“I would like to believe that our Western colleagues will not be afraid to call things by their proper name and will not lie their own citizens, as the Zelenskyy regime is doing. Unfortunately, many officials and even international civil servants are gladly taking up fake stories disseminated by Ukraine without verifying the sources or fact-checking. A clear example of this is the absurd accusation made by the Special Representative of the Secretary-General Pramila Patten in October that Russian soldiers were allegedly being given Viagra to enable them to rape Ukrainian women. Recently a recording of a conversation with Ms. Patten was posted on the Internet. Thinking that she was speaking with a representative of Verkhovna Rada, she acknowledged that she lacked any reliable evidence of that allegation.”

“It is clear that the Kyiv propaganda is carefully concealing such incidents, trying to reduce everything to being the fault of Council members can now judge the degree of trust they can have in the narrative or evidence offered by the Kyiv regime by examining the way the Ukrainian leadership reacted to the incident involving the Ukrainian air-defence missile hitting the Polish town of Przewodów. Its hysterical and openly mendacious statements were meant to trigger a full-fledged war in Europe. However, Kyiv’s Western partners, embarrassed and stumbling over themselves, are still trying to blame Russia for what happened. I am curious as to what the results of the so-called transparent and objective investigation of this incident will be.”

“We will not repeat the cunning logic of the representatives of the Zelenskyy regime, which shelled the Zaporizhzhya power plant and then, with the complete connivance of its Western sponsors, now blames it on Russia. And neither will we say, as those representatives do, that Ukraine is carrying out strikes against its own infrastructure. As Western and Ukrainian media have claimed, we ran out of missiles first in March, then in July and then in September. But the damage to residential housing and the victimization of the peaceful population have in fact been caused by the Ukrainian air-defence systems, which are located not on the outskirts of cities, but at the very centre of them. As a result, debris from missiles, as well as Ukrainian missiles that go astray, hit places that Russia has never targeted.”

“To weaken and destroy the military potential of our opponents, we are conducting strikes with precision weapons against power and other infrastructure that is being used to supply Ukrainian armed formations with weapons, first of all Western ones, or to provide logistical support and communication with those Ukrainian military units. Today many Council members have expressed outrage that citizens of the Ukraine might find themselves without power or water. We do not recall that anyone in the West expressed any concern when, during the same period in 2015, owing to activities by Ukraine, inhabitants of Crimea found themselves without power or water, not to mention what was suffered by inhabitants of the Donbas, whose economic lifeline was snuffed out for eight years.”

“That was clearly visible on Monday, 14 November, during the debate at the special session of the General Assembly (see A/ES-11/PV.15 and A/ES-11/PV.16). Western sponsors of resolution ES- 11/5, on so-called reparations, failed to explain, even in general terms, what kind of a reparations mechanism for Ukraine they intended to establish. Instead, they just made developing States support a legally flawed politicized text aimed at illegally legitimizing the expropriation of someone else’s assets. But this time, even the Western intimidation, coercion and blackmail campagin clearly failed. The results of the voting, whereby more than half the Member States refused to support the West’s latest anti-Russian narrative, are self-explanatory.”

“The timid voices of reason, including from the West, are drowning in the aggressive uproar of those who seek to prolong the hostilities at all costs and defeat Russia with the help of Ukraine. For example, NATO Secretary-General Stoltenberg said that the Alliance considered unacceptable any contacts aimed at a settlement that took into account Russia’s position and interests. In an article, the former United States Special Representative to Ukraine, Volker, made the normalization of relations between Russia and the West conditional on our military defeat, a change in our leadership and the reconsideration of our current borders. Western countries are trying to shift responsibility for all their faults onto Russia, while using the platform of this world Organization for their own self-serving purposes.”

“It now seems that the suppliers of that so-called assistance are finally beginning to think about that. On 7 November, a group of American experts was sent to Ukraine to verify the supply of weapons to Kyiv. It turned out that the United States was in control of only a tenth of it, that is, 22,000 items. The fate of the other weapons remains unclear. At the same time, the bankruptcy of the largest American cryptoexchange, FTX, and the literal disappearance of its billion-dollar assets have revealed interesting facts about its contacts with the Ukrainian Government. Meanwhile, the founder and owner of FTX is one of the major donors to the United States Democratic Party, which plays a key role in allocating funds to Kyiv. We are not surprised by those schemes, which surely might seem surprising to American taxpayers.”

“The West, in particular the European Union (EU), not only failed to facilitate that, but actively opposed it. Now it hypocritically poses as a saviour of developing countries. Once again, the Russian fertilizers that are going to Africa were previously frozen in European ports because of the EU’s sanctions policy. Russia itself offered to send them to countries in need free of charge. That is exactly what happens now through the WFP, and we are paying for those services. It would be naive to think that all Western military and financial support to Ukraine is used as intended. We cited quite a lot of evidence as to how a significant proportion of those weapons ended up in the hands of terrorists and criminals, fuelling conflicts across the world, and how a huge amount of resources are simply plundered.”

“For it, Ukraine is also a testing site for various types of weapons. Ukrainian Minister of Defence Reznikov recently admitted that when he said that various Western weapons systems were competing in Ukraine. We are very surprised at the attempts of our Western colleagues to take credit for exporting Russian fertilizers to developing States through the World Food Programme (WFP). The President of France, Emmanuel Macron, announced that the channel for deliveries had allegedly been established thanks to the efforts of France and the WFP. He used the pronoun “we”. We heard similar claims from other Western delegations today. I would like to know who that “we” refers to. I recall that we are talking about fertilizers that Western States kept on their territories and that Russia itself offered to transfer to developing countries.”

“At the same time, the United States military has become actively engaged in the planning and de facto coordination of armed action, to which even the Pentagon recently officially admitted. We have no doubts about the use of Western military equipment, which is being used to target civilian facilities. In the past week alone, the central districts and residential areas of Donetsk, Yasynuvata, Stakhanov, Svatove and other locations, as well as even towns in Russia’s Belgorod region, were subjected to repeated shelling, including with High Mobility Artillery Rocket System multiple rocket launchers. Strikes continue against the Kakhovka hydroelectric power plant, the destruction of which would trigger a major humanitarian disaster. We do not have any illusions as to why the West needs this.”

I will answer for them: no, because all that is beyond their horizon and their arbitrary conscience. When they criticize someone, they should look in the mirror. From the very beginning, the leaders of that coup set out to distort history and suppress the Russian language, thereby provoking a violent internal civil conflict. “We long ago stopped being surprised by the attempts to blame Russia for everything in all circumstances and contrary to all facts and common sense. So it is today too, where, despite clear evidence of Ukrainian-Polish provocation, many representatives of Western States indicated in their remarks that, even if the missiles had been launched by Ukraine, it was Russia’s fault all the same for destroying critical infrastructure. The flawed nature of that logic is clearly evident in the irresponsible shelling of the Zaporizhzhya nuclear power plant, which, as everyone here is well aware, Ukraine is behind. Some Council members reiterated their favourite cunning mantra: had it not been for Russia, we would not be where we are.”

“That accident claimed 78 lives. Many also recall the tragedy when Malaysia Airlines Flight MH-17 was shot down over Donbas. The so-called international investigators, Ukraine included, never even considered the possibility that it might have been responsible for that disaster. And in recent months, we have regularly seen footage of Ukrainian air defence missiles hitting residential buildings, which were used to conceal those systems. These are clumsy attempts to pass off those incidents as consequences of Russian strikes carried out with high-precision weapons against military targets and critical infrastructure, while failing to mention that, in case of a direct hit by such high-precision weapons, there would have been nothing left of those homes.”

“That is just like the Ukrainian armed forces strike on Kramatorsk on 8 April, which Ukraine tried to pass off as a Russian crime, but photos by eyewitnesses prevented this deliberate and cruel provocation. Our former Western partners do not like to recall that incident, and the Kyiv regime has since introduced penalties for everyone who posts materials on social media showing the consequences of any military strikes. They do so to prevent Ukrainian citizens from inadvertently thwarting the provocations of their authorities. Returning to this tragic incident. I cannot fail to mention that Ukrainian air defences have long had a bad reputation, at least since the time in October 2001, when a Russian civilian aircraft en route from Tel Aviv to Novosibirsk was shot down above the Black Sea during a military exercise.”

“The Russophobic Polish authorities went almost as far, as they stated unequivocally from the very start that they had suffered a Russian attack. The Foreign Ministry of Poland even summoned the Russian Ambassador in the middle of the night to register their resolute protest. That happened despite the fact that the photos posted on social media in the wake of the event leave no doubt that it was Ukrainian air defence missiles that crossed into Poland. That fact has now been confirmed even by NATO and globally in the West. Had it not been for that evidence, all these facts would have been concealed from the public and Russia would have been proclaimed the guilty party. But it is hard to deny the obvious.”

“A missile strike on NATO territory is a Russian missile strike on collective security. This is a very significant escalation. We must act.” Then Zelenskyy expressed condolences to Poland in connection with the people killed as a result of the Russian missile attack, while stating that “Russia kills everyone it can reach”. I would like to draw the attention of colleagues to the fact that these are statements made by a man who could not but have access to information that it was Ukrainian missiles launched by Ukraine air defence systems that crossed into Polish territory. That means that this is not just an intentional attempt at disinformation, but a conscious attempt to involve NATO, which is waging a proxy war with Russia in Ukraine, into a direct confrontation with our country.”

“Mr. Nebenzia (Russian Federation) (spoke in Russian): We are grateful to our Albanian and American colleagues for calling today’s meeting. It is true that they requested it last week without even stating the topic of the meeting. As we now see, they demonstrated remarkable farsightedness. Had this meeting not been scheduled, we would have needed to convene it in order to discuss the attempts by Ukraine and Poland to provoke a direct clash between Russia and NATO. The totally irresponsible statements made by the leaders of these two countries cannot be interpreted any other way. Take for example the statement by Mr. Zelenskyy: “We must put the terrorist in his place. The longer Russia feels impunity, the greater the threats for anyone within the range of Russian missiles.”

“Africa continues to face the problem of terrorist activities that are financed through the illicit trafficking of natural resources and drugs, the smuggling of cultural treasures and arms trafficking. If Africa was previously plundered by colonial Powers, today they have been replaced by big Western corporations. And terrorists and organized criminals, who plunder national wealth and siphon off natural and other resources, fit neatly into that landscape. I would like to elaborate on the problem of weapons. We regularly sound the alarm over violations of arms embargoes against terrorist organizations in various regions of the world, including on the African continent. However, those violations do not stop, and information about the sources of support for terrorists is often concealed.”

“The fact is that over and over again in the States of Africa and the neighbouring Middle East we have seen external interference create chaos and provoke instability. Foreign interventions weaken and destroy State institutions, as they have done in Iraq, Syria and Libya, creating a breeding ground for terrorists, helping criminals to profit and take advantage of countries’ artificially created socioeconomic distress in order to recruit new adherents into their ranks. It is essential to effectively counter the financing of terrorism, and that primarily involves addressing the links between criminal and terrorist groups. Establishing channels of communication with transnational organized crime is a hugely important way for terrorists to obtain financial, material and technical support.”

By the end of this year, our agricultural sector could provide approximately 30 million tons of grain for export, primarily wheat, with a view to bringing this up to 50 million tons, given the current harvest. Even under the conditions of a grain deal that has gone wrong for us, we have sent approximately 10.5 million tons of grain, three quarters of which is wheat, to countries in Asia and Africa. In the next four months, Russia is also ready to provide its grain at affordable prices, in addition to 500,000 tons of food to the poorest countries free of charge, as well as 300,000 tons of fertilizer still detained in European ports.”

“First, the Secretariat promptly reclassified the grain deal from a humanitarian to a commercial project, and now it is turning a blind eye to its being used for military purposes — to say nothing of the lack of concrete results with regard to Russian agricultural exports, which account for a significant share of global markets and are crucial for food security. The Saturday terrorist attack in Sevastopol that directly involved the grain corridor was a step to undermine the grain deal. First the Ukrainian side refused to allow merchant ships to leave the ports, which had been mined by Ukraine itself, through the corridor we opened in an attempt to exert political pressure on Russia and take advantage of this situation. Now Ukraine is using the grain corridor for military purposes. This situation compels us to provide some clarity.”

“That is why we had to suspend the implementation of the Grain Initiative on 29 October for an unspecified period of time and instructed our representatives in the Joint Coordination Centre in Istanbul to that effect. However, according to the information we received, the work of the Joint Coordination Centre in Istanbul continued without the participation of Russian experts. In particular, on 30 and 31 October the representatives of Türkiye, the United Nations and Ukraine agreed on the passage of 12 vessels from Ukrainian ports to Türkiye, four vessels from Türkiye to Ukraine and 40 vessels from Türkiye to the Mediterranean. It is our understanding that the Black Sea Grain Initiative, which Russia, Türkiye and Ukraine agreed on 22 July under the aegis of the United Nations, may not be implemented without Russia’s participation.”

“According to the Russian Ministry of Defence, Kyiv initiated that terrorist attack, under the leadership of British specialists, in Ochakiv port in the Mykolayiv oblast of Ukraine. Another noteworthy fact is that an American intelligence-gathering RQ-4В Global Hawk UAV was seen in the Black Sea airspace off the Crimean coast on Saturday. That act by Kyiv is a gross violation of the Istanbul agreement of 22 July and basically puts an end to the agreement’s humanitarian dimension. It is obvious now that the Ukrainian side is using the Black Sea grain corridor for military and sabotage purposes. Given that situation, the Russian side cannot guarantee the safety of civilian vessels participating in the Black Sea Grain Initiative. We do not know what other terrorist attacks Kyiv is plotting with the help of its Western sponsors.”

“Russian specialists found and retrieved the UUV debris and conducted an analysis of their Canadian- made navigation modules. The information restored from their memory shows that those UUVs were launched from the coast near Odessa, whence they moved along the security zone of the grain corridor and subsequently turned in the direction of Sevastopol in the Russian Crimea. The coordinates of one of the UUVs showed that its starting point was in the grain corridor security zone in the Black Sea, which may indicate that the UUV was launched from one of the civilian vessels chartered by Kyiv and its Western patrons to export agricultural products from Ukrainian seaports.”

“Mr. Nebenzia (Russian Federation) (spoke in Russian): Russia requested this meeting today in connection with the actions by the Ukrainian side on the Black Sea that pose a direct threat to international peace and security. On Saturday, 29 October, at approximately 4 a.m., under the cover of the humanitarian corridor created for the implementation of the Black Sea Grain Initiative, Ukrainian armed forces launched massive air and sea strikes against the vessels and infrastructure of the Russian Black Sea Fleet and Sevastopol. The attacks involved nine unmanned aerial vehicles (UAVs) and seven unmanned underwater vehicles (UUVs), all of which were destroyed by our navy. The Russian vessels that were attacked were ensuring the safety of the grain corridor used for exporting food from Ukrainian ports.”

“On a positive note, we acknowledge the recent decision of the Palestinian factions that met in Algiers to continue moving towards national unity. We believe that to be an important step and confirmation of the Palestinians’ desire to engage in negotiations from a common position. We are ready to assist the Palestinians and regional actors in that regard. In principle, we remain committed to collective efforts. “The many years of stagnation in the political settlement have been actively exploited by the opponents of the peace process, which use the current status quo to create unilateral irreversible realities on the ground. The violence, coupled with the settlement policies and attempts to unilaterally change the status of Jerusalem’s holy sites, further aggravates the situation. That undermines the prospects for the establishment of an independent, viable and contiguous Palestinian State. We see a way out of that vicious cycle in the immediate resumption of Palestinian-Israeli negotiations, which we have long urged, and in the restoration of international cooperation. Other final-status issues, including refugees and water resources, should also be resolved during direct negotiations between the parties.”

“Russia’s position remains consistent and unchanged: a reliable and long-term solution to the Palestinian question is possible only on the basis of the two-State solution endorsed by the United Nations — Palestine and Israel coexisting in peace and security on the basis of the 1967 borders. At the same time, Israel’s security concerns must be taken into account. We oppose attempts to move away from that principle or replace it with all sorts of dubious options, such as an alternative homeland or economic peace for the Palestinians. Such ideas are promoted by those that harbour plans to plunge the Middle East into chaos so as to disrupt the increasing momentum in the region for resolving long-standing issues through dialogue.”

“By declaring the need to prioritize other crises, Washington and Brussels are trying to distract the attention of the international community from acute regional conflicts, including the Palestinian-Israeli conflict, which is key to the Middle East. Cooperation within the Middle East Quartet of international mediators, a unique diplomatic mechanism endorsed by Security Council resolutions, has collapsed. We note that it is not the first time that that has happened. Our colleagues always have excuses as to why they are once again not ready to work seriously towards achieving peace between the Palestinians and Israelis.”
