  1. In this regard, I would like to emphasize the following four points. First, school should be a place of peace, free from the transgression of armed conflict. Attacks on schools constitute one of the six grave violations against children’s rights. The prohibition against attacks on schools, as provided for in international humanitarian law, is a redline that cannot be crossed. The civilian character of schools must be respected. Any attacks on schools, students and teaching staff as well as the use of schools for military purposes must be condemned in the strongest terms and be stopped immediately.

  2. More than 20 years have elapsed since the Council first considered the issue of children and armed conflict (see S/PV.4037). It is regrettable that a quarter of the children in the world are still living in countries affected by violent conflicts. For them, education could have been an opportunity to change their destiny and break the vicious cycle of violent conflict. However, in the past five years, attacks on educational facilities have killed or injured more than 20,000 students and educators. Ruthless wars and cruel terrorist activities have deprived children of their innocence and right to education and, worse still, have undermined the potential of social progress and development. Schools cannot fall victim to violent conflict. The international community must act to create a safe space for every child to realize his or her dream.

Mr. Zhang Jun (China) (spoke in Chinese): China commends the Niger for organizing today’s meeting and thanks Executive Director Fore and Special Representative of the Secretary-General Gamba de Potgieter for their briefings. I also welcome the participation of the representatives of civil society. I would like to thank Rimana in particular for her briefing; her story is very moving and thought-provoking. In May, the General Assembly adopted resolution 74/275, proclaiming 9 September as the International Day to Protect Education from Attack. Yesterday, we jointly participated in the first celebration of the International Day. The initiative of the Niger, as President of the Security Council this month, to hold a debate on attacks against schools as a grave violation of children’s rights is of special significance.

China regrets the reduction of the maximum strength of UNIFIL and hopes that relevant adjustments will not have a negative impact on the deployment of UNIFIL on the ground and its actual operations. China expects the Secretary-General to assess the impact of the Beirut port explosion on the personnel, capabilities and operations of UNIFIL as soon as possible, in accordance with the requirements of this resolution, and offer suggestions on how to respond so as to ensure the continuity and effectiveness of UNIFIL operations. China maintains that the Secretariat should, in accordance with the requirements of resolution 2539 (2020) and in light of the latest situation, fully consult with Lebanon, UNIFIL troop-contributing countries, and members of the Security Council, analyse, justify and make necessary adjustments to relevant recommendations one by one, and on that basis formulate a plan for their implementation and submit it to the Security Council for approval. I would like to emphasize that the Secretary-General’s recommendations can be implemented only after they have been agreed upon by all members of the Council. China believes that maintaining the size of UNIFIL is essential if it is to fully perform its duties, play a deterrent role and handle tensions.

We believe that the Security Council and the international community should attach great importance to the opinions and demands of Lebanon, consolidate political support for UNIFIL and ensure that it has the capabilities and resources required to perform its duties. Based on the abovementioned position, China has been deeply involved in UNIFIL’s consultation on the draft resolution on the extension of UNIFIL’s mandate, so as to push the Security Council to send a positive signal of support for peace, stability and development in Lebanon. The Beirut port explosion caused heavy casualties and property losses, exacerbating Lebanon’s economic difficulties, social unrest and humanitarian crisis. Tensions in areas near the Blue Line have escalated again recently. At this difficult time, the international community’s support for Lebanon is crucial and the role of the United Nations Interim Force in Lebanon (UNIFIL) is even more indispensable. China appreciates UNIFIL’s dedication to its duties and its positive contributions to maintaining overall calm in the area of operations and regional stability.

If the United States truly cared about the humanitarian situation in Syria, it could do many things instead of blaming others, including lifting unilateral sanctions.   10. Many incidents can be attributed to designated terrorist groups. We are concerned that a gas pipeline in the Damascus suburbs was attacked, causing a blackout throughout Syria on Monday. Counter-terrorism is an ongoing battle and a long-term task. A ceasefire should not mean the unleashing of terrorist activities. The international community must remain alert and adopt unified standards to combat terrorism, including in Syria. With regard to the political process, let me reiterate China’s firm support for the Syrian-led, Syrian-owned political process. The sovereignty, independence, unity and territorial integrity of Syria must be upheld. We are glad to learn that the third session of the Constitutional Committee is resuming today. We hope that the meeting is productive. China rejects the groundless accusations of the United States.

  11. We are glad to know that the United Nations has formed 112 rapid response teams and that the World Health Organization has provided dedicated training for 432 persons. China has already delivered two batches of medical supplies to Syria. Last week, we provided specialized medical equipment to children’s hospitals in Syria. We will continue to provide necessary assistance to the Syrian people. The security situation in Syria deserves special attention. The international community should continue to support Syria in fighting terrorism, in line with international law and Security Council resolutions. There has been a significant increase in attacks by the Islamic State in Iraq and the Levant in Syria since early 2020. Recently, improvised explosive devices and mine explosions have caused a large number of casualties.

  12. Donor countries are encouraged to fulfil their assistance commitments to Syria as soon as possible. Such assistance should not come with preconditions, nor should it be used as a tool to further a political agenda or pressure the Syrian Government. It is disturbing that the water supply of Allouk water station was cut off, affecting 460,000 people. The neutrality of civil infrastructure must be guaranteed. The development of the COVID-19 pandemic in Syria cannot be overlooked. Forceful measures, as well as more assistance, must be put in place. The Syrian Government has taken decisive actions in many areas to reduce the risk of public transmission and save lives. The international community needs to support those efforts.

  13. China strongly urges the United States to respond actively to these urgent appeals and lift unilateral sanctions without delay. The Secretariat and the Office for the Coordination of Humanitarian Affairs should pay close attention to this issue, strengthen research and analysis in that regard and report to the Security Council. We call on all stakeholders, especially United Nations agencies, to increase their input into and coordination of humanitarian operations in Syria. We welcome the recent progress in cross-line humanitarian operations. There have been missions from Damascus to both the north-east and the north-west. We call on the United Nations to continue to strengthen cooperation with the Syrian Government and to scale up cross-line operations in combination with cross-border deliveries.

  14. The international community should support Syria’s efforts with concrete actions and assistance. In addition, it should support Syria in defending its sovereignty and managing its own natural resources. Syria’s oil fields belong to the Syrian people and cannot be subject to illegal foreign plundering. Years of unilateral sanctions have caused tremendous hardship to the Syrian people, and such sanctions must be lifted immediately. The unilateral coercive measures are damaging the Syrian economy, destroying the livelihoods of civilians and undermining Syria’s capacity to respond to COVID-19. The Secretary-General, his Special Envoy and Under-Secretary-General Lowcock have repeatedly appealed for the waiver of sanctions.

After listening carefully to the briefing and reading through the Secretary- General’s report (S/2020/813), I must say that we have many reasons to be worried. The economic situation in Syria is extremely fragile, and the international community should support the Syrian Government in revitalizing the economy. We acknowledge that the Syrian Government has made commendable efforts in order to improve the livelihoods of the Syrian people, including implementing agricultural reform, helping small businesses, facilitating inter-governorate transportation and combating the coronavirus disease (COVID-19) pandemic.

JCPOA participants and the overwhelming majority of Council members believe that the United States demand to restore United Nations sanctions on Iran has no legal grounding and goes against common views, and the snapback mechanism shall not be deemed as invoked. China resolutely opposes the United States demand and holds the view that the United States letter (S/2020/815, annex) should not be identified as the notification specified in paragraph 11 of resolution 2231 (2015). China urges you, Mr. President, not to take any action on the United States demand. We commend the United Nations agencies, including the World Health Organization and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), for lending a helping hand. We call for intensified international efforts to alleviate Palestine’s economic and humanitarian difficulties, including through UNRWA. It is also imperative to end the blockade on the Gaza Strip and allow timely delivery of humanitarian assistance and services to people in need.   21. They are important parameters in the Middle East peace process and must be observed and reaffirmed. The recent escalation of tension in the Gaza Strip is quite unsettling. We urge relevant parties to exercise maximum restraint and refrain from any hostile actions that may further aggravate the fragile security situation. The Secretary-General’s call for a global ceasefire should be heeded and truly followed. We also note with concern the increased demolitions of Palestinian-owned structures in the West Bank, which lead to more and more displacement. Concrete efforts must be made to implement resolution 2334 (2016), including ceasing all settlement activities, stopping demolitions and preventing violence against civilians. The international community should take a holistic approach and promote peace through development.

  22. Under such circumstances, the international community must step up its efforts on the Palestinian question and push forward the Middle East peace process with a sense of urgency. The international community should firmly promote a peaceful settlement based on the two-State solution. Independent statehood is the inalienable national right of the Palestinian people, and it cannot be compromised or bargained away. We hope that relevant parties will take concrete action to advance the political process and pave the way for an early resumption of peace talks between Palestine and Israel on an equal footing.   23. I thank Special Coordinator Mladenov for his briefing. The issue of the Middle East, in particular the Palestinian question, has been on the agenda of the Security Council for many years. The international community has focused tremendous attention and energy on this specific issue. As a reliable friend of the Palestinian people, China has been making relentless and constructive efforts to promote a comprehensive, just and lasting settlement of the Palestinian question. President Xi Jinping has put forth a four-point proposal on this question. As the Special Coordinator has pointed out, we are witnessing growing tensions between Palestine and Israel, which have put the peace process in jeopardy and heightened the risk of regional conflicts.

As the coronavirus disease sweeps the world, the United States is turning a blind eye to the impact of the pandemic on Iran and the appeal by the Secretary-General and many countries, and refuses to lift its unilateral sanctions on Iran, making things worse for the Iranian people. We urge the United States to abandon unilateralism and stop unilateral sanctions and long-arm jurisdiction.   26. The overwhelming majority of the Security Council members believe that the United States attempt has no legal basis. Should the United States insist regardless of international opinion, it is doomed to fail like it did today. The voting result once again shows that unilateralism receives no support and bullying will fail. Any attempt to place one’s own interest above the common interest of the international community is a dead end. In its pursuit of unilateralism and “America first” in recent years, the United States has abandoned its international obligations and withdrawn from multilateral agreements and international organizations, destroying its own credibility.

However, the United States has ignored those concerns and insisted on asking the Security Council to take action. Under such circumstances, China has voted against the draft resolution with a view to safeguarding the authority of the Security Council, the international nuclear non-proliferation regime and regional peace and stability. Recently, the United States has repeatedly claimed that it would invoke the snapback mechanism. The United States has been advancing the so-called maximum- pressure policy, trying by all means to obstruct the implementation of the JCPOA by other parties, even asking the Security Council to extend a conventional arms embargo on Iran. These acts violate resolution 2231 (2015), further escalate tensions and are widely opposed by the international community. China believes that all provisions of resolution 2231 (2015), including the arrangements on conventional arms transfers to and from Iran, should be faithfully implemented. China has made clear many times that draft resolution S/2020/797, submitted by the United States, is about reimposing sanctions on Iran; it is a continuation of the maximum-pressure policy, which is inconsistent with the spirit of the JCPOA and the provisions of resolution 2231 (2015).

  29. The Joint Comprehensive Plan of Action (JCPOA) was concluded in Vienna in July 2015 after long and arduous efforts by all relevant parties. As an outcome of collective wisdom and multilateral diplomacy, the JCPOA was endorsed by the Security Council in resolution 2231 (2015) and has the force of international law. Over the past five years, the JCPOA has become a key element of the international nuclear non-proliferation regime, a positive factor in maintaining regional and global peace and stability, and a good practice for resolving regional issues through multilateralism . It is regrettable that the United States of America unilaterally announced its withdrawal from the JCPOA in May 2018 and gradually reimposed illegal unilateral sanctions on Iran.

We need to support strengthening the authority of the legitimate Governments of conflict-affected countries, so that they can lead their respective societies to safeguard the hard-won gains of peacebuilding and achieving long-term security and stability. There is no doubt that the COVID-19 pandemic has had a tremendous impact on the world and brought great challenges to it. However, we have every reason to believe that humankind will eventually prevail and make the world a better place. To make that happen, we must be united and uphold multilateralism. Countries are dependent on each other and have a shared future. No one can artificially sever the ties that connect us. Unilateralism is a one-way train heading to a dead end, and there is no other option but to turn back from it.

The international community should attach great importance to the impact of COVID-19 on the socioeconomic situation of conflict-affected countries, help them improve their capacity for sustainable development, strengthen public-health systems and preserve and advance peacebuilding gains in order to build a solid foundation for sustaining peace. Thirdly, we should strengthen political leadership and the participation of the whole of society. In many countries, strong political leadership and social cohesion have made it possible to undertake early detection, isolation, diagnosis and treatment of COVID-19 cases. Rebuilding political consensus, mutual trust and social cohesion is also an important underpinning for national reconstruction.

  34. Facing the impact of COVID-19, we need to better understand sustaining peace, improve and strengthen our approaches to peacebuilding. First, we should always be people-centred. The experience of many countries has shown that as long as we put people and life first, we can develop a set of effective methods for fighting the pandemic. In peacebuilding, we should also put people’s interests front and centre, respect people’s ownership in host countries and promote an inclusive peace process. Secondly, we should promote sustaining peace through development. Peacebuilding processes in conflict-affected countries can easily go back to square one after one or two crises owing to those countries’ weak socioeconomic foundations. Development is the master key to solving all problems.

  35. China has been doing its utmost to support and assist countries in need, including many on the Security Council’s agenda. In June, President Xi Jinping chaired an extraordinary China-Africa summit on solidarity against COVID-19, which demonstrated the determination of China and Africa to fight COVID-19 together. China has decided to cancel the debt on interest-free loans made to relevant African countries that is due by the end of 2020. China has also announced that COVID-19 vaccine development and deployment in China, when available, will be made a global public good. China is ready to continue providing medical supplies to affected countries, share experience in diagnosis and treatment, and send medical experts to assist in countries’ response.

  36. China appreciates and supports the assistance to relevant countries by the United Nations peacekeeping operations. We support the Peacebuilding Commission in providing tailored responses and reconstruction programmes for these countries, and we encourage the Peacebuilding Fund to reprioritize its projects and resources for that purpose. As we have seen, unilateral sanctions are seriously undermining the basic capacity of targeted countries to respond to the pandemic and safeguard livelihoods, making innocent civilians the greatest victims. We once again strongly urge relevant countries to acknowledge the negative humanitarian consequences of their unilateral coercive-measures actions and immediately move to lift them. Since the outbreak of COVID-19, China has been actively engaged in the global fight against the disease.

  37. Solidarity, together with cooperation, is the most powerful weapon in the global fight against COVID-19. Conflict-affected countries are the weakest link in this fight. Helping them build a strong line of defence is most important for ensuring victory over the pandemic and consolidating peacebuilding gains. China calls on all parties to conflict to respond to the Secretary-General’s appeal for a global ceasefire as soon as possible, not only to lay down their arms and silence the guns, but also to coordinate actions against COVID-19. We should support the United Nations and the World Health Organization in mobilizing countries to further strengthen policy coordination and increase resources to help with the preparedness and response of the conflict-affected countries.

I thank the Secretary-General and Mr. Ban Ki-moon for their briefings (annexes 1 and 2, respectively). I listened carefully to Ms. Sarah Cliffe’s briefing (annex 3), as well. The coronavirus disease (COVID-19) poses an unprecedented threat to the lives and health of people of all countries. The world economy is heading into a recession. The international community’s efforts aimed at sustaining peace are facing great challenges. As noted in resolution 2532 (2020), the pandemic could reverse the gains in peacebuilding and development made by conflict-affected countries. We must step up our efforts to prevail over the pandemic and build back better at an early date.

  39. China has been rigorously implementing all United Nations counter-terrorism resolutions and actively engaging in counter-terrorism cooperation at the global and regional levels. As a State party to the United Nations Convention against Transnational Organized Crime, China has been actively fulfilling its obligations under the Convention with an all-fronts approach across the legislation, law enforcement and judiciary sectors. We will continue to conduct bilateral and multilateral exchanges and cooperate with all Member States, particularly developing and African countries, to build capacities on issues related to counter-terrorism and combating organized crime. We should effectively combat the financing of terrorism, stop internet-based terrorism and put an end to the illegal activities of terrorist and organized crime groups in order to sever the linkages between terrorism and organized crime. We must follow international law and the relevant United Nations resolutions, and support the efforts of Member States to deradicalize, enhance prevention and keep organized crime groups from participating in extremist and terrorist activities. In the face of the terrorist threat, we must stand united in solidarity. Terrorism is our common enemy, and there is no difference between so-called good and bad terrorists. China supports closer coordination between United Nations agencies such as the United Nations Office of Counter-Terrorism, the Counter-Terrorism Committee Executive Directorate, the UNODC and INTERPOL, in accordance with their respective mandates, and regional organizations in order to utilize their respective strengths and expertise. Thirdly, it is important to support the domestic efforts of Member States and build their capacities to address the most prominent challenges. As part of capacity- building efforts in areas such as border control, customs, drug enforcement and judiciary matters, the international community must provide tangible assistance to Member States — especially African and developing countries — that considers the security situation and distinctive culture and history of each country.

As international terrorism, transnational organized crime and other global security issues grow increasingly connected and diversified, no country can remain immune to the scourge of these common threats. It is of the utmost importance to further promote multilateralism and international cooperation to tackle the new and evolving challenges of terrorism, both during and after the coronavirus disease pandemic. The international community must actively support regional and subregional organizations in playing their important roles and conducting effective regional cooperation in the field of counter-terrorism and the fight against organized crime.

Countries must strictly implement the United Nations Global Counter- Terrorism Strategy and the resolutions of the Security Council and the General Assembly in that regard, including Security Council resolution 2482 (2019), while abiding by and implementing international laws on combating organized crime. Tangible and comprehensive measures must be taken to counter the linkages between terrorist organizations and organized crime in areas, such as trafficking in arms, persons, drugs, artefacts and cultural property; the illicit trade in natural resources and wildlife; and the abuse of legitimate commercial enterprise and non-profit organizations, among others. Secondly, it is imperative to enhance actions and synergy at international and regional levels to more effectively fight terrorism and organized crime.

The international community must strengthen cooperation at all levels, exchange intelligence and information, share best practices and take concerted actions, so as to effectively combat terrorism and organized crime and jointly maintain international peace and security. China wishes to stress the following points. First, counter-terrorism must be carried out by upholding the purposes and principles of the Charter of the United Nations while respecting the central coordinating role of the United Nations and adhering to unified standards. Member States have the primary responsibility in countering terrorist acts. The sovereignty, independence and territorial integrity of the countries concerned should be fully respected.

At the outset, I would like to congratulate Indonesia on assuming the presidency of the Security Council for the month of August and welcome Her Excellency Mrs. Retno Marsudi, Minister for Foreign Affairs of Indonesia, to preside over the meeting. China supports the initiative of convening this open debate and thanks Ms. Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC) and Under-Secretary-General Voronkov for their briefings. We thank the Secretary-General for his report (S/2020/754). At present, terrorism and organized crime have been mutually colluding and infiltrating and posing serious threats to international peace and security and should be addressed seriously.

  46. We appreciate the efforts of humanitarian workers on the ground, guided by the principles of humanitarian emergency assistance as set out in General Assembly resolution 46/182. The Syrian issue should be addressed through a holistic approach, taking into account the political, counter-terrorism, security, humanitarian and other aspects all together. China calls upon relevant parties to respond to the ceasefire appeals by the Secretary-General, strengthen dialogue and consultation, and actively promote a Syrian-owned and Syrian-led political process. China will continue to play a responsible and constructive role in the efforts aimed at achieving a peaceful, just and proper settlement of the Syrian issue at an early date.

If the United States truly cares about the humanitarian situation in Syria, it should stop its policies of hegemony and regime change and its bullying practices in the Middle East and other parts of the world, which have led to endless chaos and instability.S/2020/758 We reiterate that the Syrian Government should always bear the primary responsibility to improve the humanitarian situation in Syria. It is encouraging to see continued efforts and progress in cross-line operations into both the north-east and north-west of Syria. China calls upon relevant parties to remove obstacles to cross-line operations and give priority to providing humanitarian relief from within Syrian territory.

  48. We reject the irresponsible comments made by the representatives of the United States and other countries with respect to China. China has always adopted a constructive and responsible approach in dealing with the cross-border issue. In fact, it is the United States that should reflect on its own behaviour. When addressing the cross-border issue, the United States voted six times against reasonable draft resolutions and amendments aimed at narrowing differences and finding solutions. If the United States truly cares about the humanitarian situation in Syria, it should stop politicizing the humanitarian issue and cease its hypocritical political show. If the United States truly cares about the humanitarian situation in Syria, it should immediately lift unilateral sanctions against the Syrian people, instead of creating groundless excuses.

  49. The Security Council should fulfil its mandate and take concrete steps in this regard. We also request a comprehensive report by United Nations Secretariat on this issue. The international community should increase humanitarian assistance to the Syrian people, on the basis of respect for the sovereignty and territorial integrity of Syria. In this regard, China’s position on the cross-border mechanism remains unchanged. Considering the current situation, we do not object to retaining the cross-border mechanism at this stage. We note that since the adoption of resolution 2533 (2020), United Nations agencies have been making full use of Bab Al-Hawa. We have learned that, according to OCHA, it has been possible for this crossing point to handle the increased deliveries.

  50. At this critical time, unilateral sanctions further compromise the capacity of Syria to effectively respond to the coronavirus disease pandemic. Lifting unilateral sanctions is more important and urgent than ever. Secretary-General Guterres, Special Envoy Pedersen and the Office for the Coordination of Humanitarian Affairs (OCHA) have made repeated appeals for waiving unilateral sanctions. These appeals have also received overwhelming support of States Members of the United Nations. There should be a positive response to these appeals. China urges relevant countries to demonstrate genuine sympathy and support for the Syrian people by trying to alleviate the suffering they are imposing on them. We do not believe that the so-called humanitarian exemptions can justify their actions or make the situation any different on the ground.
