Based on the existing regional cooperation mechanisms, the assessment should focus on the challenges faced by countries of the region with regard to logistics, funding and capacity-building and put forward realistic solutions. Thirdly, on adhering to the priority of development, Africa faces arduous tasks in achieving development. The current global food, energy and financial crises have exacerbated the situation in Africa. The situation in the Sahel region is even more severe. At present, more than 10 million people face severe famine, and millions are displaced. That highlights the importance and urgency of tackling the issue of development.   3. Major funders, such as the European Union, should continue to increase financial assistance. The United Nations should also explore more solutions. When countries outside the region adjust their military deployments, they must take the initiative to strengthen communication and coordination with countries of the region to avoid creating a security vacuum. The United Nations is planning a joint strategic assessment with the African Union, ECOWAS and the G-5 Sahel. We hope that the United Nations will strengthen communication with all stakeholders in that process, with a view to strengthening solidarity and cooperation with countries of the region.

Secondly, on scaling up counter-terrorism efforts, terrorist forces are rampant in the Sahel region, with frequent cross-border activities and the continued expansion and spread to the coastal areas of the Gulf of Guinea. Counter-terrorism is a holistic battle. Only by strengthening every link in the counter-terrorism line of defence can we definitively achieve success. During the reporting period, the Joint Force of the G-5 Sahel continued to carry out operations and achieved some results. It remained an important force in regional counter-terrorism efforts. Regarding the logistical and financial difficulties faced by the Joint Force, the United Nations Multidimensional Integrated Stabilization Mission in Mali should continue to improve relevant logistical support.

The most urgent task is to adopt a forward-looking approach and take rational and pragmatic measures, based on fully taking into account each other’s situation and balancing the concerns of all parties. It is essential to remove obstacles to regional cooperation, restore long-term momentum for regional cooperation and inject new impetus into addressing common challenges with solidarity. We hope that Mali, Burkina Faso and the Economic Community of West African States (ECOWAS) will continue their consultations and reach an agreement on transitional arrangements as soon as possible. First, with regard to strengthening unity and cooperation, the Sahel region faces multiple challenges, such as food security, poverty reduction, development and climate change, and is more severely affected by the coronavirus disease pandemic and geopolitical conflicts. No country can tackle such challenges alone. Countries of the region should strengthen solidarity and cooperation, with the support of the international community, and find joint responses. At present, cooperation in the Sahel region faces new difficulties, and the Group of Five for the Sahel (G-5 Sahel) cooperation mechanism is affected.   7. Mr. Zhang Jun (China) (spoke in Chinese): I thank Assistant Secretary-General Pobee and Executive Secretary Tiaré for their briefings. I listened carefully to Ms. Bandiaky-Badji’s statement. The current situation in the Sahel region is complex and severe, beset with numerous security and economic challenges, among others. There were once again terrorist attacks in the Niger, Burkina Faso and Mali recently, causing a large number of casualties, which is distressing. Recently, Secretary-General Guterres made a special trip to West Africa and the Sahel, which highlighted the fact that the Sahel issue remains one of the main concerns and priorities of the United Nations. The international community should respond to the Secretary-General’s appeal and increase its attention and support to the region.

  8. The security of one country cannot be based on the insecurity of another, which is a concept that applies everywhere and at all times. Some countries call for the denuclearization of the Democratic People’s Republic of Korea while they themselves promote cooperation on nuclear submarines, which carries serious risks of nuclear proliferation. Some countries profess their concerns about the military development of the Democratic People’s Republic of Korea while at the same time they develop, with much fanfare, their own offensive-weapons systems, such as hypersonic weapons systems. A certain politician in a certain country concerned even went so far as to openly advocate for discussing the sharing of nuclear weapons under the pretext of addressing security threats. China’s global security initiative is an important guide for resolving the issue of the Korean peninsula. Security is indivisible.

In fact, in response to the current situation China and a number of Council members have put forward reasonable proposals for exploring ways to take strong actions and promote a political solution to the Korean peninsula issue in a way that best garners the consensus of Council members. The draft resolution proposed by China and Russia is also designed for that purpose. Regrettably, the United States has turned a blind eye to the reasonable proposals of China and other Council members and remains superstitiously infatuated with the magic power of sanctions. We believe that if the United States changes its negative attitude, it will be possible for Council members to reach a consensus. We hope that Council members will give serious consideration to the joint Russian-Chinese draft resolution.

  12. Sanctions are only a means to an end and should always serve the overall goal of reaching a political settlement. Equating sanctions to, or using them to replace, diplomatic efforts is like putting the cart before the horse and will not achieve the desired results. Despite the fact that sanctions have already had a negative humanitarian impact and resulted in collateral damage in other countries, the countries concerned continue to be in total denial, which is inconsistent with the conclusions of various international humanitarian agencies and the Panel of Experts of the Committee established pursuant to resolution 1718 (2006).

Although the United States side verbally claims that it is willing to engage in unconditional dialogue, when it comes to actions it continues to tighten sanctions and exert pressure, which is clearly not constructive. The new draft resolution proposed by the United States, which evokes Chapter VII of the Charter of the United Nations, is focused on furthering sanctions, which is not an appropriate way to address the current situation on the Korean peninsula. Over the years, the Security Council has adopted numerous resolutions on the Korean peninsula issue, which while authorizing sanctions have also stressed the need for a peaceful, political and diplomatic solution to the nuclear issue on the Korean peninsula. They all deserve our attention equally.

Regrettably, the United States side later reneged on its position and did not reciprocate the positive initiatives taken by the Democratic People’s Republic of Korea in accordance with the principle of “action for action”, thereby leading to an intractable impasse in talks between the two countries, increasing their mutual distrust and stalling the denuclearization process on the Korean peninsula. Engaging in dialogue and consultation is the only correct way to resolve the Korean peninsula issue. The United States is a direct party to the Korean peninsula issue and holds the key to breaking the deadlock. As such, it should take concrete actions to constructively address the reasonable concerns of the Democratic People’s Republic of Korea and create the conditions necessary for the early resumption of dialogue.

The leaders of the Democratic People’s Republic of Korea and the United States met in person in Singapore and reached an important consensus on establishing a new phase in the relations between the Democratic People’s Republic of Korea and the United States for building a peace mechanism and advancing the denuclearization process on the Korean peninsula.

  18. On 7 May 1999, NATO fired a number of precision-guided missiles at the Chinese embassy in Yugoslavia, killing three Chinese journalists and injuring more than 20 Chinese diplomats. The Chinese people will never forget that barbaric atrocity and will never allow such history to repeat itself. Now that the cold war is behind us, NATO should naturally size up the situation and make the necessary adjustments. Clinging to the anachronistic doctrine of security and keen to provoke bloc confrontations and create tensions in Europe and even in the Asia-Pacific region and the entire world, it engages in practices that are as harmful to others as they are deleterious to the perpetrators themselves. They deserve nothing less than China’s firm opposition. The world does not need a new cold war, and it cannot afford greater turmoil and division.

We call on the international community to strengthen macroeconomic policy coordination and work together to effectively regulate and contain the negative spillover effects of the Ukrainian conflict. The lessons being drawn from the Ukraine crisis are profound and deserving of serious reflection. The security of all countries is indivisible. To base one country’s security on the insecurity of others is neither reasonable nor viable. NATO’s repeated eastward expansion after the cold war has not only failed to make Europe any safer but also sowed the seeds of conflict. Contrary to its claim to be an organization that is defensive in nature, NATO wantonly launches wars against sovereign countries, causing colossal numbers of casualties and humanitarian disasters. The day after tomorrow is 7 May.

The international community should create enabling conditions for the Russia-Ukraine negotiations and make further efforts to facilitate the political settlement rather than the other way around. It is not only morally despicable to try to benefit from the turmoil but also dangerous, as doing so is doomed to backfire. The continued fighting and multifarious and indiscriminate sanctions are subjecting people in all countries, not least the developing countries, to higher prices for food and oil as well as other hefty consequences. The arbitrary seizure and freezing of the foreign-exchange reserves of other countries is tantamount to weaponizing economic interdependence, which is bringing more uncertainty and posing an even greater peril to the world economy and international relations.

International humanitarian agencies should continue to mobilize the international community to increase resource inputs, help Ukraine and its neighbours to cope with the pressure of providing humanitarian relief, spare no effort to save lives, alleviate the suffering of people and create the conditions necessary for the safe and orderly return of refugees to their homes. The signs that point to a protracted and expanded conflict are truly worrying. It has to be pointed out that delivering weapons will not deliver peace and that the conflict can have no winners. Dialogue and negotiation is the only and inevitable way to resolve disputes. Russia and Ukraine have laid some groundwork in the previous negotiations; all the more reason for them to continue talks against all odds.

Once again, we call on the parties to the conflict to exercise maximum restraint, refrain from hurting innocent civilians and damaging civilian facilities, and give priority to ensuring humanitarian relief and assistance for such vulnerable groups as women and children. Building on the evacuation work in Mariupol, all parties concerned should establish a broader and more efficient humanitarian coordination mechanism so as to ensure the safe and smooth operation of the evacuation and humanitarian rescue channels and minimize the humanitarian impact of the conflict.

I also listened to the statement made by Ms. Luzan. The fighting in Ukraine has been raging for more than two months now, and China has repeatedly stated its position on the issue. The longer the conflict lasts, the more people will suffer. The priority at hand is to step up efforts to promote a ceasefire and the cessation of hostilities. Secretary-General Guterres visited Russia and Ukraine last week and met with the leaders of the two countries, calling for the creation of conditions for effective dialogue so as to achieve a ceasefire as soon as possible.

China looks forward to the expeditious implementation of the outcomes of the high-level workshop on natural resources in Khartoum and hopes that the Great Lakes Investment and Trade Conference can provide more opportunities for regional development. The disarmament, demobilization and reintegration programmes of countries of the region should focus on providing livelihoods for ex-combatants in order to break the vicious circle of profit-driven violence. Fourthly, synergy must be created to support the countries of the region in addressing challenges.   28. The key is to help lift local communities out of poverty and prevent conflicts driven by destitution. That is also the core purpose of the Peace, Security and Cooperation Framework. When combating the illegal exploitation and trafficking of Natural Resources, law-enforcement measures are needed. While cracking down on illegal activities, the countries of the region should also promote legal trade, develop a regional industry belt and supply chain and make natural resources a highlight of regional cooperation. The relevant sanctions measures of the Security Council must not be misused, let alone become a tool for suppressing other political and commercial players.

Last week, the Democratic Republic of the Congo, Kenya, Burundi, Uganda and Rwanda held a regional summit in Nairobi, demonstrating the resolve of countries of the region to jointly tackle common security challenges and help launch the political process in the Democratic Republic of the Congo. China is encouraged by those developments. We echo the Secretary-General’s call and urge armed groups in the Democratic Republic of the Congo to participate unconditionally in the political process. We hope that the establishment of a regional force will help to achieve regional peace. Thirdly, it is important to increase attention to and investment in non-military solutions. To eliminate the root causes of conflict in the Democratic Republic of the Congo and the Great Lakes region, military means will not work. A comprehensive approach is needed.

The international community should respect the leadership of countries and organizations of the region and support their efforts to resolve differences independently through dialogue and consultation and maintain the momentum of improving relations in the region. Secondly, it is vital to jointly maintain regional peace and security. Both history and current realities have shown that the countries of the Great Lakes region are interdependent and inseparable in terms of security. In the current situation, security risks in eastern Democratic Republic of the Congo are spreading to neighbouring countries. That development merits our attention. China is pleased to see the progress made in the normalization of relations between Rwanda and Uganda as well as between Burundi and Rwanda. We welcome the commitment of regional leaders at the tenth summit of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework to increase diplomatic engagement, promote friendly relations and defuse tensions through political and diplomatic channels. The recent period has seen frequent diplomatic engagements among the countries of the region, the consolidation of mutual political trust and deepened regional cooperation, giving rise to a new outlook for the region. At the same time, the security situation on the ground remains highly fragile. The surge in violence perpetrated by armed groups in eastern Democratic Republic of the Congo is worrying, and the chronic obstacles to the region’s peace and development need to be further addressed. The implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region remains key to achieving lasting peace and stability there.   36. Settlements upend the contiguity of the occupied territories, constrain the living space of the Palestinian people and jeopardize the prospects of realizing a two- State solution. China urges Israel, pursuant to resolution 2234 (2016), to halt the demolition of Palestinian homes, the eviction of Palestinian people and the expansion of settlements and create the conditions necessary for the development of Palestinian communities in the West Bank.   37. China supports the Arab League and Arab countries in actively playing their respective roles. The Security Council should very seriously take into account the current situation and the calls of Arab States, urgently take action and speak with one voice in playing the role conferred upon it. The Palestinian question is always at the heart of the Middle East issue. Regardless of developments at the international level, the Palestinian question cannot be sidelined, let alone be forgotten. In that regard, what is lacking is not a grand or just plan, but rather the courage to take action. The fundamental reason for the repeated escalation is the fact that the legitimate national rights of the Palestinian people have not been realized and that the two-State solution has not been implemented.

  38. We call on all parties, in particular Israel, to exercise restraint and prevent the situation from further escalating, or even getting out of control. Israel recently indicated that, from now until the end of Ramadan, non-Muslim worshipers will be banned from the holy site. That is an important step in the right direction. Under international law, the occupying Power has the obligation to take the necessary measures to prevent security threats or provocations against Palestinian civilians. China supports continued communication among the Special Coordinator, Israel, Palestine and other parties to move towards de-escalation. A ministerial meeting of the League of Arab States was held days ago and issued a communiqué calling on the Security Council to prevent any escalation of violence and restore peace and security.

  39. Exchanges of rockets between the Gaza Strip and Israel have made the situation more volatile, and attacks against Israeli civilians have also occurred from time to time. Religious holidays should provide an opportunity to realize peace rather than trigger a relapse into hostilities. China condemns all attacks against civilians and violations of the historic status quo at the religious holy sites. Israel and Palestine’s security is interdependent and indivisible. If one side’s security is ensured at the expense of the other side’s security, it will be impossible to break the cycle of violence or resolve the security conundrum. Mr. Zhang Jun (China) (spoke in Chinese): China thanks Special Coordinator for the Middle East Peace Process Tor Wennesland for his briefing and welcomes the Permanent Observer of the Observer state of Palestine and the representative of Israel at this meeting today. Recently, major Islamic, Jewish and Christian holidays have followed one another in succession. While worshippers were all looking forward to celebrating their respective religious holidays in peace and security, the Palestinian-Israeli situation has been faced with a new round of tensions and escalation. Enforcement operations by the Israeli security forces have led to more casualties among Palestinian civilians. The Israeli police has entered the Al-Aqsa Mosque on multiple occasions and has clashed with Palestinians, further aggravating tensions.

  41. The international community should strengthen coordination to keep food and energy supplies and prices stable and avoid unnecessary export restrictions. It should also be pointed out that arbitrary freezes of foreign exchange reserves of other countries also constitute a violation of the sovereignty of other countries and are tantamount to weaponizing economic independence. Such practices undermine the foundation of world economic stability and bring new uncertainties and risks to international relations and should be abandoned as soon as possible. China has always stood on the side of peace and justice and upheld the principles and purposes of the United Nations Charter. We will continue to work tirelessly for a final resolution of the Ukraine crisis.

  42. Continuing to send more heavy or offensive weapons will not bring peace. It will only prolong and escalate conflict, which will further aggravate humanitarian catastrophe. Fourthly, we must pay attention to and eliminate the negative impact of sanctions. All dimensional and unlimited sanctions have had serious spillover effects, with developing countries bearing the brunt. Last week, at the launch of the first report of the Global Crisis Response Group on Food, Energy and Finance, Secretary-General Guterres said, “We are now facing a perfect storm that threatens to devastate the economies of many developing countries”. The vast number of developing countries that are not parties to the conflict have paid a heavy price for it. This is neither fair nor reasonable.

  43. Actions must be taken to crack down on human trafficking and other criminal activities targeting women and children seeking refuge. Agencies such as UNHCR, UN-Women, UNICEF and the Office of the United Nations High Commissioner for Human Rights should also step up monitoring in support of the efforts of relevant countries. Thirdly, diplomatic negotiations must be promoted with a greater sense of urgency. The prospect of an extended and prolonged conflict is worrying. A ceasefire and an end to the conflict as soon as possible is the fundamental way to resolving the humanitarian crisis. We call on Russia and Ukraine to adhere to the general direction of dialogue and negotiations, continuously narrow differences and accumulate conditions for a ceasefire. All other parties should focus on supporting diplomatic negotiations.

  44. The international community should strengthen coordination and provide more support to refugee-receiving countries in the spirit of shared responsibility. The Office of the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration and other agencies should continue to mobilize and coordinate international aid, scale up humanitarian assistance to refugees and help ease the pressure on host countries. We have noticed that in the past few days many refugees have returned to Ukraine, and we hope that their basic needs will be met as they return to normal life. All refugees, regardless of nationality, race or religion, should be treated equally. Vulnerable groups such as women and children should be given priority protection.

The parties concerned should strengthen communication on humanitarian issues and conduct coordination and cooperation on issues such as opening humanitarian corridors and organizing the safe evacuation of personnel. China supports Secretary-General Guterres and Under-Secretary-General Griffiths in engaging with all parties on the humanitarian pause and on agreeing on relevant arrangements. Secondly, the issue of refugees should be properly addressed. The neighbouring countries of Ukraine have provided safe havens and humanitarian assistance to millions of refugees, which China appreciates. The continuation of the conflict will result in more refugees and bring huge economic and social challenges to the host countries.

  46. Mr. Zhang Jun (China) (spoke in Chinese): At the outset, I thank Mr. António Vitorino, Director General of the International Organization for Migration, and Ms. Kelly T. Clements, United Nations Deputy High Commissioner for Refugees, for their briefings. The Ukraine conflict has led to a dire humanitarian situation and other serious consequences. We are deeply concerned about that, and I should like to make four comments in that respect. First, every effort must be made to reduce the harm caused to civilians by conflict. China once again calls on all parties to the conflict to exercise maximum restraint, strictly abide by international humanitarian law, protect civilians and civilian facilities and facilitate evacuation and humanitarian assistance operations.

We hope that the Government of Colombia will overcome the current global energy, food and supply chain crisis and the impact of the coronavirus disease pandemic, accelerate the provision of land and rural reforms for former combatants, ensure the sustained alternatives to the cultivation of illicit crops, expand basic social services in former conflict areas and promote balanced development in all regions. China supports Latin America in speeding up its integration process and hopes that the countries of the region will play an active role in helping Colombia to fully tap its development potential and eliminate the root causes of violent conflicts. The peace process in Colombia is irreversible. That is the solid consensus among people from all walks of life in Colombia, as well as the international community.

We are confident that the people and the Government of Colombia will be able to meet those challenges, fully and effectively implement the security provisions of the peace agreement, strengthen the protection of former combatants, improve security controls and strengthen effective governance in the former conflict areas, speed up the dismantling of illegal armed groups and criminal organizations, combat the recruitment of children by armed groups and enable women and young people to play their full roles in peacebuilding. Accelerating development is critical for consolidating peace dividends and ending violent conflicts.

We hope that the new Government will continue to fully implement the peace agreement, address the difficulties and challenges in its implementation and consolidate the gains of the hard-won peace. The full implementation of the agreement is a long-term effort of systematic engineering and there is still a long way to go to deepen and consolidate peace, which will require the tireless efforts of all parties in Colombia and the international community. Since the beginning of the year, violent conflicts have intensified in many areas, including in Arauca department, with illegal armed groups seriously threatening the safety of former combatants and ethnic minorities. The process of reintegrating former combatants has also suffered some setbacks.
