Relevant United Nations departments and agencies should take active measures to address the humanitarian situation in Syria, improve their cooperation with the Syrian Government and relevant parties and enhance the effectiveness of their humanitarian operations. Fourthly, it is necessary to remove unilateral coercive measures against Syria at an early date.   2. My third point is about improving the economic and humanitarian situation. Over the past few months, the prices of fuel and bread in Syria have skyrocketed and the value of the Syrian pound has dropped. Its people do not have enough fuel in the cold winter, and the number of confirmed coronavirus disease cases keeps increasing. The dire humanitarian situation in Syria warrants a high level of attention and focus. The Syrian Government, shouldering its responsibility, is actively taking actions to promote economic recovery, improve livelihoods and control the pandemic. The international community should assist the country and make an effort to ease the humanitarian crisis on the ground.

  3. The current security threats to Syria are mainly from foreign occupation and terrorist activities. Only by addressing those two issues can a favourable security environment be created for the political process in Syria. Faced with foreign military and terrorist forces, the Syrian Government has the right to defend the country’s sovereignty and territorial integrity and to conduct counter-terrorism operations to defend its national security. Many Council members are concerned about terrorist activities inside Syria and the spill-over risks. In accordance with international law and Council resolutions, the international community should adopt uniform standards, support Syria in enhancing its counter-terrorism efforts and not allow the sustained presence of terrorist forces in the Idlib region.

We hope that the Syrian parties can work within the framework of the Constitutional Committee and deepen dialogue to resolve differences, broaden consensus and achieve meaningful progress in the relevant areas. The Constitutional Committee’s work must remain independent and free from outside interference. The international community should create favourable conditions for talks among the Syrian parties and provide encouragement and guidance instead of wilfully putting pressure on one single side. The Syrian Government has repeatedly expressed its support for Special Envoy Pedersen and its willingness to actively participate in the work of the Constitutional Committee. That should be acknowledged by the international community. My second point is on stabilizing the security situation in Syria.

  5. I thank Special Envoy Pedersen and Under-Secretary-General Lowcock for their briefings. China supports the Council’s consideration of both the political and humanitarian issues concerning Syria in one meeting. Since the outbreak of the crisis 10 years ago, finding a political solution to the issue at an early date and restoring peace and calm to the country have been the common wishes of the Syrian people and the shared expectation of the international community. In that regard, I would like to make the following points. First, we should firmly promote the Syrian-led and Syrian-owned political process. The fifth session of the Constitutional Committee will convene in Geneva next week. China commends Special Envoy Pedersen for his good offices.

  6. The settlement of the Yemeni issue hinges on a good regional security environment. Recently, we have seen a turnaround in the relations among relevant countries of the Gulf Cooperation Council, thereby injecting new impetus into easing the situation in the Gulf region. China welcomes that. Countries in the Gulf region should not only be beneficiaries of regional peace and security but also be active promoters and effectively play a leading role. We call on the international community and the Gulf countries to work together to launch an inclusive dialogue process through building a multilateral dialogue platform in the Gulf region with a view to forging consensus on regional security issues, enhancing mutual trust, resolving differences and friction and maintaining peace and stability in the Gulf region.

All parties to the conflict must ensure safe and unhindered humanitarian access and ensure that humanitarian supplies are delivered to the people in need and that vulnerable groups, such as women and children, are effectively protected. The problem of the FSO SAFER oil tanker must also be resolved as soon as possible. For years, China has provided significant food aid to Yemen, reaching most of its provinces. China recently signed a bilateral agreement on economic and technical cooperation with Yemen and will provide ¥100 million in assistance through a bilateral channel. We will continue to provide rice and medical supplies and other humanitarian assistance to the Government and the people of Yemen in order to alleviate the suffering of the Yemeni people. Fourthly, we must strengthen regional security cooperation.

  8. The latest Integrated Food Security Phase Classification findings regarding Yemen, published last month, once again sounded the alarm of famine. We must help save lives. There is no time to lose. The international community, especially the donor countries, must increase financial and in-kind assistance to Yemen to prevent further deterioration of the humanitarian crisis on the ground, and make every effort to avoid the spread of famine. United Nations agencies must efficiently and effectively carry out humanitarian operations, strengthen coordination with countries of the region and regional organizations and work together to help the Yemeni people overcome the difficulties they face.

We agree with the evaluations and comments of the Secretary-General, Under-Secretary-General Lowcock, Executive Director Beasley of the World Food Programme and many countries and are seriously concerned about the possible political and humanitarian impact of that move. I want to emphasize that the Yemeni issue must be resolved through United Nations-led peace negotiations. That is the primary goal, and the entire international community should play a constructive role in that regard. Thirdly, together we must save lives. The people of Yemen are the primary victims of the crisis. The briefings we just heard showed the severity of the economic and humanitarian situation in Yemen. Oil shortages, currency depreciation and the spread of the pandemic threaten all aspects of people’s lives.

We encourage all parties in Yemen to maintain an open dialogue, build mutual trust and support Special Envoy Griffiths and countries of the region in actively carrying out good offices to push the parties to bridge their differences and build consensus, with a view to restarting the comprehensive political settlement process at an early date and restoring peace, stability and order in Yemen. Throughout the process, Yemen’s sovereignty, independence, unity and territorial integrity must be fully upheld and respected. China takes note of the decisions taken by certain countries against the Houthis.

  11. We call on all parties involved in the Yemeni issue to put the interests of Yemen and its people first and to refrain from taking any action that might escalate tensions. Secondly, the political process must be accelerated. Last month, Yemen’s new Government was sworn in, which represents key progress in the implementation of the Riyadh agreement, as well as an important step towards stabilizing the situation in Yemen, improving State institutions and enhancing political cooperation among parties. China welcomes that achievement and appreciates the responsible attitudes shown by the relevant parties in Yemen and the contributions made by certain countries of the region, such as Saudi Arabia and the United Arab Emirates. A United Nations-led comprehensive and inclusive political process is the only way to end the conflict in Yemen.

  12. Saudi Arabia continues to suffer from sporadic missile and drone attacks. China is deeply concerned. We have seen time and again that military means cannot solve the problem and that the use of force can only bring disaster. We call upon all parties to the conflict to heed the call by Secretary-General Guterres and Special Envoy Griffiths for a ceasefire, and to immediately cease hostilities in order to create the conditions for advancing the political process. The United Nations Mission to Support the Hodeidah Agreement should continue to carry out its mandate to monitor the ceasefire so as to ensure the smooth operation of Al-Hudaydah port. China strongly condemns the 30 December attack on the Aden International Airport and deeply mourns the lives lost. China firmly rejects all attacks on civilians and civilian facilities.

I also welcome the participation of Mr. Ahmed Binmubarak, Minister for Foreign Affairs and Expatriates of Yemen, in today’s meeting. Currently, Yemen is facing multiple challenges, such as violent conflict, economic crisis, the coronavirus disease pandemic and food security. It is deeply mired in a large-scale humanitarian disaster. The tumultuous situation in Yemen and the plight of its people are indeed distressing. All parties in Yemen and the international community must take immediate action. First, it is critical to achieve a ceasefire and stop the violence as soon as possible. Violent conflicts continue in northern Yemen. The situation in Al- Hudaydah and other places is escalating.

Our action has offered strong safeguards for the fundamental interests and legitimate rights of different ethnicities in our country, which has produced visible results that are well received by our population. The various narratives on Xinjiang are purely politically motivated. They are devoid of any facts and are a sham political game through and through. We urge the relevant countries to stop fabricating lies, refrain from practising double standards when it comes to counter-terrorism and cease interfering in China’s internal affairs.

We call upon countries to enhance experience-sharing and adopt S/2021/48 preventive counter-terrorism and deradicalization measures, such as vocational training and community-based correctional programmes, in order to help fragile countries to strengthen their counter-terrorism capacity-building. Before concluding my statement, I want to respond to the comment made by the representative of the United Kingdom, who, deviating from the theme of today’s debate, launched groundless attacks against China that we firmly reject and wish to refute. As a victim of terrorism, China has taken resolute measures to firmly fight terrorism and extremism. Our action is reasonable and based on law, and it conforms to the prevailing practices in countries across the world.

  16. It is necessary to take a holistic approach with a combination of political, economic, legal and social measures to eradicate the breeding ground for terrorism and extremism. We must uphold the principles of equality, respect and tolerance, promote dialogue among different civilizations and reject the narrative of the so-called clash of civilizations. Promoting economic and social development and poverty reduction are of critical importance in fighting terrorism. There must be a greater sense of urgency in addressing development issues, especially as they relate to youth, education and employment.

  17. The Internet is a major counter-terrorism battlefield. Terrorist groups have used the Internet to spread extremist ideology, instigate terrorist activities, recruit personnel and engage in financing. All those illegal activities continue unabated even as we speak. The international community should step up cooperation and make sure that the Internet does not become a free haven for terrorists. The issue of foreign terrorist fighters in detention in Syria and Iraq must not be left in limbo indefinitely. The Council needs to decide on how to approach it politically and formulate without delay a legal framework to resolve this issue. Fourthly, we must make greater efforts in prevention to eliminate the root causes of terrorism.

Seeking geopolitical advantage by leveraging terrorist networks not only constitutes a betrayal of all victims of terrorism but it will also lead to a situation of self-harm where one lifts a stone only to drop it on one’s own foot. Thirdly, our efforts must be better focused to respond effectively to new terrorist trends. In response to new and evolving terrorist challenges, we need new and flexible tools that produce results. We must give special attention to the economic and social fallout of COVID-19 and guard against and prevent terrorists from taking advantage of pandemic-induced opportunities and disruptions to incite and preach terrorism. The spread of COVID-19 also serves as a reminder that biological terrorism will bring disastrous consequences starkly belied by its low cost.

  19. Any terrorist act, wherever, whenever, by whomever committed for whatever reason, must be condemned and cracked down upon by us all. There must not be double standards, and neither should there be selectivity in counter-terrorism. For the Security Council-designated terrorist organizations and individuals, all countries are duty-bound to implement Council resolutions and strictly enforce the relevant sanctions. However, it is a matter of concern that a certain Council member, practising unilateralism and bullying, has politicized and instrumentalized counter-terrorism in an attempt to whitewash the scourge. Its action has seriously hampered international cooperation in counter-terrorism and is the main obstacle to the implementation of resolution 1373 (2001).

China is in favour of concluding negotiations at the earliest date possible on the draft comprehensive convention on international terrorism and hopes that the relevant outstanding issues will be properly resolved so as to further enhance the international counter-terrorism legal framework. At present, terrorism in parts of Africa is on the rise. The international community must increase its input to help the African countries concerned with their counter-terrorism capacity-building and, through concrete actions, support the efforts of African countries to join forces in fighting terrorism and seeking peace and security. Secondly, we must abide by a unified standard and reject selectivity in counter-terrorism. There are no good or bad terrorists.

  21. Unity is our most powerful weapon in defeating terrorism, which is demonstrated by the implementation that has taken place of resolution 1373 (2001) since its adoption 20 years ago. Under the leadership of the United Nations, we must work to build consensus and send a unified message to terrorists through our coordinated actions. The coronavirus disease (COVID-19) pandemic has accentuated economic and social challenges that may worsen the vicious cycle of uncertainty, instability and violence and lead to a resurgence of international terrorism. In the light of this, the international community must remain highly vigilant, foster a sense of community with a shared future for humankind and take a holistic approach to jointly fighting terrorism in all its forms. China wishes to emphasize the following. First, we must deepen consensus and consolidate the broadest united front to fight terrorism. Terrorism is the common enemy of humankind, and fighting terrorism is the shared responsibility of the international community.

Member States, in turn, have made a series of efforts to implement resolution 1373 (2001) and carried out practical cooperation in such areas as legislation, law enforcement, finance, border control and international judicial cooperation, and achieved positive progress along the way. However, at the same time, one must not lose sight of the fact that the international counter-terrorism landscape remains grim and complex. Last year, several serious terrorist attacks took place, including in Europe. At the start of 2021, terrorists unleashed fresh attacks in the Niger and Pakistan. China strongly condemns those heinous acts and expresses its deepest sympathy to the families of the victims and to the Governments and the people of the affected countries.

For 20 years now, the CTC, with the assistance of Counter-Terrorism Committee Executive Directorate (CTED), has scrupulously played its role in monitoring the implementation of relevant Council resolutions on counter-terrorism, including resolutions 1373 (2001), 1624 (2005), 2396 (2017), 2462 (2019) and 2482 (2019), and all the while has coordinated technical assistance for Member States. Since its inception, the United Nations Office of Counter-Terrorism (UNOCT), under the stewardship of Under-Secretary-General Voronkov, has worked effectively in support of national counter-terrorism capacity-building and the implementation of the United Nations Global Counter-Terrorism Strategy, gaining broad acknowledgment among Member States.

  25. China thanks Tunisia for the initiative of holding this open debate and is pleased to see Foreign Minister Othman Jerandi presiding over today’s meeting. The many valuable insights offered by Under-Secretary-General Voronkov and Executive Director Coninsx in their briefings are worthy of our special attention. I express my appreciation for them. The 11 September terrorist attacks that took place in this city 20 years ago shocked the world and turned a new page in international counter-terrorism cooperation. In the aftermath of the attacks, the Security Council took swift action to adopt resolution 1373 (2001) and mandated the establishment of the Counter- Terrorism Committee (CTC), putting on full display the joint will and determination of the international community to fight terrorism.

  26. We must pay greater attention to African issues by increasing investment in Africa and supporting the efforts of the African Union and African countries to achieve peace. Given the various complex security risks and challenges facing us today, the Security Council, the General Assembly, the Economic and Social Council, the Peacebuilding Commission and the relevant regional organizations should carry out their respective functions, strengthen collaboration and forge synergies. The process of achieving peace and security, the eternal aspirations of humankind, involves many complex challenges. We must promote the strengthening and improvement of the global governance system; abide by the principle of extensive consultations, joint contributions and shared benefits; respond to traditional and non-traditional security threats in an integrated manner; and give greater prominence to new challenges such as public health and climate change on the international agenda in order to find more equitable, effective and lasting solutions. The Security Council bears the primary responsibility for maintaining international peace and security. It is necessary to support developing countries in shifting development resources towards education, health and infrastructure construction, inter alia; promoting economic and social reconstruction; and enhancing sustainable development capacity. In the final analysis, climate change is a development issue. China will respond to climate change with firm resolve and a responsible attitude, striving to reach peak carbon dioxide emissions by 2030 and working to achieve carbon neutrality by 2060. We hope that all countries, including all members of the Security Council, especially the developed countries, will also take concrete actions to jointly promote the implementation of the Paris Agreement on Climate Change.   31. Developing countries are facing numerous difficulties, threatening to further widen the gap between the North and the South. The international community should heighten its sense of urgency in tackling development issues and promoting the implementation of the 2030 Agenda in a comprehensive, balanced and vigorous manner. China is the first to promise to make the vaccine a global public good and will fulfil its promise in earnest by making contributions to help developing countries have access to affordable vaccines. Secondly, we must increase investment to enhance development resilience. Underdevelopment is the root cause of many problems, especially in conflict- affected countries and regions. Increasing investment in the field of development to strengthen economic and social weak links is the fundamental way to eliminate the various risk factors, laying a solid foundation for peace and achieving long-term stability. Currently, the implementation of the 2030 Agenda for Sustainable Development is encountering tremendous new obstacles.

It is necessary to continue to actively provide anti-pandemic assistance to countries and regions in need to ensure that vaccines are equitably distributed as a global public good, for the benefit of developing countries in particular. In the context of this global public-health crisis, China has actively participated and supported the global response to the pandemic; launched the largest humanitarian operation in history; provided anti-pandemic assistance to more than 150 countries and 10 international organizations; sent teams of medical experts to 16 African countries; and established cooperation mechanisms with counterpart hospitals in 42 African countries. The Africa Centres for Disease Control and Prevention headquarters construction project, assisted by China, began recently with the laying of the foundation.

  34. First, there is a need to strengthen confidence and work together to fight the pandemic, which is resurging, and unity in fighting it is the top priority for the international community. All countries should uphold the supremacy of human life, respect science, join hands to advance international cooperation in the fight against the pandemic and strengthen joint prevention and control in order to overcome the pandemic as soon as possible. We must promote the implementation of resolution 2532 (2020) and the Secretary-General’s appeal for global ceasefire, strengthen mediation efforts, promote dialogue and the political settlement of issues in order to create a favourable political and security environment for countries to respond to the pandemic.

The pandemic, together with factors including unilateralism, climate change, food insecurity, cross-border crime and terrorism, posed unprecedented and mutually reinforcing challenges to global peace and development, with African countries bearing the brunt thereof.   38. The Peacebuilding Commission and the Special Committee on Peacekeeping Operations of the General Assembly are important platforms for discussions on issues related to security sector reform. United Nations peacekeeping operations, missions and country teams should play active roles in accordance with their mandates to assist the countries concerned in advancing reforms. The African Union and other regional and subregional organizations have made tremendous efforts in helping post-conflict countries conduct security sector reform and have accumulated much experience.   39. An overall development strategy should be drawn up to promote coordinated progress in security sector reform and economic and legal system reforms. Post- conflict reconstruction and development resources should be used in a balanced and wise manner to both ensure the necessary spending for the security sector and scale up input to development, as well as vigorously alleviate poverty and promote sustainable development, so as to eradicate the breeding ground for conflicts. A good job should be done with regard to the disarmament, demobilization and reintegration S/2020/1176 of former combatants, and conditions should be created for economic growth and social recovery through security sector reform. Fourthly, security sector reform is a systematic project that requires coordination and synergy by multiple players.

Post-conflict countries face security threats such as terrorism, violent extremism and intercommunal conflicts, as well as new risks such as cybersecurity and transnational organized crime and severe challenges imposed by the criminal activities of foreign troops. The security sectors of post- conflict countries should conduct reform to raise capacities in early warning, emergency response, counter-terrorism and surveillance of risks and challenges. This includes actively using high and new technologies to holistically improve the security and defence systems and strengthen the rule of law to bring criminals to justice and eliminate extrajudicial behaviour. Thirdly, security sector reform is an aspect of post-conflict reconstruction and should be considered in the context of the post-conflict country’ overall development strategy.

  41. First, maintaining national security is countries’ sovereign right, and security sector reform should be owned and led by the countries concerned. The United Nations and the international community should fully respect the intentions of the countries concerned and provide assistance according to countries’ priorities. Country-specific strategies should be formulated based on differing national conditions and circumstances, and priorities and focus should be identified. Secondly, it is the responsibility of the security sector to maintain national security and protect civilians. Therefore, improving their capacity is a most pressing priority for security sector reform.

In recent years, United Nations peace operations and peacebuilding programmes in the Democratic Republic of the Congo, South Sudan and Liberia, among other places, have served to support security sector reform in the countries concerned, mobilize more assistance by the international community and maintain close coordination with regional organizations. Good results have been achieved. Meanwhile, the international and regional security environment is undergoing profound changes, with incessant regional conflicts and the coronavirus disease pandemic making post-conflict reconstruction even more difficult. There are still many things to be done to strengthen and improve security sector reform in post- conflict countries. I would like to emphasize the following.

I welcome Foreign Minister Pandor to preside over the meeting and thank Assistant Secretary-General Bintou Keita, Assistant Secretary-General Alexandre Zouev and African Union Commissioner for Peace and Security Smaïl Chergui for their briefings. Professional, efficient and fully functional security sectors are the centrepieces of countries’ governance systems. In many post-conflict countries, security sector reform is an integral part of consolidating and building peace and an important foundation for achieving lasting peace and sustainable development.

At the same time the implementation of sanctions should avoid harming the overall national interests of Libya and the normal livelihoods and humanitarian needs of the people, especially to avoid a negative impact on Libya’s fight against the coronavirus disease pandemic. The crisis in Libya has been ongoing for nearly 10 years, and there is now a dawn of hope. However, the political process is still very fragile and needs to be maintained with the support of the international community. China will continue to work with all parties to help Libya achieve long-term stability and prosperity at an early date.

Preventing the cross-border movement of foreign terrorist fighters should S/2020/1129 be included in the overall consideration for resolving the Libyan issue in order to avoid a spillover effect that threats the security of neighbouring countries. Fourthly, sanction tools must be applied prudently and steadily. We have always believed that sanctions are a means but not an end and should always serve the political settlement of relevant issues. Under the current circumstances, the arms embargo should be strictly enforced, and any actions that aggravate conflicts, such as military intervention, should be avoided.

All parties in Libya should focus on the interests of the country and its population, continue to build up mutual trust, resolve differences and reach consensus on and implement relevant political arrangements as soon as possible. This relates not only to the future of Libya but also peace in the entire region. At the same time, economic development must be integrated into the political process in order to lay a solid foundation for lasting peace in Libya. Thirdly, we must resolutely combat terrorism. Terrorism in and around Libya remains an important threat to international and regional security. The international community must maintain a high degree of vigilance, strengthen coordination and cooperation, jointly respond to challenges and resolutely combat all forms of terrorism.

We hope that the United Nations and all the relevant parties will form a plan as soon as possible in order to continue to play a constructive role and maintain and consolidate the current positive momentum. Secondly, we must continue to promote political dialogue. China appreciates the efforts made by Tunisia, Morocco, Egypt and other regional and neighbouring countries to promote intra-Libyan dialogue and welcomes the resumption of the Libyan Political Dialogue Forum. The international community should fully respect the sovereignty, independence and territorial integrity of Libya and insist on advancing the Libyan-led and Libyan-owned political process under the auspices of the United Nations. We look forward to the Secretary-General’s appointment of a Special Envoy as soon as possible.

  48. We commend the political will shown by all parties to achieve a ceasefire, and we thank Acting Special Representative Williams and the United Nations Support Mission in Libya for their work. The ceasefire in Libya is an important positive result of implementing the Secretary-General’s global ceasefire initiative and the Silencing the Guns in Africa by 2020 initiative, which is good news for the region and the world. Only when the ceasefire agreement is implemented effectively on the ground can the hard-won peace gains be truly consolidated. China calls for the establishment of a mutually acceptable ceasefire monitoring mechanism as soon as possible.

I commend her for the work she has done towards achieving peace in Libya and expect that she will continue to contribute to peace, stability and development in the country in her future role. I also welcome Ambassador Elsonni, Permanent Representative of Libya, to this meeting. The current situation in Libya is showing positive momentum, and the international community should seize the rare window of opportunity to promote lasting peace and sustainable development in the country. I would like to emphasize the following four points. First, we must ensure the implementation of the ceasefire agreement. China welcomes the signing of the ceasefire agreement on 23 October between the parties to the Libyan conflict within the framework of the 5+5 Joint Military Commission.
