“Mr. Nebenzia (Russian Federation) (spoke in Russian): The Russian Federation was compelled to abstain in the voting on resolution 2626 (2022), extending the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA). We did so for the following reasons. From the beginning of the discussions on the draft, we tried to convey to colleagues on the Council the importance of achieving the agreement of the host country on the presence of the United Nations. That imperative was consistently taken into account in each extension of the mandate of the special political mission for many years. However, this time the reference to it met with opposition from those who for years have continued with their irresponsible politics in Afghanistan, not helping to resolve pressing issues and ultimately leaving the population to the whims of fate.”

“Here I would refer in particular to the peaceful and comprehensive settlement of the Nagorno-Karabakh conflict, in which the OSCE Minsk Group plays a fundamental role. In the current circumstances, the OSCE remains the only forum where a pan-European dialogue is possible. We must consider the historical consequences of any actions aimed at undermining the foundations of and any prospect of cooperation for the security of all countries on the European continent.”

“There is no doubt in which direction those thoughts are developing, especially since our American colleagues, as we have heard repeatedly from the Permanent Representative of the United States in the Security Council, are already giving us a clue as to whom they intend to blame for that dangerous turn of events. If that provocation does take place — God forbid — do not say we did not warn of it. I would like to conclude my remarks by urging the Chairperson-in-Office to prevent the destruction of the OSCE. It is important not to forget that there are a number of other subjects being discussed within its framework that require the close attention of the members of the organization.”

“We are also receiving reports of the possible sabotage of Ukrainian gas pipeline system facilities. In addition, according to information available to the Russian Ministry of Defence, Ukrainian armed formations are actively preparing for a provocation involving the use of chemical substances in order to accuse Russia of purportedly using chemical weapons. On the night of 9 March, Ukrainian nationalists transported approximately 80 tons of ammonia to the village of Zolochiv, to the north-west of Kharkiv. On 10 March, the Ukrainian media started disseminating information about methods of protection in chemical attacks.”

“It therefore needs to swiftly provide political support for the safe evacuation of civilians from the areas impacted by hostilities, in whichever direction the Ukrainian people themselves wish to go. Russian forces are unilaterally opening corridors each day to evacuate people, yet only a few can use them. Kyiv is not ashamed to threaten its own citizens as they try to leave their towns and cities. As recently as 11 March, we raised the issue of the United States biological laboratories in Ukraine at the Security Council (see S/PV.8991). I will not repeat myself on that issue, but I would like to warn of the danger of biological materials with dangerous strains falling into the hands of Ukrainian radicals, who, as we have seen in recent days, are capable of the most inhumane provocations against civilians in Ukrainian cities.”

“Armed gangs of looters and robbers now rampage through the cities of Ukraine. Bandits are firing at ordinary citizens. We have also recorded the mass use of phosphorus-filled munitions and cluster munitions by the Kyiv regime, which, as we know, is prohibited under Protocol III of the United Nations Convention on Certain Conventional Weapons of 1980. Earlier, I mentioned the cluster munitions used by the armed forces of Ukraine today in Donetsk. For some reason, that is not attracting the attention of any my colleagues whatsoever. Under those circumstances, one of the priorities of the OSCE chairpersonship-in-office is to assist civilians affected by the conflict.”

“Currently, the main threat to civilians in Ukraine is posed by the armed formations of Ukrainian nationalists, who have unleashed real terror on their fellow citizens. Mass violations of human rights and international humanitarian law are taking place. The nationalists are placing tanks, artillery and multiple launch rocket systems directly outside the walls of kindergartens and schools, setting up firing positions from the roofs of people’s homes and using women and children to hide behind. Russian servicemen taken prisoner are being subjected to sadistic torture, recorded by Ukrainian bandits, while the Kyiv regime flaunts its brutality. A large number of criminals have been released from prisons. The Kyiv regime took the criminal decision to hand out tens of thousands of firearms to unknown persons — at least 10,000 in Kyiv alone.”

“The Western media are shamelessly passing off objects destroyed by the Ukrainian armed forces and nationalist groups in the Luhansk and Donetsk People’s Republics as consequences of our military operation in Ukraine, spreading false reports about alleged indiscriminate bombings of Ukrainian towns and cities. Meanwhile, total censorship of the information space is being introduced without any attempt to justify it whatsoever. In such conditions, it is very difficult for the residents of Western countries to receive objective information about the course of our military operation, as well as to distinguish blatant fakes, such as the alleged shelling by Russia of the Mariupol maternity hospital. We therefore view the replication of such untruths in the Security Council Chamber as a deliberate provocation by our Western colleagues.”

“The threat of a recurrence of the full-scale hostilities that took place in 2014 and 2015 has increased significantly. The population of the republics encountered a real threat of direct physical destruction by the Kyiv authorities. An influx of refugees poured into our country. As we later learned from documents recovered from Ukrainian soldiers during our military operation, they were given orders to initiate military actions against the People’s Republics of Luhansk and Donetsk in early March. Copies of those documents are available on the Russian Ministry of Defence website. Our operation thwarted those plans. A large-scale information war has now been unleashed against Russia.”

“Furthermore, NATO countries pumped Ukraine full of modern weapons and sent military instructors, thereby contributing to the militarization of the region in every possible way. Kyiv perceived the actions of its Western backers as a carte blanche to conduct military provocations in Donbas. In late January and February, nearly the entire senior leadership of Ukraine openly stated their refusal to implement the Minsk agreements. The Permanent Representative of Ukraine confirmed that during our Security Council meeting on 17 February (see S/PV.8968). Following that, the situation along the entire line of contact deteriorated sharply. Numerous violations of the ceasefire were recorded, with shells destroying civilian homes, schools and other civilian infrastructure. Unfortunately, there were casualties.”

“By blatantly sabotaging its own commitments, Kyiv has done everything it can to destroy the Minsk agreements. Russia has consistently urged Ukraine to respect the aspirations of the inhabitants of Donbas, including their legitimate desire to speak their native language, educate their children in it and honour the memory of those who liberated those lands from the Nazis, not those who fought on the side of Hitler’s people and killed civilians during the Second World War. However, Kyiv did not want to listen to us. At the same time, the West, led by the United States, instead of forcing Ukraine to fulfil its obligations, played along and ignored its sabotage of the Minsk agreements.”

“It should not have ignored the blatant facts that attested to the unfurling of aggressive nationalism, neo-Nazism and the numerous cases of discrimination against the Russian-speaking population. Furthermore, there were gross violations of human rights in Ukraine. Discriminatory laws about the State language, education and indigenous peoples were adopted, primarily targeting the Russian language and the millions of Russian speakers in the population. Instead, we encountered blatant misbehaviour on the part of the OSCE, including its Polish chairpersonship, with the Ukrainian authorities. They categorically rejected a key provision of the Minsk agreements, namely, a direct dialogue with Donbas, preferring to speak to their fellow citizens living there in the language of guns and shelling.”

“Who prevented the chairmanship-in-office from trying, including through the Special Representative to the Trilateral Contact Group, to get the Ukrainian side to fully and consistently implement the Minsk package of measures? This scheme of actions was crystal clear, first and foremost to ensure direct dialogue between Kyiv, Donetsk and Luhansk and also to ensure unbiased observance of the situation by the Special Monitoring Mission of the OSCE. Its leadership was required to engage in constructive cooperation with the authorities of Donetsk and Luhansk, as stipulated in the mandate of this Mission, which was approved by the Permanent Council of the OSCE. In line with this mandate, the Mission should not have ignored the violations of human rights and breaches of the freedom of mass media throughout the entire Ukrainian territory.”

“However, the western camp made a top priority out of the right of any country to choose which alliance it wished to join, disregarding the fact that this cannot be done to the detriment of other people’s security. That is something that our colleagues prefer to forget today. Mr. Rau said today that Russia is requiring unilateral guarantees for itself. The detonator for the deep crisis in European security occurring as a result of the trends I have mentioned was the situation in Ukraine. I believe that, in this regard as well, the OSCE is directly to blame, as it had been turning a blind eye to what was happening throughout all those years not only in Donbas, but in Ukraine itself. The Polish chairmanship-in-office is part of it as well.”

“To claim that a useful dialogue has been launched is nonsense. It is the fault of our Western colleagues that the OSCE has not yet been able to achieve the most important, pivotal goal — to develop a single understanding of the principle of security indivisibility, which is fundamental for the European security architecture. This principle requires avoiding any actions that would strengthen one party’s security to the detriment of the security of any other country. All of this is enshrined in many OSCE documents, starting in 1994, when the OSCE Code of Conduct on Politico-Military Aspects of Security, was adopted. Then, in 1999, the Charter for European Security was adopted at the highest level in Istanbul. In December 2010, at the OSCE summit in Astana, this principle was unambiguously confirmed in an expanded form.”

“It is in no way to take biased steps that further inflame confrontation, and especially not to head up an anti-Russian campaign in the OSCE. Today, Mr. Rau, together with a number of colleagues, stated that the OSCE has allegedly proposed to Russia that they discuss its concerns on security, but that it refused. That is not true. We did not refuse the relevant dialogue, launched by the Polish Chairperson-in-Office. However, we underscored that for it to be successful, we would need to get responses from the United States and individual members of the OSCE as to how they perceive in practice the implementation of the principle of the indivisibility of security. We have just gotten some non-committal notes — and not from countries, but from the European Union and NATO, which we had not contacted on this matter.”

“However, today we can note that the Polish Chairmanship-in-Office of the OSCE has almost failed in its mission, even though we are only in the middle of March. On 5 March, following the talks with the United States Secretary of State, Mr. Rau said essentially that the Chairpersonship-in-Office of the OSCE would coordinate the actions against one participating State of the organization. This is an egregious violation by Poland of the mandate of the OSCE Chairpersonship-in-Office adopted at the 2002 Porto Ministerial Council and of OSCE Permanent Council Decision No. 485 on statements and public information. The point of the work of the Chairperson-in-Office is precisely to solve disagreements between participating States and to bring positions closer.”

“The discussions on this, as far as we can gather, are not so much unprofessional, but in fact, hysterical in tone. Indeed, an unacceptable tone is being used. When Mr. Rau visited Moscow on 15 February, we had substantive talks with him. Back then, he talked about the importance of a proactive, positive approach and the quest for solutions and the rejection of mutual accusations. We supported such an approach. We expressed our conviction that the Chairmanship-in-Office should facilitate the formation of a unifying agenda and achieve compromises. For this, it is important to remain within the mandate of the Chairmanship-in-Office and to stick to the status neutral approaches, as they say, and to avoid non-consensus-based language, which, in other words, is called embracing the role of an honest broker.”

“Secondly, Irpin is fully controlled by the Ukrainian armed forces and Ukrainian Territorial Defence units, according to Renault’s colleague who survived the incident, it was they who opened fire on their vehicle. We were under no illusion. We knew that today’s meeting would in no way be about cooperation between the United Nations and the OSCE. The demand for cooperation over recent years has sharply decreased due to attempts by a certain club of States to replace the United Nations Charter with a rules-based order. The OSCE has become a glaring example of this. It has become particularly noticeable recently when the work of the organization, which even before this period paid disproportionate attention to countries to the east of Vienna, was de facto boiled down to just one subject.”

“Were they, too, killed by Russia? Does he not know who most of these unfortunate people are? Most of the people who have died were from the Donetsk People’s Republic and the Luhansk People’s Republic. My American colleague mentioned the death of journalist Brent Renaud in Irpin, allegedly at the hands of the Russian forces. We regret the deaths of any people who die in a conflict, but I would just like to make two clarifying points. First, he was not a journalist. That was something that The New York Times itself stated right away, and on the Internet there’s information circulating that his main occupation was actually not journalism or filmmaking. That information is available on open access.”

“And the Under-Secretary-General did not manage to find any words to report about the strike by the Ukrainian armed forces using a Tochka-U missile that was filled with cluster munitions, which struck the heart of Donetsk, as a result of which 20 people died and 35 civilians were injured. Further, the representatives of Western countries, who for eight years have simply turned a blind eye to what is happening in Donbas — and the conditions in which people are living, namely, under constant shelling — did not manage to mention this either. Unfortunately, the OSCE is party to this too. It has just smoothing over the truth about the actions of the Ukrainian armed forces and the nationalists in Donbas. I would like to ask my American colleagues a question. The representative mentioned that 13,000 people have died in Donbas.”

“Yesterday, a video was uploaded on the Internet in which Ukrainians in military uniform near Kharkiv, as it is said in the video, are reportedly shooting down what is supposed to be a Russian military aircraft, using a mobile rocket launcher. Right next to it is a car, which they apparently used to get there. Here is a picture — a white Toyota bearing a United Nations logo. We already asked the representative of the Secretariat this question, and the answer was that United Nations cars are not being used by the Ukrainian Territorial Defence Forces. United Nations vehicles were previously reported to be used in Kramatorsk. We insist that that incident be investigated by the United Nations.”

“We are being accused of propaganda and fakes, while the accusers ignore a huge number of fakes that are being turned out in special centres in Ukraine and in the West so as to conduct a special psychological operation. Meanwhile, they are coyly silent about the fact that they have basically shut off their access to Russian sources of information. These days, we are discovering a great deal of new things about the freedom of speech that they allegedly champion. I would now like to respond to my United Kingdom colleague, who, as usual, quoted Minister Lavrov incompletely when he said that we did not start the war. She was not the only one to mention that. Those are the exact words: we did not start this war; we want to end it. It is true that the war was not started by us. It was started eight years ago by the Kyiv authorities in Donbas.”

“They have already said that they show the pictures of a crater near the building that resulted from an exploded mine. Here is this photo. At the same time, we are being told about the 17 wounded in the building — and, incidentally, not a single death. By way of evidence, what is shown here is a fabricated picture of a Ukrainian blogger, Marianna Podgurskaya. It was taken by an Associated Press stringer, Evgeniy Maloletka. That female blogger is using two different kinds of make-up to present herself as two different women in the photographs. The network users themselves revealed that. We are dismayed by the dirty campaign to blame us for intentionally shelling civilian infrastructure.”

“We warned about that even then. Apparently, they did not listen, or they do not want to hear what we said. Did they see the photographs of the building of the maternity hospital, allegedly destroyed by a bomb? What can be seen there is a building without windows, but it is not destroyed. Here are the photographs. Can they imagine what would have happened to a building, as well as to those inside it, if it were struck by a bomb or missile? What would have happened to it? We have the photos and videos from inside the building. Here they are. They show just that there is disorder, overturned furniture and untouched, intact chairs. Once again, can they imagine what kind of destruction would have remained in the wake of a building hit by a rocket or a bomb? They can ask military specialists. They will tell them.”

“That was done by the forces of the coalition, headed by the United States. The bodies remained there for several months. I do not recall righteous ire on the part of colleagues about that. We raised this issue many times in the Security Council, but it died and was buried. People prefer not to recall that. On the other hand, every day we hear about the atrocities of the Russian army, its daily attacks on hospitals, kindergartens and maternity hospitals, using cluster bombs, which had been repeatedly refuted by our Ministry of Defence. Maternity Hospital No. 1 in Mariupol has become common parlance in that regard. Let me ask those present this: did they listen to what we said here in the Chamber on Monday, 7 March, when we said that militants and radicals had converted that building into a firing point (see S/PV.8988).”

“Colin Powell here in this very Chamber (see S/PV.4701), which became the foundation for the United States invasion of Iraq. That led to untold levels of suffering, leaving behind many victims and great destruction, which then reverberated throughout the entire region, including in the form of a terrorist organization known as Islamic State in Iraq and the Levant. That is the real Palme d’or, as our Albanian colleague said today. Many members stated that they were unaware of military biological programmes in Ukraine. That does not mean that they do not, in actual fact, exist. A military development is a secret enterprise, and those who involved would not report on it to Mrs. Nakamitsu. I also recall that Iraq and Mosul were razed to the ground, leaving thousands of civilians buried under the rubble.”

As we expected, first and foremost of our Western colleagues, not one of them addressed the substance of the issue we put forward. While my American colleague was throwing thunderbolts and accusing us, as we expected, of spreading propaganda, two things came to mind. First, I wish to recall a Russian proverb, according to which a guilty mind is never at ease. The louder the voices that attempt to shift the blame onto us, the greater our conviction that we hit the nail on the head when discussing their rather nefarious activities in Ukraine. Secondly, I remember another story that has been mentioned on various occasions and in various contexts about the notorious vial presented by Mr.”

We believe it is our duty to keep the Security Council informed of the situation concerning United States military biological activities in Ukraine, which pose a genuine threat to international peace and security. “But this self-indulgence will not help the European people in the event of outbreaks in Ukraine and neighbouring countries and the subsequent spread of dangerous diseases beyond their borders. The risk of that is very real, given the interest that radical nationalist groups in Ukraine have shown in the dangerous pathogen work carried out there in the interests of the United States Department of Defense. We also know that in the event of any such incidents, the Pentagon explicitly advised its Ukrainian protégés to immediately accuse the armed forces of the Russian Federation of allegedly targeting research and medical facilities or to link such incidents to the activities of Russian subversive groups. The Russian Ministry of Defence continues to analyse the biological situation in Ukraine and emerging evidence.”

“The United States supervises several hundreds of biolaboratories in some 30 countries, including in the Middle East, Africa and South-East Asia, as well as along the perimeter of the former Union of Soviet Socialist Republics. Since 2001, Washington has flatly refused to subject these labs to international verification, thus blocking a legally binding protocol to the BWC about establishing an effective verification mechanism to ensure compliance. This cannot but suggest that the United States has something to hide. I urge colleagues in those regions to think about what activities Washington is conducting on their territory and the possible consequences for their people. I can foresee the reaction of our Western colleagues, who will surely claim today that all this information is fake and Russian propaganda.”

“In that connection, we would like to ask the United States delegation — how does that fit with the 2005 agreement between the United States Department of Defense and the Ukrainian Ministry of Health on cooperation in the area of the dissemination of technologies and pathogens that could be used in the development of bioweapons? That document is publicly available on the Internet. According to article III of that agreement, the United States Department of Defense can “assist the Ministry of Health of Ukraine in joint biological research, the identification of threats from biological agents and the development of a response to them” as relates to the “dangerous pathogens located at the facilities in Ukraine”. I would like to stress that biological threats, by their very nature, know no borders. No region of the world today can feel safe.”

“The representatives of the United States provide confusing information about the involvement of the United States in this activity in Ukraine. During a congressional hearing on 8 March, Under Secretary of State for Political Affairs of the United States Victoria Nuland basically confirmed the fact that dangerous research was being conducted in Ukrainian biolaboratories. When asked directly by Senator Marco Rubio about the presence of biological or chemical weapons in Ukraine, she replied that there were “research facilities there that should not fall into the hands of the Russian military”. At the same time, the State Department continues to insist that there are no biolaboratories on Ukrainian territory under the control of the United States.”

“Our analysis shows the destruction, in Lviv alone, of 232 containers of leptospirosis pathogen, 30 of tularaemia, 10 of brucellosis and 5 of plague. In all, more than 320 containers were destroyed. The nomenclature and the excessive number of biopathogens suggest that the work was conducted as part of a military biological programme. I would like to address my European colleagues separately. All these years, right next to the European Union, there has been a testing ground for extremely dangerous biological trials. We call upon them to think about the very real biological threat to the people of European countries that could result from the uncontrolled spread of bioagents from Ukraine, which, as the experience of COVID-19 showed, is impossible to stop. In such a scenario, all of Europe will be affected.”

“Our Ministry of Defence has materials that confirm that all serious high-risk research in Ukraine’s biolaboratories was carried out under the direct supervision of United States specialists, who had diplomatic immunity. According to our Defence Ministry, the Kyiv regime is now hastily covering its tracks at the request of its Western handlers so that the Russian side does not find direct evidence that the United States and Ukraine are violating Article 1 of the BWC. Biological programmes are being urgently shut down, and on 24 February, Ukraine’s Ministry of Health set the goal of fully destroying the bioagents in the laboratories. These experiments, with potential risks on a national scale, have been going on for years. If Reuters is to be believed, the World Health Organization recommended that Ukraine destroy their extremely dangerous pathogens in order to avoid leaks that could lead to the spread of disease among the population. “Cases of rubella, diphtheria and tuberculosis are on the rise. The incidence of measles has increased by a factor of more than 100. The World Health Organization declared Ukraine a high-risk country for polio outbreaks. There is also evidence that in Kharkiv, where one such laboratory is located, 20 Ukrainian soldiers died of swine flu in January 2016 and another 200 were hospitalized. By March of the same year, 364 people in Ukraine had died of swine flu. In addition, the outbreak of African swine fever has become a regular occurrence in Ukraine. In 2019, an outbreak of a disease that is symptomatically similar to plague was reported.”

“Under the pretext of treating and preventing the coronavirus disease, several thousand samples of blood serum from patients, mostly of Slavic extraction, were taken from Ukraine to the Walter Reed Army Institute of Research of the United States Army. Everyone knows how sensitive the West is about the transfer abroad of biomaterials of Western nationals. And there is good reason for that. In theory, biological agents that selectively target specific ethnic groups could be developed. At the same time, the activities of biological laboratories, which we have tracked since 2014, and the so-called “reform” programme of the Ukrainian health-care system implemented by the United States have led to an uncontrolled increase in the incidence of particularly dangerous and economically significant infections in Ukraine.”

“According to the data obtained, the birds ringed and released during bioresearch in the Kherson Nature Preserve were caught in the Ivanovo and Voronezh oblasts of the Russian Federation. The analysis of the materials confirms that more than 140 containers with bat ectoparasites were transferred abroad from the Kharkiv biolaboratory. We do not know the fate of those dangerous biomaterials nor what the consequences would be if they were to dissolve, probably over Europe, without any international control. In any event, there is a very high risk that they will be stolen for terrorist purposes or sold on the black market.”

“It is clear even to non-specialists that such experiments are among the most reckless, as they do not provide any means of controlling further developments in the situation. Similar research, using fleas and lice as bioweapons agents, were carried out in 1940s by the notorious Unit 731 of the Japanese army, whose members, by the way, found refuge in the United States of America and escaped justice. Ukraine has a unique geographical position as a crossroads of a number of migration routes for potential vectors of dangerous diseases, many of which run through Russia and Eastern Europe. The research I just mentioned was carried out in the heart of Eastern Europe and in close proximity to Russia’s borders.”

“Its aim is to study the possibility of transmitting particularly dangerous infections via migratory birds, including the highly pathogenic influenza H5N1, which has a mortality rate of up to 50 per cent in humans, as well as the Newcastle disease. In another project, bats are being considered as vectors for potential biological warfare agents. Priority research areas include bacterial and viral pathogens that can be transmitted from bats to humans, such as plague and leptospirosis, as well as filoviruses and coronaviruses. According to the project documents, the United States has actively funded biological projects in Ukraine. Experiments were conducted to study the transmission of dangerous diseases by ectoparasites, such as lice and fleas.”

“The results were sent to United States biological warfare centres, including the United States Army Medical Research Institute of Infectious Diseases, the Walter Reed Army Institute of Research and the United States Naval Medical Research Center, as well as the United States Army Biological Warfare Laboratories at Fort Detrick, which were previously key sites of the United States biological weapons programme. All the information is available on the website of our Ministry of Defence, which announces it in its daily briefings. I will highlight the most notable examples. Our army learned the details of the UP-4 project, which was implemented in laboratories in Kyiv, Kharkiv and Odesa.”

“We convened today’s meeting because, in the course of Russia’s special military operation in Ukraine, truly shocking facts have come to light regarding the Kyiv regime’s emergency clean-up of the traces of the biological warfare programme being carried out by Kyiv with the support of the United States Department of Defense. The Russian Ministry of Defence has in its possession documents that confirm that a network of at least 30 biological laboratories has been formed on the territory of Ukraine, where extremely dangerous biological experiments aimed at enhancing the pathogenic properties of plague, anthrax, tularaemia, cholera and other deadly diseases, using synthetic biology, are being conducted.”

“Mr. Nebenzia (Russian Federation) (spoke in Russian): The coronavirus disease (COVID-19) pandemic has demonstrated how vulnerable humankind is to biological threats. It has already taken, and continues to take, an enormous toll on human life. With the entry into force of the Biological Weapons Convention (BWC) in 1975, it was hoped that the world would be free of at least human-made biological threats, since all signatory countries recognized the horrendous risks posed by biological weapons and abandoned any plans to develop them. Unfortunately, we have reason to believe that such hopes have not been fully fulfilled.”

“I have taken the floor to inform the Council that I have received an emergency statement from the Joint Coordination Headquarters for Humanitarian Response in Ukraine, dated 7 March. I will not read out all of it now. We will circulate this statement shortly among Council members. It says that the Russian side has offered to establish a ceasefire tomorrow, 8 March, at 10 am Moscow time, and to open a humanitarian corridor for the evacuation of civilians from Kyiv, Chernihiv, Sumy, Kharkiv and Mariupol. My Ukrainian colleague said that Ukraine is ready to work on that. Let us see what response Ukrainian authorities give to our proposal. I must say that this proposal does not stipulate that all evacuated Ukrainian citizens must head to the territory of Russia.”
