Under the framework of the Forum on China-Africa Cooperation, the Belt and Road Initiative and the Global Development Initiative, China is actively working with Africa to address the obstacles related to infrastructure, human resources, trade and investment and dedicating resources to poverty reduction, food security, public health and other areas where people’s livelihoods are at stake, in order to help African countries eliminate the root causes of political instability and terrorism. I would like to inform the Council that beginning on 1 December, China will levy a zero tariff on 98 per cent of the items originating from nine least-developed countries in Africa, including Burkina Faso. Fourthly, we should leverage the United Nations leadership role and deepen international cooperation on countering terrorism in Africa.

  2. We must focus on the reality on the ground in Africa, with a view to adopting a systematic governance approach that implements integrated measures. The Sahel and the Lake Chad region are highly representative. The local economy is comparatively underdeveloped, and the people there have difficulties in making a living. Terrorist forces take advantage of the situation by targeting poor and unemployed young people from underprivileged backgrounds for recruitment. The international community should take measures to support Africa’s development with a greater sense of urgency. The United Nations should listen to Africa and give greater priority to the development agenda in order to create an environment that will enable Africa’s development. As a developing country itself, China shares the aspirations of African countries for development.

The proposal of Secretary-General Guterres to provide financial support through the United Nations regular budget or peacekeeping assessment deserves careful study by the Security Council The Joint Force of the Group of Five for the Sahel is actively carrying out counter-terrorism military operations, which have recently encountered some difficulties. China supports the African Union (AU) and the United Nations in undertaking a joint assessment on the Sahel and expects that it will produce practical and actionable recommendations to revitalize cooperation on counter-terrorism in the Sahel and in West Africa in general. Thirdly, we should address both the symptoms and the root causes of terrorism. We cannot fully and completely eliminate the threats posed by terrorism by military and security means alone.

That shows once again that to combat terrorism it is necessary to uphold a common, integrated, cooperative and sustainable security vision and to coordinate regional forces to respond collectively. The international community should support the efforts of African regional organizations to strengthen border control and law-enforcement cooperation and forge synergy in regional counter-terrorism efforts. The funding shortfall affects counter-terrorism cooperation in Africa. It is therefore important to address that challenge.

The arms embargoes imposed by the Security Council on the Sudan, South Sudan and the Democratic Republic of the Congo have had a negative impact on security capacity- building in those countries and should therefore be adjusted or lifted in a timely manner. Secondly, we should support regional cooperation and build a solid, common-security defence line for regional countries. In recent years, terrorist organizations in Africa have shown a posture featuring cross-border linkages and multipoint outbreaks. The Southern African Development Community set up a mission to combat terrorism in northern Mozambique, with success.

  6. The countries of Mali, Burkina Faso, the Niger, the Democratic Republic of the Congo, Mozambique and Nigeria have long been at the forefront of fighting terrorism. The security sectors in those countries have made tremendous efforts and sacrifices. Their achievements in combating terrorism deserve full recognition. The experience they gained in building up their security capacities is worth summarizing and disseminating. The international community should address weaknesses in security capacity-building in African countries and scale up support in terms of funding, equipment, intelligence and logistical support. When it comes to counter-terrorism cooperation with African countries, we must fully respect the sovereignty of the countries concerned and their right to carry out external security cooperation.

  7. Some progress has been made on issues of concern to African countries; however, a lot of work remains to be done. The Security Council should respond to Africa’s urgent needs as its own and further prioritize its attention and resources towards Africa in order to help Africa address the most pressing challenges and their root causes, in terms of combating terrorism. First, we should build a strong foundation to support African countries in enhancing their counter- terrorism capacity. It has been proven time and again in international counter-terrorism practice that only when the countries concerned have established professional, efficient and robust security teams can they create an effective deterrent against terrorist activities.

We would like to thank Deputy Secretary-General Amina Mohammed. Chairperson Faki Mahamat, Ms. Von Seherr-Thoss and Ms. Ero for their briefings. Terrorism is one of the major threats facing Africa. It severely impacts the security and stability of African countries, taking a heavy toll on Africa’s socioeconomic development. Helping Africa to combat terrorism is a matter that impacts world peace. It is also an important responsibility of the Security Council. In recent years, the Council has met many times to discuss and consider the issue of counter-terrorism in Africa.

We once again call on all parties concerned to squarely face the root cause of the prolonged impasse on the peninsula, follow the dual-track approach and the principle of phased and synchronized action, keep moving in the direction of political settlement and resolve each other’s concerns in a balanced manner through dialogue and negotiation, meet each other halfway and work hard to prevent the situation from escalating. The Democratic People’s Republic of Korea draft resolution jointly submitted by China and Russia in the Council seeks to ease the humanitarian situation and livelihood problem in the Democratic People’s Republic of Korea, create an atmosphere for all parties to enhance mutual trust and resume dialogue and inject impetus into the political settlement of the Korean peninsula issue. The draft resolution remains on the table, and we hope all parties will actively consider it. As a close neighbour of the peninsula, China is greatly concerned about the situation there and remains committed to maintaining peace and stability on the peninsula, denuclearizing it and addressing issues through dialogue and consultation.

  11. The Security Council should play a constructive role on the Korean peninsula issue rather than always focusing on pressure. Discussions in the Council should promote stability and prevent chaos on the peninsula, help restart dialogue and negotiation and resolve the humanitarian and livelihood difficulties faced by the Democratic People’s Republic of Korea, rather than create obstacles for it. Under the current circumstances, the Council should in particular make concrete efforts to ease the atmosphere of confrontation, ease tensions and promote a political settlement.

  12. If each side continues to stick to its position and refuses to give way to one another, the situation on the peninsula will fall into a vicious circle and be trapped in a predicament. The evolution of the situation there since 2018 shows that only by resuming dialogue and consultation can we ease tensions on the peninsula, break the vicious circle and build mutual trust among all parties to fully resolve the predicament. We call on the United States side to stop unilaterally playing up tensions and confrontation, take responsibility through action and demonstrate sincerity by earnestly responding to the legitimate and reasonable concerns of the Democratic People’s Republic of Korea so as to create conditions for the resumption of meaningful dialogue.

  13. After a five-year hiatus, the United States and relevant countries relaunched their large-scale joint military air exercises, with hundreds of military aircraft involved. In its 2022 Nuclear Posture Review, the United States Department of Defence envisaged the use of nuclear weapons by the Democratic Republic of Korea, claiming that ending that regime was one of the main goals of its nuclear strategy. The United States has also promoted cooperation with relevant countries on nuclear submarines, claiming that it would deploy strategic weapons in the region. The United States and others claim that the military exercises are defensive in nature, while the Democratic People’s Republic of Korea emphasizes that its development of national defence capabilities is necessary for self-defence.

China has been following closely the developments on the Korean peninsula and is deeply concerned about the escalating tensions. Against the backdrop of the current complex and volatile international situation, we hope that all parties concerned will remain calm, exercise restraint, be cautious in their words and deeds and refrain from taking any action that may exacerbate tensions and lead to miscalculation. The turn of events and the root causes that have led to the current situation on the peninsula are clear to all. The recent launch activities of the Democratic People’s Republic of Korea do not exist in isolation and are directly related to the words and deeds of relevant parties.

  15. Any action taken by the Security Council should be truly conducive to easing the situation and resolving the crisis, rather than intensifying conflict and exacerbating confrontation. Fourthly, the current crisis in Ukraine is the result of the accumulation and interplay of various conflicts and tensions over a long period of time. Facts have shown that political isolation, sanctions and pressure, stoking tensions and bloc confrontation will not bring about peace. Instead, they will only worsen the situation and make the issue more complicated and intractable. China calls on all parties concerned to exercise restraint, refrain from actions that exacerbate tensions and leave space for a solution through diplomatic negotiations. As a responsible country, China has always stood on the side of peace.

We believe that the pressing priority is to make every effort to de-escalate the situation and guide the parties to restart diplomatic negotiations as soon as possible in order to open the door to a political settlement, with legitimate concerns brought into the negotiations and viable options on the table, in an effort to achieve an early ceasefire. I would like to make the following statement in relation to the Chinese vote. First, China’s position on the issue of Ukraine is consistent and clear. The sovereignty and territorial integrity of all countries should be safeguarded. The purposes and principles of the Charter of the United Nations should be upheld. The legitimate security concerns of all parties should be taken seriously. All efforts conducive to the peaceful resolution of the crisis should be supported. Secondly, over seven months into the Ukraine crisis, the crisis and its spillover effects have had a wide range of negative impacts. The prospect of a prolonged and expanded crisis is also worrisome.

China supports the just cause of the Palestinian people in restoring their legitimate national rights and establishing an independent Palestinian State with full sovereignty, on the basis of the 1967 borders, with East Jerusalem as its capital. We are ready to work with all parties to encourage the Council to play its role in breaking the current stalemate and transforming the consensus on a two-State solution into action and its vision into reality, so as to realize peaceful coexistence between Palestine and Israel, harmony between the Arab and Jewish peoples and lasting peace in the Middle East.

  19. Fourthly, fairness and justice must be upheld. What is lacking in resolving the Palestinian issue is not a grand plan but a willingness to uphold justice. Whether the Security Council is fit for purpose depends not on grand pronouncements but on actual deeds. In his address at the general debate of the General Assembly, President Abbas once again asked the Council to take measures to implement its resolutions on the question of Palestine. The Council should perform its duties objectively and impartially, in accordance with international consensus, and promote a resumption of Palestinian-Israeli talks without delay, instead of waiting for the so-called conditions for dialogue to mature. On issues concerning the future and the fate of the Palestinian people, no one has a right to a veto.

  20. At the same time, the occupying Power should earnestly fulfil its obligation under international law to ensure the safety of the people in the occupied territories. Thirdly, the rule of law at the international level must be upheld. Settlement activities violate international law and the provisions of resolution 2334 (2016). They encroach on Palestinian land, expropriate Palestinian resources and squeeze the living space of the Palestinian people. I have noted that the Special Coordinator mentioned that there has been little progress in implementing the resolution. We urge Israel to immediately cease all settlement activities. We support resolving the issue of the occupied territories in the West Bank in accordance with United Nations resolutions and delimiting the final Palestinian-Israeli borders through peaceful negotiations.

In the past two years the war in Gaza has claimed hundreds of Palestinian lives, violence in the West Bank has been steadily increasing and the peace and tranquillity at the religious holy sites in Jerusalem have been repeatedly broken. Israel and Palestine are neighbours that cannot relocate, and their security is independent and indivisible. If the security of one side is based on the insecurity of the other, the cycle of violence will continue and security will never be achieved. The international community should attach equal importance to the security concerns of both sides and encourage them to find their greatest common denominator, through dialogue and cooperation, in order to achieve common security.

We also noted that President Abbas recognized that statement as positive and emphasized that “[t]he real test of the seriousness and credibility of this position is for the Israeli Government to sit at the negotiating table immediately, to implement the two-State solution on the basis of the relevant United Nations resolutions and the Arab Peace Initiative and to stop all unilateral measures that undermine the two-State solution” (see A/77/ PV.10). China hopes that the parties concerned can translate their political will into constructive policies and actions and make concrete efforts to realize a two-State solution on the basis of the relevant United Nations resolutions, the principle of land for peace, the Arab Peace Initiative and other international consensus and norms. First, we must advance a two-State solution, and it is the international consensus that a long-term solution to the Palestinian-Israeli issue must be based on the concept of two States living side by side. That is the bottom line in terms of fairness and justice and must be firmly adhered to. We noted that in his address to the General Assembly at its general debate, Prime Minister Lapid stated that “[a]n agreement with the Palestinians, based on two States for two peoples, is the right thing for Israel’s security, for Israel’s economy and for the future of our children”, and that “a large majority of Israelis support the vision of this two-State solution” (see A/77/PV.8).

During the general debate of the General Assembly last week, Heads of State and Government frequently brought up the Palestinian issue, showing that the plight of the Palestinian people has not been forgotten. A speedy, comprehensive, just and lasting settlement of the Palestinian question continues to be a shared aspiration of the international community. The Security Council bears the primary responsibility for the maintenance of international peace and security and is duty bound on the question of Palestine. It must take more robust action to support the Palestinian people in restoring and exercising their inalienable rights and achieving lasting peace in the Middle East.

We need to uphold the international order based on international law and adhere to the basic norms of international relations based on the purposes and principles of the United Nations Charter, which should not be mere political slogans. As the core of the collective security mechanism, the Security Council should make full use of the mediation tools under the Charter and adhere to the right direction of a ceasefire and peace talks. In particular, it should take constructive and responsible actions to build the conditions and open up space for a political solution. China will work with all peace-loving countries to continue to make tireless efforts to de-escalate the situation and resolve the crisis.

In the just-concluded General Assembly general debate, many leaders expressed their concerns about the prolongation and expansion of the crisis in Ukraine and its spillover effects and called for dialogue and negotiation to end the hostilities and manage the negative impacts caused by the spillover of the crisis. The recent developments once again remind us that peace is the quest of all. Bloc confrontation, political isolation, sanctions and putting pressure will lead only to a dead end. The task at hand is to push the parties to open the door for a political settlement as soon as possible, include the respective legitimate concerns in the negotiations and put all viable options on the table. The signing of the Black Sea Grain Initiative showed that, even in conflict situations, diplomacy can produce results and bring hope.

  29. The consultations process was not easy, but thanks to the joint efforts of all parties, we have finally reached a consensus that sent out a strong message of unity and cooperation. That proves once again that, as long as the members of the Security Council are patient, ready to consult on an equal footing and fully take into consideration each other’s concerns, we can always find effective solutions — no matter how difficult the situation or how complicated the issues. Dialogue and consultations for consensus are in our best interests, are consistent with the general expectations of the international community and are the duties that members of the Security Council must jointly fulfil. That is all I hope to share with the Council at the end of China’s presidency.

In particular, it has proposed specific actions on issues of general concern to African countries. We hope that the Security Council will take this opportunity to continue focusing on supporting peace and security in Africa and maintain close consultations with African countries as we work together to achieve the goals set out in the presidential statement and make greater contributions to peace, security, stability and development in Africa. China calls on the international community to take immediate action so as to provide basic daily necessities and medical supplies to the people affected and prevent a large-scale humanitarian catastrophe. All Yemeni parties should also facilitate and coordinate with humanitarian operations. Fourthly, efforts should be made to create a favourable regional environment. The situation in Yemen bears on peace and stability in the Gulf region, and the key to security and stability in the Gulf region lies in the hands of the Gulf countries themselves. China encourages the countries of the region to work together in the same direction, step by step and on the basis of mutual respect, to address their respective concerns through consultations on an equal footing.

  39. We welcome the progress made by the Yemeni Government and the Houthis on the exchange of prisoners. We hope that the parties to the conflict will fully demonstrate their political will and flexibility and, through Special Envoy Grundberg’s mediation efforts, step up consultations in order to reach an early agreement on expanding the truce agreement. Thirdly, there must be greater focus placed on improving the humanitarian situation. As a result of shrinking international assistance and resource input, United Nations aid projects in Yemen are facing the pressure of funding shortfalls. Since the beginning of the summer, many places in Yemen have been hit by floods, leaving tens of thousands of people homeless. The situation in refugee camps in Ma’rib governorate is particularly acute.

  40. However, in areas such as Taiz, Ma’rib and Shabwa, peace has not prevailed, and the security situation remains fragile. The parties concerned should fully honour their commitment to the truce, avoid all attacks on civilians and civilian facilities, make full use of the Military Coordination Committee mechanism to maintain regular communication and address issues through dialogue and consultation. Secondly, the gains of the truce should be expanded. We call on all the Yemeni parties to seize the opportunity presented by the extension of the truce and work with one another to bring about progress in opening roads in Taiz and other governorates, paying the salaries of civil servants, increasing the number of international flights at Sana’a airport and dealing with other issues that have a bearing on people’s livelihoods and well-being.

  41. We highly commend the good offices of Special Envoy Grundberg and the active role played by Saudi Arabia, the United Arab Emirates, Oman and other countries of the region. After more than seven years of conflict in Yemen, the Yemeni people long for a swift restoration of peace. The situation in the country is at a critical stage of transition from chaos to order. All the parties in Yemen should stick to the general path towards a political settlement. The international community should play an active and constructive role in facilitating the peace talks and steadily consolidate and expand the truce to create the conditions for long-term peace and stability. First, the truce should be fully implemented. There has been a marked drop in the number of civilian casualties caused by military operations since the truce began.

  42. I shall now make a statement in my capacity as the representative of China. At the outset, I thank Special Envoy Hans Grundberg and Acting Director Ghada Mudawi for their briefings and welcome the Permanent Representative of Yemen to today’s meeting. China welcomed the further extension of the truce by the parties in Yemen on 2 August. The truce, which has lasted for more than four months, has brought considerable positive change to the situation in the country. The de-escalation of military clashes, the resumption of flights at Sana’a airport, the regular entry of oil tankers into Al-Hudaydah port and regular communication among the parties to the conflict through the Military Coordination Committee are all the result of the joint efforts of the Yemeni parties, the countries of the region and the United Nations.

Once again, we call on all parties concerned to resume negotiations as soon as possible, seek a solution to the crisis in Ukraine in a calm and rational manner and address each other’s legitimate security concerns through a balanced, effective and sustainable security architecture with a view to achieving common security. It is China’s consistent position that the purposes and principles of the Charter of the United Nations should be upheld. State sovereignty and territorial integrity must be respected. We call upon all parties in the international community to act responsibly to facilitate an appropriate solution to the crisis and step up political and diplomatic efforts in order to create the conditions for the parties to return to the negotiating table. China will continue to play a constructive role in that regard.

We hope that the current obstacles will be removed as soon as possible so that the mission by Director General Grossi and the IAEA team of experts can take place without delay and that they will be able to conduct their work without impediment. The crisis in Ukraine has been dragging on for more than five months. The security risks to nuclear facilities posed by the conflict loom large. Only by defusing the situation and restoring peace as soon as possible will we be able to eliminate nuclear risks, reduce miscalculation and avoid accidents.

We therefore call on the parties concerned to exercise restraint, act with caution, refrain from any action that may compromise nuclear safety and security and spare no effort to minimize the possibility of accidents. China has always supported the IAEA’s active role in promoting nuclear safety and security and in performing its safeguards duties in strict accordance with its mandate. We note that Director General Grossi and the IAEA team of experts have planned to visit the Zaporizhzhya nuclear power plant. Secretary-General Guterres has also issued an appeal to that end. Russia has undertaken to provide the necessary assistance to facilitate the visit. We are also aware that, in its letter dated 9 August to Director General Grossi and Secretary-General Guterres, Ukraine underscored the increasing need to organize that visit.

  50. The safety and security of nuclear sites must not be subject to trial and error. The Zaporizhzhya nuclear power plant is one of the largest in Europe. If a large-scale accident were to occur at that plant, the consequences would be more devastating than those of the Fukushima nuclear accident. The leakage of massive quantities of radioactive material caused by the Fukushima nuclear disaster and the resulting nuclear- contaminated water had far-reaching consequences, including repercussions for the marine environment, food safety and human health, thereby sparking widespread interest and concern. China does not want to see the same risks being incurred again.
