“The two-State solution and the principle of land for peace represent the bottom line of international justice, from which we cannot retreat any further. The establishment of an independent State is an inalienable national right of the Palestinian people, a right that cannot be traded away. In the spirit of responsibility towards the Palestinian and Israeli people and with a View to achieving regional peace, the international community, especially countries with influence over Palestine and Israel, should uphold the two-State solution, the relevant United Nations resolutions, the principle of land for peace and other international agreements based on consensus in order to get the Middle East peace process back on track. Secondly, we should stick to the general approach of maintaining a peaceful dialogue.”

“Mr. Zhang Jun (China) (spoke in Chinese): I welcome the Foreign Minister of South Africa as she presides over today's meeting, and I thank Special Coordinator Mladenov for his briefing. At the root of the turbulence in the Middle East, the Palestinian issue must be placed at the centre of the international agenda. At present, the Middle East peace process is stalled. The conflict over the final status of Jerusalem continues, the humanitarian situation in the occupied Palestinian territory remains grave, and settlements continue to be built. China finds all of these elements to be very concerning. What we lack is not a grand plan, but the courage to deliver on commitments and the conscience to uphold justice. I wish to make some observations. First, we must promote the overall goal of the two-State solution.”

“As a consequence of the military operation that began on 9 October, close to 180,000 people have been displaced in the north-east. The international community should provide United Nations and other relevant agencies with sufficient resources so that they can provide humanitarian supplies for people in need throughout Syria, including food, drinking water and medical services for those in the north-east. The parties concerned should help to improve Syria's economics situation and facilitate the safe and voluntary return of Syrian refugees. China commends UNMAS for working actively and conducting risk- education and awareness-raising programmes recently through bilateral channels. China provided Syria with 100 buses and assisted in the repairing of two schools. We will continue to do everything we can to help.”

“China supports the United Nations and in particular Special Envoy Pedersen in continuing with their good offices, upholding the principle that this be a Syrian-led and Syrian-owned process and implementing resolution 2254 (2015) to help bring about a political solution that addresses the concerns of all parties. Secondly, there is a need to ramp up humanitarian assistance to the entire Syrian territory, lift the economic sanctions imposed on the country and facilitate the return of refugees and displaced persons. The underfunding of the humanitarian response plan for Syria is worrying. The economic sanctions have led to a deterioration in the Syrian people's living conditions. The presence of numerous Syrian refugees places economic and social pressures on neighbouring countries and constitutes a destabilizing factor for the region.”

“It is imperative to respect in good faith Syria's sovereignty, independence, unity and territorial integrity and to consider seriously and take on board the views and positions of the Syrian Government. On 22 October, the Russian Federation and Turkey signed a memorandum of understanding on the issue of north- east Syria, which we hope will help facilitate a negotiated solution through dialogue between the parties. There is no viable alternative to a political solution to bring Syria out of the crisis. The Syrian Constitutional Committee will hold its first meeting in Geneva towards the end of October. We hope that it will get off to a good start and produce positive results.”

“Turkey recently mounted a unilateral military operation that exacerbated the complexity and fragility of the situation in north-east Syria, leading to greater challenges in the fight against terrorism and worsening the country's humanitarian situation, all of which could negatively impact the reaching ofa political settlement. Going forward, I wish to propose the following. First, there is a need to resolve the issue by political and diplomatic means, so that peace and stability can soon prevail throughout the entire territory of Syria. China has consistently been against the use of force in international relations. Any effort by any country to address its concerns must be in line with the purposes and principles of the Charter of the United Nations and the basic norms governing international relations.”

“On 14 October, in accordance with resolution 2481 (2019), the Secretary-General submitted a review of the performance of the United Nations Mission to Support the Hodeidah Agreement, in which he concludes that the efforts of the Redeployment Coordination Committee have made an effective contribution to the reduction of violence, an acknowledgement that we appreciate. The Mission has been assisting the United Nations humanitarian agencies and cooperating with the United Nations Development Programme on issues such as port revenue management and mine action. We appreciates its work and that of the Committee. During the Beijing Summit of the Forum on China-Africa Cooperation last year, China decided to implement a Chinese-African peace and security cooperation framework and established a China- Africa Peace and Security Forum to provide a platform for exchanges in the field of peace and security. We established the China-Africa Peace and Security Fund to support cooperation between the two parties in peace and security, peacekeeping and stabilization. “The international community should help Africa achieve development through pragmatic action. The situation in Burundi has remained calm. Active preparations for the general elections in May 2020 are under way. The President of South Sudan, Mr. Kiir Mayardit, recently met opposition leader Mr. Machar in Juba, which laid the groundwork for accelerating the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan. A new transitional Government was established in August and is actively working to achieve economic development and to relaunch the peace process.”

A tailor-made programme is being implemented to train 1,000 high- calibre African professionals. We will provide Africa with 50,000 Government-sponsored scholarships and 50,000 training opportunities for seminars and workshops, and we will invite 2,000 young Africans to visit China in exchanges. We will train young researchers in agriscience and entrepreneurs in agribusiness. Such projects will support youth development in Africa and contribute towards silencing the guns. The late South African President Nelson Mandela also said that youth was the greatest asset of a nation. Africa is the continent with the youngest population. Young people are actively involved in nation-building and playing an important role in the revitalization of Africa. They work hard for peace, making their contribution to delivering on the Silencing the Guns by 2020 initiative and implementing the African Union's Agenda 2063 through concrete action. Young people affected by armed conflicts and lack of development also face the predicament of being marginalized. They are confronted with challenges such as poverty and unemployment.”

“For that reason, Russia and China are proposing an alternative draft resolution (S/2019/757) that takes into consideration humanitarian and counter-terrorism issues in Syria in a comprehensive manner. The draft includes a call for the observance of international law in counter-terrorism efforts and to ensure humanitarian access, and it reflects the humanitarian needs of the Syrian people. We hope that all Council members will support this draft. I must point out here that China firmly rejects the groundless accusations made by the representatives of the United Kingdom and the United States against China. “All categories of humanitarian issues in Syria should be considered in a comprehensive manner and addressed in a balanced way, instead of only selectively focusing on certain issues, much less politicizing a humanitarian issue. The international community must fully respect the sovereignty, independence, unity and territorial integrity of Syria; fully listen to the views of the Syrian Government; and seek a comprehensive solution to the Syrian issue by political means. At the same time, we should pay close attention to the post-war reconstruction of Syria and its economic and social development and help the Syrian people live peaceful, stable and happy lives. “Terrorist organizations continue to expand their sphere of influence in the north-west region of Syria. That is the source of the humanitarian issue in Idlib and poses a grave risk to safety and security in the region. The Council should be united in tackling jointly this grave challenge. China has constructively participated in a negotiation of the text and has proposed reasonable revisions. However, unfortunately the draft resolution that was just put to the vote did not touch upon the essence of the issue or address China's core concerns. For that reason, China voted against the draft resolution. The humanitarian situation in Syria is a very complicated and sensitive issue.”

“Mr. Zhang Jun (China) (spoke in Chinese): China voted against draft resolution S/2019/756, on the humanitarian situation in Syria, which has been put to the vote just now. The Security Council closely follows the humanitarian situation in Syria and has convened meetings to that end many times. With regard to the issue of Idlib, since 31 August the Russian and Syrian Governments have been implementing the ceasefire in Idlib, which in general has been upheld. The diplomatic efforts of the relevant international stakeholders are ongoing and the situation in Idlib is developing in a positive direction. In that context, to steamroll a draft resolution that has major controversies towards a vote is clearly not constructive. Such a move will not achieve the desired outcome.”

“A resolution concerning a technical renewal is the only solution. China has always participated in consultations with a responsible and constructive attitude on extending UNAMA's mandate and proposed revisions on adopting a comprehensive resolution. We regret that several countries refused to keep the consensus text previously agreed and to address other parties' core concerns. The text also failed to address the possible security vacuum in Afghanistan. All of that led to serious divisions among parties. It must be pointed out that someone said that promoting Afghanistan's regional cooperation and connectivity has nothing to do with the UNAMA mandate. That is an utter distortion of the UNAMA mandate.”

“China places the utmost importance on the interests and well-being of the Afghan people. The interests of the people of Afghanistan are a most sincere priority for China. In order to achieve lasting peace in Afghanistan, we strongly believe that there must be impetus for economic development. In order to maintain security and stability in that country, we must resolve security concerns. The unity of the Security Council must be maintained, and, to that end, we must respect the past consensus that we achieved. It must be stressed that helping the Afghan economy is vital to achieving lasting peace and stability in the country. That is what the Afghan people want, and no country has the right to deprive them of a better life. China continues to emphasize that now is not the time to adopt a comprehensive resolution.”
