From 23 to 24 June, the leaders of Brazil, Russia, India, China and South Africa (BRICS) held the fourteenth BRICS Summit and issued the Beijing declaration, in which the leaders of those five countries reiterated their support for peace and prosperity in the Middle East and North Africa and called on the international community to support peace efforts in the Middle East. As a responsible member of the international community, China will always support peace and justice, human conscientiousness and fairness, and the right side of history. We will firmly support the just cause of the Palestinian people to restore their legitimate national rights and will continue to make unremitting efforts to achieve a comprehensive, just and sustainable peace in the Middle East.

We must adhere to the concept of the indivisibility of security, giving equal importance to the security concerns of both parties, rather than tacitly allowing one side’s security to be founded on the insecurity of the other. We must also persevere in maintaining a responsible approach, rather than allowing policy uncertainty and reversals to further complicate the peace process. Ultimately, we must abandon the double standards and uphold an objective and impartial position rather than engage in the long-term practice of creating roadblocks for the Council’s handling of the Israeli-Palestinian question.

Limited economic and humanitarian measures cannot erase political and security debt, while individual national policies cannot replace a long-established international consensus and multilateral process, including the resolutions adopted one after another by the Security Council and the General Assembly. What is needed for the time being is urgent and decisive action to prevent the complete derailment of progress on the Palestinian and Israeli situation. We call upon the international community, especially those with significant influence on the parties concerned, to make genuine efforts to advance the peace process in the Middle East. We must promote the two-State solution with the utmost urgency, rather than waiting for ripe conditions for dialogue.

The Commissioner-General of UNRWA, Mr. Philippe Lazzarini, recalled at the pledging conference that in Gaza, a 12-year-old child has lived through four armed conflicts and lived all her or his life under blockade. How can we make a generation that has grown up in a context of conflict, violence and the blockade believe in peace and the future? It is a matter that calls for the serious attention and consideration by the international community, including the Security Council. It has been shown repeatedly that the question of Palestine is the crux of peace in the Middle East. Piecemeal crisis management is not a substitute for a comprehensive and just settlement.

We urge Israel to launch a criminal investigation into this incident as soon as possible and to release its findings in order to ensure accountability and provide justice to the victims, as well as to explain itself before the international community, which it must do. The question of Palestine is a litmus test of international justice and fairness. A number of Member States attended the pledging conference organized by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) last week. While the fact that UNRWA has been in operation for more than 70 years is an indication of the international community’s solidarity with the Palestinian refugees, unfortunately it also means that for more than 70 years the question of Palestine has remained unresolved and international justice has been denied.

  6. Over the most recent period, the security situation in the occupied territories remained volatile. We strongly condemn the continued violence by the Israeli security forces and the settlers, which has resulted in heavy Palestinian casualties, including children. Six weeks ago, Al Jazeera journalist Shireen Abu Akleh was killed while reporting on Israeli security forces operations in the West Bank city of Jenin. The Council expressed its condemnation of that incident in a press statement (SC/14891). We take note that a few days ago, the Office of the United Nations High Commissioner for Human Rights said that it was the Israeli security forces that opened fire, killing Abu Akleh and injuring her colleague.

In defiance of opposition from the international community, Israel has been entrenched in its plan to advance more than 4,000 housing units in various areas, including Kiryat Arba and Shilo, thereby threatening the eviction of 1,200 Palestinians from Masafer Yatta. What is more concerning is that the continued expansion of settlements has encroached upon Palestinian land and natural resources, violating Palestine’s right to self-determination and making a geographically contiguous, independent and sovereign State of Palestine ever-more elusive. Every brutal inch of settlement expansion is making the prospect of a two-State solution that much harder to achieve. We urge Israel to stop flouting resolution 2334 (2016), cease all settlement activities and refrain from further undermining the foundation for the two-State solution.

Mr. Zhang Jun (China) (spoke in Chinese): Let me start by thanking Special Coordinator Wennesland for his briefing, which, in conjunction with the most recent report of the Secretary-General on the implementation of resolution 2334 (2016), is a cause for great concern about the deteriorating situation in the occupied Palestinian territory. Under the Israeli occupation, Palestine’s viability has been squeezed to the limit. We note with great concern that 18 per cent of Sector C in the West Bank has been designated by Israel as a zone for military exercises, and 50 per cent has been designated for other purposes — effectively closing off the area for Palestinian construction, economic and development activities.

  10. As a friendly neighbour of Afghanistan, China has always been committed to supporting peace, stability and development in that country. Since the beginning of last winter, the Chinese Government has provided ¥250 million in emergency aid to Afghanistan and will continue to implement the ¥1 billion of bilateral aid that it announced. China recently hosted the third meeting of Foreign Ministers of the Neighbouring Countries of Afghanistan, at which its neighbours were urgently called upon to come up with meaningful and practical initiatives and support peace and reconstruction in Afghanistan. As we speak, many projects have already been implemented that will play an important role in promoting the peaceful and stable development of Afghanistan in the future.

  11. According to recent data, since August last year, 90 per cent of applications submitted by Afghan refugees for entry into the United States have been rejected. It is hoped that the relevant country will earnestly fulfil its obligations under international refugee law, while providing more support to Afghanistan and other countries with a view to warding off a larger refugee tide. China supports the United Nations in continuing to play an important role in helping with Afghanistan’s peaceful reconstruction. Over the past two years, Special Representative of the Secretary-Genera1 Lyons led the work of UNAMA in complex circumstances and achieved positive results. China appreciates the work of the Special Representative of the Secretary-General, who recently completed her assignment.

  12. The Taliban’s ban on poppy cultivation should be encouraged and Afghanistan should be supported in developing alternative crops so as to eliminate drugs. The rights and interests of women and children in Afghanistan should be fully guaranteed, including their right to education and employment, and sustained efforts are needed in that regard. At the same time, all those goals cannot be achieved if Afghanistan does not maintain overall stability and gradually realize development and progress. A few days ago we marked World Refugee Day and the fact that for the first time in history, the number of refugees and displaced persons around the world exceeds 100 million. We should not forget the 11 million Afghan refugees created by the war in Afghanistan, with millions living in neighbouring countries such as Pakistan and Iran.

The United States should respond to the appeals of the Secretary-General, human rights experts, humanitarian agencies and other parties by ensuring the unconditional return of Afghanistan’s overseas assets as soon as possible, and UNAMA should actively promote it, in accordance with the mandate of the Security Council. Thirdly, comprehensive measures should be taken to support sound development in Afghanistan. The issues related to insecurity, terrorism, narcotics and refugees that Afghanistan is facing are intertwined. We need to adopt a holistic approach and find solutions to their root causes. We must urge Afghanistan to eliminate the breeding grounds for terrorism and resolutely crack down on terrorist organizations such as the Islamic State and the Eastern Turkestan Islamic Movement.

  14. The various humanitarian assistance agencies in Afghanistan should all strengthen their coordination and synergy. In that process, the ownership of the interim Government in receiving foreign aid should be respected. That is a sine qua non for the effective delivery of aid. In April, dozens of independent United Nations human rights experts issued a joint statement underscoring that the United States’ freezing of Afghanistan’s overseas assets has worsened living conditions for Afghan women and children and calling for lifting the freeze as soon as possible. Regrettably, there has been no progress on that issue. At a time when the Afghan people are most in need of resources, it is unreasonable, unjustifiable and unacceptable to freeze their sizeable overseas assets.

  15. The humanitarian and economic situation in Afghanistan took an abrupt turn for the worse in the wake of the precipitous withdrawal of foreign troops. According to the report of the Secretary-General (S/2022/485), 24.4 million people in Afghanistan, or nearly 60 per cent of the population, need humanitarian assistance. Some 19.7 million are facing hunger and 6.6 million are suffering from acute food shortages, the largest number in the world. Rising food prices and inflation have made the situation even more dire. To date only 30 per cent of Afghanistan’s humanitarian response plan has been funded, a shortfall of $3 billion. Other geopolitical developments have reduced the focus of major donor countries on Afghanistan. That is an extremely dangerous trend that could turn the current crisis into a greater catastrophe.

  16. It is hoped that all Afghan parties will maintain dialogue and consultations and enable political reconciliation, and the international community should facilitate those efforts. China welcomed the continued extension of the travel-ban exemption for certain Taliban members issued by the Committee established pursuant to resolution 1267 (1999) concerning Al-Qaida and the Taliban and associated individuals and entities. It is in line with the practical needs involved in supporting the dialogue among the Afghan parties. We hope that Council members will remain united in that regard and refrain from arbitrarily linking that issue to others that are unrelated. Secondly, resource imports should be increased to help Afghanistan overcome economic and livelihood challenges.

All parties should truly implement the principle that this work must be Afghan-owned and Afghan-led, be pragmatic in strengthening their engagement with the interim Afghan Government, patiently guide and support national reconciliation and domestic unity in Afghanistan and explore a governance model suited to the country’s conditions. It should be an internally driven and progressive process that requires a forward- looking attitude and the necessary patience. A few days ago, the Afghan Taliban authorities held a first meeting of the Commission for Return and Communications with former Afghan officials and political figures and announced that it would hold the Loya Jirga. Those are all positive trends.

  18. China mourns the victims and extends its condolences to the bereaved families and the injured. We will provide emergency humanitarian assistance based on Afghanistan’s needs. We call on the international community to step up its support and on the United Nations Assistance Mission in Afghanistan (UNAMA) to act urgently in support of Afghanistan’s earthquake relief efforts. Afghanistan still has a long way to go to achieve peace and development, and the Afghan people should not be forgotten. It is incumbent on the international community to provide more support and assistance. First, constructive engagement must be strengthened to support Afghanistan in realizing autonomous and effective State governance. The lessons of the past 20 years have shown that military interventions and foreign models do not work in Afghanistan.

  19. Mr. Zhang Jun (China) (spoke in Chinese): I thank Under-Secretary-General Martin Griffiths and Deputy Special Representative Ramiz Alakbarov for their briefings. I also listened closely to the remarks of the civil-society representatives. Afghanistan is at a critical stage of transition from chaos to governance, and the Afghan people have a historic opportunity to truly control their own future and destiny. Since last August, the situation in Afghanistan has generally remained stable, with a marked decline in violent conflict, although there are deeply daunting challenges on the humanitarian and economic fronts. An earthquake struck eastern Afghanistan only yesterday, killing at least 1,000 people and injuring hundreds, and the numbers of casualties continue to increase.

  20. Today we heard from many Member States that they care about human rights in Syria and the humanitarian situation in the country. Maintaining and adding unilateral sanctions while expressing concerns for the welfare of the Syrian people is self-defeating. China urges the countries concerned to immediately and fully lift the unilateral sanctions imposed against Syria, and the relevant Council resolutions must set out clear requirements in that regard.

  21. China hopes that, through dialogue and consultation, the members of the Council will find a viable solution for after the expiration of resolution 2585 (2021). Fourthly, we must immediately and fully lift the unilateral sanctions and create a favourable external environment for economic recovery in Syria. It is estimated that the unilateral sanctions imposed by certain countries over the years have cost at least tens of billions of dollars in economic losses to Syria. That has greatly weakened the Syrian Government’s ability to raise resources and rebuild, runs counter to the efforts of the Council and the international community to improve humanitarian access and access to resources in Syria and has become the biggest obstacle to the improvement of the humanitarian situation in the country.

  22. Thirdly, we must actively engage in dialogue and consultation for the proper arrangement of cross-border humanitarian aid delivery. China has always maintained that the cross-border mechanism is only an extraordinary arrangement made under specific circumstances. The Council should assess the effectiveness and applicability of the mechanism in a timely manner in the light of the developments on the ground and make adjustments accordingly. Cross-border humanitarian operations in north-western Syria must be carried out in strict compliance with the Council’s resolutions, and the neutrality and transparency of the assistance must be ensured. A clear timeline should be set for the termination of cross-border delivery, and the transition to the cross-line approach promoted accordingly.

  23. Secondly, we must vigorously promote early- recovery projects and nurture economic development in the country. In resolution 2585 (2021), the Security Council urged all parties concerned to support early- recovery projects. Regrettably, some countries have always used early-recovery projects as a political bargaining chip and are reluctant to fund them, resulting in the unsatisfactory implementation of projects. Humanitarian relief should not be politicized. China urges the donors concerned to uphold the humanitarian spirit, serve the welfare of all Syrian people, give priority to funding early-recovery projects without preconditions and promote the early implementation of more projects. The Council must make concrete efforts to that end.

The Council must make specific demands to increase the efficiency and scale of cross-line delivery, promote capacity- building for parties to ensure safe passage and support the efforts of international humanitarian agencies. China would like to stress that the key infrastructure needed for cross-line delivery must be fully protected. We note with concern that the Permanent Representative of Syria sent a letter to the President of the Security Council on 13 June, condemning the 10 June Israeli attack on Damascus International Airport, which is a vital hub for humanitarian supplies for cross- line delivery. China urges the countries concerned to respect the sovereignty and territorial integrity of Syria, strictly abide by international humanitarian law and stop all attacks on humanitarian infrastructure.

  25. First, we must fully respect the sovereignty of Syria and the ownership of the Syrian Government and ensure the effective functioning of cross-line delivery. Respect for sovereignty and territorial integrity is a universally recognized basic norm of international relations, as well as a fundamental principle of international humanitarian assistance. Cross-line delivery should be the primary avenue for humanitarian assistance to Syria. However, last year, despite the explicit requirements of resolution 2585 (2021), there was limited input in that regard, with only five successful cross-line deliveries and the delivery of 70 truckloads of supplies to north-western Syria. The litany of obstacles we heard today should not be a reason to abandon further efforts.

  26. Mr. Zhang Jun (China) (spoke in Chinese): I also welcome the Secretary-General to this meeting and thank Under-Secretary-General Griffiths for his briefing. I listened attentively to the briefing delivered by the civil society representative. The mandate of resolution 2585 (2021), on humanitarian assistance to Syria, will expire in July. Last year, the resolution played a part in easing the humanitarian situation in Syria. However, it has not been fully and effectively implemented. The Council should conduct a comprehensive analysis and adopt an integrated approach in order to overcome the obstacles to humanitarian relief in a targeted manner and should make more reasonable and effective arrangements for the next stage of humanitarian relief.

China stands ready to have in-depth discussions with other Council members on the renewal of BINUH’s mandate, including its mandated tasks and duration, as well as on the coordination and cooperation between BINUH and the United Nations system agencies present in Haiti, particularly on how to take strong and effective measures to control illicit money and arms inflows, so as to jointly explore practical, effective and sustainable ways to curb illicit financial flows and help Haiti exit the crisis as soon as possible and embark on a clear path towards peaceful development.

China hopes that the Security Council will seize the opportunity of the renewal of BINUH’s mandate to carry out a comprehensive review of its work and, in the light of the current situation in Haiti and the Secretary-General’s mandate assessment report, explore more effective ways for BINUH to provide Haiti with support. BINUH’s mandate should have the right focus, seek to address Haiti’s problems pertinently and be results-oriented. In addition, the Mission should use a regular review mechanism to assess the implementation of all mandated tasks and make timely adjustments in order to optimize such implementation. The Council’s support for BINUH should produce results and hopes, rather than one disappointment after another.

  29. Thirdly, countries in Latin America and the Caribbean can leverage their advantage and play a greater role in supporting peace and development in Haiti. The situation in Haiti has remained turbulent for a long time. Its spillover effects are posing an ever- increasing threat to regional security and stability. China calls on the countries of the region and regional organizations to help Haiti promote political dialogue and to enhance coordination and cooperation in combating drug trafficking, arms smuggling and illegal financial flows.

We have noted that BINUH is assisting Haiti in strengthening its police capacity-building and is cooperating with the United Nations Office on Drugs and Crime to strengthen controls at the ports and combat smuggling. Lessons from the past show that in order to restore social stability and security and crack down thoroughly on gang activities, it is essential to cut off the supply chain of gang funding and weaponry, especially to severely punish the gang leaders and politicians who are colluding for profit. The Security Council should consider taking effective measures in that regard, give a clear warning about acts that obstruct and undermine the process of political dialogue and threaten Haiti’s security and take measures against gang leaders and politicians who collude with gangs.

One immediate priority should be urging the Haitian Government and political leaders to shoulder their responsibility for managing the country effectively, encourage all the parties to proceed in the interests of the country and the people and use dialogue and consultation to determine the transitional political process and general election arrangements, with a view to restoring constitutional order as soon as possible. Secondly, effective measures should be taken to first deal with the root causes in order to improve the security situation effectively. The Secretary-General points out in the BINUH mandate assessment report that attention should be given to addressing the underlying causes of the volatile security situation in Haiti.

The international community should respond to the realities, learn from the lessons of the past, eliminate the systematic and structural problems that hinder Haiti’s peaceful development and explore ways to provide it with more targeted and effective support and assistance. First, it is imperative to push Haiti to end the political deadlock as soon as possible. An effective constitutional mechanism and order are the fundamental sine qua non for Haiti’s ability to attain lasting security and stability. To promote a political solution that is Haitian-owned and -led, the United Nations Integrated Office in Haiti (BINUH) needs a greater sense of urgency and must step up its political mediation efforts.

  33. But the security and humanitarian situations have gone from bad to worse, while the people have continued to suffer terribly. As we speak, according to the Secretary-General’s report, 4.9 million Haitian people — 43 per cent of the total population — are reliant on humanitarian assistance. Gang violence is spiralling upwards. From January to May, the number of kidnappings increased by 36.4 per cent year on year, with nearly 200 kidnappings and more than 2,000 murders in May alone, which is a record high. The collusion between gang forces and Government officials has contributed to rampant transnational crime, smuggling and drug trafficking, while national governance might as well be non-existent.

  34. The basic human rights of Haitian refugees, especially women and children, have been grossly violated, and the situation is cause for great concern. China strongly condemns the kidnapping of United Nations staff and calls on the Haitian Government to protect their safety and security effectively. We strongly appeal to all political parties in Haiti to actively respond to people’s expectations, reject self-interest, show political responsibility and accountability, end the senseless political struggles, restore constitutional law and order and State governance as soon as possible and put an end to disorder and paralysis. That is the only way for Haiti to achieve security and stability and emerge from the crisis. Over the past 30 years, the United Nations has made immense efforts and invested huge resources in aid of Haiti.

I also listened carefully to the statement by the representative of civil society. The Secretary-General’s report (S/2022/481) and the briefing by the Special Representative of the Secretary-General show that Haiti is deeply mired in political, economic, security and humanitarian crises, which is dispiriting and disquieting. We are profoundly sympathetic to the Haitian people in their tragic plight, as well as seriously concerned about the escalations of gang violence and the kidnapping and maiming of women and children. A large number of Haitians have fled their homes in despair only to be violently expelled and repatriated en masse by some countries in an inhumane way.

  36. The relevant United Nations agencies should act with a heightened sense of urgency, strengthen their coordination, properly address the shortages of resources and ward off greater crises. All parties in Yemen should also cooperate fully with international humanitarian operations and ensure safe and timely humanitarian access. China supports the Yemeni Presidential Leadership Council in actively implementing the truce agreement, restoring State institutions in an orderly manner, regaining economic vitality and pushing forward the political process. We hope that the Presidential Leadership Council will unite all parties in Yemen, attach equal importance to both peace and development and promote the country’s early return to a normal development track.

The Security Council should maintain its unity and create synergies with countries of the region that can bring their influence to bear, so as to play a constructive role in promoting the political solution to the Yemeni issue. China is also concerned about the economic and humanitarian situation in Yemen, which faces multiple challenges and has a grim outlook due to the compounded effects of the coronavirus disease pandemic and political conflicts. Those challenges warrant our full attention. The international community should continue to focus on the situation in Yemen and take effective measures to lend the country a helping hand by prioritizing assistance to Yemen in stabilizing its currency and prices, alleviating energy shortages and meeting the basic needs of the population, such as food.

  38. The truce agreement should be the starting point for broader efforts, which must be translated into a permanent ceasefire and a sustainable political solution. Under the auspices of the Special Envoy, the Yemeni Government forces and the Houthis have held two rounds of military coordination meetings and decided to meet regularly in future, which China welcomes. We support the Special Envoy’s continuing work to promote communication among the stakeholders on the Yemeni issue in a rational and pragmatic manner, as well as to implement measures to rebuild mutual trust, steadfastly maintain the current positive momentum and encourage more progress in the peace process.

  39. We appreciate the efforts of the Yemeni parties, Special Envoy Grundberg and the countries of the Gulf region to that end. The main task at hand is to fully implement the truce agreement, in particular to reopen the road to Taiz and mitigate, as soon as possible, the humanitarian situation in Taiz. The Yemeni Government has held two rounds of consultations with the Houthi organization in that regard, and Special Envoy Grundberg has made concrete proposals that balance the concerns of all sides.   40. Mr. Zhang Jun (China) (spoke in Chinese): At the outset, I wish to thank Special Envoy Hans Grundberg and Acting Director Ghada Mudawi for their briefings. I also listened carefully to the statement made by the civil society representative. China welcomes the extension of the truce agreement among the Yemeni parties on 2 June. The protracted Yemeni conflict has lasted seven years, and the people have suffered immensely. The implementation and extension of the truce has brought some initial peace dividends to the Yemeni people and given them a ray of hope. Since the start of the truce, the number of civilian casualties has been more than halved. Some 20 oil tankers have sailed, in clusters, into the port of Al-Hudaydah, and the commercial flights from Sana’a to Amman and Cairo have resumed.

The Secretariat, the country concerned and the Mission should strengthen communication and coordination in order to properly resolve the problems facing the implementation of the status-of-forces agreement. The United Nations is about to conduct a comprehensive assessment of the Mission’s work. During that process, it should fully heed the views of the host country, strengthen communication and consultations and align its work with Mali’s needs and priorities.

  42. The current priority is to make full use of existing resources in an effort to improve the effectiveness of peacekeeping operations. The challenges facing the Mission in performing its duties cannot be solved by raising the troop ceiling alone, and neither can the expectations of the Malian Government be met in that way. MINUSMA has suffered the highest number of casualties of all United Nations missions in recent years. While it is of course impossible for peacekeeping operations to be absolutely risk-free, we should do our best to minimize security risks. We hope that the Mission will take effective measures to address the outstanding risks to the safety of its peacekeepers. MINUSMA has encountered a number of logistical difficulties in the implementation of its mandate.

Under the leadership of Special Representative of the Secretary-Genera1 Wane, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) has overcome difficulties and challenges and actively discharged its responsibilities, which China fully acknowledges. The original purpose for which the Security Council established the Mission was to assist the Government in implementing the peace agreement and restoring State authority in the north, which should continue to be the Mission’s top priority and the primary benchmark for the Council in reviewing its performance. As one of the largest United Nations peacekeeping operations, MINUSMA must strengthen its communication and coordination with the country concerned and focus on the core mandate and pooled resources for their optimal use, based on Mali’s needs.

Mali still needs the international community’s robust support in achieving lasting peace and security, implementing the outcomes of the national reconstruction conference and strengthening the country’s governance capacity. It is imperative to strengthen trust among the signatories to the Agreement on Peace and Reconciliation in Mali, reach agreement on outstanding issues by holding high-level meetings and promote disarmament, demobilization and reintegration and the development of the country’s northern regions. We should help Mali expand and restore State authority, alleviate the effects of the humanitarian crisis, foster the people’s sense of ownership, eliminate the root causes of the conflict and lay the foundations for peace.

  45. The Malian Government has recently announced a new transition period and has set out the goal of restoring constitutional order through the holding of elections. China has always supported African-led solutions to African problems and encourages the Malian Government accordingly. We have always advocated for respect for the sovereignty and territorial integrity of Mali and encourage the Government to continue its cooperation with ECOWAS to broaden consensus and reach agreement on issues related to the political transition so that the sanctions can ultimately be lifted and Mali can return to the ECOWAS family as soon as possible. The political transition is merely the first step.

The Group of Five for the Sahel is an important mechanism for comprehensive regional counter-terrorism efforts, and we believe that it can play its role in full as long as it focuses on counter-terrorism and eliminates interferences. The joint African Union-United Nations Joint Strategic Assessment on Security in the Sahel should be dedicated to promoting regional solidarity and cooperation. With regard to the human rights issues that some other speakers have mentioned, China believes that counter-terrorism actions should respect and protect human rights while opposing double standards on counter-terrorism and the politicization of human rights issues. China welcomes the close cooperation between the Malian Government and the Economic Community of West African States (ECOWAS) on the political transition.

  47. Terrorist forces have now spread from the Sahel region to the Gulf of Guinea, the Horn of Africa, the Great Lakes region and even Southern Africa. Mali is on the front line of counter-terrorism in Africa and has recently had some success in implementing a series of counter-terrorism military operations. We should focus on the big picture and the overall challenges of countering terrorism in Africa, provide additional support to the Malian Government in terms of funding, equipment and intelligence and uphold the Malian Government’s sovereign right to carry out security cooperation with its external counterparts. The countries of the Sahel region represent an indivisible security community. They should strengthen their unity and form synergies in building a solid barrier against the terrorism.

It is clear from the briefings that the current situation in Mali is complex and complicated, owing to a number of factors. The international community should improve its strategic awareness, determine the deliverables, set priorities and provide constructive assistance in a targeted manner. We should actively support Mali’s counter-terrorism efforts.

  50. How shall we go about solving the issue of the Korean peninsula? The answer does not hinge on whether or not the Council adopts a new draft resolution. The crux of the matter is whether or not anyone wants to use this issue as a card in their so-called Indo-Pacific strategy or treat it as a chess piece on the chessboard of that strategy. That is the nature of the issue. As far as China is concerned, we have consistently advocated for a political solution to the issue — the denuclearization of the Korean peninsula and the maintenance of peace and stability in the region. That position has not changed. If the position of other countries has also not changed, it is very possible for us to join hands and work together in the pursuit of peace and stability on the Korean peninsula.
