Countless facts have proven that, on the question of counter-terrorism, politicization and double standards benefit no one and can cause endless harm. An early solution to the Syrian issue is the ardent hope of the Syrians and in the interest of regional countries and the international community at large.   2. China calls on the international community to extend a helping hand to Syria to rebuild infrastructure and safeguard people’s livelihood. Relevant assistance should follow the principles of humanity, neutrality, impartiality and independence, and cannot be linked to the political process. Fourthly, foreign occupation must be stopped and terrorism inside Syria must be eradicated. China supports the efforts of the Syrian Government to safeguard its national sovereignty, independence, unity and territorial integrity. We oppose intentions and actions that endanger Syria’s national security and divide Syria’s territory. The Charter of the United Nations contains clear provisions concerning the exercise of the right to self-defence, which cannot be misinterpreted, abused or used as an excuse for excessive force entrenched in Syria.

  3. China appreciates the action taken by the Syrian Government to assume its responsibility to advance agricultural reforms and promote trade cooperation. At the same time, it must be noted that unilateral coercive measures and the lack of reconstruction assistance have become the main obstacles to Syria’s economic recovery. The lifting of unilateral coercive measures is a call for justice, and denying the serious harm caused by such measures is nothing but self- deception. The Office for the Coordination of Humanitarian Affairs should heed the appeals of several Security Council members and the wider membership and the call of the Secretary-General, comprehensively assess the humanitarian impact of unilateral coercive measures and submit a report to the Council.

The international community should support the United Nations in opening the humanitarian delivery route from Damascus to the north-west as soon as possible, which will gradually reduce Syria’s reliance on the cross-border mechanism. Thirdly, the unilateral sanctions and economic blockade should be lifted immediately to help Syria restore normal order. With the economy in distress, the prices of oil and other commodities in the country have doubled and the Syrian pound has depreciated by 99 per cent compared with the pre-war period. Relying on aid alone cannot solve the problems faced by Syria. Achieving lasting peace and economic and social recovery and development is the long-term solution.

  5. Given the acute pandemic and food security issue in Syria, targeted relief assistance should be provided with a focus on the humanitarian needs of women, children and other vulnerable groups. Recently, through the bilateral channel, China provided Syria with 150,000 doses of vaccines and 750 tons of rice as a first instalment, and we will continue to contribute to alleviating the humanitarian crisis in Syria. China welcomes the COVID-19 Vaccine Global Access plan to provide vaccines to the Syrian people. The Syrian Government is cooperating with the United Nations, non-governmental organizations and other partners in advancing the humanitarian operations and shipping a large amount of medical supplies to the north-east through cross-line delivery. China expresses its appreciation.

  6. The international community should firmly support the Syrian people in exploring the path of development. The Constitutional Committee should remain independent and free from external interference. The Astana process and related regional countries can play a coordinating and facilitating role. We welcome the fact that relevant Arab States are positively considering Syria’s return to the League of Arab States. This is conducive to advancing the political process in Syria, which should be encouraged and supported by the international community. Secondly, we must fully leverage the leading role of the Syrian Government so as to fundamentally improve the humanitarian situation on the ground.

  7. External military intervention can only cause greater disaster and have serious consequences. In the current circumstances, the international community should adopt a comprehensive approach, integrating the political, security, economic and humanitarian aspects, so as to jointly promote the early achievement of peace, security and development. Here, I wish to touch on the following points. First, we must stay committed to the right direction of a political settlement and support the Syrian people in independently deciding the future of the country.   8. I thank Under-Secretary-General Lowcock and Executive Director Fore for their briefings. I also listened carefully to the statement of the representative of civil society. The decade-long conflict in Syria has brought untold suffering to the country and its people. Many issues arising from the current situation in Syria warrant deep reflection. Facts have proved time and again that respect for national sovereignty and territorial integrity is an international norm that must be upheld. A political solution is the only viable way to address hotspot issues. Supporting the path of development that is chosen by a people and that suits their national conditions is the fundamental way. Regime change is not an option and will not work. Unilateral sanctions can only aggravate the situation.

  11. Thirdly, we should support Afghanistan in carrying out regional cooperation to promote its economic and social development. Afghanistan is the hub for South and Central Asia. Only by strengthening connectivity and engaging in regional cooperation can Afghanistan fully tap its geographical advantages, promote development and improve people’s livelihoods. The international community should help Afghanistan engage in regional cooperation and connectivity, implement its 2021-2025 National Peace and Development Framework, and resolve a series of thorny issues, such as poverty, refugees and drugs, so as swiftly to achieve stability and prosperity.

The international community should continue to support the Afghan security forces in their capacity-building, so that they can effectively respond to the threats of transnational crimes and drug-trafficking, crackdown on the activities of terrorist organizations, such as the Eastern Turkistan Islamic Movement, protect civilians and ensure the protection of women and children from violence. Consideration should be given to the impact of the withdrawal of foreign forces on peace and security in Afghanistan. China maintains that foreign troops cannot come and leave as they wish. The withdrawal of foreign forces from Afghanistan should be orderly and responsible to avoid leaving a security vacuum that would undermine the security and stability of the Afghanistan and other countries in the region.

The cessation of fighting and violence and the enjoyment of peace are the greatest aspirations of more than 37 million Afghans, and also the common expectation of regional countries and the international community. The current frequent violent attacks and insecurity in Afghanistan remain worrisome. China condemns the violent attacks against civilians and civilian facilities, such as schools, medical facilities and hospitals, and calls on all parties in the country to actively respond to the Secretary-General’s global ceasefire initiative and stop the fighting and violence as soon as possible.

  14. At present, there are various international mechanisms on the Afghan issue, along with some recent initiatives to hold conferences on it. We hope that the relevant parties will fully communicate and coordinate with each other and define the goals in order to form synergy. Relevant conferences should yield tangible results and should not be convened for the sake of convening. China notes that the Secretary-General appointed a Personal Envoy on Afghanistan and Regional Issues last week, whose mandate and objectives should be further fleshed out along, with the division of labour with Special Representative Lyons, among others. Secondly, we should help Afghanistan achieve security and stability as soon as possible.

  15. At the same time, China has always maintained that the Afghan peace and reconciliation process must adhere to the Afghan-led and Afghan-owned principle. The future of Afghanistan should be in the hands of the Afghan people themselves. The country’s future political arrangement should be decided independently by the Afghans and no solutions should be imposed from the outside. All elements in Afghanistan, especially women, should fully participate in the peace process on an equal footing. Efforts by the international community should serve to encourage and support the peace and reconciliation process and must respect the ownership of the Afghan people. We welcome the positive outcome of the extended troika held in Moscow last week. This helps build international consensus and encourages all parties in Afghanistan to advance the peace talks.

  16. As the intra-Afghan talks are hard to come by and the negotiations enter the substantive stage, the process will not be an easy one. But as long as the two sides set store by the interests of the country and the people, demonstrate political determination and wisdom, and remain committed to dialogue and consultations, they will arrive at a viable path towards a political solution. In the light of recent developments, I would touch on three points. First, the Afghan peace process should continue to be Afghan-led and Afghan- owned. China has taken note of some new initiatives on the Afghan issue on the part of the international community recently. We welcome all efforts conducive to the peace and reconciliation process in Afghanistan.

I thank Special Representative of the Secretary-General Lyons for the briefing and I listened carefully to the statement by Ms. Akbar, Chairperson of the Afghanistan Independent Human Rights Commission. I also welcome the Permanent Representative of Afghanistan to address the Council at this meeting. At present, the peace and reconciliation process in Afghanistan is at a critical juncture. Political means provide the only right way to achieve lasting peace in Afghanistan, which is the common goal of all parties. Since the start of the intra- Afghan talks last September, the Afghan Government and the Taliban have agreed on a code of conduct to advance the talks, and progress has been made. We appreciate the efforts of all parties in Afghanistan in this respect.

In November 2020, President Xi Jinping made it clear, when attending the fifteenth Group of 20 Summit, that China supports the United Nations in holding the World Food Summit and proposes to convene an international conference on food loss and waste in due S/2021/250 course. The FAO, the World Food Programme and other United Nations agencies should continue to play a major role in strengthening coordination, with Resident Coordinators, among others, effectively allocating resources and helping the countries concerned strengthen capacity-building in the food industry. Eradicating poverty and hunger bears on the basic rights of the people. We have made significant progress, but we still have a long way to go. Under the impact of the coronavirus disease (COVID-19), global food security is facing new challenges. According to a United Nations report, COVID-19 may cause an increase of 83 million to 132 million in the number of under-fed people in the world.

Secondly, the agricultural-subsidy policy of developed countries has seriously distorted the international market, which has in turn impacted on the markets of developing countries and dampened the enthusiasm of farmers in developing countries to produce food. Thirdly, unilateral coercive measures and economic blockade have curbed agricultural development and trade cooperation. Only by solving these problems can the global food industry and supply chain be kept open and stable, and food shortages, price distortion and abnormal fluctuation caused by human factors be prevented. The United Nations needs to play a better role in coordinating and promoting multilateral cooperation. The Group of 20 should accord higher priority to the promotion of agricultural development.

  22. All countries should heed their concerns, address their difficulties and help them become a backbone of economic development and social stability. Over the years, China has consistently promoted South-South cooperation, bilaterally and multilaterally. By the end of 2019, with assistance from China, 24 agriculture demonstration centres had been established in Africa to pass onto African farmers and agricultural technicians agro-management expertise to improve their comprehensive agricultural production capacity, benefiting half a million local people. The Food and Agriculture Organization of the United Nations (FAO)-China South-South cooperation programme has achieved substantive results in several countries, directly benefiting over 70,000 farmers in 10 years.

In the final analysis, to achieve food security, it is crucial to address the affected countries’ development problems related to agriculture, rural areas and farmers, in accordance with local conditions, eliminate poverty and revitalize rural areas. Humanitarian aid is very important, but not a substitute for development assistance. Developed countries should honour their commitments on development assistance in a timely manner, help developing countries build up their rural infrastructure, promote green and high-tech agriculture and build their capacity to meet the challenges posed by climate change and continuously enhance the resilience and tenacity of their food systems. Farmers are the main actors in food production.

  24. The international community should intensify efforts to facilitate the political settlement of hot-spot issues and create an environment of peace and security. It is necessary to urge all parties to conflict to respond to the Secretary-General’s call for a global ceasefire and implement resolution 2532 (2020). All the parties concerned should adhere to the principles of international law, such as respect for the sovereignty and territorial integrity of other countries, non-interference in internal affairs and non-use of force, and commit themselves to the peaceful settlement of disputes.Secondly, sustainable development should be held as the master key to help affected countries stand on their own in solving their food-security problems. Emergency humanitarian aid can provide immediate relief but is not a fundamental solution.

  25. Therefore, while focusing our attention on some pressing issues, we need to approach food security from a broader perspective. We must address both its symptoms and root causes and take integrated measures within the framework of international peace and development. First, we must push for political solutions to hot-spot issues to create a conducive security environment for alleviating food crisis in relevant countries and regions. Food security needs to be ensured throughout the cycle of production, storage, transportation, marketing and distribution. Disruption in any of these stages, by armed conflict violence and terrorism, can lead to a food-security crisis. As long as conflicts and wars remain unresolved, people in conflict zones will continue to face food shortages.

China has provided, and will continue to provide, emergency food aid, among other related assistance, to the relevant countries through various channels to help them and contribute to alleviating the suffering of the affected people. Food insecurity is nothing new. Armed conflicts, terrorist activities, natural disasters, extreme weather, global trade and supply chains and commodity prices: all these factors could be major triggers of food crisis. Meanwhile, fundamentally speaking, food insecurity is a result of global development deficits and a reflection of inadequate and uneven development. Some countries and regions, facing a constant and recurrent risk of famine, are trapped in a vicious cycle of non-development and armed conflict.

At the same time, with regard to the famine threat facing some Middle East countries and African countries, the international community must take emergency actions, scale up humanitarian efforts, ensure adequate resources and make sure that humanitarian assistance can enter the affected countries unhindered. Tailored actions need to be taken to alleviate the difficulties facing women and children. China supports United Nations agencies, in accordance with United Nations guiding principles for humanitarian assistance, in engaging and consulting with the affected countries, strengthening early warning, coordinating among international agencies for the use of humanitarian resources, and making greater effort to address the threat of famine in the affected countries.

  28. At the outset, I thank the delegation of the United States of America for its initiative to convene this high-level meeting on food security. I also thank Secretary- General Guterres, Executive Director Beasley and Ms. Bucher for their briefings. The briefers showed us a disturbing picture of reality. Food insecurity, rather than improving, has become a more serious problem. We still have a long way to go to accomplish the goal of zero hunger set in the 2030 Agenda for Sustainable Development. As the Secretary-General pointed out, food crisis in particular is acute in armed conflict-affected countries and regions in the Middle East and Africa, warranting high attention. We appreciate relevant countries’ efforts in responding to the crisis.

  29. We hope that UNMISS will give top priority to the implementation of the Revitalized Agreement and strengthen coordination and synergy with regional organizations, such as IGAD. COVID-19 poses a serious threat to the health of key peacekeepers and affects the normal performance of peacekeeping operations, including those of UNMISS. This situation warrants our high attention. China has decided to donate COVID-19 vaccines to United Nations peacekeepers. China will continue to support the work of UNMISS.

  30. Since the outbreak of the pandemic, China has provided several batches of anti-pandemic materials and humanitarian assistance to South Sudan. We have also decided to donate COVID-19 vaccines to the country. Chinese medical teams remain on the ground to help the local population. Chinese female peacekeepers are also actively involved in providing medical help to local people. China will continue to work with all parties to contribute to helping South Sudan address the challenges. UNMISS has done a great deal and played a significant role in improving the situation in South Sudan. China pays tribute to the peacekeepers who have remained in their posts and fought against COVID-19. China supports the extension of the Mission’s mandate.

  31. The COVID-19 infection rate in South Sudan is reported to be as high as 15 to 25 per cent, which is worrisome. The immediate priority is to provide anti-COVID-19 support to the country, ensure timely and fair access to COVID-19 vaccines for those in need and curb the spread of the pandemic. South Sudan is experiencing severe economic difficulties, and more than 8 million people may need humanitarian assistance this year. The international community should step up its support and assistance in this regard, alleviate the suffering of the South Sudanese people and help the country to implement the 2030 Agenda for Sustainable Development. All along, China has actively supported South Sudan’s economic and social development.

This issue has been around for a long time and is caused by complicated origins, and it therefore requires a combination of responses, such as prevention, mediation, reconciliation and protection. The United Nations Mission in South Sudan (UNMISS) has devoted considerable efforts to this end, with some success. The Government of South Sudan bears the primary responsibility for protecting civilians. China supports the international community in continuing to provide capacity-building assistance to the Government of the country. Competition for resources remains a major cause of communal and ethnic conflict. Developing the economy and improving people’s livelihoods can help eliminate the root causes of conflict. Thirdly, it is necessary to assist in the response to such challenges as the coronavirus disease (COVID-19) pandemic.

  33. The implementation of the Agreement faces practical difficulties, including the lack of funding. We hope that the international community will provide responsive assistance. The African Union (AU), regional organizations such as the Intergovernmental Authority on Development (IGAD) and such countries as the Sudan have made a significant contribution to the implementation of the Agreement. Their efforts should continue to be supported by the international community. China calls on the international community to respond to the AU’s initiative and lift sanctions against South Sudan as soon as possible. Secondly, it is necessary to continue to improve the security situation. Communal and ethnic conflict continues to pose a security threat to the people of South Sudan.

For some time now, on the whole, the ceasefire in South Sudan has been holding, and positive progress has been made in the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan in key areas, such as the formation of a Government and the appointment of governors in the newly created states. China welcomes these developments. We encourage all parties in South Sudan to consolidate existing gains, move forward on the key tasks of making security arrangements, constituting the parliament, preparing for general elections, staying the course in implementing the Agreement and resolving potential differences by peaceful means. We call on the armed factions that have not yet joined the Agreement to do so as soon as possible.

We are pleased to see that the Colombian Government’s efforts to strengthen infrastructure, including that for transportation, irrigation and electricity, and improve basic public services such as education, health care and housing are producing tangible results. China firmly supports Colombia’s efforts to comprehensively implement the peace agreement.   40. China highly commends the Colombian Government and the parties concerned for their efforts. Ensuring people’s safety and maintaining social stability are key elements of the peace agreement. In several departments of Colombia, violent crime and violence against former combatants and civilians are still endemic. We support the Colombian Government in its efforts to improve governance capacity in rural areas, enhance security and protection measures and step up its efforts to fight illegal armed groups and criminal organizations. As noted in the Secretary-General’s report (S/2020/1301), extreme poverty is closely related to violence and other criminal activities, posing challenges to the reintegration of former combatants into society.

As the Colombian peace process enters its fifth year, peacebuilding continues to make notable progress, and various tasks covered by the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace between the Government of Colombia and the Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo, including disarmament, demobilization and reintegration, State governance, economic development and rural reform, are moving forward. That is a success story of the political settlement of a domestic internal conflict and peacebuilding with the support of the United Nations.

We must look into those attacks, identify their causes through careful analysis and effectively strengthen security measures to ensure the safety of peacekeepers, pursuant to resolution 2518 (2020). Fourthly, we must step up assistance and development cooperation with the Central African Republic. The active participation of its people in the general elections reflects their aspiration for national development and a happy and stable life. The international community should increase assistance to the Central African Republic and support its efforts to prevent and control the pandemic, restore the economy and improve people’s livelihoods so that infrastructure development can continue as soon as the security situation is stabilized.

In recent weeks, MINUSCA has provided security guarantees and helped facilitate the transfer of civilians of the Central African Republic and the diaspora of various countries, including 64 Chinese nationals who were trapped in a conflict. I wish to express my special thanks to Special Representative Ndiaye and MINUSCA. China supports temporarily bolstering the Mission’s military capacity through inter-mission cooperation based on the situation on the ground so as to ensure that the Mission has sufficient resources to implement its mandate. Recently, MINUSCA was attacked multiple times, resulting in the unfortunate deaths of peacekeepers from Burundi, Rwanda, Gabon, Morocco and other countries.

In the light of the situation on the ground and the strong wishes expressed by the Government, the Security Council should lift the arms embargo at an early date and create more favourable conditions for improving the country’s security capacities and promoting a political settlement in the Central African Republic. Thirdly, we must support the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) to enable it to continue to implement its mandate effectively. For some time now, MINUSCA has played a critical role in supporting the legitimate Government of the Central African Republic and ensuring peaceful elections. China highly commends its efforts.

China commends the efforts of the African Union and the Economic Community of Central African States in stabilizing the situation in the Central African Republic and supports a greater role for the two organizations. Secondly, we must help the Central African Republic improve its security capabilities. The country is facing a daunting task — safeguarding its national sovereignty and security and ensuring the safety of its people. The international community should vigorously support the efforts of the Government of the Central African Republic to build its security forces so that they can expeditiously assume the primary responsibility of maintaining stability and managing the country’s borders.

On 18 January, the Constitutional Court announced the final election results. China congratulates President Touadera on his election. We believe that, with the help of the international community, the people and the Government of the Central African Republic will make great strides on the road to national development. China calls on all parties concerned to put the interests of the country and its people first, respect the final decision of the Constitutional Court on the election, abide by the Political Agreement for Peace and Reconciliation in the Central African Republic, renounce violence and resolve disputes peacefully within the national legal framework.

I would also like to welcome Ms. Baipo Temon, Minister for Foreign Affairs of the Central African Republic to this meeting. The Security Council is convening this open meeting at the request of the Government of the Central African Republic in order to speak with one voice, which is crucial to efforts to maintain peace in Central African Republic. The situation in the Central African Republic is at a critical juncture. After overcoming difficulties to conclude the general elections, the country entered a new stage of development. At the same time, there are threats to political stability. The security situation is still fragile, and many challenges remain on the path to long- term stability.

  49. We hope that the relevant countries will respect the facts and closely heed such calls. China would like to reiterate that diplomacy that relies on sanctions will not succeed and will lead only to endless suffering for the people of the targeted countries. We urge the countries concerned to respond to the appeal of Secretary- General Guterres, listen to the strong calls by the international community and immediately remove the unilateral coercive measures against Syria.

In the virtual Arria Formula meeting on unilateral coercive measures last November, the Secretary General of the Syrian Arab Red Crescent gave a detailed briefing on the negative impacts of unilateral coercive measures on the humanitarian situation in the country and the difficulties in the actual implementation of the humanitarian exemptions mechanism. The Human Rights Council’s Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights recently stated very clearly that unilateral coercive measures hamper the rebuilding of infrastructure such as hospitals in Syria and undermine its people’s rights to survival and development, including their rights to housing and medical care, thereby worsening the humanitarian situation. She urged the country concerned to remove the sanctions.
