  4. Libya is concerned about the loss of frozen assets, and the Sanctions Committee should expedite its consideration of appropriate ways to respond to its legitimate concerns. The annual report of the Sanctions Committee’s Panel of Experts on Libya (see S/2021/1256) was leaked before its official release, causing speculation. It is hoped that further measures will be taken to prevent the recurrence of such incidents. China is ready to work with the international community to further contribute to achieving lasting peace, prosperity and development in Libya.

  5. China appreciates the efforts made by the Libyan Government to draw up a Government budget, unify the Central Bank institutions and improve economic management. It encourages the Libyan Government to continue to stabilize oil production, promote economic reforms, improve public services and resume economic development as soon as possible. The international community should increase assistance to benefit and deepen investment cooperation in trade, investment, infrastructure construction and other fields. Fourthly, we should take the current situation into account and serve the overall goal. China has always believed that sanctions are only a means, not an end in themselves. Under the current circumstances, the arms embargo imposed on Libya should be effectively implemented.

Recently, the Libyan parties successfully formed the Government of National Unity, completed the transfer of power, embarked on a national reconciliation process and held municipal elections, achieving positive results. The next step is to ensure that the general election at the end of the year is held on schedule and smoothly. We encourage all parties to put the interests of the country and its people first, strengthen unity and cooperation and resolve disputes that may arise in the course of the election preparations through dialogue and consultation. In accordance with its Security Council mandate, UNSMIL should strengthen its communication and coordination with the Libyan Government and provide constructive assistance. Thirdly, we should expedite post-war reconstruction and consolidate the gains of peace.

Under the mechanism of the 5+5 Joint Military Commission, all parties in Libya should continue to fully implement the ceasefire agreement, actively promote security sector reform and establish joint military and police forces. The international community must create favourable conditions for that. The United Nations must deploy the United Nations Support Mission in Libya (UNSMIL) ceasefire monitoring mechanism as soon as possible, in accordance with the requirements of resolution 2570 (2021) and on the basis of the principle of ownership and leadership by the Libyans. The withdrawal of foreign combatants and mercenaries from Libya should be carried out in an organized and orderly manner to prevent further negative impacts on regional stability. Secondly, we should maintain the positive momentum and advance the political transition.

I thank Special Representative Kubiš and the Chair of the Security Council Committee established pursuant to resolution 1970 (2011) concerning Libya, Ambassador Tirumurti, Permanent Representative of India, for their briefings. Since the beginning of this year, the ceasefire in Libya has generally been maintained and the political process has continued to move forward. All parties in Libya and the international community must cherish the fruits of peace, seize the window of opportunity and continue to strengthen their efforts to achieve long-term stability in Libya. I would like to make the following points. First, the ceasefire should be maintained, and peace and stability should be preserved. Maintaining the ceasefire is the fundamental prerequisite for advancing the political transition and unifying State institutions.

The United Nations should take into account the situation in the Sahel, formulate and promote a comprehensive development strategy, increase investment from relevant international institutions in the region and make joint efforts at the international, regional and relevant national levels to achieve lasting peace and development in the region. We must continue to make efforts in that regard. On China’s initiative, the Security Council will hold a high-level meeting tomorrow on promoting post-pandemic reconstruction in Africa and eliminating the root causes of conflict. China supports all parties in strengthening communication and finding a solution that responds to the current regional context, meets the needs of the Joint Force and takes into account the political and legal concerns of all parties. Such a solution must also be accepted by all parties. Thirdly, comprehensive measures must be taken to eliminate the root causes of conflicts. The security challenges facing the Sahel cannot be completely resolved by military means alone. We must delve into the root causes of conflicts; address the multiple challenges faced by the region, such as economic development issues, food insecurity, environmental degradation and ethnic conflicts; and implement comprehensive policies in order to prescribe the right medicine. China supports the efforts of international partners and the Peacebuilding Commission.

  20. We have provided 300 million yuan through bilateral channels to assist the Joint Force, with its disbursement under the way. The Joint Force is a regional counter-terrorism operation authorized by the African Union. The European Union has provided considerable financial support. We look forward to the continued strong support of the European Union, in particular of relevant member States. The United Nations Multidimensional Integrated Stabilization Mission in Mali has provided logistical support to the Joint Force. It is hoped that as it fulfils its core mandate, the United Nations Multidimensional Integrated Stabilization Mission in Mali will work in close coordination with the Joint Force, in accordance with relevant United Nations resolutions, to further optimize the logistical support programme.

The spillover effect of the conflict in Libya is an important factor in the deterioration of the security situation in the Sahel. The withdrawal of foreign fighters and mercenaries from Libya must be conducted in an expedited yet organized and orderly manner so as to avoid further negative impacts on regional security. Secondly, international support must be increased to resolve the concerns of the Joint Force. The lack of funding is a major constraint to the Joint Force playing a greater role. China supports sustainable and predictable financial support for the Joint Force.

  22. First, it is important to strengthen coordination and cooperation to form a joint force against terrorism. For some time, the security situation in the Sahel has continued to deteriorate. Terrorist activities have caused heavy casualties, left large numbers of people displaced and caused a spillover effect. China is deeply concerned about the situation and sincerely thanks the countries of the region and the Joint Force for actively carrying out counter-terrorism operations and achieving a number of goals. Chad has added 1,200 military personnel to the Joint Force, thereby fully demonstrating Chad’s important role in regional counter-terrorism. The African Union announced that it will send 3,000 standby troops to the Sahel, which is conducive to strengthening the regional counter-terrorism force.

  34. All parties to the conflict must ensure safe and unimpeded humanitarian access and keep the avenues open for the import of food, oil and other commodities. China commends Saudi Arabia’s decision to provide Yemen with $422 million worth of oil products. We welcome the arrival of the first shipment to the port of Aden, which will bring electricity to the public in different governorates of Yemen. Over the years, China has provided large amounts of humanitarian assistance to Yemen through bilateral and multilateral channels. From 2017 through 2020, China provided more than 11,700 metric tons of food aid to Yemen. Since early last year, we have provided polymerase chain reaction test kits, medical masks, personal protection equipment and other anti-COVID-19 supplies to Yemen.

  35. We noted that regional countries have recently expressed their commitments to advancing the peace process in Yemen and have engaged in friendly interactions among themselves. We hope these positive signs will translate into tangible actions that can make peace talks happen through dialogue and consultation. Thirdly, we must increase humanitarian assistance to address the immediate needs of the Yemeni people. Today, across the country, the state of the civilian population is worrisome. The risk of famine is imminent. Controlling the coronavirus disease (COVID-19) is an uphill struggle, and the oil supply is very unstable. China calls on donor countries to disburse their pledges without delay to keep the United Nations humanitarian relief programmes going.

  36. The proposals for a nationwide ceasefire, lifting the blockade on Sana’a airport and Al-Hudaydah port and relaunching political negotiations have been on the table for months. But the negotiation process has been dogged by repeated delays. We hope the Special Envoy will stay in close communication and coordination with regional countries to identify where the crux lies and encourage those countries with influence on the parties to play a greater role. His Excellency Mr. Wang Yi, China’s State Councillor and Foreign Minister, put forward a five-point initiative on peace and stability in the Middle East in support of regional countries and peoples playing a major role to find political solutions to the Yemeni and other hotspot issues.

  37. There is no military solution to the conflict. China reiterates its condemnation of the attacks against civilian infrastructure in Saudi Arabia. A political solution is in the interests of all parties. China supports the recent visit by the Special Envoy of the Secretary-General for Yemen to countries of the region and his robust good offices. We welcome the commitments of the Saudi and Yemeni Governments to a peaceful resolution of the conflict. We hope that those efforts will receive a positive response from the relevant parties. Secondly, the roles of regional countries must be leveraged and political talks must be pushed relentlessly. A political solution cannot be achieved without concrete proposals.

  38. I would like to start by sending my very best wishes to all Muslim friends — Eid Mubarak. I thank Special Envoy Griffiths and Under-Secretary-General Lowcock for their briefings. There is significant consensus among the members of the Security Council on the issue of Yemen, which is a political enabler for the resolution of the matter. The next stage should see us working continuously towards our common goal of improving the situation on the ground. I wish to make the following observations. First, we must mobilize every diplomatic effort and work resolutely towards a ceasefire. The military conflict in Ma’rib has not only led to the displacement of civilians, with serious humanitarian consequences, but also exacerbated the confrontation between the parties, undermining the efforts towards a political settlement.
