UNAMA briefing to the Council.

China supports the important role of the United Nations on the Afghan issue and welcomes the mandate renewal of the United Nations Assistance Mission in Afghanistan (UNAMA) to enable it to continue to provide assistance in achieving peace, stability and development in Afghanistan. Helping Afghanistan emerge from its humanitarian and economic crisis is the most urgent task at present and should also be the most important work of UNAMA in the coming period. UNAMA should actively implement the mandate contained in resolution 2626 (2022), urge major donor countries to increase aid without political strings attached and help Afghanistan improve people’s livelihoods.

  23. To resolve a complex issue, calm and rational thinking are essential. Relying on sanctions alone will not only not help resolve the issue but will create new problems. Increasing sanctions pressure has already severely affected and will continue to affect global finance, energy, food, transportation, the supply chain and other areas, thereby devastating the already fragile global economy caused by the pandemic. That will, in turn, have a serious and adverse effect on people’s livelihoods, in developing countries in particular. We once again call for greater diplomatic efforts by the international community to de-escalate tensions and bring the Ukrainian issue back to the political track as soon as possible.

  24. We call for the effective guarantee of the safety and security of civilians and their basic needs. We call for a safe and unimpeded humanitarian corridor to prevent the deterioration of the humanitarian crisis. China’s six-point initiative on the humanitarian situation in Ukraine continues to receive support from other countries. We have also provided humanitarian assistance, in kind, to Ukraine. We support the United Nations as it fully plays its coordinating role in providing humanitarian assistance to Ukraine. We stand ready to consult with other parties to achieve consensus on the Council’s response to the humanitarian crisis in Ukraine. We must also note that three-foot deep ice does not come from a cold front that lasts one day. The current situation in Ukraine is the result of a mix of complex historical and present-day factors.

  25. The prompt cessation of hostilities is a shared aspiration of the international community. Dialogue and negotiation are the only feasible and realistic ways to achieve that. Russia and Ukraine have recently held multiple rounds of direct negotiations and demonstrated the desire and willingness to continue those negotiations. The international community must help sustain the positive momentum, actively encourage and support Russia-Ukraine negotiations and create the necessary conditions and environment to that end. The crisis in Ukraine is interwoven with European security and stability. We encourage the Organization for Security and Cooperation in Europe to bring into full play its advantages and set up the necessary platform to encourage negotiation and communication between the parties concerned. We call for maximum restraint.

Recently, President Xi Jinping held a video-teleconference with the leaders of France and Germany, where he underscored that the sovereignty and territorial integrity of all States should be respected, and the purposes and principles of the Charter of the United Nations should be observed. He stressed that the reasonable security concerns of all States should be taken seriously and all efforts towards the peaceful settlement of crises should be supported. Those four points represent the most authoritative elaboration of China’s position on the question of Ukraine. Based on that position, China will strengthen communication and coordination with all parties concerned and play a constructive role in promoting peace through negotiations. China is deeply concerned about and deplores the developments in Ukraine.

The solution to the crisis in Ukraine is to take seriously and respect the reasonable security concerns of all States and form a balanced, effective and sustainable European security architecture. Thirdly, the Cold War came to an end a long time ago. Cold War mentality, based on bloc confrontation, should be completely rejected. Adhering to hegemony mentality and provoking bloc confrontation will lead only to disaster and exacerbate turmoil and division. That is the case in Europe. It is also the case in other regions. The world does not need another Cold War. The world can live with shared growth and progress. Under the banner of multilateralism, all countries must strengthen unity and cooperation and work together for a community of shared future for mankind. China’s position on the situation in Ukraine is consistent and clear.

  28. The more friction, differences and potential risks, the more important and necessary it is to enhance understanding and mutual trust. The world is now in a new era. The path of dialogue and cooperation should become increasingly wider, rather than narrower. Differences among the national interests, social systems and ideologies of States should not become an obstacle to dialogue, let alone a reason for confrontation. Secondly, the world is indivisible. Security is indivisible. In the 1975, the Helsinki Final Act established the important principle of indivisible security. That principle holds special significance under the current circumstances. Therefore, it should not only be upheld; it should be implemented.

  29. We welcome and are pleased to see the role of the OSCE in complementing the international system with the United Nations at its core. The international situation is undergoing profound challenges and is full of instability and uncertainty. The outbreak of the crisis in Ukraine has led us to think further about how to maintain peace and stability within the international architecture and focus more on a genuine path towards universal security and common development. We must seek new enlightenment and answers based on the OSCE’s history and the current severe challenges it faces. First, we must adhere to the general direction of dialogue and cooperation. Even at the most intense time during the Cold War, dialogue and cooperation were possible and necessary.

Mr. Zhang Jun (China) (spoke in Chinese): I welcome Mr. Rau, Minister for Foreign Affairs of Poland and Chairperson-in-Office of the Organization for Security and Cooperation in Europe (OSCE), to this meeting. I listened carefully to the briefings by Mr. Rau and Under-Secretary-General DiCarlo. China has always supported the efforts of the United Nations and the Security Council, on the basis of Chapter VIII of the Charter of the United Nations, to develop its partnership with regional organizations, including the OSCE, with a view to effectively addressing challenges in international, peace and security. The OSCE covers a large area and has many coordination mechanisms. For years, it has done much work to enhance mutual trust among Member States, prevent and resolve conflicts and address non-traditional security threats.

Any information or leads on military biological activities should trigger great attention from the international community. China has noted with concern the relevant information released by Russia. It is an obligation for all State parties to the Biological Weapons Convention to uphold it. The concerns raised by Russia should be properly addressed. What is most needed now continues to be to intensify diplomatic efforts, reduce tensions and bring the Ukrainian issue back to the political-settlement track as soon as possible while making efforts to prevent a massive humanitarian crisis. Stopping the fighting and hostilities is a widespread desire of the international community. Peace negotiations are the only viable means to achieve that goal. Recently, Russia and Ukraine held multiple rounds of direct talks, and their two Foreign Ministers held a high-level meeting yesterday. All these are positive steps towards achieving peace.

Just now, some colleagues mentioned the current situation of Ukrainian women. We support the United Nations in accelerating and coordinating humanitarian operations to effectively ensure the security of the lives and property of Ukrainian civilians, including women and children, meet their basic needs and keep humanitarian corridors safely open.   38. We are confident that this initiative will be a major boost to the achievement of gender, equality and women’s economic empowerment. Thirdly, we should maximize the role of the United Nations. Development should remain a priority area of the United Nations. We must bridge the development gap faced by women in conflict zones and make women-related goals and targets an early win of the 2030 Agenda. The United Nations Development Programme, UN-Women and other agencies should focus on supporting women’s economic empowerment, invest more in long-standing issues, such as poverty eradication for women, and make a difference in addressing new challenges, such as the gender digital divide.

The International Monetary Fund and other relevant organizations should, where appropriate, inject liquidity into developing countries, including post-conflict States, and encourage member countries to voluntarily channel a share of their allocated special drawing rights to fragile States in order to help stabilize the economies of the recipients and improve the livelihoods of priority groups, such as women. We should also help women to overcome the challenges of the COVID-19 pandemic, increase the availability and affordability of vaccines in conflict areas and safeguard women’s rights to life and health. Secondly, we need to build partnerships. Women’s economic empowerment should be incorporated into the overall framework of international development cooperation through enhanced North-South, South- South and triangular cooperation. We should promote the flow of talents, funds and technology to developing countries and to areas that contribute to women’s development. To that end, the private sector should play a greater role in order to create more opportunities for women’s economic participation.

  41. The international community should step up its efforts and act in coordination in order to inject new impetus into the global cause of women’s development. First, we should invest more in development. The international community should actively assist the reconstruction of conflict areas, especially important infrastructure that is vital to the national economy and people’s livelihoods, such as roads, bridges, water and electricity, so as to bolster the physical foundation for women’s development. Greater earmarked investment is needed in women’s and girls’ health, education and training with a view to enabling women’s economic participation, increasing their employment and lifting them out of poverty.

The stories of Concilia, Niyibaho and women in Wau have shown us the wisdom and the potential of women, as well as the transformative impact of economic empowerment on women and their families, as well as their communities. They have also demonstrated the enormous prospects for women’s participation in the peace and development of all countries. At the same time, we must recognize that the ongoing coronavirus disease (COVID-19) pandemic and increased regional turbulence threaten to set back the existing commitment and investment in development issues. In addition, the gains of women’s economic empowerment are at risk of being reversed and women in conflict areas are facing greater challenges.

  43. After returning to Rwanda, she started her own juncao business and created more than 30 jobs. Furthermore, she also organized juncao training courses for tens of thousands of farmers, most of them women, including single mothers, helping to lift more people of the local community out of poverty. In Kenya, a young woman named Concilia Owire is one of the first female locomotive drivers of the Mombasa-Nairobi Standard Gauge Railway. With a safe solo driving record of more than 140,000 kilometres under her belt, Concilia enjoys celebrity status among Kenyans. She bears witness to how that railway, built by China, has given young people like her not only jobs, but also opportunities to learn skills. She is proud of doing her part in modernizing Kenya’s transportation sector.

  44. In war-torn South Sudan, the burden of supporting a family falls disproportionately on women. In the Wau region of Western Bahr-el-Ghazal, traditional weaving skills for making handicrafts have been passed down from generation to generation. However, many local women are hampered by the lack of sewing equipment. Last month, the Chinese Embassy in South Sudan donated 100 sewing machines to the local community. Better-equipped women in Wau are now sewing tirelessly, hoping that their hard work will bring food to the table, pay for their children’s tuition and earn a bright future for the country. In 2017, Niyibaho Berthilde, a woman from Rwanda, received training in China on juncao, or fungus grass, technology, a method of circular production involving plants, animals and mushrooms.

I also thank Executive Director Sima Bahous, Managing Director Kristalina Georgieva and Ms. Moussokoro Coulibaly for their briefings. China applauds the initiative of the United Arab Emirates to focus today’s meeting on women’s economic inclusion and participation. Women’s economic empowerment is an important part of the Beijing Declaration and Platform for Action, a sine qua non for the implementation of the 2030 Agenda for Sustainable Development and a fundamental guarantee of the steady and sustained advancement of the women and peace and security agenda. Women’s economic empowerment requires not only political commitment, but also concrete actions.

As early as the second day of the conflict, President Xi Jinping spoke by telephone with President Vladimir Putin and expressed his desire to see Russia and Ukraine meet for peace talks as soon as possible, to which President Putin also responded positively. China also stands ready to carry out the required mediation with the international community, as needed. We also encourage the United States, NATO and the European Union to hold talks with Russia on an equal footing; confront the causes of antagonism and issues that have built up over years; be extremely mindful of the negative impact that the continuous eastward expansion of NATO has had on Russia’s security environment; and seek to establish a balanced, effective and sustainable European security mechanism in accordance with the principle of the indivisibility of security.

  47. We are deeply concerned about the ever-increasing unilateral sanctions, which are not an effective way to finding lasting solutions to the issue at hand. On the contrary, they will lead to disastrous humanitarian consequences and their spillover effect will also result in losses and damage to other countries. Exporting offensive weapons and mercenaries into Ukraine could exacerbate the situation and generate additional and greater risks. China will continue to advocate for and work towards achieving peace. We encourage Russia and Ukraine to continue direct negotiations and are hopeful that those talks will be constructive and lead to peace. China has always been committed to bringing about peace through negotiations.

  48. Resolving complex issues requires calm and reason rather than adding fuel to the fire, which will only result in escalation. To resolve the crisis in Ukraine, it is imperative to abide by the purposes and principles of the Charter of the United Nations, respect and ensure the sovereignty and territorial integrity of all countries, adhere to the principle of indivisibility of security and address the legitimate security concerns of the parties involved. It is imperative to adhere to dialogue and negotiation and resolve the dispute through peaceful means. China will support any efforts that contribute to easing the situation and finding a political settlement. China opposes any actions that are not conducive to promoting a diplomatic solution but instead fuel the fire and escalate the situation.

Sixthly, the United Nations must be supported in playing a coordinating role in channelling humanitarian assistance in Ukraine and the work of the United Nations Crisis Coordinator for Ukraine must be supported. In the course of organizing the refuge and evacuation of Chinese nationals, we have received friendly assistance from the Government and the various sectors of society in Ukraine. Countries such as Russia, Moldova, Romania, Poland, Hungary, Slovakia and Belarus have also provided valuable support. In that regard, we express our heartfelt thanks to the Governments and the people of those countries. The fact that the situation in Ukraine has deteriorated to where it is today is due to a combination of complex factors.

  50. Efforts must be made to prevent secondary humanitarian disasters, such as food shortages and the spread of infectious diseases in Ukraine. Fourthly, efforts should be made to ensure safe and smooth humanitarian operations, including by providing rapid, safe and unhindered humanitarian access, protecting the safety and security of medical and humanitarian personnel exclusively engaged in medical duties and protecting medical equipment and transportation used in humanitarian operations and critical civilian infrastructure. Fifthly, the safety of foreign nationals in Ukraine must be ensured, allowing their safe, guaranteed and unrestricted departure from Ukraine and helping them to return to their home countries.
