  1. Chinese State Councillor and Foreign Minister Wang Yi today put forward a six-point proposal on the humanitarian situation in Ukraine. First, humanitarian operations must strictly abide by the basic principles of humanity, neutrality and impartiality, in accordance with General Assembly resolution 46/182, and prevent the politicization of humanitarian issues. Secondly, full attention should be paid to all displaced persons inside and outside Ukraine, in particular in order to provide humanitarian assistance to the main countries that are hosting them and helping them with adequate shelter. Thirdly, the effective protection of civilians, particularly the rights and interests of vulnerable groups, such as women, children, the elderly and people with disabilities, must be ensured.

  2. Mr. Zhang Jun (China) (spoke in Chinese): First of all, I thank Under-Secretary-General Griffiths and Executive Director Russell for their respective briefings. We remain concerned about the rapidly changing situation in Ukraine and deeply deplore the increasing number of civilian casualties. We call for maximum restraint and the intensification of diplomatic efforts so as to put an early end to the fighting, ensure the protection of civilians, their property and their basic needs and prevent a large-scale humanitarian crisis. Russia and Ukraine have reached a consensus on the establishment of humanitarian corridors through negotiations. We hope that the two sides will overcome the difficulties encountered in the implementation process so as to ensure the safety and smooth functioning of those humanitarian corridors.

China attaches great importance to nuclear safety and security and hopes the relevant parties concerned will act with great caution and, with specialized technical assistance from the IAEA Technical Secretariat, work to jointly ensure the safety of relevant nuclear facilities inside Ukraine. The Ukrainian crisis is still undergoing complex changes. The most important thing right now is to ease tension, avoid more civilian casualties, intensify diplomatic efforts and return as soon as possible to the track of political settlement. China supports the United Nations continuing to play an important role in assisting with Afghanistan’s peaceful reconstruction.   10. Afghanistan has been experiencing many trials and tribulations and is at a critical stage of reconstruction. We have seen that Afghanistan is working hard to improve its political structure, restore order in production and life and actively conduct foreign exchanges and cooperation. An increasing number of countries are engaging with the interim Afghan Government in various forms, which is a good trend. The international community should continue to adhere to the Afghan-led and Afghan-owned principle, step up engagement with the Afghan Taliban through an equitable, rational and pragmatic approach and patiently guide it to respond to the expectations of the international community.

As the United States executive order indicates, some of those assets were unfrozen because the humanitarian and potential economic crisis in Afghanistan poses a major threat to the national security and foreign policy of the United States. Supporting the Afghan people is clearly not the real motive. Returning other people’s money in full is not a virtue of generosity, but a matter of course. Paying back half and deducting half of other people’s money is not gifting, but stealing. That is the simplest truth. What the United States did is neither legal and reasonable or humane. China once again calls on the relevant countries to immediately and unconditionally return those assets in full to the Afghan people and not to make matters worse, let alone apply double standards with regard to humanitarian issues.

  12. It is a breach of Afghanistan’s national sovereignty and property and is a serious contravention of international law. Those assets are the only few available assets owned by Afghanistan and are crucial to the stable order and development of the country. For the Afghan people, those assets are their life-saving money and hope for survival. When the Afghan people need it the most, the ruthless freezing and misappropriation of those assets are a secondary injury to them and are completely against the true spirit of morality and justice. If there is genuine sincerity about supporting the Afghan people, there could definitely have been more and better ways to return those assets.

The international community should actively inject liquidity into Afghanistan and help the country to restore its domestic market and economic system, reintegrate into regional and international economic cooperation and gradually embark on the path of peaceful development. Any economic blockade or unilateral sanctions against Afghanistan should immediately be stopped. In such a grim humanitarian and economic situation, last month the United States Government decided to divert the frozen $7 billion worth of Afghan assets for other purposes, triggering protests and demonstrations in many parts of Afghanistan. Those assets belong to the Afghan people and the sovereign State of Afghanistan. The practice of arbitrarily handling other countries’ overseas assets under domestic law has no precedent.

  14. The briefing delivered by Special Representative Lyons also illustrates the severity of the Afghan humanitarian situation. At this critical juncture, helping Afghanistan to ease its humanitarian crisis and stabilize the economy should be the most important and urgent priority. The international community, especially major donor countries, should increase their assistance. There should not be any political conditions attached to humanitarian aid under any circumstances. At the same time, it is important to recognize that humanitarian aid alone is far from sufficient to resolve the problem.

I also thank Special Representative of the Secretary-General Lyons and Ms. Safi for their briefings just delivered. As is often said, if winter comes, can spring be far behind? This cold winter is now coming to an end. However, for the Afghan people, hunger and cold have not yet receded, and hope and spring still seem far away. As data from the World Food Programme show, 22.8 million Afghans face severe food insecurity, and 3.2 million children under 5 years of age are severely malnourished. Afghanistan is facing an avalanche of hunger and poverty.

In our view, the United Nations and the international community should provide humanitarian assistance in accordance with the principles of humanity, neutrality and impartiality, as set forth in General Assembly resolution 46/182, in order to prevent the politicization of humanitarian action. China is deeply concerned about those developments. We condemn all attacks on civilians and civilian infrastructure, call for an immediate stop to the cross- border attacks on, and security threats to, the United Arab Emirates and Saudi Arabia and support the two countries’ efforts to defend their national security. Using the opportunity of this renewal resolution and given the new developments in the situation, the Security Council just updated sanctions measures and the mandate of the Panel of Experts on Yemen. China’s position on the issue of sanctions has always been consistent.

We must draw profound lessons from the extremely painful experiences of the past. For those reasons, China abstained in the voting today. I wish to stress that the issue of Ukraine is not something that only emerged today and the current situation did not develop suddenly overnight. It is the result of the interplay of various factors over a long time. At present, faced with the highly complex and sensitive situation, the Security Council should make the necessary response. At the same time, its response should also be undertaken with great caution. All actions should be truly conducive to defusing the crisis rather than adding fuel to the fire. If not handled properly — or if managed only by exerting pressure and imposing sanctions — there could be more casualties, more property loss and a more complicated and chaotic situation, while it could also become more difficult to resolve differences.

  32. It is necessary to take a long-term perspective by strengthening the Palestinian Authority and empowering it to exercise its sovereign functions in fields such as security and finance. We support the necessary coordination between Palestine and Israel in the economic and civil fields and reiterate our call to lift the blockade and siege of Gaza as soon as possible. Earlier this month, Secretary-General Guterres said that piecemeal approaches to the question of Palestine will ensure only that the underlying issues perpetuating the conflict remain unaddressed. We cannot lose sight of the long-sought-after goal of ending the occupation and realizing a two-State solution. We urgently need to intensify collective efforts to resolve the conflict and end the occupation. We fully endorse the Secretary- General’s views.

  33. Improving the Palestinian economy and ensuring people’s livelihoods are also matters of urgency. The international community should provide assistance to Palestine through multiple channels to help it alleviate its financial crisis, guarantee public services, fight the coronavirus disease (COVID-19) pandemic and speed up the reconstruction of Gaza. At present, China and Egypt are jointly donating 500,000 COVID-19 vaccine doses to the Gaza Strip to help people there fight the pandemic and to improve the humanitarian situation on the ground. We must also pay attention to the situation of Palestinian refugees and support the United Nations Relief and Works Agency for Palestine Refugees in the Near East in carrying out its relief work.

  34. Since the beginning of the year, Israeli military and police operations have led to many Palestinian casualties, gravely intensifying the Palestinian-Israeli conflict. Escalating settler violence has continued to cause the Palestinian people physical injury and property loss. We urge Israel, the occupying Power, to fulfil its obligations under international law, to guarantee the safety and legitimate rights of the people in the occupied Palestinian territories and to thoroughly investigate incidents of violence and human rights violations. We also call on the parties concerned to stop inciting violence and to refrain from provocative rhetoric and acts in order to prevent the situation in Jerusalem spiralling out of control. The ceasefire in Gaza must also be consolidated.

It is estimated that, in the Sheikh Jarrah and Silwan communities of East Jerusalem, 218 Palestinian families face the threat of forced eviction from their homes, where they have lived for generations. Nearly 1,000 Palestinians live in fear every day, including 424 children. In 2021, the number of Palestinian structures demolished reached a high not seen since 2016. Israeli settlement activities in the occupied Palestinian territories constitute a violation of international law. We urge Israel to stop evicting Palestinians, expanding settlements and demolishing Palestinian homes and instead create conditions conducive to the development of Palestinian communities in the West Bank. Equally worrisome is the security situation in the occupied Palestinian territories.

Entering the new year, the international community had genuine hopes for a new outlook for peace in the Middle East. Regrettably, however, since the beginning of the year, the situation in the occupied Palestinian territories has remained tense and the plight faced by the Palestinian people has continued to deteriorate. In his briefing just now, the Special Coordinator once again relayed similar information on the situation. China is deeply concerned by Israel’s escalating settlement activities. Recent stories of the fate of the Salem family and other families in East Jerusalem have tugged at the heartstrings of many.

We welcome the Council’s unanimous adoption of resolution 2621 (2022), affirming that Iraq has fulfilled its international obligations to compensate all claimants awarded compensation by the Commission and terminating the Commission’s mandate. China appreciates the fact that the Government of Iraq has overcome enormous difficulties and completed its payment of compensation in accordance with the relevant Security Council resolutions and the decisions of the Commission. The Iraqi people, like the people of Kuwait, are victims of the erroneous policies of the previous Iraqi regime. They have suffered immensely as a result of more than a decade of international sanctions, in addition to the war in 2003, which circumvented the Council’s authorization, and the subsequent foreign occupation.

China urges the countries concerned to learn from history, subscribe to the notion of common, comprehensive, cooperative and sustainable security, adhere to the approach of enhancing mutual trust and settling disputes through dialogue and consultation and do more to contribute to world peace and regional stability.

  44. NATO’s enlargement is an issue that cannot be overlooked when dealing with the current tensions related to the current issue. NATO’s continual expansion in the wake of the cold war runs counter to the trend of our times, that is, the maintenance of common security. One country’s security cannot be obtained at the expense of that of another one. By the same token, regional security cannot be guaranteed through the strengthening or even expansion of a military bloc. That applies as much to the European region as to other regions of the world. One country refuses to renounce its cold war mentality. It says one thing and does another in order to seek absolute military superiority. It has been clanning up in the Asia-Pacific region, creating trilateral and quadrilateral small circles or cliques bent on provoking confrontation.

China supports all efforts conducive to easing the tensions and notes the Russian Federation’s recent diplomatic engagement with France, Germany and other European countries at the leadership level. A negotiated, balanced, effective and sustainable European security mechanism will provide a solid foundation for lasting peace and stability across Europe. We trust that European countries will take independent and strategic decisions in line with their own interests. In his most recent public appeal, Secretary-General Guterres said: “There is no alternative to diplomacy. All issues... can and must be addressed and resolved through diplomatic frameworks”. We support the Secretary-General’s good offices aimed at reducing tensions and subscribe to his views. Everything happens for a reason.

We hope that all parties concerned will take a constructive posture and resolve through dialogue and consultation whatever differences may arise in the implementation of the agreements and draw up a road map and timetable to implement the agreements to the letter without delay, so as to pave the way for a political solution to the Ukraine crisis. Concerning the tensions on the eastern border of Ukraine, China believes that in the current context all parties concerned should let reason prevail, adhere to the overarching goal of a political solution and refrain from any act that may provoke tensions or hype the crisis. The parties should fully consider each other’s legitimate security concerns and show mutual respect, and, on that basis, properly resolve their differences through consultations held on an equal footing.

The agreements, which are universally recognized, are a fundamental and binding political document for the settlement of the Ukraine issue and were unanimously endorsed by the Security Council in its resolution 2202 (2015). They therefore deserve complete and effective implementation by all the parties concerned. Regrettably, however, to date the majority of the agreements’ provisions have yet to be truly implemented. New ceasefire violations have occurred on the line of contact. China believes that efforts to resolve the Ukraine issue must go back to the starting point, that is, the implementation of the new Minsk agreements.

My thanks also go to Under-Secretary-General Rosemary DiCarlo; Ambassador Mikko Kinnunen, Special Representative of the Organization for Security and Cooperation in Europe (OSCE) Chairperson-in-Office in Ukraine and in the Trilateral Contact Group; and Ambassador Halit Çevik, Chief Monitor of the OSCE Special Monitoring Mission in Ukraine, for their briefings. I also listened carefully to the remarks made by Ms. Tetiana Montian. This year 12 February marked the seventh anniversary of the new Minsk agreements. The consideration of the implementation of the new Minsk agreements is the subject of this Security Council meeting.

We will also step up foreign policy communication and coordination with the CSTO member States and carry out close corporation on multilateral platforms, such as the United Nations, so as positively contribute to the maintenance of international order, based on international law, and safeguard the central coordination role of the United Nations in international affairs.

We will explore effective means to fully unleash the cooperation potentials of mechanisms, such as the CSTO and the Shanghai Cooperation Organisation, to firmly crack down on terrorism, promote sustainable peace and common prosperity in the region and build a closer community with a shared future. In their interventions, some Council members have referred to the situation in Afghanistan. The top priority for the international community in Afghanistan now is to do everything possible to avoid a humanitarian crisis. To that end, massive efforts must be made to provide humanitarian relief, and the overseas assets that belonged to Afghanistan should be returned quickly and in full to the Afghan people.
