This equipment is also dwindling in warehouses, and, because of that, Washington and its allies are trying to work with third countries, buying equipment and material from them and giving it to Ukraine. “Among the people hit were individuals working in these places — doctors, teachers, volunteers and bakers — dozens of peaceful people who died because of American missiles. This Sunday, HIMARS missiles hit buildings of Donbas technical institutes in the city of Alchevsk. More detailed information on this is contained in the note we have disseminated. Could those numerous documented strikes against civilian objects be the result of a mistake or an accident? Obviously, it represents the conscious and intentional participation of the United States and NATO in the Kyiv regime’s crimes and the victimization of civilians. They bear the same personal responsibility for this damage to social and civilian infrastructure as the Ukrainian artillery and gunnery personnel do.”

“Their representatives in Kyiv have themselves stated that not one single HIMARS strike takes place without coordination with the Americans. We are being told all the time that this weapon’s advanced technology makes it “high-precision”, guaranteeing that they always strike their exact target. What, then, are the military targets in Donbas that have ended up being struck by these missiles launched with Washington’s approval? I offer a list of just some of the targets: a kindergarten in Snezhny, an art school in Bryansk, a hotel in Krasny Luch, a volunteer centre in Stepano-Krynk, a swimming pool, a school and a bakery in Stakhanov, a sanatorium in Alchevsk, cultural centres in Nyzhnia Duvanka, Gorsky and Yasinovataya, and the agrarian college in Novoaidar.”

“On 7 December, for example, they carried out a strike on the Stirol chemical facility in Horlivka. The shells hit the sulphur warehouse, which caught fire. Sulphur catching on fire is not dangerous, but when combined with water, sulfuric acid is formed, which can trigger acid rain in certain weather conditions. Among the weapons that the West supplies Ukraine, American HIMARS rocket launchers deserve a special mention. We know for a fact — and it has been indirectly confirmed on many occasions by both Kyiv and Washington — that American experts participate in the work of the HIMARS. They are using American satellite information and other American military assets on the ground to coordinate satellite data, enter it into the HIMARS software, and control the effectiveness of the missiles.”

“We also regret that the members of the Secretariat did not have the courage to condemn the shelling of Donetsk, even as they remained very vocal on strikes launched against the territory of Ukraine. Since 27 November, 22 civilians have been killed in Donbas, most of them residents of Donetsk — 83 civilians were wounded, 234 residential buildings and 106 private houses were damaged, as were 31 educational facilities and 92 infrastructure objects. I underscore that those were not the consequences of an air defence missile falling on residential buildings, as has been known to happen in a number of Ukrainian cities, but rather of targeted intentional strikes against civilian objects and houses. Ukrainian armed units do not hesitate to use NATO- supplied artillery to strike facilities that store hazardous materials.”

“With great hatred they carry out daily indiscriminate strikes on residential areas that do not, and cannot, contain any military targets. Another such criminal shelling incident took place this morning. Crowded places are being hit during rush hours, which leads to significant casualties and destruction. For example, on 4 December, a 155-millimetre guided artillery M982 Excalibur shell hit the Druzhba sports complex, where drinking water is being distributed to civilians. The reason for that is because, back in February, Ukraine disconnected Donbas from its only water source. But our Western colleagues do not notice that because they effectively denied the people of Donbas their right to a decent human existence as early as eight years ago.”

“Since very few of those remain, the West is providing the Zelenskyy regime with Western weapons, which are more sophisticated and include long-range rocket and artillery systems. Those are worth a separate point, because they make it possible for the Armed Forces of Ukraine to target peaceful areas of Donbas that Ukrainian artillery had previously been unable to reach. Examples abound. Yesterday in the Security Council and the General Assembly, we circulated a letter from a Donetsk civil society organization named Fair Protection, which provides an account of the indiscriminate shelling of residential and densely populated areas. The document shows that what we are witnessing in Donetsk in recent weeks is a massacre using Western weapons. Encouraged by the West, Ukrainian death squads are literally trying to raze the city to the ground.”

“Add to that the thousands — if not tens of thousands — of foreign mercenaries and personnel of private military companies, whose existence we discover only when we find their bodies or intercept radio communications. If we consider all of that, the following question emerges: is it really the Ukrainians who are facing the Russian forces in that country? One thing can be said for sure — without Western assistance, the military activities in Ukraine would have ended a long time ago. Even the leaders of the criminal Kyiv regime acknowledge that. Apart from prolonging the senseless agony of the Kyiv regime and the further suffering of ordinary Ukrainians, what are the other consequences of our Western opponents’ actions? We are destroying the old Soviet-era weapons and ammunition in Ukraine fairly quickly.”

Add to that the billions pledged or already allocated by the European Union and Great Britain and it becomes clear that the weapons and military assistance to Ukraine for less than one year cost more than the military budgets of the majority of NATO States. “Then the West started saying that it must not let Ukraine lose because, once defeated, Ukraine would cease to exist as an independent State, even though Russia has never said anything like that. Another reason was that the militarism and imperial ambitions of the Kremlin were not limited to Ukraine alone and that Kyiv was allegedly defending not only itself but the whole free world. That absurd thesis does not even warrant a response. Nevertheless, those two reasons became the foundation of a frenetic campaign to arm Ukraine and extend indirect military support to it. That is when the United States and its NATO allies began their proxy war against Russia to the very last Ukrainian. No State in history has likely ever received such immense military support.”

“The moment when the Kyiv regime would have stopped posing a threat to our country was therefore rapidly approaching. Such a scenario, however, did not sit well with our former Western partners. That is not why they carried out an illegitimate coup d’état in Ukraine in 2014, encouraged blatant nationalism and Russophobia and re-armed the Ukrainian military while pretending to monitor the implementation of the Minsk agreements. In fact, that was all in service of their geopolitical plans to weaken Russia. The fact that the Minsk agreements were but a smokescreen for rearming the Armed Forces of Ukraine was confirmed quite cynically recently by former German Chancellor Angela Merkel.”

The Kyiv regime was forgiven for all it has done in the expectation that someday, full of hatred, it would rise up against Russia and become an instrument in the geopolitical struggle of the United States and its NATO allies with Russia. What will come next? There will be a ban on praying in Russian. There have already been statements published on social media that, in certain churches, one can see warnings to worshippers praying in Russian that their prayers will apparently not be heard, and that they will be afflicted with illness and sorrow. If President Milošević really wants all of his population to have water and electricity, all he has to do is accept NATO’s five conditions and we will stop this campaign. But as long as he does not do so we will continue to attack those targets [that] provide the electricity for his armed forces. If that has civilian consequences, it is for him [Milošević] to deal with”. That was how NATO formulated its position some 20 years ago on the significance of strikes on civilian infrastructure for a State’s defence capabilities. But the standards being applied in Ukraine today are very different from the ones used in Serbia in the 1990s.”

“The European Union, for example, is even financing its supplies through the Europe Peace Foundation, apparently to confuse its own taxpayers. However, Kyiv has its own response to the question of why they need so many weapons. Oleksiy Danilov, Secretary of Ukraine’s National Security and Defence Council, recently said openly that his country needs weapons because the Russians “must be destroyed so they cease to exist as a country”. According to Mr. Danilov, sitting down with Moscow at the negotiating table is beneath the Ukrainian people. I believe that there is no need to explain why we have to respond to such hateful rhetoric from Kyiv, and that we will counter its hostile actions, including by carrying out strikes on infrastructure that is used for military supplies, logistics and communications for the Ukrainian military formations.”

“President Muhammadu Buhari of Nigeria has stated that the conflict in Ukraine is a major source of weapons for terrorists in the Lake Chad basin. Transnational criminal groups are involved in smuggling and money-laundering and officials in States that are sending weapons are clearly mixed up in their criminal schemes. The issue poses a real threat to international peace and security and merits the Council’s focused attention, which is why we are asking the Indian presidency to convene a separate Security Council meeting about it on Friday, 9 December. By some strange logic, Western countries are promising to continue supplying weapons to Ukraine “for as long as it takes”, while claiming that they are doing it for the sake of peace.”

“The fact that the West has no interest in a political and diplomatic solution to the Ukrainian crisis was emphasized by the outcome of the NATO Council meeting in Bucharest on 29 and 30 November. By increasing its supply of weapons to Kyiv, the West is attesting to its desire not only to further escalate the situation in Ukraine but to destabilize the situation in Europe generally. It is already becoming clear that the uncontrolled supply of weapons being pumped into the Kyiv regime is becoming a global problem, despite its failure to have a decisive impact on the ground. There is growing evidence that Western weapons destined for Ukraine are increasingly falling into the hands of various armed groups and terrorists, not only in Europe, but also \in the Middle East and Africa.”

As Russian activists have established, 327 children’s personal information was posted on this criminal website. As soon as we found out about it, as long ago as July, we immediately informed the Secretary- General and the Executive Director of UNICEF. We now have a question — what has UNICEF done since it received our request and what is its view of the publication of the personal information of minors on the Internet? Has there been any reaction to it from the Ukrainian authorities? At the General Assembly debate on the Ukrainian crisis it has been clear that a significant majority of Member States are interested in seeing a diplomatic solution to the situation in Ukraine.”

“A telling example of this was some photos that ended up on social networks of letters to the Russian equivalent of Santa Claus asking for presents written by two boys, one from Donetsk and one from Ukraine. The child from Donetsk, who was born and had lived his entire life amid bombing, asks for just one thing — for the shelling to stop. The Ukrainian boy asks for a machine gun so he can kill Russians and set fire to the Kremlin. We all know that children’s words reflect the values and mindset of an entire society. Draw your own conclusions. In the context of respect for the rights of children in Ukraine, we cannot fail to mention the activity of the notorious Mirotvorets (Peacemaker) website, where nationalists post the personal information of people whom they consider enemies of Ukraine.”

“That is because they are firing at the peaceful towns and cities of the Donbas almost non-stop, although our Western colleagues would rather shamedfacedly turn their backs on these facts. They also ignore the fact that while the children of Donbas have been the targets of Ukraine’s neo- Nazis, for the past eight years their own children have become the target audience for disgusting neo-Nazi and Russophobic propaganda. There are numerous examples on the Internet of children participating in neo-Nazi mob rallies and torchlight parades and being trained in paramilitary camps in a spirit of rabid Russophobia and antisemitism. As a result, an entire generation of Ukrainian children and adolescents has grown up with a poisoned mentality and the belief that it is their job to kill anyone linked to Russia.”

“That is clearly why the page about the Alley of Angels — the memorial in Donetsk to the children who have died in the war that Kyiv has been waging against the Donbas since 2014 — was recently deleted from the English version of Wikipedia. Why confuse Western readers in whom it might provoke uncomfortable questions? In particular, why would the average Westerner want to know that Ukrainian shelling in the Donbas has killed more than 250 children since 2014, nearly 140 of whom have died since the beginning of 2022? Sadly, new names, including those of children, continue to be added to the list of those killed or wounded as a result of shelling by the Armed Forces of Ukraine.”

Setting aside the tall tales about the fate of Ukrainian children and the insinuations about what Russia is allegedly doing to them, the fact that our Western colleagues are paying attention to that issue is positive. However, if representatives claim to be objective, they need to talk about the root cause of the crisis — Ukraine’s long-standing crimes against civilians and children in Donbas. The West is shamefully trying to hide that. One can lose one’s career for mentioning that in the media. It is much easier stay quiet, as otherwise the humanitarian nature of the Kyiv regime falls apart.”

“We highly appreciate the efforts of the Mexican chairmanship of the 1540 Committee. Mexico’s professionalism has enabled us not only to adopt resolution 2663 (2022) but also to successfully conduct a comprehensive review of the implementation of resolution 1540 (2004). Mexico assumed the chairmanship of the Committee almost two years ago and was able to ensure the proper organization of all stages of that complex process, including by holding open consultations of the Committee with Member States. The outcome of the review and the extensive consultations allowed for agreement on a report of the 1540 Committee to the Security Council that turned out to be factual, balanced and consensus-based, with its provisions forming the basis of the resolution adopted today.”

“We are wholly committed to the aims and objectives of the resolution, which requires all United Nations Member States to establish and improve national control systems for nuclear, chemical and biological weapons, their means of delivery and related materials in order to prevent their falling into the hands of non-State actors, including terrorists, which allows us to formulate a global response to global non-proliferation challenges. Today an important decision was unanimously taken to extend for 10 years the mandate of the Security Council Committee established pursuant to resolution 1540 (2004) . “A topic that our former Western partners are trying to avoid discussing at all costs deserves particular consideration. I am referring to unilateral sanctions. During her recent visit to Syria, the Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights, Ms. Douhan, collected an extensive body of evidence regarding not only the damage caused by such illegal restrictions, including to United Nations humanitarian operations, but also the futility of the so-called humanitarian exemptions. Her report is readily available on the Internet. We believe that the lack of any mention in the Secretary-General’s December special report of the problem of sanctions and ways to resolve it would be a great omission on the part of the United Nations Secretariat.”

“The main problems are unilateral sanctions and the chronic underfunding of the United Nations humanitarian plan for Syria, under which, at the behest of Western donors, the vast majority of funding for early-recovery projects goes to areas outside the control of Damascus, which are inhabited by less than a third of the country’s population. At the same time, so-called fighters against terrorism continue to plunder Syria’s natural resources. Just last month, more than 160 truckloads of oil and wheat were transported from Syria to Iraq with the help of the United States military. Yet, year after year for more than a decade, the United Nations has managed to collect at best half of the funds requested for the implementation of a humanitarian plan for the country, with only 44 per cent of the funds received as of late November.”

“Under those conditions, and given the deteriorating humanitarian situation, Syrians continue to struggle for survival. The evidence is clear: there has been a massive outbreak of cholera in all the country’s provinces, compounded by hepatitis. The main cause is acute water shortages, primarily because of the limited flow of the Euphrates River and the destruction of water and electricity infrastructure. Food shortages hit another record high, with 12 million people already affected and another 2 million at risk of facing the same situation.”

“In the latter, attacks on residents have become a cruel routine. The recent incident of the beheading of two young girls is deeply shocking. The responsibility for what happens in those camps lies entirely with the State that occupies the trans-Euphrates area and Al-Tanf. We urge Washington to take concrete measures to ensure that the United States occupying forces in Syria comply with international humanitarian law, rather than calling for compliance with it. Long-term and lasting peace and security on the ground can be achieved only by fully restoring Syria’s sovereignty and territorial integrity, while eradicating the terrorist hotbeds of Hayat Tahrir Al-Sham in Idlib and the Islamic State in Iraq and the Sham in the trans-Euphrates region.”

“At the same time, we believe that fundamental decisions on the modalities for holding further rounds of inter-Syrian dialogue in the context of the Committee should be taken by the Syrians themselves without external interference. In that regard, we support the Special Envoy’s contacts with Damascus and representatives of the opposition, which, unlike the step-for-step initiative, is his explicit mandate. Together with our partners in the Astana format, Iran and Türkiye, we held the nineteenth international meeting on Syria in Astana on 22 and 23 November, which resulted in a joint statement. We intend to continue to contribute to achieving long-term normalization in the Syrian Arab Republic. The Rukban and Al-Hol refugee camps continue to be breeding grounds for terrorism and illegal activities.”

“Against the backdrop of another military escalation along the northern borders, cells of the Islamic State in Iraq and the Levant have been activated, mainly in the Afrin region. Terrorist activity also remains high in the south of the country, using the cover of the so-called security area established arbitrarily by Washington near Al-Tanf. Regarding the political track of a Syrian settlement, we have consistently supported the promotion of a Syrian-led and Syrian-owned United Nations- facilitated political process within the framework established by resolution 2254 (2015). We note the efforts of Geir Pedersen to resume and improve of the Constitutional Committee.”

What we heard today confirms that the overall situation in Syria remains tense. “In the meantime, whate we are hearing from Mr. Zelenskyy and his supporters is not “readiness to achieve peace”, but rather the language of reckless threats and ultimatums. Western sponsors are only encouraging this reckless approach, as the war “to the last Ukrainian” is in their interest and allows their military industrial complex to make huge profits and test NATO armaments. In that way, Western countries are trying to consolidate their geopolitical hegemony by using the bodies and lives of ordinary Ukrainians.”

“However, given the reckless and insistent attempts by Kyiv to violate the integrity of critical structures of the nuclear power plant, it might only be a matter of time. In conclusion, I want to return to the topic of today’s meeting and stress that we are conducting strikes against infrastructure in response to the unbridled flow of weapons to Ukraine and the reckless appeals of Kyiv to defeat Russia. Weakening the military capacity of the Ukrainian army, which threatens the security and territorial integrity of Russia, is one of the goals of this special military operation, and it will be carried out by military means until the Kyiv regime adopts a realistic position, which would allow for discussion and trying to resolve through negotiations the issues that motivated us to begin the special military operation in the first place.”

“On 19 November, the Ukrainian armed forces fired 12 large-calibre shells into the industrial zone of the power plant, and eight more on 21 November. According to Director General Grossi of the International Atomic Energy Agency (IAEA), these were the most serious barrages over the past few months. Experts from the IAEA who were present on the site examined where the shells fell saw the explosions with their own eyes. They noted the extensive destruction around the nuclear power plant, in particular, the damage caused by the shelling of reservoirs that store condensate, which led to a leak of non-radioactive materials. For the time being, the radioactivity situation remains normal.”

“Released prisoners of war from the Donetsk People’s Republic have confirmed that fighters from the ultranationalist Right Sector execute prisoners by hanging, and forensic experts from the Luhansk People’s Republic have concluded that prisoners who died had the tops of their ears cut off and their legs shot through while they were still alive. Some Russian military prisoners of war had to lie in holes dug in the ground for five hours. Members of the Investigative Committee of Russia are examining all these cases, but we expect the international community and international human rights organizations to condemn Kyiv for non-compliance with international humanitarian law. At the same time, the Kyiv regime continues its provocations to create the threat of technological disaster at the Zaporizhzhya nuclear power plant.”

“On 14 Novembers, in Brussels, the EU declared the launch of an EU mission to train personnel of the Ukrainian military. The training will take place at training ranges in EU States — Germany and Poland — and no less than 15,000 soldiers will undergo that training. Just last weekend, the world saw shocking images of an execution of unarmed Russian prisoners of war by the Ukrainian military. In an open letter, we called on the Secretary-General and members of the Security Council to demand that Kyiv stop these gross violations of international humanitarian law. There is an increasing amount of documentary evidence of the Ukrainian side’s use of torture and other atrocities committed in violation of the 1949 Geneva Convention.”

“The goal is clear: to intimidate those who do not support the Kyiv regime. Those fearing reprisals are forced to yell Nazi slogans and raise their hands in a fascist salute, which is the practice of Ukrainian fighters. Footage of this kind was broadcast by CNN, which led Kyiv to strip the news network of its accreditation. The same thing happened with Sky News. So what is official Kyiv trying to cover up? Where is the outrage of Western delegations with respect to the restrictions on freedom of expression and access to information? At the same time, the European Union (EU), which is promoting those goals, has once and for all abandoned its peace-loving ideals and is openly becoming an aggressive military bloc and getting increasingly closer to direct involvement in the Ukrainian conflict.”

“Ukrainian nationalists who have reached the right bank of the Dnipro have already begun mass purges of and repression against the local population. A representative of the Ukrainian authorities, Ms. Lugovaya, has warned in advance that the Ukrainian armed forces will “shoot traitors like dogs”. As cover, a curfew has been instituted. Even though the Kyiv authorities are trying to support an information blockade in the Kherson region, there is chilling photographic evidence filtering through that shows how those who cooperated with the Russian military are being tied to telegraph poles. That is precisely how fascists tortured the citizens of the Soviet Union during the Great Patriotic War. Now, even those who are found merely to possess a Soviet military certificate find themselves subject to torture.”
