  2. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) provides education, medical and other essential services to more than 5 million Palestinian refugees, while making important contributions to improving the humanitarian situation in Palestine. The Agency now faces massive financial strains. We are deeply worried and echo the Secretary-General’s call for the international community to honour its commitments and scale up support for the Agency. China has actively supported the Agency’s work and has increased its annual contributions to the Agency several times. Last month, the health kits donated by China to refugees, both inside and outside Palestine, arrived in the relevant countries.

China is deeply concerned about this and calls for the implementation of resolution 2334 (2016) and ending the demolition of Palestinian homes, the destruction of Palestinian property and violence against civilians. The coronavirus disease pandemic has dealt a heavy blow to the economic and social development of Palestine.   4. Imposed solutions simply will not work. We have noted that President Abbas’ proposal for an international peace conference to be held early next year has received positive responses from parties. The international community should strengthen coordination to forge synergy for multilateral peace efforts. We should put people first and improve the economic and humanitarian situation in Palestine. According to United Nations statistics, since the beginning of this year, 689 Palestinian structures have been demolished, reaching a record high. At the beginning of this month, 76 Palestinian structures were demolished in the West Bank, leaving more than 70 people homeless, over half of them children.

During the recent general debate of the Fourth Committee, Member States expressed their views on the situation the Middle East and the Palestinian question and once again set out their expectations for the realization of a comprehensive, just and lasting peace in the Middle East. The international community, especially countries with influence on Palestine and Israel, should adopt an objective and impartial, position, actively promote peace and dialogue and make genuine efforts conducive to the Middle East peace process. Any initiative or plan concerning the Palestinian issue must take into account the voices of regional countries and organizations, especially Palestine, and heed the concerns of all the parties. No plan that deviates from the path of peace in the Middle East will succeed in bringing about lasting peace.

China supports resolving the issue of the occupied territories in the West Bank in accordance with the relevant United Nations resolutions and defining the final border between Palestine and Israel through peaceful negotiations. We call on all the parties concerned to refrain from unilateral actions that might aggravate the conflict. In particular, there is a need to abandon annexation plans and stop settlement activities in the occupied territories. The relevant parties should abide by the understanding reached in late August, cease fire, stop violence and avoid an escalation of tensions in the Gaza Strip. We need to further coordinate and facilitate international peace efforts.

As Secretary-General Guterres said, the international community should continue its crucial work, push to end the Palestinian-Israeli conflict and achieve a comprehensive, just and lasting peace in the Middle East. We must stay the course of taking forward the political settlement based on the two-State solution. The relevant resolutions, the principle of land for peace and the two-State solution, epitomizing the wisdom and efforts of many generations, remain an important foundation for resolving the Palestinian issue. However the international situation evolves, they must be observed and implemented, and there should be no turning back. Resolution 2334 (2016) unequivocally defined settlement activities in the occupied Palestinian territories as violations of international law that undermine the prospects for a two-State solution.

I would like to take this opportunity to express my deepest condolences on the passing away of Mr. Saeb Erekat, Secretary General of the Executive Committee of the Palestinian Liberation Organization, and my heartfelt sympathies to the Palestinian Government and people and Mr. Erekat’s family. Mr. Erekat’s lifelong devotion to Palestinian national liberation and the settlement of the Palestinian issue through peaceful negotiations won him great respect throughout the world. The worsening humanitarian situation in Yemen is affecting people’s all aspects of people’s lives. We must be particularly vigilant about issues of famine, child malnutrition and the coronavirus disease. The international community, especially the donor countries, should provide sufficient funds to the humanitarian response plan and substantially increase humanitarian assistance to the Yemeni people to prevent famine and fight the pandemic. China and Yemen have a tradition of friendship. China has been providing Yemen with humanitarian assistance, including food and medical equipment, for a long time. China recently donated testing kits, personal protection equipment and medical masks to help Yemen fight against the pandemic.

On Monday, State Councillor and Foreign Minister Wang Yi attended a China-Gulf Cooperation Council ministerial video conference, in which he once again called on all parties concerned to resolve regional hotspot issues by political means and through dialogue and negotiation. His appeal was unanimously endorsed by the ministers of the Gulf countries. We call on the international community and the Gulf countries to work together to build a platform of dialogue for regional security, continue to accumulate political trust to resolve differences and conflicts and strive to eliminate the root causes of conflict with a view to maintaining peace and stability in the region. Fourthly, we must strive to ease the humanitarian crisis in Yemen, putting people at the centre.

  13. The Stockholm Agreement has been signed for almost two years and the Riyadh agreement has been signed for one year. All parties should fulfil their commitments and effectively implement those agreements and relevant Council resolutions. Recently, the Yemeni Government and the Southern Transitional Council have been engaged in close consultations. Regional countries like Saudi Arabia have actively carried out mediation. Important progress has been made in the formation of a new government. China welcomes all this and hopes that a new Government will be formed soon and military and security arrangements be implemented.

  14. At the same time, China is concerned about the recent drone attacks against Saudi Arabia. A political settlement is the only way out of the Yemeni issue. We call on all parties in Yemen to heed the appeal for a ceasefire by the Secretary-General and the Special Envoy, respond to the people’s aspiration for a happy and stable life, stop the use of force and restore peace, stability and order in Yemen at an early date. Undoubtedly, the urgency of resolving the Yemeni issue is increasing. China has always supported the political settlement of the Yemeni issue and the United Nations-led peace process. First, force cannot solve any problem and the hostilities must stop as soon as possible.   17. This year marks the twentieth anniversary of China’s initial dispatch of police to participate in United Nations peacekeeping operations. Over the past 20 years, China has dispatched altogether more than 2,600 police officers, among whom eight have sacrificed their precious lives. As we speak, there are still about 30 Chinese police officers performing peacekeeping tasks in South Sudan and Cyprus. Over the past 20 years, from Timor-Leste to Bosnia and Herzegovina, from Haiti to South Sudan, Chinese police have been involved in nine post-conflict countries on four continents and grown into experience-sharers and plan-contributors.

  18. China supports the peacekeeping police of MINUSMA in helping the transitional Government of Mali advance steadily the transitional process and continue implementing the peace agreement. It bears emphasizing that the primary responsibility for civilian protection should be borne by the Government of the country concerned, and that peacekeeping police should focus on providing assistance to the country. UNMISS has made an important contribution to protecting local civilians, but it will be impossible to maintain its presence permanently in the country. The key lies in helping the country improve its capabilities for civilian protection. Now that the overall political situation in South Sudan is improving, the Mission should gradually transfer the responsibility of protecting civilians to the national Government.

When formulating the mandates for police in peacekeeping, the Security Council should fully listen to the views of the country concerned and the police contributing countries to work out clear and operable mandates that are in keeping with the realities. In addition, the Council should act in light of the evolving situation to adjust in a timely fashion the mandates’ priorities and focus on serving the central goal of political settlement of hotspot issues. The peacekeeping police of MINUSCA should actively provide, under the Security Council mandate, logistical and security support for the election process and create an enabling environment for the peaceful and smooth holding of the general election.

  20. Only when peacekeeping capacity-building and resources are assured can peacekeeping performance be effectively improved. Police, civilian and military components of missions should work in synergy and beef up joint contingency command capabilities to properly respond to complex situations that may arise. China has always actively pushed for improvement of peacekeeping operations in honouring the commitment made by President Xi Jinping at the United Nations Peacekeeping Summit. Since 2015, the Chinese Government has trained more than 1,000 peacekeeping police officers from various countries. There should also be full assessment of possible risks, proper safety and security training and thorough preparations before deployment. Secondly, the capacity-building of peacekeeping police should be strengthened and performance in peacekeeping improved. The implementation of the Secretary- General’s Action for Peacekeeping initiative hinges on bolstering peacekeeping capacity-building. Member States and the Secretariat should work with one mind and in concert to help police-contributing countries, provide targeted training for peacekeeping police and provide the latter with sufficient resources to perform their duties.

  22. The working environment of police in peacekeeping is becoming increasingly complex and dangerous. The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), the United Nation Mission in South Sudan (UNMISS) and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) are examples of that. Ensuring the safety and security of peacekeeping police is a prerequisite for the effective performance of duties. Member States and the Secretariat should take practical measures to fully implement resolution 2518 (2020) and help peacekeeping police strengthen the capabilities related to situational awareness and improve the equipment and medical conditions in an effort to minimize safety and security risks.

The Security Council should ponder deeply about the landscape, tasks and future development of peacekeeping police and explore ways for enhancement and improvement. I would like to share the following points. First, the safety and security of police in peacekeeping should be effectively guaranteed.

In particular, large countries should play their part and take the lead in promoting international solidarity and cooperation, providing global public goods and helping to cope with global challenges. This year marks the seventy-fifth anniversary of the founding of the United Nations. Secretary-General Guterres has called for a global ceasefire before the end of the year. China recently launched the Global Initiative on Data Security to build a peaceful, safe, open, cooperative and orderly cyberspace.   28. The recent terrorist attacks have again demonstrated that terrorism remains a latent threat and global counter-terrorism cooperation must be strengthened, not weakened. We must be resolute in combating acts of terrorism perpetrated whenever, wherever and by whomever. At the same time, We should not link terrorism to any specific country, ethnicity or religion or practice double standards on counter- terrorism issues. We must adopt deradicalization measures to curb the threat of extremist ideology and eliminate the breeding grounds for terrorism. Cybersecurity risks are a new challenge to all countries. There is an urgent need to strengthen communication and coordination at the international level to jointly formulate countermeasures.

  29. No country can benefit from the difficulties faced by other countries or create stability from turmoil elsewhere. The peaceful settlement of disputes is a cardinal principle enshrined in the Charter of the United Nations and constitutes the right way for countries to engage with one another. We must oppose the relentless penchant for or threat of force in international relations. We must reject the Cold War mentality and exclusive cliques. We must be alert to any attempt to provoke confrontation among groups of countries or start another Cold War. Relentless militarism only exacerbates the security dilemma and advanced weapons cannot guarantee absolute security. The countries with the largest nuclear arsenals have an obligation to shoulder their special high-priority responsibility in nuclear disarmament.

The international community should support post-conflict countries in strengthening Government authority, improving governance capabilities, building social consensus and following a development path suitable for their national contexts. We must fully acknowledge that strengthening collective security is essential for achieving our own security. In today’s world, security issues are increasingly interlinked, transnational and diverse. Given the complex and interconnected nature of international security challenges, no country can act in isolation or be preoccupied with the use of force. Embracing the concept of collective, common and general security is the right choice. Disputes and differences in State-to-State relations are inevitable. The key is being committed to solving problems through dialogue and consultation.

During the general debate of the General Assembly at its seventy-fifth session, President Xi Jinping announced that China would endeavour to achieve net-zero carbon emissions by 2030 and carbon neutrality by 2060 (see A/75/PV.4). This demonstrates China’s resolve and responsible posture in addressing climate change. We hope that all countries, including all members of the Security Council, in particular the developed countries, will take concrete steps to jointly promote the implementation of the Paris Agreement on Climate Change. For post-conflict countries, building a solid foundation for sustainable development is key. If development remains at a standstill for too long after a conflict S/2020/1090 has ended, it will be challenging to truly build peace.

We must remain committed to prioritizing people and life, through the coordination efforts of the United Nations and the World Health Organization, by implementing international joint prevention and control measures and accelerating vaccine research and development and the production and distribution of vaccines. The States Members of the United Nations should implement resolution 2532 (2020) and actively respond to the challenge posed by the pandemic to international peace and security. Ultimately, climate change is a development issue. We must continue to uphold the principle of common but differentiated responsibilities and respective capabilities and build a fair and reasonable global climate governance system that facilitates win-win cooperation.

The international community should address development issues with a heightened sense of urgency and promote the comprehensive, rigorous and balanced implementation of the 2030 Agenda. We must fully acknowledge that development is the key to solving all problems.   37. Had certain members shown the same spirit of unity, constructiveness and flexibility, we could have reached consensus and sent out a positive signal. Advancing the women and peace and security agenda is an evolving and enriching process. We should remain open-minded and be inclusive to new perspective and elements, putting emphasis on solving fundamental problems facing women’s development instead of clinging only to existing language and refusing improvement. On many occasions, developing countries have repeatedly stressed that the women and peace and security agenda and the 2030 Agenda for Sustainable Development are interlinked and indivisible. The achievement of sustainable development and the economic empowerment of women are key for preventing conflict, sustaining peace and strengthening women’s protection and participation.

  38. We regret to see that the draft resolution on women and peace and security has not been adopted. A certain member claims that it attaches importance to the women and peace and security agenda, but its actions do not match its words. China has from the very beginning been supportive of Russia’s initiative to promote a draft resolution in commemoration of the twentieth anniversary of the adoption of resolution 1325 (2000) and give new impetus to the women and peace and security agenda. We believe this will help reaffirm our commitment to the agenda and galvanize the positive momentum for better implementation. In this spirit, China participated in the negotiations constructively, contributing to the improvement of the text and to building consensus.

At the high-level Meeting on the twenty-fifth anniversary of the Fourth World Conference on Women, held earlier this month, President Xi put forward the important initiative of convening another Global Leaders’ Meeting on Gender Equality and Women’s Empowerment in 2025, announced another $10 million donation to UN-Women in the next five years, and pledged to continue funding the UNESCO Prize for Girls’ and Women’s Education. China stands ready to continue to work with the international community in advancing the women and peace and security agenda, promoting the greater role of women in peace and security, accelerating the realization of gender equality and women’s empowerment, and contributing to women’s development around the world.

We should fully respect the sovereignty and ownership of the countries concerned, support them in advancing the women and peace and S/2020/1084 security agenda in line with their national conditions, and guide women’s groups and civil society to play a constructive role. China has been actively promoting global cooperation in women’s development, implementing the Beijing Declaration and Platform for Action and the relevant United Nations and Security Council resolutions through concrete action. Five years ago, President Xi Jinping announced a series of initiatives at the Global Leaders’ Meeting on Gender Equality and Women’s Empowerment, including the building of 100 health projects for women and children and 100 “happy campus projects”, and providing vocational training for 130,000 women in developing countries.

The women and peace and security agenda is an integral part of the global cause of women’s development and requires the joint efforts of all countries, international organizations such as the United Nations, regional and subregional organizations, and all sectors of society. We should promote multilateralism and uphold the authority of the United Nations. The Security Council, the General Assembly, the Economic and Social Council, the Peacebuilding Commission and UN-Women should work in accordance with their respective mandates and make their due contributions. We should take seriously and give full play to the unique strengths of regional and subregional organizations such as the African Union and the League of Arab States, and encourage regional initiatives and practices based on the actual conditions prevailing in those regions.

We should also increase investment in women’s education, medical care, employment and so forth, improve women’s livelihoods, eradicate poverty among women and promote women’s development in tandem with social and economic progress, so as to remove obstacles and create favourable conditions for women’s effective participation in the peace process. As the coronavirus disease rages across the world, it has had a severe impact on the economy, employment and people’s lives, and has brought about greater challenges for women. In fighting the pandemic and promoting economic and social recovery, special attention should be paid to vulnerable groups, such as women and children, so that they can overcome the negative impact of the pandemic faster. Fourthly, we must strengthen global cooperation for women’s development.

We should reaffirm our commitment to the Beijing Declaration and Platform for Action and capitalize on the Decade of Action and delivery of the Sustainable Development Goals, so that women’s empowerment becomes the early harvest in our efforts to achieve the 2030 Agenda. In doing so, we can promote development through women’s empowerment and promote peace through development. We should elevate the protection of women’s rights and interests, respond to such challenges as gender-based violence and discrimination, increase women’s voice in political, economic, cultural and social affairs, promote social stability and eliminate the root causes of conflict.

China will participate in the work of the Council’s Informal Expert Group on Women and Peace and Security and, together with other members of the Council, contribute to the implementation of resolution 1325 (2000) and subsequent resolutions. Thirdly, we must promote gender equality and women’s empowerment. The issue of women and armed conflict is one of the 12 priorities in the Beijing Declaration and the Platform for Action. The women and peace and security agenda should be advanced within the overall framework of women’s empowerment and development, in concert with the 2030 Agenda for Sustainable Development.

We should also strengthen the protection of women, resolutely oppose any violence against women and girls, reject sexual violence as a tactic of war, vigorously combat terrorism and protect women from terrorist and extremist forces. We should respect women’s right to speak and to decision-making, ensure their representation in peace negotiations and support the participation of more women in mediation and national governance. We need to protect the legitimate rights and interests of women during and after conflict, provide timely humanitarian assistance to women affected by conflict and give full consideration to their actual difficulties and needs.

  46. Prevention, protection, participation, relief and recovery are the four pillars of the women and peace and security agenda. Only by promoting the work in these four areas in a balanced manner can we continue to achieve steady progress. We should make every effort to prevent conflicts, give special attention to eliminating the root causes of conflicts and create a peaceful environment for the development of women. The Security Council should fulfil its S/2020/1084 primary responsibility of maintaining international peace and security, promote the political settlement of hotspot issues and encourage all parties to respond to the Secretary-General’s appeal for global ceasefire by committing themselves to resolving disputes through dialogue and consultation.

They are found patrolling in the infantry battalion of the United Nations Mission in South Sudan, clearing minefields in the engineering company of the United Nations Interim Force in Lebanon (UNIFIL) and treating patients in the peacekeeping hospitals of the United Nations Multidimensional Integrated Stabilization Mission in Mali and the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo. In May, Ms. Xin Yuan, a senior demining staff officer of UNIFIL and an outstanding representative of Chinese female peacekeepers, was awarded the United Nations Certificate of Recognition for her work advocating gender equality in the military. Secondly, we must advance the women and peace and security agenda in a holistic and balanced manner.

As we speak, female Special Representatives and Special Envoys are working tirelessly for the political settlement of hotspot issues, taking on risks and difficulties, and countless women peacekeepers and volunteers are promoting reconciliation and reconstruction, helping the needy in conflict zones. We should continue to uphold the spirit of resolution 1325 (2000) and support women in participating on an equal footing in the peace process in a comprehensive and effective manner and in making greater contributions. When it comes to maintaining international peace and security, Chinese women have never been absent. Over the past 30 years, more than 1,000 Chinese women have participated in United Nations peacekeeping operations.

The international community should capitalize on these anniversaries to reaffirm its commitment, increase input and inject new impetus into the women and peace and security agenda and women’s development. First, we must continue to support women in playing an important role in peace and security. Twenty years ago, the Security Council unanimously adopted resolution 1325 (2000), which re-examined and defined the relationship between women and peace. As Secretary-General Guterres put it, it was the first time women were recognized not only as victims of war but also as people with their own agency and expertise in finding peaceful solutions to conflict. Progress has been made in the implementation of resolution 1325 (2000) in recent years, and women are playing an increasingly important role in the field of peace and security.

  50. I thank Secretary-General Guterres and Executive Director Mlambo-Ngcuka for their briefings. I also thank all other briefers for their statements. This year marks the seventy-fifth anniversary of the United Nations, the twenty-fifth anniversary of the fourth World Conference on Women, held in Beijing, and the twentieth anniversary of the adoption of resolution 1325 (2000), on women and peace and security. It is also the fifth anniversary of the adoption of the 2030 Agenda for Sustainable Development. These anniversaries are meaningful reminders of the interconnectedness of promoting gender equality, maintaining international peace and security and achieving sustainable development.
