  1. I thank Under-Secretary-General Lowcock for his briefing. I also listened carefully to Ms. Qaddour’s briefing. China is closely following the humanitarian and economic situation in Syria. We are deeply worried that the country is now going through a severe economic collapse. The loss of currency value, rising unemployment, increased food insecurity and insufficient medicine supplies all add to the suffering of the Syrian people. Saving the Syrian economy is fundamental to saving more lives and preventing a more severe humanitarian crisis. The fact that unilateral sanctions gravely impact the humanitarian situation in Syria is undeniable. Years of economic blockade and illegal sanctions have worsened the socioeconomic and humanitarian situations in the country and undermined the livelihoods of innocent civilians.

We have noticed that there has been no substantive progress on access to the tanker so far, and the Yemeni Government and relevant neighbouring countries are seriously concerned about this matter. The Council should urge relevant parties to take practical actions to prevent the tanker from causing an environmental, human and economic catastrophe.

  3. Special attention should also be given to the difficulties and needs of women, children, people with disabilities and other vulnerable groups. The United Nations should also urge parties that have actual control in various regions to take effective measures to prevent and control the pandemic. On 15 July, China once again provided Yemen with a batch of supplies to fight the pandemic. We will continue to support and assist the Government and the people of Yemen, and we call on donor countries to fulfil their pledges as soon as possible. The issue of the FSO SAFER oil tanker should be given great attention. We hope that all parties concerned will maintain dialogue on this issue in order to ensure that the United Nations technical team can conduct safety assessments and repairs of the tanker as soon as possible.

  4. At the same time, it is necessary to fully mobilize the countries of the region and urge them to play an active role, in synergy with the mediation efforts of the United Nations. Thirdly, the humanitarian situation in Yemen should be improved and humanitarian access guaranteed. The people of Yemen are facing multiple threats, such as violent conflict, economic crisis, floods, locusts and other plagues, including COVID-19. It is urgent to remove barriers to humanitarian access and expand the scale of humanitarian operations. The international community should encourage concerted actions by all parties in Yemen to assist the United Nations and relevant agencies in carrying out humanitarian relief operations so as to ease the suffering of the Yemeni people.

  5. Since last March, Special Envoy Griffiths has worked hard to broker a new peace initiative but, owing to various factors, progress has not been satisfactory. With regard to the issue in the south, the relevant parties once made political and military arrangements for the implementation of the Riyadh agreement under the auspices of Saudi Arabia. The progress in the implementation has been limited. Over the past few days, all parties have shown some positive movement in terms of the implementation of the agreement, which we hope can be translated into actual results. China calls on all parties to the conflict to strengthen cooperation with the Special Envoy, engage in in-depth consultations on the peace initiative, build consensus and narrow differences so as ensure the future of the agreement.

  6. From April to May this year, a general ceasefire was achieved in northern Yemen. This shows that, as long as there is political will, it is not impossible achieve a ceasefire and stop violence. However, the recent increase in hostilities among parties to the conflict in Yemen has destabilized the security situation in the north and the south of the country. China is deeply concerned about this. Military means cannot solve any problem, but will only prolong the war and the suffering of the people. China urges all parties concerned to set store by the future of the country and interests of the people by actively heeding the call of the Secretary-General and his Special Envoy and immediately ceasing all hostilities. Secondly, we must remain committed to a political settlement and continue to promote good offices and mediation.

  7. I thank the Secretariat staff for its efforts in this respect. We are still not optimistic about the current situation in Yemen, as it is fraught with war, the risk of famine and disasters, and people living in dire conditions. The international community must step up its efforts to push for an early breakthrough in a political settlement of the Yemeni issue. China supports the search for a solution to the Yemeni problem involving the following three aspects: a nationwide ceasefire, economic and humanitarian measures and comprehensive political negotiations. Yemen’s sovereignty, independence, unity and territorial integrity should be fully respected and safeguarded. In this regard, I would like to stress the following three points. First, the parties to the conflict should stop violence and improve the security situation on the ground.

China appreciates the efforts of the United Nations aimed at achieving a ceasefire, advancing the peace process and improving the humanitarian situation in the country. On 12 March, as President of the Security Council for that month, I presided over the last meeting held in the Council Chamber (see S/PV.8745), which was a public meeting, and on subsequent consultations, both on the situation in Yemen. Today members of the Council have overcome difficulties and returned to United Nations Headquarters for today’s in-person meeting, again on Yemen. This fully demonstrates the great importance the Council and its members attach to the Yemeni issue.

We support the Council in continuing to respond positively to the reasonable needs of the Government of the Central African Republic so as to lift the arms embargo against the Central African Republic as soon as possible. While we voted in favour of resolution 2536 (2020), China also believes that overall the political and security in Central African Republic is improving. All parties in the Central African Republic continue to be committed to implementing the Political Agreement for Peace and Reconciliation in the Central African Republic and are actively making progress in implementing the benchmarks for the arms embargo assessment. China commends those efforts. China would like to stress that it supports the Government of the Central African Republic in continuing to meet those benchmarks.

  11. Looking at today’s world, we can see that a given country’s irresponsible and crazy act of unilateralism and bullying practices are causing greater danger. Should this go unchecked, international rule of law, equity, justice, equality and mutual trust will no longer exist, and the world will descend into absolute chaos. We must stand together and fight back. I wish to emphasize that, no matter how the world may evolve, China will always side with multilateralism and international justice, firmly uphold the international order based on international law, reject hegemonism and bullying practices and oppose self-proclaimed supremacy and power politics. We jointly initiated the Belt and Road Initiative international green development coalition with the United Nations Environment Programme and have helped relevant countries develop renewable energy projects, such as hydro, wind and photovoltaic power, to achieve an energy transition and green development. With China’s efforts, the Group of 20 issued its first presidential statement on climate change in 2016. For two consecutive years, China, France and the United Nations held trilateral high-level meetings and issued communiqués on climate change, setting an example for the international community. As a co-lead of the nature-based solution track of the Climate Action Summit, China pushed for nearly 200 initiatives, ensuring positive outcomes for the Summit.

  13. In 2018, the share of non-fossil fuels in China’s total energy consumption reached 14.3 per cent. New energy vehicle ownership in China accounts for more than half of the world’s total. We earnestly implement the basic State policy of resource conservation and environmental protection and promote ecological progress to build a beautiful China. A quarter of the world’s newly afforested area since 2000 is in China. China is working to treat 50 per cent of its treatable desert land by the end of this year. The Security Council, as the organ handling international peace and security issues, should act in line with the mandates of the relevant resolutions, analyse security challenges and the security implications of climate change for the countries concerned and discuss and handle relevant issues on a country-specific basis. China has been actively tackling climate change and implementing the Paris Agreement on Climate Change while fighting COVID-19 and promoting economic recovery. We pursue green development, put people first and make every effort to address environmental issues to meet our people’s aspiration for a better life. China’s carbon dioxide emissions in 2018 were 45.8 per cent lower than in 2005, thus meeting the emissions-reduction target two years ahead of schedule.

  15. Developed countries should actively transfer climate-friendly technologies to help developing countries enhance capacity for adaptation and mitigation and accelerate green development. Fourthly, we should encourage United Nations agencies to better discharge their respective responsibilities and work in a coordinated manner to form synergy. The UNFCCC secretariat, the United Nations development system and Resident Coordinators should, in accordance with their mandates, mobilize the efforts of all sides to provide targeted support for climate change response and economic and social development.

  16. Climate change is, in essence, a development issue rather than a security issue; there is no direct linkage between the two. The solution to climate change lies in sustainable development. Progress on the development front is conductive to effectively addressing climate change and security risks exacerbated by climate change. The international community should give priority to development in the coordination of global macroeconomic policy. Countries should promote green and low-carbon transformation and enhance resilience in the face of climate change. Thirdly, we should put people first and ensure that no one and no country is left behind. African countries and small island developing States are confronted with underdevelopment, resource shortages and weak technology.

Every country should firmly support multilateralism instead of putting itself first, implement the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement on Climate Change, especially the principle of common but differentiated responsibilities and respective capabilities, and build a fair, equitable and win-win global climate-governance system. The biggest challenge facing the multilateral climate process is the significant financing gap. Developed countries should fulfil their commitments to provide $100 billion in climate financing annually by 2020, set a new collective quantified goal and enhance the transparency of financial support. Secondly, we should prioritize development and advance the cause of sustainable development.

I also listened attentively to Ms. Pasisi’s briefing. Humans and nature share a community of life. What hurts nature hurts humans. Climate change poses a major obstacle to sustainable development. The outbreak of the coronavirus disease (COVID-19) reminds us again that no country or individual is immune to global challenges, and solidarity and cooperation are what is most needed. Climate change endangers the future of humankind and requires joint efforts by all of us. In this context, China wishes to stress the following. First, we should honour commitments and effectively implement the multilateral consensus on climate change.

We call on the international community to provide more support to Palestine, including through UNRWA. We also call for the prompt lifting of the blockade on the Gaza Strip.   22. We call on the international community, especially countries having influence on Palestine and Israel, to remain impartial and just in promoting peace talks. We should never lose sight of the humanitarian situation in the occupied Palestinian territory and the hardship the Palestinian people are suffering. The continued blockade of the Gaza Strip has aggravated the humanitarian situation on the ground. The suspension of bilateral agreements and coordination in response to the annexation plan have brought about consequences felt by ordinary Palestinians.   23. It is a critical moment to advance the Middle East peace process and resume equal and meaningful peace talks between Palestine and Israel. International agreements, such as relevant United Nations resolutions, the land-for-peace principle and the two-State solution are important parameters in the Middle East peace process. They embodied the wisdom and hard work of several generations and should be observed and implemented. China supports President Abbas’s call for an international peace conference and an enlarged multilateral mechanism for peace and will positively consider participating in appropriate ways.   24. China is also deeply concerned about reports of the plan to annex part of the occupied Palestinian territory. Such a plan, if implemented, will seriously violate international law and relevant United Nations resolutions and imperil the two-State solution. We urge the relevant party to refrain from taking any unilateral actions and to do its best to de-escalate conflict and tension. It is also our firm position that no country should support unilateral actions. It is equally imperative to stop settlement activities, the demolition of Palestinian structures and violence against civilians. The Security Council should discharge its mandate and play its part to ensure that its decisions, including resolution 2334 (2016), are fully implemented.

  25. I thank Special Coordinator Mladenov for his informative briefing. I also thank Mr. Shikaki and Mr. Levy for their presentations. Over the past few months, the international community has been following the situation in Palestine with growing concern. It is very unsettling that the planned annexation may provoke a new round of tensions and put the Middle East peace process in jeopardy. The international community has been loud and clear in voicing its rejection of annexation. During the open video-teleconference in June (see S/2020/596), the Secretary-General warned the Council that we were at a watershed moment. As he put it, the annexation would constitute a most serious violation of international law. China shares his sentiment and supports his call for abandonment of the annexation plans.

I wish to take this opportunity to reiterate that the Syrian issue should be addressed with a holistic approach, taking into account the political, counter- terrorism, security, humanitarian and other aspects as a whole. In the light of the COVID-19 pandemic, lifting unilateral coercive measures becomes more important and urgent to improve the humanitarian situation in Syria. China calls on the Security Council to address this critical issue and requests a comprehensive assessment by the Secretariat on the impact of unilateral coercive measures on the humanitarian situation in Syria. We urge the United States to lift its unilateral coercive measures on Syria immediately, stop causing more harm to the lives and livelihoods of the Syrian people, stop politicizing the humanitarian issue and putting up a hypocritical political show and demonstrate a responsible attitude and a spirit of humanitarianism with concrete actions.

We have noted that the latest resolution presented by Belgium and Germany (resolution 2533 (2020)) reaffirms the commitment to the sovereignty, independence, unity and territorial integrity of Syria and includes further adjustment to the cross- border mechanism. This is another step in the right direction. It must be pointed out that years of illegal sanctions have exacerbated the economic and humanitarian crises in Syria, devastating livelihoods and bringing untold suffering to innocent civilians. The sanctions have also seriously undermined Syria’s ability to respond to the coronavirus disease (COVID-19). The repeated calls made by Secretary-General Guterres and Special Envoy Pedersen for the lifting of unilateral coercive measures have received the overwhelming support of United Nations Member States.

It is China’s consistent position that the international community should increase humanitarian assistance to the Syrian people on the basis of respecting Syria’s sovereignty and territorial integrity. China encourages the relevant parties to step up communication and cooperation with the Syrian Government to facilitate its positive role and help remove obstacles to cross-line humanitarian relief to meet the needs of the Syrian people. China provides strict predeployment training to ensure that peacekeepers better understand and respect local people and culture. Chinese peacekeepers are well-disciplined. They have successfully completed large numbers of peacekeeping tasks. Peace, development and human rights are the three pillars of the United Nations and are mutually reinforcing. Peacekeeping missions should, within their mandates, assist Governments in strengthening capacity-building, help the Governments and the people of host countries fight the pandemic, put people at the centre of their efforts and safeguard people’s rights to life and health in an effective manner. Fourthly, peace operations should strengthen prevention and punishment for internal human rights violations. Human rights violations by peacekeeping personnel have been reported in recent years, undermining the image of the operations and exposing deficiencies in internal management. Peacekeeping operations, whether deployed by the United Nations or regional organizations, should improve internal management, strengthen discipline and effectively address and prevent such incidents to avoid negative results.

  33. Peacekeeping operations must strictly follow Security Council resolutions, fully communicate with host-country authorities and respect their unique circumstances. At the same time, the Governments of host countries have the primary responsibility of promoting and protecting human rights. Peace operations cannot do the job of Governments or parties to conflict in their place; rather, they should create a favourable environment for the relevant parties to promote and protect human rights. Thirdly, peace operations should assist countries in responding to the coronavirus disease in order to promote and protect people’s rights to life and health. The health of people in countries where health systems are weak, such South Sudan, Mali and the Democratic Republic of the Congo, are under serious threat.

  34. Mandating everything under the sun without prioritizing makes it hard for peacekeeping operations to achieve their main objective. We can see in Mali and South Sudan that the issue of human rights is not the main driver of the conflicts. Accordingly, efforts to fulfil a human rights mandate should serve, not divert attention from, the central task of those peacekeeping missions. Only by promoting the peace process can we make the improvement of human rights possible. Secondly, the ownership of host countries must be fully respected in the implementation of a human rights mandate. Human rights situations come in endless varieties and differ according the specific situation in a country.

As a powerful instrument of the Security Council in the maintenance of international peace and security, peacekeeping operations have been playing an important role in upholding the rights to livelihood and peace of the people in host countries and have created basic conditions for them to realize their right to development as well as other human rights. With regard to peace operations and human rights, I wish to highlight the following points. First, the objective of peace operations is to support the political settlement of hotspot issues. Therefore, when the Security Council sets the mandate for a peace operation, the priority should be promoting political settlement. Whether human rights protection should be included in the mandate depends on the situation of the mission in question.

  36. I welcome Minister Kramp-Karrenbauer to the Security Council and thank her for presiding over today’s meeting. I thank High Commissioner Bachelet and Special Representative Shearer for their briefings. I also listened attentively to the briefing by Mr. Dismas Kitenge Senga. The first United Nations peacekeeping operation was launched in 1948. Since then, over the past 72 years, the mandates of United Nations peacekeeping have been broadened from monitoring ceasefires to comprehensive actions in the political and security fields. United Nations peacekeeping has become an important instrument for maintaining international peace and enhancing collective security. The promotion and protection of human rights is a common ideal of humankind, but it is possible only when there is peace and stability.

Iran has clarified the conventional and self-defensive nature of its missile programme on many occasions. It is important that all parties accurately interpret the resolution so as to avoid having a negative impact on the implementation of the JCPOA. Since the conclusion of the JCPOA, China has been committed to upholding the authority of the resolution and the efficacy of the JCPOA. The report welcomes the positive developments in the Instrument in Support of Trade Exchanges, encourages Member States to fully support and utilize the procurement channel and supports Member States' trade and economic relations with Iran, especially during the coronavirus disease pandemic. China appreciates that. Meanwhile, China agrees with some countries that the report should remain fact-based and reflect the implementation of the resolution in an objective, balanced and comprehensive manner. The 2231 format is not a sanctions mechanism. The Secretariat should act in strict accordance with its mandate and functions. The report fails to fully accommodate and reflect the legitimate concerns of Iran. It also reaches conclusions on issues, such as the origin of weapons, that are based solely on one-sided information.

  40. We call on all parties to pay due attention to Iran's readiness for continued cooperation with the Agency and to find solutions at an early date. The Iranian nuclear issue concerns peace and stability in the Middle East. Maintaining the JCPOA is in the interests of all parties. Regional countries should resolve disputes through dialogue and negotiation. Countries outside the region should inject positive energy into the region's peace and stability. All parties should work constructively to de-escalate the situation and promote the settlement of hot- spot issues in the region. The Secretary-General's report underlines the importance of safeguarding the JCPOA and calls upon Member States to avoid provocative rhetoric and actions.

  41. All provisions of resolution 2231 (2015) should be implemented, including arrangements on arms-related restrictive measures. Having quit the JCPOA, the United States is no longer a participant and has no right to trigger snapback in the Security Council. The Iranian nuclear issue is at a critical stage. The full and effective implementation of the JCPOA is the only right way forward. Iran's reduction of its commitment under the JCPOA is a result of the United States maximum pressure.   42. The root cause of the current crisis is the United States withdrawal from the JCPOA and its unilateral sanctions against Iran. As stated in the Secretary-General's report (S/2020/531), these actions continue to be contrary to the goals set out in the JCPOA and resolution 2231 (2015). The United States has decided to end the sanctions waiver to nuclear projects under the agreement and pushed for an extension of the arms embargo on Iran. This has again undermined the joint efforts to preserve the JCPOA. We urge the United States to stop its illegal unilateral sanctions and “long-arm jurisdiction”, and return to the right track of observing the JCPOA and resolution 2231 (2015). China opposes the United States push to extend the arms embargo on Iran.

  43. I thank Under-Secretary-General DiCarlo, Ambassador Pecsteen de Buytswerve and Ambassador Skoog for their briefings. I welcome the attendance of Secretary-General Guterres and Foreign Minister Zarif. The Joint Comprehensive Plan of Action (JCPOA) is an important multilateral agreement endorsed by resolution 2231 (2015). It is legally binding and should be effectively implemented. Earlier this month, Chinese State Councilor and Foreign Minister Wang Yi clearly stated China's position on the Iranian nuclear issue in his letter to the Secretary-General and President of the Security Council (S/2020/517, annex). Preserving the JCPOA is conducive to safeguarding multilateralism, the international order based on international law, the international non-proliferation regime and peace and stability in the Middle East.

  45. We are willing to maintain communication with fellow Council members on this issue. I would like to take this opportunity to express appreciation to the humanitarian workers who are delivering services to the people in need, in accordance with the guiding principles of humanitarian emergency assistance set forth in General Assembly resolution 46/182. With regard to the security situation, China supports the ceasefire appeals made by the Secretary-General and his Special Envoy and calls on all parties to use this opportunity to enhance political dialogue and mutual trust. Meanwhile, we should remain alert to the fact that armed groups and terrorists are seeking to take advantage of this period to escalate attacks, as mentioned in the report of the Secretary-General.

  46. We are glad to learn about the progress in cross-line humanitarian operations. In May, the World Health Organization dispatched an overland delivery of medical supplies from Latakia to the north-east, apart from deliveries that continued by air. United Nations agencies and relevant parties should put more focus on removing the obstacles to cross-line operations and work with the Syrian Government to use the crossing points under its control and with its consent. With regard to cross-border humanitarian assistance, we take note that such operations are still needed in Syria, even if relevant parties have different positions on the cross-border mechanism. We believe that any decision of the Security Council must show respect for the sovereignty and territorial integrity of Syria.

  47. Rich and convincing research and analysis has been done, including by the Office for the Coordination of Humanitarian Affairs (OCHA), on how sanctions trigger humanitarian consequences. For example, sanctions and economic blockades lead to increased unemployment and further result in reduced household income for workers and reduced nutritional intake for their dependents. We call on OCHA to give greater attention to the negative impact of sanctions on the humanitarian situation in Syria and other countries and update the Security Council with a comprehensive review on this topic. As we have repeatedly stated, the Syrian Government bears the primary responsibility for improving the humanitarian situation in Syria, including preventing and containing the spread of COVID-19. It cannot shirk its role.

  48. The coronavirus disease (COVID-19) pandemic brings a further challenge. The big picture of the Syrian humanitarian situation is gloomy. The prominent factor causing the economic and humanitarian crisis in Syria is unilateral sanctions. The Secretary-General has made a distinct appeal for the waiving of sanctions that undermine countries’ capacity to respond to the pandemic. The Special Envoy of the Secretary-General for Syria and the United Nations High Commissioner for Human Rights echoed this global appeal. Countries of the region have also voiced their concern over sanctions on Syria, holding that such sanctions have already affected the region’s economy. We once again strongly urge relevant countries to lift these sanctions.

  49. I thank Under-Secretary-General Lowcock for his briefing and welcome the Syrian and Turkish Ambassadors to today’s meeting. I also listened carefully to Ms. Sirkin’s remarks. China wishes to express its growing concern over the economic and humanitarian situation in Syria. We are deeply worried about the suffering of civilians across the country. In his latest report (S/2020/576), the Secretary-General also shares his deep concern over the accelerating economic decline and its impact on the prices of essential items for the Syrian people. Since June last year, there has been a 200 per cent increase in food prices. The Syrian pound reached its lowest point on record against the United States dollar. The World Food Programme has estimated that 9.3 million people are food insecure in Syria.

  50. The Security Council should attach importance to this issue and support the Special Envoy’s call for effective, cooperative and targeted counter-terrorism efforts. We also call on relevant parties to launch negotiations and take actions on counter-terrorism. The future of Syria must be decided by the Syrians, without foreign interference. It is fundamental to respect and uphold the sovereignty and territorial integrity of Syria. China will continue to support the good offices of the Special Envoy in fulfilling his mandate, endorsed in resolution 2254 (2015).
