However, it is the United States that has hundreds of military bases across the world and has deployed hundreds of thousands of troops outside its own territory. The United States asks other countries to comply with international law but it has not even acceded to UNCLOS. Moreover, it has withdrawn from international agreements and mechanisms one after the other. The United States talks here about peace and stability in the South China Sea, but it has stirred up all kinds of disputes in many parts of the world, becoming a source of turbulence in the world. How can such a country be in a position to accuse others anywhere?

  2. China firmly opposes the attempts of any country to infringe upon its sovereignty and security interests in the name of freedom of navigation. In fact, there has never been any issue with freedom of navigation or overflight in the South China Sea. What is really worrying is the fact that some countries, such as the United States, under the pretext of freedom of navigation, sent military ships and aeroplanes to the South China Sea to demonstrate their strength. That is an act of provocation and threat to coastal States. That represents the greatest risk to security in the South China Sea and should be resolutely condemned by all States. As a firm defender of regional peace and security, China has always pursued a defence policy that is defensive in nature.

  3. Specific disputes are being resolved by the countries directly concerned through negotiation and consultation. On the other hand, China and ASEAN members are jointly committed to maintaining peace and stability in the South China Sea. Facts have shown that this dual-track approach is the proper way to resolve the South China Sea issue. Regrettably, this process has suffered from the constant disruption and sabotage of some countries external to the region, such as the United States. China has always respected and supported the navigational and overflight freedom enjoyed by the States in the South China Sea under international law, including the United Nations Convention on the Law of the Sea (UNCLOS). Even as they enjoy those freedoms, States should fully respect the sovereignty and security interests of coastal States.

The international community should play a constructive role in that regard. China also supports the Special Envoy of the Secretary-General on Myanmar in her ongoing efforts. In their statements today, some representatives made reference to the South China Sea issue. The United States representative made unfounded accusations against China, which my country firmly rejects. It should be noted that the United Nations is not the right forum for the discussion of the South China Sea issue, nor should that issue be addressed in the Security Council. At present, the situation in the South China Sea is largely stable and improving.

The international community should cherish the hard-won momentum, help promote bilateral dialogue and consultation between Myanmar and Bangladesh, encourage them to expedite the repatriation of the people who have fled from chaos and work to create a sound external environment. The Council should play an active and constructive role in those efforts by providing the necessary support and assistance to the countries concerned. Excessive pressure would only be counterproductive. China takes note of the International Court of Justice’s interim decision on Myanmar and the Government of Myanmar’s response, as well as the report recently submitted by the Independent Commission of Enquiry. The Rakhine issue has very complex historical, ethnic and religious components.

ASEAN has played an important role in facilitating Myanmar-Bangladesh dialogue, building mutual trust and improving the humanitarian situation for the people in Rakhine state. China commends ASEAN and supports its continued efforts along those lines. Lately — thanks to the joint efforts of the countries concerned, the countries of the region, China and ASEAN — Myanmar and Bangladesh have had good interactions, Myanmar has taken a series of positive measures, and progress has been made in resolving the Rakhine issue. China stands ready to work with all countries to bolster the Organization’s cooperation with regional and subregional organizations, including ASEAN, staunchly support multilateralism and join hands in building a community of shared future for humankind. My statement was supposed to end here, but in the light of statements delivered earlier, allow me to speak for another hour. The focus of this meeting is cooperation between the United Nations and ASEAN. We should not be discussing Myanmar here. Unfortunately, some countries have used this meeting to pressure Myanmar. Furthermore, it is the United States and the United Kingdom that should take the primary responsibility with respect to the issue of Syria. China is not the problem. We are not promoting regime change in Syria; we have not bombed the country; we do not have a single soldier there; we have not occupied any oil fields or taken any assets from Syria. Therefore, the United States and the United Kingdom are not in a position to make accusations against China. They claim that they are defenders of humanitarian values, which is totally hypocritical. The role China played in the process has been acknowledged by Council members. Using this opportunity to accuse China is utterly unwarranted and a manifestation of power politics. As I have just said, because of the divisions and differences on the issue of Syria, the Council has had to conduct consultations and put the issue to the vote many times, and I believe that every country is entitled to vote according to its own position.   18. I would like to emphasize that the accusations are totally groundless and unwarranted. As we all know, due to the sensitive nature of the issue of the humanitarian situation in Syria, the Security Council has conducted many rounds of consultations on the extension of the cross-border mechanism. However, owing to the failure to reach consensus, the Security Council has had to put the issue to a vote a few times. In order to avoid confrontation, China has always tried its best to seek middle ground, and we hope that we can find a down- to-earth solution.   20. The Syrian Government bears the primary responsibility for improving the humanitarian situation in the country. OCHA should strengthen coordination with the Syrian Government and actively explore ways to increase the delivery of humanitarian assistance from within Syria, while maintaining openness and transparency and ensuring the Security Council is informed in a timely fashion. Cross-border humanitarian relief is a special relief mechanism adopted in specific circumstances. In the light of developments in Syria, the United Nations should proactively propose plans to evaluate it and make adjustments accordingly. In the search for alternatives, our priority should be to listen very carefully to the views of the Syrian Government and strengthen cooperation among all Syrian parties.

Terrorist forces currently occupy most of Idlib, threatening the security and safety of civilians, destroying infrastructure and exacerbating the humanitarian situation, and must be resolutely fought against. The prominent issue of foreign terrorist fighters in Syria and spillover effects thereof pose common challenges and threats to countries of origin, the countries concerned and the countries of the region, which must work together to tackle this scourge. First, while scaling up humanitarian assistance, we should work to meet the basic humanitarian needs and improve the living conditions of the Syrian people by lifting unilateral economic sanctions and supporting reconstruction projects in order to address both the symptoms and causes of the issue. The Syrian Government is actively working to rebuild housing, livelihoods and medical and educational facilities. Recently, Syria’s first anti-cancer drug factory was completed in the capital city of Damascus, which demonstrates a commitment to resolving the shortage of medicine caused by unilateral sanctions. Unilateral economic sanctions and insufficient funding for reconstruction are major challenges to improving the humanitarian situation for civilians in Syria, who are suffering from a lack of fuel, food and medicine.

The parties concerned should earnestly implements this resolution, immediately cease all settlement activities in occupied territory, stop the demolition of Palestinian homes and the destruction of their property, and prevent violence against civilians. We should continue to promote dialogue, negotiations and political consultations. The Palestinian issue can be resolved only by political means. Countering violence with violence or the threat of force will lead nowhere.

The construction of settlements and the demolition of Palestinian homes continue to expand in scope and scale. The occupied Palestinian territory is in a grave humanitarian crisis, and the Middle East peace process is not on the right track. China is deeply concerned about all of this.

With regard to Syrian cross-border humanitarian assistance, China has been actively engaged in the negotiations on resolution 2504 (2020) and draft resolution S/2020/25, making every effort to bridge differences and encourage the parties to show flexibility and work towards a compromise. We commend the co-penholders, the Russian Federation and Secretary-General Guterres for their efforts and welcome Council members finding a compromise on the issue of the extension. Given the current situation, extending the mandate for two crossing points by six months is realistic and feasible. In addition, these two crossing points are the most important ones and serve the humanitarian needs of Syria. We hope that the relevant parties will continue to have a constructive dialogue on Syrian cross-border humanitarian assistance.

The Security Council should discharge its duty emanating from the Charter with regard to the maintenance of international peace and security. China was the first country to sign the Charter. It has consistently and scrupulously adhered to the purposes and principles of the Charter and has unfailingly supported efforts to defend the authority and functions of the United Nations. In 2015, before the General Assembly (see A/70/PV.13), President Xi Jinping systematically expounded on the importance of building a community of shared future for humankind, which is a continuation and sublimation of the purposes of the Charter.

We must enhance mutual trust, strengthen unity, avoid the politicization of certain issues and remain committed to diffusing conflicts and preventing wars so that we can have a safer and more secure world. Currently, the United States unilateral military adventurism has led to heightening tension in the situation in the Arabian Gulf region. China supports Secretary-General António Guterres’ call for peace. We have been actively engaged in diplomatic efforts and are committed to playing a responsible and constructive role in safeguarding international law, equity, justice and regional peace and stability. We call on all parties concerned to exercise maximum restraint, return to dialogue and consultations without delay, jointly work towards a de-escalation of the situation and collectively uphold the Joint Comprehensive Plan of Action.

  41. It is also manifested in respect for every country’s independent choice of path towards development and right to pursue a better life and a bigger space for development. In upholding the Charter, we must take effective measures. The Charter should not merely ornament a bookshelf, much less be used for lip service. It should be put into practice on the ground to generate tangible results. The Charter confers upon the Security Council the primary responsibility for the maintenance of international peace and security. That is the sacred mission of the 15 members of the Council. We must firmly oppose the practice of putting one country’s own interests above those of others, oppose the wanton misinterpretation of international law, oppose the hegemonic logic of its selective application and oppose long-arm jurisdiction and unilateral sanctions. In upholding the Charter, we must adhere to the principles of equity and justice. Equity means that matters of an international nature should be discussed and managed by us all; that all countries are equal regardless of their size; and that big countries have a duty to help smaller ones, as do rich countries poorer ones.   43. No country alone can take on the challenges confronting humankind. No country can afford to regress to self-imposed isolation. It is imperative to create greater opportunities through cooperation, overcome risks and challenges and achieve shared development. It is also imperative to strive for win-win results on an equal footing and refrain from an all-for-me approach, so that all countries enjoy equal rights and benefits from equal opportunities on a level playing field. In upholding the Charter, we must be guided by the international rule of law. Countries must interact with one another in good faith, with integrity and must not waver or go back on their word. International cooperation must be anchored in rules, which means that one must not do whatever one wants.

One need only open the Charter to find its unequivocal message expressed in the first paragraph of the Preamble, namely, “to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind”, That is the founding aspiration of the United Nations and, more important, the mission of the Organization’s 193 States Member. Seventy-five years later, we must ask ourselves: Have we really succeeded? Will this and succeeding generations be saved from the scourge of war? The answer, which remains as yet unknown, will depend on whether every State bears in mind the founding aspiration proclaimed in the Charter and honours the mission enshrined within it. In upholding the Charter, we must pursue mutually beneficial cooperation. The world is undergoing the most dramatic shifts in a century.

The principles of, inter alia, sovereign equality, the peaceful settlement of disputes, the prohibition of the threat or use of force, respect for the political independence and territorial integrity of States and non-interference in their internal affairs have taken root in the hearts and minds of peoples and have contributed significantly to world peace and development. If we look around the world today, universal peace remains elusive. Unilateralism is on the rise, dealing heavy blows to the international rule of law and order. As a result of spreading protectionism, the world economy is plagued by uncertainties. That is compounded by acts of bullying, the effects of which are being felt around the world and are jeopardizing global peace and stability.

The Charter of the United Nations is a great historical text that came into being in the twentieth century as a cornerstone of multilateralism. The Charter establishes the basic norms governing international relations today, develops generally recognized principles of international law and charts the way forward for human society. Over the past 75 years, the four purposes and seven principles enshrined in the Charter of the United Nations make up the basic credo by which States interact with one another.

  49. The current situation in Syria is exactly the result of erroneous action by certain countries. Therefore, it is they who really should be reflecting on their own actions and who should be called on to answer all the questions before us. If they are genuinely concerned about the Syrian people amd the humanitarian situation in Syria, why did they not vote in favour of the draft resolution submitted by Russia? They have had every opportunity to demonstrate and fulfil their commitment to the Syrian people. That shows once again that they are hypocritical in expressing their care or attention. They are practicing typical double standards, which is a concrete example of politicizing humanitarian issues.

I would like to underscore that China firmly rejects the groundless accusations levelled against it by the United States of America and other countries. As is well known, China has always been constructive and responsible in dialogue and consultations. We have been calling on the parties concerned to take proactive steps to build consensus. Our concerns are entirely justified and legitimate. Like the positions of any other country, our position is indisputable. Our independent voting decisions are made on the basis of our principled positions and are not subject to accusations by any party.
