It should help the region achieve sustainable development and deliver a peace dividend in order to attain sustainable peace. China has consistently championed the efforts of African countries to resolve African problems in African ways and has supported African regional and subregional organizations, such as the G-5 Sahel, the African Union and the Economic Community of West African States, in playing a lead role in dealing with Sahel issues. The international community should help the permanent secretariat of the G-5 Sahel to build capacity and strengthen communication and coordination with countries of the region and relevant regional and subregional organizations so that national and regional strategies and the United Nations Integrated Strategy for the Sahel can work together as an organic whole to create synergy, with each part fully leveraging its respective advantages. The international community should, on the basis of respect for their sovereignty, actively support countries of the region in advancing peace processes and promoting national reconciliation so as to achieve the gradual de-escalation and definitive settlement of relevant hotspot issues. The Malian parties should be given continuous support to carry out an inclusive dialogue and consultation and accelerate the implementation of the Agreement on Peace and Reconciliation in Mali. Paying greater attention to the settlement of external issues, such as the crisis in Libya, can help reduce their impact on the Sahel. We need to give full play to the role of regional mechanisms.

  4. We need to increase support for the Joint Force of the G-5 Sahel, which is facing a deteriorating regional security environment and gaps in operational capacity, equipment, training and funding. As an important mechanism for countries of the region to take the initiative in responding to security challenges, the Joint Force is making a critical contribution to peace and security in Africa and beyond. The United Nations Multidimensional Integrated Stabilization Mission in Mali should continue to provide support to the Joint Force in keeping with relevant agreements. The international community should continue to provide support and assistance. We need to push forward the political settlement of regional hotspot issues. The security and stability of the Sahel require an earnest effort to advance the peace process in the countries concerned.

We thank Assistant Secretary-General Keita, Ambassador Mohammed and Managing Director Vervaeke for their briefings. We also listened attentively to Ms. Diallo's statement. At present, the Sahel region is grappling with multiple challenges, including a fragile security environment, the spread of terrorism and rising transnational organized crime, which need to be addressed in a holistic manner. The international community should continue to provide support to the countries of the region, and especially to the efforts of the Group of Five for the Sahel (G-5 Sahel) to independently tackle regional security challenges.

  7. The economic and humanitarian situation remains grave in the occupied Palestinian territories. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has done much work to improve the humanitarian situation of Palestinian refugees. The Agency is a success story of multilateralism and the role of the United Nations. On 15 November, the Fourth Committee of the General Assembly at its seventy- fourth session adopted with an overwhelming majority a draft resolution renewing the mandate of UNRWA, thereby demonstrating the international support for, and recognition of, UNRWA's work. China supports the continuing important role of UNRWA. Fostering development is an important step towards resolving the question of Palestine.

  8. China calls on all parties to remain calm, exercise restraint and remain committed to rebuilding and building up mutual trust so as to create sound conditions for the relaunching of peace talks. The international community should continue to work on the basis of the two-State solution, the relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative, inter alia. We continue to urge the parties to re-engage in peace talks as soon as possible with a View to establishing an independent State of Palestine with full sovereignty and with East Jerusalem as its capital, based on the 1967 borders. Thirdly, it is necessary to closely monitor and improve the economic and humanitarian situation in Palestine, adopt comprehensive measures and promote peace through development.

Secondly, it is important to seek solutions through political and diplomatic means and refrain from any actions that might escalate tensions. Following the recent turmoil in southern Israel and the Gaza Strip, the international community has been closely monitoring the situation and is deeply concerned. China commends Special Coordinator Mladenov, Egypt and others for deploying their good offices with a view to reaching a ceasefire agreement. China has also been making efforts to alleviate tensions.   10. The two-State solution and the principle of land for peace constitute the bottom line of international justice. There should be no retreat from those objectives, not even by half a step. Independent statehood is an inalienable national right of the Palestinian people - it is not something that can be traded. Resolution 2334 (2016) clearly indicates that settlement activities in the occupied Palestinian territories, including East Jerusalem, run contrary to international law. Given the severity of the Palestinian-Israeli situation, all parties must be committed to playing a constructive role, refraining from irresponsible rhetoric, preventing the exacerbation of tensions and confrontation and refraining from adding new complexities to the Palestinian question.

We also listened carefully to the statement delivered by Ms. Hary. China is deeply concerned about the recent protracted turbulence in the Palestinian-Israeli situation. Military actions have been escalating, causing heavy civilian casualties. Settlement activities continue unabated, and there has even been evidence of rhetoric attempting to justify those settlement activities. The prospects for the two-State solution are being severely undermined. I would like to emphasize the following points today. First, it is imperative to cease all rhetoric and actions that contradict the relevant United Nations resolutions and international consensus and to adhere to the overarching goal of the two-State solution.

All United Nations agencies must discharge their duties as mandated, strengthen coordination and ensure synergy. Fourthly, sustainable development is a fundamental strategy for reconciliation. Development is the key to all issues. Secretary-General Guterres has said on many occasions that sustainable and inclusive development is an effective solution to the root causes of conflict.   15. They must refrain from needlessly resorting to the threat or use of force. It is essential to embrace the vision of a shared future, resolve disputes through dialogue, settle differences through consultations, promote security cooperation and respect and address each other's legitimate concerns so as to achieve reconciliation and peace. Thirdly, good offices and mediation are significant means for achieving reconciliation. Chapter VI of the Charter of the United Nations should be fully leveraged regarding the good offices and mediation roles of the Organization. The authority of the Security Council must be safeguarded and the role of regional and subregional organizations must be fully utilized. The peaceful settlement of disputes through, inter alia, dialogue, negotiation, mediation and good offices must be supported.

  16. The support and assistance of the international community must therefore be based on respect for national sovereignty and ownership, as well as independence, unity and territorial integrity. The countries concerned must be supported in advancing a reconciliation process that meets its national conditions. A bold guest overshadowing the host or imposing external plans must be avoided in that regard. No one should be the judge or the teacher. Secondly. dialogue and consultations are the only way to achieve reconciliation.   17. Achieving reconciliation is an important element in ending conflicts and promoting lasting peace and stability. If the parties concerned do not resolve their differences and give up past grievances, peace will not be truly sustainable and conflict may break out again. Achieving national or intercommunal reconciliation requires thejoint efforts of all the parties as well as the support and assistance of the international community, in particular the United Nations. I wish to emphasize the following points. First, respect for national sovereignty is the primary prerequisite for reconciliation. Countries differ in terms of their national characteristics, judicial systems and culture. There is no one-size-fits-all reconciliation process.

  19. The alternative will only be counterproductive. With regard to human rights, China has always believed that human rights issues should be discussed in specialized bodies, such as the Human Rights Council. The Security Council is not the appropriate forum to discuss human rights issues. The Council should abide by its mandate and focus on issues related to international peace and security, including in the work of its subsidiary bodies, where the same principle applies. The relevant text of the resolution may set a bad precedent and affect the Council's deliberations on the issue of Somali sanctions. China has reservations in that regard. China hopes that the Council will conduct extensive consultations on draft resolutions in future and avoid hastily putting them to a vote in order to achieve maximum consensus.

  20. We have noted the efforts of the penholder and the improvements made to the text, but some of our proposals were not adopted, regrettably. China still has concerns about some of the content, and we were compelled to abstain in the voting. China believes that the current situation in the Horn of Africa is steadily improving and is at a new stage of development. The relationship between Djibouti and Eritrea does not pose a threat to international and regional peace and security. Both countries are committed to normalizing relations and have made great efforts to that end. The Security Council and the international community should recognize that, acknowledge their efforts and, based on respect for the sovereignty of the two countries, provide assistance in good faith to avoid imposing a solution.

The Federal Government has actively promoted national reconstruction and made important progress on the political, economic and security fronts. However, achieving lasting peace in Somalia remains a challenge. The international community and the Security Council should continue to provide support and assistance to Somalia in keeping with the principle of Somali leadership and ownership. The Council has just adopted resolution 2498 (2019). China participated actively in the consultations on the draft resolution to renew the mandate of the Somalia Sanctions Committee and put forward reasonable recommendations and proposals in a constructive manner, based on the needs of the country concerned.

Operations should be conducted in compliance with the United Nations guiding principles on humanitarian relief, the relevant provisions of international law and the principles of neutrality, impartiality and non-politicization. Cross- border humanitarian relief is a special relief method, under specific circumstances, and the Council should consider it as such in the light of the latest security situation. The operation should be subject to United Nations monitoring and could benefit from greater transparency. We should enhance coordination with the Syrian Government to ensure that only humanitarian supplies enter the country and effectively prevent aid supplies from falling into the hands of terrorist groups and illegal armed groups.

All parties should refrain from any actions that might erode counter-terrorism gains and work together to address risks associated with relocating terrorists and prevent the resurgence of the Islamic State in Iraq and the Levant. The Secretariat should pay close attention to Syria's counter-terrorism situation and the movement of terrorists, look in earnest into the issue of bringing terrorists to justice and propose practical suggestions. When it comes to cross-border humanitarian operations in Syria, it is imperative to fully respect Syria's sovereignty, take on board the views of the Syrian Government, strictly follow the requirements of Council resolutions and prevent abuse of cross-border authorizations.

Thirdly, to consolidate gains on the counter- terrorism front, efforts must continue to unify standards and combat all forms of terrorism, in accordance with Security Council resolutions and international law. Eliminating terrorist forces is a necessary security guarantee for the Syrian people to resume a peaceful and ordinary life. At present, terrorist forces still occupy a large part of Idlib. Terrorists threaten the safety of civilians, destroy infrastructure and worsen the humanitarian situation. To fundamentally improve the living conditions of the Syrian people, efforts must be made to improve Syria's economic situation, assist with the safe and voluntary return of Syrian refugees, support the Syrian Government in repairing and rebuilding housing, people's livelihoods, medical and education facilities and clearing mines and other explosive remnants of the war. China has provided Syria with food, medicine, means of public transport, human resource training and other assistance. A handover ceremony was held at the port of Latakia in Syria on 24 October for the Chinese Government's assistance in Syria in the form of customs inspection equipment and emergency food aid.

China welcomes this development and supports the United Nations, especially Special Envoy Pedersen in continuing his good offices and efforts to respect the principle of a Syrian-led and Syrian-owned process, implementing resolution 2254 (2015) and reaching a political solution that can accommodate the concerns of all parties. Secondly, it is necessary to intensify humanitarian relief efforts, lift economic sanctions on Syria, move ahead with the return of refugees and displaced persons and support the Syrian Government in its post-war reconstruction.   27. Moreover, Syria's humanitarian situation is closely related to political, security and counter-terrorism conditions. To resolve the humanitarian problem, we need a holistic and integrated approach. First, it is essential to respect and safeguard Syria's sovereignty, independence, unity and territorial integrity and to resolve issues by political and diplomatic means. A political settlement is the only realistic way out of the Syrian conflict and the fundamental means to improve the humanitarian situation in Syria. The Syrian Constitutional Committee met for the first time in Geneva in late October, followed by the meeting of a core group of 45 members. The parties will start the second round of discussions on 25 November.

At present, many Syrians are still in need of humanitarian assistance. Years of conflict have taken a heavy toll on the country's infrastructure and caused many hardships, including a shortage of food, health care and medicine. Military operations in north- eastern Syria have exacerbated the fragility of the humanitarian situation. The protracted conflict has also caused negative impacts on the humanitarian situation. As winter draws closer, the United Nations and all humanitarian agencies should prepare to make a real difference in the living conditions of the Syrian people.

China supports the idea of properly increasing the ratio of women peacekeepers, but at the same time we wish to emphasize that while efforts are made in that regard, it is important to take targeted protection measures, including careful predeployment security- risk assessments, to ensure the safety and security of women police peacekeepers. Since 2000, in nine mission areas in Timor- Leste, Bosnia and Herzegovina, Kosovo, Afghanistan, Liberia, Haiti, the Sudan, South Sudan and Cyprus, China has dispatched a total ofover 2,600 peacekeepers as part of our efforts to deliver on our commitments to peacekeeping.

  31. The Council must take stronger action on peacekeeping operations and the safety and security of peacekeepers and speak with one voice in that regard. The Secretariat and the missions must give high priority to preserving the safety and security of their personnel, provide strong support and guarantee and enhance the capabilities of peacekeeping operations in the face of complex situations. PCCs must strictly follow the selection criteria for personnel and equipment, strengthen management and continue to improve the efficiency, credibility and effectiveness of United Nations peacekeeping policing. China is actively delivering on the commitments made by President Xi Jinping at the 2015 Leaders Summit on United Nations Peacekeeping by establishing the world's first-ever standby police contingent for peacekeeping and training over 800 police officers from other countries. Thirdly, better safety and security guarantees for peacekeepers must be provided. Human life is priceless. Peacekeeping police officers work at the forefront and their safety and security have a bearing on the effect and credibility of peacekeeping operations.

  33. Long-term investments must be increased in such areas as political dialogue and economic development to ensure lasting peace. China will facilitate the holding of the third United Nations Chiefs of Police Summit, thereby making our contribution to peacekeeping policing in a new era. In that regard, China is working closely with the Department of Peace Operations. Secondly, bolstering capacity-building and increasing efficiency in the discharge of duties and enhancing the capacity-building of PCCs is the utmost priority at the current stage. First, with regard to upholding the basic principles of peacekeeping operations, policing in peace missions must always be guided by the purposes and principles of the Charter of the United Nations and the basic principles of peacekeeping operations, including consent of the parties, impartiality and the non-use of force except in self-defence and defence of the mandate. The Council must fully respect the sovereignty and aspirations of the host country, heed its views and those of police-contributing countries (PCCs), define clear and explicit mandates tailored to the situation on the ground and leverage the advantages of peacekeeping police officers in maintaining the social order in the host country and creating a secure environment for its development.

In 2018, Secretary-General Guterres put forward his Action for Peacekeeping (A4P) initiative, and to date 152 States Members of the United Nations have signed the Declaration of Shared Commitments on United Nations Peacekeeping Operations, giving new impetus to the reform of United Nations peacekeeping operations and paving the way for improved United Nations policing in peacekeeping missions. China supports the Secretary- General's A4P initiative and stands ready to work with other Member States to advance peacekeeping policing and peacekeeping operations on the whole.   36. Mr. Zhang Jun (China) (spoke in Chinese): The Chinese delegation would like to thank Under-Secretary- General Lacroix and the three Police Commissioners for their briefings. We also listened attentively to the statement delivered by the civil society representative from the Central African Republic. In the 71 years since their first deployment, police peacekeepers have played an integral and active part in United Nations peace missions. Deeply committed to their missions around the world, police peacekeepers have made outstanding contributions to the maintenance of international peace and security. In total, 280 police officers have made the ultimate sacrifice in the service of United Nations peace missions, including eight Chinese police officers in Haiti. I pay my highest tribute to all of the fallen police officers and their families.

It is imperative to help women achieve equal development, escape poverty and access quality education, which constitute important conditions for their effective participation in the peace process. It is essential to actively help the countries concerned to carry out post-conflict reconstruction, focusing on capacity-building, and ensure that development benefits all, not least women. Support should be provided for gender equality and women's empowerment in conflict-affected countries, and special funds should be earmarked to support capacity-building projects for women. Over the years, China has provided substantial support to countries in conflict in such areas as women's empowerment, counter-terrorism and conflict prevention, through platforms that include as the China-Africa Cooperation Forum and the China-Arab Cooperation Forum.

It is imperative to secure women's full right to participation and decision-making at all stages of the peace process, while ensuring that women's representatives involved in peace processes truly reflect the voices of women on the ground. Chinese women peacekeepers and medical teams, in defiance of all odds and hardships, have been actively safeguarding peace in conflict areas and helping and taking care of women and children. They truly are beautiful sights to behold. Secondly, we need to address both the symptoms and root causes of conflicts, effectively strengthen women's capacity-building and ensure their effective participation in the peace process.

First, we should commit to seekingpolitical solutions to hotspot issues through dialogue and consultation as well as create an international environment that is conducive to the survival and development of women. The Security Council should effectively implement its primary responsibility for the maintenance of international peace and security, not only by taking effective measures to provide comprehensive security and protection to women affected by conflict and carrying out humanitarian relief work, but also, and more importantly, by energetically moving forward the political process and promoting the peaceful settlement of disputes so as to shield women from the suffering caused by war and conflict and the harm resulting from terrorism and violent extremism.

Over the years, thanks to the vigorous efforts of the Council and all parties concerned, women have played an increasingly prominent role in the field of peace and security and become increasingly important participants in and contributors to peace processes. More and more women hold senior positions at United Nations Headquarters and in field missions, and the number of women peacekeepers and police is gradually increasing. In conflict-affected countries, women play an indispensable role in preventing conflict, conducting mediation and peacebuilding, and measures to protect and assist them have been continually improved. The international community should continue to strengthen coordination and give full play to the important role of women in the maintenance of international peace and security.

Next year marks the twentieth anniversary of the Security Council agenda on women and peace and security, which coincides with the seventy-fifth anniversary of the founding of the United Nations and the twenty-fifth anniversary of the adoption of the Beijing Declaration and Platform for Action. The international community should capitalize on this opportunity to review and take stock of the achievements and shortcomings with respect to the women and peace and security agenda so as to identify the right direction for future cooperation and strengthen consensus. China stands ready to actively support and participate in the comprehensive review of the implementation of resolution 1325 (2000) and work with all parties to promote the work of the United Nations in the field of women and peace and security so that it can reach new heights.

China is ready and willing to continue its cooperation with Palestine in the areas of the economy, finance, culture, education and health, and take concrete actions to promote the national stability and development of the country. The world today faces the prominent threat of unilateralism and protectionism. Tension in the Middle East is escalating, and its spillover effects are becoming increasingly apparent. Furthermore, terrorism is presenting additional challenges. At this critical juncture, when the future and fate of the world are at stake, major countries bear a special responsibility for maintaining international stability. In this regard, the permanent members of the Security Council should play an exemplary role.

  49. We must also closely follow and improve the economic and humanitarian situation of the Palestinian people and unwaveringly promote peace through development. China encourages both Palestine and Israel to resolve the issue oftax collection through consultation and calls for the earnest implementation of the Paris Protocol, other relevant international treaties and the relevant United Nations resolutions. We also call for the formal lifting of the blockade on Gaza as soon as possible. The international community should continue to firmly support the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East and improve the humanitarian conditions of Palestinian refugees.

  50. The task at hand is to act to prevent the escalation of tensions and resume Palestinian-Israeli peace talks as soon as possible. We should immediately put an end to all actions that undermine peace talks and mutual trust, earnestly implement Council resolution 2334 (2016) and cease new settlements and violence against innocent civilians. The recent clashes at the Al-Aqsa Mosque are disconcerting. All parties must remain committed to the relevant United Nations resolutions and resolve the final status of Jerusalem through political negotiations. We should gradually rebuild and increase mutual trust and create favourable conditions for peace talks. Thirdly, we should continue to pursue a comprehensive solution. We should promote political negotiations and concentrate on development.
