“As part of implementation, efforts must be made to ensure that the foreign troops stationed in Afghanistan are withdrawn in an orderly and responsible manner and that the situation in Afghanistan transitions smoothly in order to avoid a security vacuum and, in particular, to prevent the rise of terrorist organizations that might take advantage of such a situation. At present, Afghanistan’s peace process, political dialogue, its security situation and its economic development face grave challenges, as well as precious opportunities. The international community should work in synergy to help all parties in Afghanistan seize those opportunities and address those challenges. China welcomes the Joint Declaration between the Islamic Republic of Afghanistan and the United States of America for Bringing Peace to Afghanistan and the Agreement for Bringing Peace to Afghanistan between the United States of America and the Taliban. Any military action on Iraq’s territory must be subject to the consent of the Government of the country so that Iraq may avoid becoming a victim of geopolitics. Engaging in peaceful and meaningful dialogue towards inclusive reconciliation and harmonious coexistence is in the fundamental interest of the Iraqi people. “Against the looming backdrop of escalating tensions in the Middle East and the Gulf region, it is particularly important to safeguard Iraq’s national sovereignty, independence and territorial integrity. All countries should fully respect the will of the Iraqi people and support the Iraqi Government in properly addressing the internal and external challenges and in achieving economic recovery, peace, stability, national reconstruction and national reconciliation. In that regard, I would like to emphasize the following points. “The United Nations Office for the Coordination of Humanitarian Affairs should actively communicate with the Syrian Government and prioritize the channels it has provided to carry out humanitarian relief operations and address the needs for medical supplies in north-eastern Syria. China supports the Syrian Government in its reconstruction efforts in areas where the security situation is relatively stable as well as its work to clear explosive remnants of war, which is conducive to improving the humanitarian situation on the ground. The United Nations should continue to make progress on a Syrian political process that is Syrian-led and Syrian-owned in accordance with resolution 2254 (2015). With regard to the Syrian political process, it should be up to the Syrian people themselves to find a solution, free from external interference.”

“Measures should be taken to prevent foreign terrorist fighters from fleeing to other countries and regions to continue to wreak havoc. China is deeply concerned about the overall humanitarian situation in Syria. China supports the efforts of the United Nations to assist Syrian refugees and displaced civilians. The living conditions of the Syrian people are very difficult as a result of years of war, dilapidated infrastructure and economic sanctions. The international community should provide the United Nations with adequate funding and resources to ensure the provision of humanitarian supplies to populations in need throughout Syria. “Terrorism is the common enemy of the international community. According to the Secretary-General’s report, terrorist forces systematically harm civilians, journalists and medical workers in Idlib. Eradicating the forces of terror is a necessary requirement for the restoration of peace and stability in Syria and the region. Listed terrorist groups should be resolutely crushed in accordance with the relevant Council resolutions and international law. The safe haven established by terrorist forces in Syria should be liquidated. At the same time, counter-terrorism operations should be cautious not to harm civilians. The origin of weapons seized in the course of counter-terror operations should be investigated and the channels for supplying weapons to terrorists should be cut off.”

“Mr. Zhang Jun (China) (spoke in Chinese): The Chinese delegation wishes to thank Secretary-General Guterres and Under-Secretary-General DiCarlo for their briefings. China has been following the developments in Idlib very closely. The Idlib problem is rooted in the control of Idlib by terrorist forces. The parties concerned should continue to seek a comprehensive, long-term solution to the Idlib problem through dialogue and negotiations. In that process, Syria’s sovereignty, independence, unity and territory integrity must be upheld. We have noted that the leaders of Russia and Turkey maintain close communication. That Syrian issue has its complicated background. The Council must act in an impartial, objective and comprehensive manner to create enabling conditions for a political settlement of the Syrian crisis.”

We hope that the international community, in addition to providing relief supplies to Yemen, will also support the country’s development and reconstruction by helping to stabilize prices and providing support for education, employment and other economic and social needs. The unity of the Security Council is an essential prerequisite for a political resolution of the Yemeni issue. The humanitarian situation has affected all aspects of people’s lives — the country’s currency and prices are unstable; food and supplies of drinking water are insufficient and diseases such as cholera are not effectively prevented or treated. Last year, the country also suffered from plagues of locusts, which seriously affected its agricultural production. “The implementation of the Riyadh agreement has entered its second phase, which has a direct impact on the formation of a coalition Government and the next stage of political negotiations. We hope that all signatories to the agreement will implement the consensus in military, security and other key areas. In that process, it is imperative to pay attention to the views of the countries of the region and leverage their roles. Parties to the conflict in Yemen should focus on the future of the country and the interests of the people, avoid an escalation of hostilities and jointly safeguard the country’s sovereignty, independence, unity and territorial integrity. The humanitarian situation in Yemen is grim and deserves serious attention.”

“All parties in Yemen should strive to relaunch the United Nations-led comprehensive political settlement process at an early date. The conflict in Yemen has been continuing for five years, during which all parties have paid a heavy price. In the past two years, after difficult negotiations, the parties reached the Stockholm Agreement and the Riyadh agreement. Those outcomes should be commended and the political commitments made must be fulfilled by all parties in order to maintain the momentum for a political settlement. The situation in Al-Hudaydah remains tense. We support facilitating the work of the United Nations Mission to Support the Hodeidah Agreement in monitoring the ceasefire and fulfilling its mandate. We urge all parties to cooperate with the Mission.”

“At the same time, we note that, against that backdrop, the Yemeni Government and the Houthi representative recently reached an agreement in Amman, the capital of Jordan, on a large-scale prisoner exchange. That demonstrates that both sides are willing and able to ease tensions in Yemen. China welcomes that development and commends the efforts of both the United Nations and the International Committee of the Red Cross. We hope that the prisoner release will take place as soon as possible. We also call on all parties to the conflict to engage in broad dialogue and consultations in order to make progress with regard to a ceasefire, the cessation of violence and the building of mutual trust, among other elements. Despite the many challenges, the political settlement of the Yemeni issue should continue.”

“Chinese medical teams have been saving lives and treating children in many parts of Africa, and many touching stories have been told of their devotion. It is worth mentioning in particular that the Chinese peacekeeping contingent deployed to the Democratic Republic of the Congo has been participating in the construction of the SOS Children’s Village in the city of Bukavu since 2005. Despite the contingent’s rotations over the years, its assistance to local children in the form of providing supplies and medical service has continued uninterrupted. We hope that all countries will provide concrete support and continue to work to help the children of the affected communities and address the practical difficulties that they are facing in their daily lives.”

“Going forward, a comprehensive strategy is needed to make the return of children to their families, schools and society a priority in post-conflict reconstruction. Even if children survive conflict, many of them may relapse into tragic situations owing to physical or mental-health issues and lack of education. China calls on the international community and the relevant United Nations agencies to work closely to support post- conflict countries in peaceful reconstruction, economic and social development, as well as the resettlement, demobilization, repatriation and reintegration of former child soldiers, in order to ensure that children have access to basic social services and can enjoy their rights to health and education. Since 2000 China has helped Africa build more than 200 schools.”

Since 2018, within the Framework of the South- South Cooperation Assistance Fund, the Chinese Government has provided financial and technical assistance to countries including Somalia, South Sudan and the Democratic Republic of the Congo to train officials and improve capacity-building in the area of child protection. Those efforts have produced positive results.”

“The fundamental approach to protecting children from the harm of armed conflict is to stop and resolve armed conflicts. Disputes should be resolved through dialogue and negotiation on an equal footing, and the use or threat of force must be avoided. Greater attention should be paid to conflict prevention and the promotion of peace processes. In this regard, the special needs of children should be fully taken into account so as to ensure that children are free from the harm of conflicts and that their rights, including the right to education, are safeguarded. “They deserve the maximum protection and also happen to be the most vulnerable group. In 1999, the Security Council adopted its first resolution on children and armed conflict (resolution 1261 (1999), which strongly condemned the targeting of children in armed conflict and called on all parties concerned to put an end to such practices. For more than 20 years, the United Nations and the international community have made unremitting efforts to protect children in armed conflict, and this issue has received increasing attention. However, reality indicates that what we have done is still far from enough. Armed conflicts and terrorist activities continue to spread and, as a result, many children have been denied carefree childhoods, and others are struggling in difficult situations of violence, fear, hunger, disease and displacement.”

“We call on the parties concerned to fulfil their international treaty obligations and the Paris Protocol on Economic Relations, comprehensively implement the relevant resolutions, fully lift the blockade against Gaza in a timely fashion, and improve the economic and humanitarian situation in the occupied Palestinian territories. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) continues to face financial shortages this year. The international community must increase its political and financial support to UNRWA so as to effectively improve the humanitarian situation of the Palestinian refugees and their host countries. It must also bolster its input into economic reconstruction in Palestine. The Security Council bears the primary responsibility for maintaining international peace and security.”

“We believe that the Council must base its work on the resolutions adopted in the past; heed the voices of the Palestinian people; reaffirm its support for the two-State solution, the importance of the relevant resolutions and existing international consensus; and call upon all parties to comply with international law in order to prevent the further complication and deterioration of the situation. China encourages all the parties to continue consultations in a responsible manner, while narrowing differences and widening consensus with a view to creating conditions conducive to resolving the issue. “Settlement activities and the demolition of Palestinian housing are continuing and expanding. The Middle East peace process has deviated from the right track. China is deeply worried. China has noted the United States announcement of a new Middle East peace plan and the reactions of Palestine, the Arab League, the Organization of Islamic Cooperation, the Secretary-General and others. China has always believed that the relevant United Nations resolutions and international consensus on the two-State solution and the principle of land for peace constitute an important foundation for resolving the question of Palestine. As such, they must be effectively observed. The question of Palestine can be settled only through political means.”

“I wish to take this opportunity to say that in order to push the parties concerned to resume dialogue on the Korean peninsula issue and settle their disputes by peaceful means, China and the Russian Federation proposed not long ago a draft resolution on strengthening the political settlement of the Korean peninsula issue. The draft resolution is still on the Council’s table. We have organized several rounds of consultations. We will keep an open mind and hope that everyone can put forward constructive ideas. Let us work together to create a good environment for making contributions to easing the situation on the Korean peninsula, pushing the parties concerned to resume dialogue, resolving differences through dialogue and achieving the denuclearization of the Korean peninsula and its long-term peace and stability.”

“On what grounds? I can tell the representative of the United States that the label of militarization is not the right one for China but could make a more appropriate one for the United States. Just now, some representatives referred to the South China Sea arbitration case. I would like to take this opportunity to emphasize that the Chinese Government has solemnly declared that the South China Sea arbitration award is null and void and has no binding force. China did not accept or participate in the arbitration. China neither accepts nor recognizes the award. Just now, the issue of the Korean peninsula was mentioned by some representatives in their statements.”
