  1. During its Council presidency in March, China reached out to the countries concerned and regional organizations for their views before the Council meetings on relevant issues. China maintained close coordination with the President of the General Assembly, the President of the Economic and Social Council and the Secretary-General. Such practices proved conducive to the Council’s work, and would be helpful if continued. We encourage the presidencies for different months to better coordinate with each other so as to enhance integrity and synergy and avoid duplication. Fourthly, we should strengthen capacity-building to be better prepared in handling emergencies. The Council’s work is crucial to the peace and security of the world. All actions of the Council must be based on rules and have a solid legal basis.

  2. Thirdly, we should adhere to impartiality and transparency, and enhance communication and coordination with relevant parties and bodies. The Security Council belongs to all Member States and discharges its mandate on their behalf. We should heed the views and recommendations of Member States, especially the countries concerned, and increase their engagement.   3. We must be committed to addressing the root causes of conflict together with other bodies, ensuring development through peace and promoting peace through development. With regard to thematic issues that go beyond its mandate, the Council should work in close coordination with other United Nations bodies, such as the General Assembly and the Economic and Social Council. At present, it is imperative to conduct S/2020/418 S/2020/418 international cooperation against COVID-19, support the Secretary-General’s appeal for a global ceasefire and immediately lift unilateral sanctions. Bearing in mind the expectation of the international community, the Council should adopt a responsible and constructive approach, prevent politicization and take actions in addressing the negative impact on maintaining the international peace and security.

On major issues concerning international peace and security, Council members should build broad consensuses, accommodate the concerns of all parties, prevent politicization and ensure that the Council plays a crucial role at critical moments. Secondly, we should focus on the responsibilities of the Council to address prominent and pressing issues that threaten international peace and security. The world today faces many problems that are related to peace and security in one way or another. The Council should be focused on its priorities, results-oriented, keep to the right direction and not become a grocery store that tries to offer everything. The Council should concentrate on regional and international hotspot issues, promote the political settlement of disputes and continue to keep Africa as its priority.

  5. More than ever, we need multilateralism, a strong United Nations, a robust Security Council, and solidarity and cooperation among Member States. Council members should take the lead in upholding the purposes and principles of the Charter, the international system, with the United Nations at its core, and the international order underpinned by international law. Strengthening communication and cooperation among Council members is the basis for the Council to promote the political settlement of hotspot issues. It is fundamental to improving the efficiency and effectiveness of the Council’s work. China calls on all Council members to take a responsible and constructive attitude, commit to consultation on an equal footing, increase mutual trust, dispel misgivings, seek common ground and resolve differences.

  6. The coronavirus disease (COVID-19) has brought unprecedented challenges to the functioning of the Council. Improving the efficiency, effectiveness and transparency of the Council’s work is what Member States strongly expect. It is also necessary for tackling extraordinary situations like the pandemic. China attaches great importance to the role of the Security Council. China advocates fairness, transparency, efficiency and pragmatism in the Council’s work so that it could effectively fulfil the responsibilities entrusted to it by the Charter of the United Nations. I wish to share the following views on the work of the Council. First, we should strengthen unity and mutual trust and engage in constructive cooperation. We urge the relevant countries to respect the legitimate rights and lives of all the people affected by the pandemic and to immediately lift unilateral sanctions against the countries concerned. It must be pointed out that the humanitarian issues in Syria are closely related to the political process. China calls on all parties to fully implement resolution 2254 (2015) and push forward a Syrian-led, Syrian-owned political process. It should be acknowledged that the Syrian Government has demonstrated political will to facilitate the delivery of humanitarian assistance, and there have been positive developments in cross-line operations. With regard to the issue of cross-border humanitarian assistance, full respect must be given to the sovereignty and territorial integrity of Syria. We call for continued coordination and cooperation between OCHA and the Syrian Government to jointly find a sustainable solution. With regard to the board of inquiry, China has reservations and concerns over the manner of its establishment and working methods. Unilateral sanctions undermine Syria’s capacity to combat COVID-19 and destroy the livelihood of civilians. There are no grounds to justify unilateral sanctions, and we are firmly against them.

  11. Last week, a renowned Chinese hospital held a video meeting with the Syrian Ministry of Health during which Chinese medical experts shared their first-hand experiences in combating COVID-19. We are willing to continue providing assistance within our capacity to Syria and call on other countries to do the same. We also encourage the Office for the Coordination of Humanitarian Affairs (OCHA) and other international humanitarian agencies to make greater efforts to support Syria in responding to the pandemic in various forms. The humanitarian issue in Syria is interlinked with political, economic and security issues and must be managed in an integrated and impartial way. The role of the Syrian Government should be brought into full play.

China is paying close attention to the humanitarian situation in Syria, in particular the impact of the coronavirus disease (COVID-19) on economic and social development in Syria. We take note of the fact that the Syrian Government has taken a series of active measures in the areas of health care, education, transportation, food production and many others to prevent and contain the spread of the virus. We appreciate those efforts. Years of conflict have undermined Syria’s capacity to cope with the pandemic, and the international community must not stand by idly. China is actively cooperating with Syria to combat the virus. The first batch of medical assistance arrived two weeks ago in Damascus.

With a view to achieving food self-sufficiency, China is always actively engaged in international cooperation in agriculture and food. We have provided assistance to other developing countries within our capacity, among other means, by carrying out projects, together with FAO, in the framework of South-South cooperation, and sending experts and technicians to regions of Africa, Asia and Latin America and the Caribbean. Since the outbreak of COVID-19 and the Asian-African locust plague, China has provided active support to other countries in combating the epidemic.   15. The international community should jointly take urgent actions to ensure an unobstructed global food-supply chain and maintain food supply and price stability. We must support FAO and WFP in playing their unique coordinating role in providing humanitarian assistance to countries concerned to prevent large-scale famine. Unilateral sanctions must be lifted as soon as possible. Member States should stabilize industrial supply chains, reduce tariff barriers, facilitate trade and ensure the uninterrupted global supply of food and agricultural products. Humanitarian operations should be conducted in accordance with the purposes and principles of the Charter of the United Nations and relevant humanitarian guiding principles, while respecting the sovereignty of countries concerned.

  16. It is difficult to achieve development without peace and hard to realize sustainable peace without development. Development is fundamental to solving various global issues. It is especially important to support the efforts of Africa and other regions to eradicate poverty and advance the 2030 Agenda for Sustainable Development. Greater attention and input should be given to reconstructing conflict areas and to promoting political, economic, peacekeeping and peacebuilding processes in parallel, while increasing the fundamental development capacity of countries concerned to prevent food crises and other humanitarian disasters. Thirdly, it is critical to strengthen international cooperation and set favourable conditions to promote global food security.

We are carrying out youth exchanges and cooperation with many countries and international organizations, including establishing the China-Africa Innovation Cooperation Centre to promote youth innovation and entrepreneurship, helping the Arab League with the training of young professionals and launching the China-Latin American Young Scientist Exchange Programme, among other things. Besides, we have been providing Government scholarships to young students from all over the world to study in China. We have also deployed excellent young peacekeepers, including female peacekeepers, to various United Nations missions.

  22. As the Secretary-General points out in his report on youth and peace and security (S/2020/167), the 2030 Agenda for Sustainable Development is a cornerstone of long- term prevention. Investing in young people and transforming systems of exclusion into those of inclusion represent a central component of the 2030 Agenda commitment. Countries also need to invest more in education and vocational training for young people, create more employment opportunities, support entrepreneurship, lift young populations out of poverty and help them to achieve all-round development so as to lay a solid foundation for peace. Given the COVID-19 pandemic, we must take the possible disruption in education, employment and accessibility of health services for young people very seriously and address the risks with concrete measures.

  23. Young people should also be enabled to participate in conflict prevention and resolution, contribute to social stability and development and take an active part in post-conflict reconstruction. In particular, we need to combat the terrorism and extremism ideologies that corrode the minds of young people, take the necessary de-radicalization measures and crack down on the infiltration of terrorist and radical groups among young people through the Internet.   25. First, we must step up our efforts to protect young people by preventing conflicts and by shielding them from the harm of terrorism and extremism. As a result, they face the hardships of poverty, unemployment and marginalization, et cetera. Some of them even fall prey to terrorism. Currently, the spread of the coronavirus disease (COVID-19) pandemic also poses great challenges, putting the health, education and employment of young people at risk. The impact should not be overlooked. The international community should fully implement the relevant Security Council resolutions, remain attentive to the development of young people, help them to tackle the challenges arising from the pandemic and support them in playing a bigger role in advancing world peace and development.

  27. China is grateful to the Dominican Republic for its initiative to convene this meeting. I also thank the Secretary-General and his Envoy on Youth, Ms. Jayathma Wickramanayake, for their briefings. We listened attentively to the remarks of the briefers. We thank them for sharing their thoughts with us. Young people account for 16 per cent of the world population, and they play an important role in promoting sustainable development, maintaining international peace and security and strengthening global solidarity and partnership. China attaches great importance to the youth, peace and security agenda. We are pleased to note the progress made in the implementation of the relevant Security Council resolutions, including resolutions 2250 (2015) and 2419 (2018).

  28. The Chinese Government has provided emergency medical supplies, including testing kits, protective gear, protective goggles and N95 face masks, to the Palestinian people. Chinese charity institutions are also doing the same. We will continue to do so. We remain committed to supporting the just cause of the Palestinian people to restore their legitimate national rights and establish a Palestinian State, with full sovereignty, based on the 1967 borders, with East Jerusalem as its capital.

The international community should turn the current crisis of the pandemic into an opportunity, invest more efforts in pushing for a political process, commit to the two-State solution and work towards the early resumption of peace talks between the Palestinians and the Israelis. The relevant United Nations resolutions, the principle of land for peace and the Arab Peace Initiative should be observed. Any new initiatives should, without exception, meet those basic international parameters. The Council should work with the international community to advance the Middle East peace process. China maintains its principled positions on the Palestine issue, and we stand ready to help the Palestinian people in their fight against the COVID-19 pandemic.

  30. The relevant parties should fulfil their obligations under international law in order to ensure the delivery of essential services and humanitarian aid to those in need. We call for the lifting of the blockade against Gaza, which hinders pandemic responses. UNRWA has intensified its efforts to help the Palestine refugee community to address this unprecedented health crisis. Its critical work is highly recognized. The international community should continue to support the work of UNRWA, including through increased and stable financial support. The third matter is to continue pursuing a comprehensive, just and lasting settlement of the question of Palestine. In his letter to the Secretary-General, President Abbas called for the necessary mechanisms towards ending this conflict and called on the Security Council to adopt such mechanisms.

  31. The relevant parties should cease all settlement activities and stop the demolition of Palestinian homes and the destruction of Palestinian properties. Measures should also be taken to prevent violence against civilians. Secondly, strengthening preparedness and response with regard to COVID-19 must be given top priority. The vulnerability of the occupied Palestinian territory under this pandemic is clear. Mr. Mladenov has repeatedly warned about the dire humanitarian situation and possible catastrophe, especially in the Gaza Strip. We encourage Israel and the Palestinian Authority to sustain and enhance cooperation on the public health and security fronts, wherever the pandemic necessitates.

China takes note of the recent letter from President Abbas to the Secretary- General, as well as the statement of members of the Movement of Non-Aligned Countries circulated for today’s meeting, and shares their concerns. I would like to highlight the following. The first issue is to put an end to unilateral acts that may aggravate conflict and tension. China is greatly concerned about the alleged plan to annex the occupied Palestinian territory, which goes against international law and the relevant Security Council resolutions, including resolution 2334 (2016). We urge the relevant parties to refrain from taking any such unilateral steps. The Secretary-General’s appeal for a global ceasefire should be heeded.

  33. China thanks Special Coordinator Mladenov for his briefing. During our last video-teleconference on the Middle East, including the Palestinian question (see S/2020/263), many of us expressed some optimism at the signs of coordination between Israel and Palestine in fighting the coronavirus disease (COVID-19) pandemic. However, coming into this month, we witness more worrisome developments. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has recorded the persistent demolition of Palestinian-owned structures. Acts of violence against Palestinian civilians continue. Settlement activities are ongoing, while plans for annexation are reportedly being advanced.

  34. On 10 April, a general hospital built by China in Haut Katanga province of the Democratic Republic of the Congo was handed over by Chinese Ambassador to the national Government. We will continue to do our utmost to provide assistance to our friends in the Great Lakes region and the whole African continent. There is still a long way to go in achieving long-term peace and security in the region. China wishes to reaffirm its strong support for the Special Envoy and his Office in delivering on his mandate. We will continue to support regional countries, the African Union and other regional organizations to implement the PSC framework.

  35. We note that the Great Lakes Investment and Trade Conference has been postponed due to the COVID-19 pandemic, and we look forward to its prompt convening when conditions allow. We agree that the spread of the COVID-19 pandemic is alarming. The countries of the Great Lakes region are among the most vulnerable amid this crisis. China hereby echoes the full support, expressed by the guarantors of the PSC framework via a video-teleconference convened by the Special Envoy’s Office earlier this month, for coordinated efforts and joint decisions by countries of the region in fighting the pandemic. China has offered its hand to regional countries in various forms, providing medical supplies, sharing experience and assisting with commercial procurement.

We call for increased attention by the United Nations and regional organizations, including the International Conference of the Great Lakes Region, to push forward the disarmament, demobilization and reintegration process of former combatants to stop the vicious circle of violence. More efforts should be made to address the root causes of conflict by dealing with poverty and underdevelopment. China supports Special Envoy Xia’s urge to advance efforts made towards regional economic integration and cooperation to overcome development challenges and his endeavour to reach out to financial institutions, notably the World Bank Group and the African Development Bank, and international community to attract investment.

China welcomes continued steps taken by President Tshilombo Tshisekedi to improve relations with neighbouring countries, and diplomatic efforts made by him and the Presidents of Angola, Uganda and Rwanda on the fourth quadripartite summit to facilitate the normalization of relations between Rwanda and Uganda. We should step up efforts to promote regional peace and stability, taking both military and non-military measures to eliminate threats posed by armed groups. The meetings of chiefs of intelligence and security services of signatory countries of the PSC framework laid a good foundation for further coordinated operations. We call on all parties to respond actively to the Secretary-General’s ceasefire appeal.

We are encouraged to hear of the positive developments in the Great Lakes region over the past six months, including diplomatic efforts made by regional leaders to enhance cooperation and steps taken to implement commitments under the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo and the Region. China applauds the positive momentum in the region. In the face of long-standing challenges in the region, comprehensive approaches still need to be employed to achieve sustainable peace and development.   41. We know there are many challenges ahead, but a political settlement represents the only solution to the Yemeni issue. For that purpose, we need a United Nations-led comprehensive and inclusive political process. We support the work done by the Mr. Griffiths to that end. It is imperative that all parties in Yemen strengthen their political will and engage in broad dialogue and consultations. We urge all parties to implement the Stockholm Agreement and the Riyadh agreement. We call for greater efforts towards the cessation of violence and the building of mutual trust. It is apparent that the lack of mutual trust is hindering the political process. We sincerely hope that, with the coordination of Mr. Griffiths, all parties can maintain close contact with one another.

China commends their efforts to promote a ceasefire among all parties to the conflict in Yemen and to improve the humanitarian situation in the country. China has been closely following the situation in Yemen. We support the call for a ceasefire made by Secretary-General Guterres and Special Envoy Griffths. We welcome the announcement made by Saudi Arabia, on behalf of the coalition to restore legitimacy in Yemen, of a two-week unilateral ceasefire in Yemen. That is indeed progress. We also welcome the positive statement made by Yemeni Government in that regard. We hope that all parties will make further efforts to ensure a full and sustained ceasefire. All efforts should be made to reach a political settlement in Yemen.

  44. We recently donated a batch of anti-epidemic supplies to Colombia last week, and we will continue to offer our help in the future. China thanks Special Representative Massieu and the United Nations Verification Mission in Colombia, led by him, for their work. They have dedicated great energy to help implement the peace agreement. We hope that the Mission will continue to play its vital role, while respecting the sovereignty of the host country. The safety and security of United Nations field staff is another concern for us. Against the background of COVID-19, we hope that the mission will take care of its staff in accordance with resolution 2518 (2020).

  45. China concurs with the Secretary-General’s observation regarding the three priorities of this year’s work. It is particularly important to strengthen the development aspects, among which are rural reforms, development programmes, substitution of illegal crops, and so on. This is key to ensuring the long-term success of the peace agreement. The Colombian Government has done a lot of work to mitigate the negative impact of the coronavirus disease (COVID-19). We appreciate the joint efforts of the Colombian Government and the Fuerza Alternativa Revolucionaria del Común to prevent the spread of coronavirus in the areas where ex-combatants are reintegrating into society. China is trying its best to lend help to Colombia in fighting the pandemic.

  46. First, I would like to welcome the presence of Foreign Minister Claudia Blum. I also thank Special Representative of the Secretary-General Massieu and Mr. David Cano Salazar for their briefings. Over the past several months, the implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace in Colombia has continued to make progress. The inclusion of the peace elements in the regional development plans is very welcome. Meanwhile, the reintegration of former combatants in many frontier areas has forged ahead, including socioeconomic, educational, political and health. New development programmes have been approved. Reconciliation at the community level is moving forward. The peace agreement is the biggest common denominator of all walks of life in Colombia.

  47. In March, China organized a video conference with more than 20 African countries, including Mali, to share best experiences. On 27 March, the first batch of 100,000 masks, 1,000 gowns and face shields, and 20,000 testing kits arrived in Mali. We will join hands with the international community to continue providing the necessary support to the Malian Government.

  48. Thirdly, close attention should be paid to the security situation in northern and central Mali, in particular as concerns the threat of terrorism. The international community should enhance coordination and cooperation and provide greater support for the Malian Government so as to build its capacity to combat terrorism, better protect its people and restore national peace and stability. MINUSMA has played an important role in the peace process in Mali. China will continue to support the work of the Mission, and we encourage the United Nations to provide it with additional resources and support in order to build its capacity. China is following closely the situation in Mali with respect to the coronavirus disease and has been providing assistance to the best of our capacity.

First, it is hoped that the positive progress made in political dialogues, especially with respect to the implementation of the Agreement for Peace and Reconciliation in Mali, can be translated into more concrete outcomes. The relevant parties in Mali need to step up dialogue and cooperation and to invest more energy into consolidating the progress and made and continuing to implement the Peace Agreement. Secondly, a holistic and integrated approach is necessary to bring about long- term stability in Mali. While we see progress in many areas, challenges remain. In addition to deploying political and security efforts, the international community must support the Malian Government in achieving sustainable development and improving the livelihoods of its people.
