“We urge all parties to remain calm and exercise restraint, refrain from measures that could lead to further escalation of the situation, avoid harming civilians and work together to de-escalate the situation. Settlements is one of the central issues in the final-status negotiations on Palestine, which has implications for the future of the two-State solution. China is concerned about Israel’s recently announced construction plans for more than 3,000 settlement housing units in the West Bank. To date, more than 300 settlements have been built in the occupied Palestinian territory, and more than 700,000 settlers have moved in, disrupting the contiguity in the occupied Palestinian territory and constricting the living space of the Palestinian people.”

“Over the years, the Security Council has made unremitting efforts to tackle the issue of small arms and light weapons. It adopted resolutions 2117 (2013) and 2220 (2015). It has also taken under consideration the impact of SALWs when deliberating on regional hotspot issues. The illegal trafficking in SALWs remains a serious phenomenon that is intertwined with armed conflict, terrorism, transnational organized crime and other problems, thus aggravating the suffering of people in conflict areas and posing a great danger to international peace and security. In order to address this problem, the international community should continue to focus its efforts on several areas. First, we must strengthen the capacities of the countries concerned and achieve the full-cycle management of small arms and light weapons.”

In his Agenda for Disarmament, Secretary- General Guterres describes conventional arms control as disarmament that saves lives. The 2030 Agenda for Sustainable Development includes reducing the illegal flow of small arms and light weapons (SALW) as an important target. That shows that the issue of small arms and light weapons has a bearing on peace, security and development. It also shows that combating illegal trafficking in SALWs is critical to safeguarding the economic development and social progress of all countries and that strengthening conventional arms control under a multilateral framework is a matter of urgency.”

“As winter approaches, the Afghan people urgently need food, medicine and warm clothes; otherwise, they stand to face a very harsh winter. In that context, unilateral sanctions, especially with regard to Afghanistan’s frozen overseas assets, have become a bottleneck issue that cannot be ignored. Teachers, doctors and nurses in Afghanistan have not received their salaries for more than half a year. When teachers are not paid and schools do not function, how can we even begin to talk about girl’s schooling? If doctors and nurses are not paid, how will they help people fight the coronavirus disease pandemic? The freezing of assets is a collective punishment of the Afghan people. It is unacceptable morally, and in reality it exacerbates humanitarian disasters.”

“We look forward to the international community’s respect and support for the efforts of the neighbouring countries. Afghanistan’s humanitarian crisis is its most severe and pressing challenge, as we heard in the briefing presented by Special Representative Lyons. Recent reports of the Food and Agriculture Organization of the United Nations and the World Food Programme show that more than half of the Afghan population faces unprecedented levels of acute hunger, and 95 per cent of families do not have sufficient food. According to UNICEF statistics, by the end of this year, 3.2 million Afghan children under the age of five will be severely malnourished. If no immediate action is taken, 1 million children might perish because of that.”

“The international community should urge all parties in Afghanistan to make a clean break from terrorist forces. It should also support its independent, resolved and effective actions to combat all terrorist forces, including the Islamic State and the East Turkestan Islamic Movement. Fourthly, there should be more coordination and therefore greater synergy between all the mechanisms on Afghanistan. The Secretariat has an important role to play in strengthening coordination within the United Nations system. “First, preventive diplomacy is all about prevention. In the early stages of a crisis, taking timely and appropriate action can have a multiplier effect, allowing us to do more with less. The key is to formulate a preventive diplomacy strategy that is systematic, scientific and effective, making full use of such means as good offices and mediation, strengthening the early warning mechanism and supporting the Secretary-General in playing his unique role. The early warning mechanism allows for the early detection of major problems so that immediate action can be taken to address them, but it is also necessary to ensure that it does not lead to overreactions and inappropriate involvement. Secondly, the root causes must be addressed. An emergency response can only avert or postpone crises temporarily.”

“The most salient manifestation of inequality facing the world today is the yawning gap in immunization between developed and developing countries, which not only hinders the global pandemic response, but also constitutes a grave injustice to the people in developing countries. We call for vigorous international cooperation on vaccines and for ensuring that vaccines are accessible and affordable as a public good to people all over the world. China has been working hard towards that goal. So far, China has provided more than 1.6 billion doses of vaccine to more than 100 countries and international organizations. We will provide more than 2 billion doses overseas this year. China is the largest provider of vaccines to the world. In a post-COVID-19 era, development is the foremost demand of people in all countries.”

At every historical juncture, the people of Ethiopia have been able to come together to defend the country’s sovereignty, unity and long- term development.”

“The international community, and the Security Council in particular, should give the time and space needed for the AU and others to make use of their good offices. Using trade restrictions or cutting off aid as a means to exert maximum pressure on Ethiopia will only impede efforts to reach a political settlement and will not help the parties resolve their conflict and rebuild mutual trust. The current humanitarian needs in Ethiopia are enormous. The international community should help Ethiopia improve its humanitarian response capacity and scale up the delivery of aid in order to ensure that humanitarian assistance can reach as many people as possible.”

“Countries of the region and regional organizations know best with regard to the historical background and current challenges in Ethiopia, and can therefore play a leading role in the political settlement of the Ethiopian issue. China has always supported African solutions to African problems. In that connection, we welcome the political good offices of High Representative Obasanjo. We call on all the parties concerned and the countries of the region to fully support the High Representative in his work. We also welcome the Secretary-General’s offer to extend his good offices to Ethiopia. “It is necessary to implement resolution 2518 (2020) and, based on the situation on the ground, identify the weak links in the security and safety of peacekeepers and address the most challenging problems in that respect. Active steps and targeted measures should be taken to enhance situational awareness, protection of camp sites, emergency response and rescue capabilities in peacekeeping operations and address the threats posed by improvised explosive devices. “Relevant countries should enhance their communication and coordination with Mali in the reorganization and drawdown of military deployments in Mali in order to avoid a security vacuum that could give rise to negative effects. China commends the efforts of Special Representative Wane to overcome difficulties and actively fulfil his mandate. Since the beginning of the year, the United Nations Multidimensional Integrated Stabilization Mission in Mali has faced a significant increase in security risks and has been frequently attacked by terrorist forces. The loss of Egyptian peacekeepers in the attack last month is distressing.”

“It is necessary to promote the implementation of the Agreement on Peace and Reconciliation in Mali and strive to achieve more results on issues such as disarmament, demobilization and reintegration, the redeployment of military forces and the northern development zone. Efforts must be made in the political, economic, legal and social spheres to help Mali restore State authority throughout the country, reduce poverty and remove the root causes of conflict. China supports the Malian Government in advancing the political transition and restoring constitutional order in an orderly manner. China appreciates what was done by the Governments of the two countries to receive the mission. For a long time, Mali has faced multiple challenges. That necessitates bold efforts on the part of all parties in Mali and the support of the international community.”
