“China has consistently supported the Afghan political process and the swift realization of broad and inclusive political reconciliation. Regarding future political arrangements in Afghanistan, China believes that three principles should be followed: first, there should be broad representation and inclusiveness to ensure that all parties and ethnic groups in Afghanistan can participate in the political life of the country on an equal footing and promote power-sharing; secondly, terrorism must be fought tirelessly to ensure that Afghanistan never again becomes a safe haven for terrorist organizations; and, thirdly, a foreign policy of peace and friendly relations should be pursued to ensure that Afghanistan can live in peace with the countries of the world, especially its neighbours, and play a constructive role in regional peace and stability.”

We also call on all political factions in Afghanistan to strengthen unity and address any differences relating to the elections through dialogue. The second point is to assist in advancing the Afghan-led and -owned reconciliation process. “In September 2015, at a series ofsummits celebrating the seventieth anniversary of the founding of the United Nations, Chinese President Xi Jinping announced the establishment of the China-United Nations Peace and Development Trust Fund and a standby force of 8,000 troops. Over the past four years, China has vigorously followed through on its commitments. The China-United Nations Peace and Development Trust Fund has made an outstanding contribution to strengthening capacity- building for developing countries in peacekeeping, improving the safety and security of United Nations peacekeepers and implementing the 2030 Agenda for Sustainable Development. “The Secretariat and the military, police and civilian components of the PKOs are all responsible for improving peacekeeping performance. We should regularly take stock of and improve the performance evaluation system and invite TCCs to fully participate in the relevant work. As a major financing and troop contributor to United Nations PKOs, China has actively participated in and contributed to them in significant ways. China is the second-largest financial contributor to PKOs and pays its contributions on time, in full and without preconditions. More than 2,500 peacekeepers from China are serving in eight missions on the ground, including in Mali, the Democratic Republic of the Congo, the Sudan, Lebanon and Cyprus.”

“The United Nations should strengthen its partnership with the AU in all aspects of peacekeeping and provide sustainable and predictable financial support to African Union-led peace operations. Thirdly, efforts must be bolstered in enhancing capacity-building in peacekeeping in order to improve its effectiveness. The international community should provide greater peacekeeping capacity-building support to TCCs that are developing countries. TCCs should ensure that peacekeepers are adequately trained, equipped and resourced. The Secretariat should attach great importance to the safety and security of peacekeepers, strengthen early warning, provide efficient and high-quality support and ensure the performance of peacekeeping forces. Improving the effectiveness of PKOs requires integrated measures.”

“The mandates of PKOs must be centred around the fundamental goal of political settlement and be promptly adjusted according to changes in the political process. Secondly, PKO partnerships should be consolidated. As the major actors in PKOs, the Security Council, TCCs, police-contributing countries (PCCs) and the Secretariat should discharge their respective functions and, more importantly, maintain close coordination and leverage mechanisms, such as Security Council meetings wih TCCs/PCCs and the Working Group on Peacekeeping Operations to strengthen communication and forge synergies. African Union-led peace operations are positive steps taken by African countries to solve African problems in African ways and an important complement to the relevant United Nations PKOs.”

“Peacekeeping operations should be governed by such basic principles as the consent of the party concerned, impartiality and the non-use of force except in self-defence and defence of the mandate. Those principles are also in line with the basic norms governing international relations, such as sovereign equality, non-interference in the internal affairs of others and the peaceful settlement of disputes. The peaceful settlement ofdisputes through political means is at the core of the Charter. Peacekeeping reform and the implementation of relevant initiatives must strictly follow the basic principles governing peacekeeping operations and the purposes and principles of the Charter. Enhancing consultations with the countries concerned and respecting their ownership is important in peacekeeping operations.”

“In September 2017, the Security Council unanimously adopted resolution 2378 (2017), which supports the reasonable and necessary reforms of PKOs. In 2018, Secretary-General Guterres put forward the Action for Peacekeeping initiative, and 152 Member States signed the Declaration of Shared Commitments on United Nations Peacekeeping Operations, thereby injecting new momentum into the reform. Over the past year, the initiative has been steadily advanced. At the same time, continued efforts should be made to implement the relevant Council resolutions and initiatives to effectively improve the efficiency and effectiveness of PKOs. China would like to share the following views on promoting PKO reform. First, the purposes and principles of the Charter of the United Nations must be upheld.”

“Settlement-building continues, and the prospect of the two-State solution has been severely undermined. The parties concerned should immediately stop all settlement activities in the occupied territories, stop demolishing Palestinian houses and destroying the property of the Palestinian people and should take measures to prevent violence against civilians. All legal and unilateral actions aimed at legitimizing settlement- building should be stopped immediately, and practical measures should be taken to redress their impact. China hopes that the Secretary-General will submit to the Council another report on the implementation of resolution 2334 (2016). “Secondly, efforts should be made to promote a comprehensive, just and lasting solution to the Palestinian issue, based on existing international consensus. The two-State solution is the only right way to solve the Palestinian-Israeli issue. The relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative constitute the fundamental parameters to be followed in that regard. The international community should proceed on that basis to promote an early resumption of peace talks between the two sides, with a view to establishing a fully sovereign Palestinian State based on the 1967 borders, with East Jerusalem as its capital. Any new initiative should be in line with those international parameters. Thirdly, resolution 2334 (2016) should be effectively implemented.”

“Safeguarding the legitimate rights and interests of the Palestinian people is a shared responsibility of the international community. Foreign occupation and historical grievances are at the source of the complexity and insolubility of the Palestinian question. The international community should uphold multilateralism, promote dialogue and negotiations and find a peaceful resolution to the Palestinian-Israeli issue through political consultations. Violence or threat of force will not help solve the problem. All the relevant parties should move towards each other, actively promote internal reconciliation in Palestine, put an immediate end to inflammatory words, actions and mutual accusations and avoid unilateral measures that undermine trust, so as to create favourable conditions for resuming dialogue.”

China's land-based intermediate-range missiles are all deployed within Chinese territory. They are for defence purposes only and pose no threat to any other country. “Prior to its formal withdrawal from the INF Treaty, the United States had already announced its plan to accelerate its development and deployment of intermediate-range missiles, and recently it conducted a test launch ofa new type ofland-based cruise missile. China strongly urges that country to adopt an attitude of utmost responsibility, exercise restraint and earnestly preserve the existing arms-control regime, in an effort to safeguard the global strategic balance and stability, and international and regional peace and security. The Intermediate-Range Nuclear Forces (INF) Treaty, signed between the United States and the Union of Soviet Socialist Republics in 1987, is an important treaty on arms control and disarmament. With the objective of strengthening strategic stability, the Treaty effectively mitigated the arms race in intermediate-range missiles between the United States and the Union of Soviet Socialist Republics in Europe. It helped to enhance strategic mutual trust between the major Powers, eased international tensions and advanced nuclear disarmament.”

“Secondly, with regard to helping countries of the Middle East achieve sustainable development, the turmoil in the Middle East is rooted in poverty and underdevelopment, and its resolution ultimately lies in achieving sustainable development. Development has an impact on the livelihood and dignity of people and is an essential guarantee to achieving social stability and lasting peace. Focus should be placed on youth education, employment and poverty reduction, the importance of which Ms. Viotti just mentioned. “It is the root problem in the Middle East. Upholding the legitimate rights of the Palestinians is a shared responsibility of the international community. The two-State solution is the sole way to address the Palestinian-Israel issue. The relevant United Nations resolutions, the Iand-for-peace principle and the Arab Peace Initiative are the fundamental principles to be followed to defuse the Palestinian-Israeli conflict. The international community should hold up the banner of multilateralism, adhere to the principles of fairness and justice, advance the timely resumption of peace talks between the Palestinians and the Israelis and create the necessary conditions for resuming talks.”

“The first concerns intensifying efforts to achieve political solutions to regional hotspot issues. The hotspot issues in the Middle East are complex and intertwined with one another. The international community should support the United Nations in playing a central role through its good offices, commit to reaching political solutions, promote dialogue and negotiations, adhere to constructive situation control and consistently take into account the legitimate rights and interests of all parties. The sovereignty, independence, unity and territorial integrity of the countries concerned should be respected. China is firmly opposed to the wilful use or the threat of use of force. China opposes external intervention, power politics and bullying. The question of Palestine is at the core of the Middle East issue.”

“We should build a community of a shared future for humankind, advocate for a global governance concept of extensive consultations, joint contributions and shared benefits and strive to create a peaceful and stable international environment. China was among the first countries to accede to the Geneva Conventions and their Protocols Additional. Over the years, the Chinese Government has been taking proactive and useful measures to implement, study and disseminate international humanitarian law, including strengthening relevant domestic legislation, conducting training and advising in the army and carrying out international humanitarian law education and awareness-raising activities throughout society.”

“At the heart of the collective security mechanism, the Security Council should earnestly fulfil its primary responsibility for maintaining international peace and security and encourage parties to a dispute to fulfil their obligations to implement Council resolutions and resolve conflicts through dialogue, consultation and political negotiations. “The international community should proceed from the practical needs of applying and complying with international humanitarian law and build on the consensus among countries to reach a broad agreement on addressing current challenges and strengthening the implementation of international humanitarian law. Fourthly, the Security Council should attach great importance to tackling the underlying causes of conflicts by addressing both the symptoms and root causes. “Humanitarian agencies, on the basis of full respect for the sovereignty of the countries concerned, should promote humanity, compassion and dedication and engage in training, legal consultancy, technical support and experience-sharing to ensure the effective implementation of the principles of international humanitarian law. Thirdly, the implementation of international humanitarian law should be strengthened with a focus on enhancing the effectiveness ofthe existing mechanisms of international humanitarian law. At present, the continuous development of cybertechnologies, artificial intelligence and high-tech weapons and the frequent occurrence of non-international armed conflicts and terrorist attacks pose challenges to the implementation of international humanitarian law.”
