However, the choice of the elites who came to power, with the prompting of the foreign Ukrainian diaspora, favoured out-and-out nationalism and the glorification of its legacy and gave credit to Hitler’s accomplices, the leaders of the organization of the Ukrainian nationalists, the Ukrainian Insurgent Army. That quite naturally determined the path taken by the new Ukraine vis-à-vis its neighbours. There are always attempts to make us believe that neo-Nazism and nationalism in Ukraine are marginal phenomena. But, in fact, ultra-nationalism is the mainstream policy of the Ukrainian authorities. We do not have time to lay out the genesis of Ukrainian nationalism and to quote all its founding fathers.”

“The ideology of hatred and violence, inter alia against one’s own people, is the basis of the State policy of the current Government of Ukraine. That ideology provoked the horrific attacks committed by the Kyiv regime against its own people and was one of the key reasons for the current crisis in Ukraine. We should recall that Russia had already raised those issues in the Security Council last May, when we held an informal Arria Formula meeting on neo-Nazism and radical nationalism in Ukraine. Today’s meeting is a good opportunity to determine why the current Ukrainian leadership and its hate-filled rhetoric are essentially inextricably linked. When the Soviet Union collapsed, Ukraine, as a sovereign country, just like other post-Soviet republics, had the opportunity to build an independent statehood.”

Unfortunately, Ms. Tsybulska, one of our briefers, spoke about sexual violence, repeating what Lyudmyla Denisova, the Ukrainian Ombudsperson, said. The desire of Ukrainian propagandists to demonize Russia at any cost is astonishing. Also remarkable are Mr. Cohen and his fantastical tales showing that the Nazis in Ukraine were created and embedded into the public consciousness by Russian hackers. Mr Cohen must have forgotten to mention that our hackers have learned how to remotely make innocent Ukrainians get Nazi tattoos, chant Nazi slogans and torture and kill Russian-speaking Ukrainians.”

“Europe’s political and economic leadership in the world, which was still unchallenged at the beginning of the century, has long since ceased to exist. Will the dominant cultural influence of Europe be maintained? “We should also note that, over the past few years, the EU has actually degenerated into the geopolitical shadow of NATO, while having lost not only its own vision of international processes but also all ability to defend its place under the sun and protect its economic, civilizational and cultural interests. That is not what its founding fathers envisioned, and it is not the entity with which we discussed plans for a strategic partnership. “We hope that sooner or later the anti-Russian frenzy will die down and that in the meantime the European project will not be allowed to completely collapse in the service of the interests of our American and British colleagues, regardless of their claims to the contrary. Given the obvious hostility towards Russia of the EU in its current state and its reliance upon, and subservience to, the United States and NATO, we have no choice but to reconsider our basic approach to developing relations with that organization. We are currently forced, at the very, least to adopt a cautious approach to any project involving the EU, including at the United Nations. That also applies to EU plans for expansion. The inclusion of new States, including Ukraine, in this alliance that is unfriendly to Russia no longer reflects Russia’s interests.”

“We can see that today’s Europe is severing ties with Russia in the name of Atlantic solidarity and voluntarily shooting itself in the foot. We hope that development does not become irreversible and spiral out of control. Mr. Borrell Fontelles himself rightly said in a recent interview that the Russian Federation and the European Union will continue to remain neighbours on their shared European continent. We do not want to see problems worsen for our neighbours. But if the EU continues on its current course of increasingly becoming a tool of United States policy, those problems will affect not only its people but Russian citizens as well. Of course, we have no interest in the development of such a scenario.”

“On the contrary, that policy is laying fertile ground for a confrontation between the two super-Powers, as was the case during the Cold War. How does that benefit Europe or its citizens? Does it strengthen their security? In recent years, Russia has become accustomed to being self-reliant. As both a European and an Asian Power, we will develop relations with independent- minded countries and organizations that are not afraid of protecting their own interests. Unfortunately, the EU no longer can be counted among the latter. However, the Russian Federation is not indifferent to the future of the EU. The fact that the course chosen by the current EU leadership is short-sighted and dangerous has been repeatedly acknowledged by prominent EU politicians, including former Presidents of the European Commission.”

The EU never succeeded in developing its own constructive ideology and has not become an independent world Power or alternative model of organization. It now essentially defines itself based solely on its primitive Russophobia. That decay is taking place before our eyes and has yet to reach a conclusion. Europe, which once declared its own vision of the world order and aspired to play an independent role in the concert of world Powers, has turned into an obedient appendage of the United States and NATO. Citizens of the EU’s member States are being led to believe that makes them stronger.”

“It hypocritically assert that there are no other obstacles to them while remaining silent about the prohibitive measures on insurance, financing and shipping imposed by both the EU and the United States, and turning a blind eye to the fact that it is Kyiv that has mined the waters of the Black Sea. The EU, following its American big brother, has been arrogantly dividing States into democracies and non-democracies, sometimes slipping into openly colonial rhetoric, referring to the countries of Africa as the backyard and the Balkans as the inner courtyard of the European Union. EU missions in the Balkans and in Africa are being redirected to confront Russia. All that is done in the name of the concept of the rules-based world order imposed by the West, under the leadership of the United States.”

“During a recent bombing of Donetsk that claimed the lives of six people, including a child, cluster munitions with markings from a number of European countries were used, despite the fact that those countries had previously declared to have completely destroyed those munitions. Since the beginning of the armed conflict in Donbas in 2014, thousands of civilians have died, including more than 150 children. Thanks to the so-called assistance of European “civilized” countries, as they call themselves, another 15 to 20 people are now added to those terrible statistics every week. The EU has willingly stood under the Atlantic Russophobic banners and has once again unhesitatingly trampled on its own values and political principles.”

“And we are following his advice, especially given that Kyiv, encouraged by its Western patrons, is refusing to engage in any negotiations whatever. This is not merely talk. Through the blasphemously named European Peace Fund, Brussels has already provided the Ukrainian armed forces and nationalists with €2 billion worth of lethal weapons, not counting the military equipment supplied through individual EU member States. It continues to pump Ukraine full of military equipment with total disregard for its own export controls as outlined in the EU Council’s Common Position defining the rules governing control of exports of military technology and equipment. It has reached the point where European weapons are now killing civilians in Ukraine.”

“Ever since then, the EU, contrary to the values it proclaims, has turned a blind eye to the criminal actions of the Kyiv regime in Donbas and its violations of the Minsk agreements, encouraging nationalism and outright Nazism in Ukraine. Without that, there would be no profound security crisis in Europe today, and we have yet to find the key with which to end it. In the current situation around Ukraine, today’s militarized, aggressive, Russophobic European Union has shown its true colours. The extent to which a once peaceful economic association, created to prevent new wars in Europe, has deteriorated is best reflected in the fact that the head of European diplomacy — our briefer today, Mr. Borrell — gave up on that diplomacy and called for winning this war on the battlefield.”

“Needless to say, it was not a format the Russian Federation could accept. One of the products of that flawed policy was a draft association agreement between Ukraine and the EU, which blew up security and the balance of power on the European continent like a landmine. Contrary to the road maps that we had signed, the agreement effectively demanded that Ukraine sever its ties with Russia and essentially become a mere supplier of raw materials to Europe. When the legitimate leadership of Ukraine took a closer look at the proposed conditions and asked for a time-out in order to assess how they corresponded to its national interests, the EU, together with the United States, staged an anti-constitutional coup triggering a bloody civil war in Ukraine that has lasted for more than eight years.”

“A clear example of that was the Polish leadership’s recent call for building a defence and peace and security system in Europe that would be directed against Russia. We know that there are voices of reason in the European Union that understand the significance and potential of relations with Russia, but today they are going almost unheard. Having expanded eastward in the mid-2000s, the EU, contrary to its past promises, presented its new neighbours with the choice of either being with the EU or against it. That logic was at the heart of the Eastern Partnership policy that replaced its Neighbourhood Policy in 2009 as an entirely Euro-centric model, designed not to establish equitable cooperation but to completely reformat its participants’ political systems in line with the EU template.”

“Despite our warnings, the European Union went down the slippery NATO slope and began to absorb the geopolitical space around it, disrupting the balance of power, pitting East against West and adopting a course to transform itself from an economic bloc into a military and political one. The old logic of accession to the EU, which made economic and political maturity a prerequisite for membership, was abandoned. For geopolitical reasons, some countries were accorded advance acceptance into the European Union despite clearly failing to meet the Copenhagen criteria. They brought an anti-Russian agenda with them into the EU and have been actively advancing it based on Washington’s instructions, often to the detriment of the collective interests of EU member States.”

“We took our partnership to have the word’s primary meaning — that is, mutually beneficial cooperation on an equal footing that would take into account the interests of both parties. In 1999, Romano Prodi, then President of the European Commission, signed the Charter for European Security, which enshrined the principle of indivisible security and the obligation to refrain from strengthening one’s own security at others’ expense. In 2005, the road maps for four common spaces were formulated, establishing that the cooperation between Russia and the EU would contribute to the creation of a greater Europe without dividing lines, promote international peace and security and create conditions conducive to the security and prosperity of both the Russian Federation and the European Union.”

“Everyone was surprised by her incomprehensible focus on numerous details in her claims of sexual crimes and rapes of children in the occupied territories, which could not be confirmed by any evidence. Later on, she admitted that she had blatantly lied to the whole world in order to convince Western partners of the need to swiftly deliver weapons to Ukraine. She was an unusual ombudsman, indeed. In the territories of Ukraine liberated from Ukrainian nationalists together with the Donetsk People’s Republic and the Luhansk People’s Republic, work is currently under way to bring to light cases and evidence of crime committed by Ukrainian groups, including crimes of a sexual nature.”

Will they be talking about the maternity hospital in Donetsk, which, unlike the one in Mariupol, was not turned into a gun post? My dear Western colleagues will also not be able to exploit the topic of acts of sexual violence allegedly committed in Ukraine by Russian military personnel. Fakes and lies are all that they have — not a single fact, not a single shred of evidence. Of course, they will certainly not be able to surpass the former Ombudsman for Human Rights in Ukraine, Ms. Denisova, in their lies.”

“The total number of Donbas residents who have been killed since the beginning of the special military operation is much higher. The maternity hospital in Donetsk, where three newborns on the fifth floor were on oxygen, was also shelled. One child was brought down to the basement by doctors because he no longer needed oxygen. By pure chance, these children, doctors and nurses in the hospital survived. However, no condemnation of this inhumane crime was heard in the West. By contrast, Council members may recall how emotions ran high when the Ukrainian side and Western journalists tried in March to organize a provocation and spread a story about an alleged Russian attack on the maternity hospital in Mariupol.”

“Today the civilian population of Donbas is being subjected to constant indiscriminate and deliberate shelling by the Armed Forces of Ukraine, including with the use of artillery and ammunition supplied to Kyiv by its Western sponsors. NATO member States led by the United States, which are supplying weapons and ammunition to Ukraine, are direct accomplices in the killing and wounding of women in Donbas. A glaring example is the unprecedented shelling of Donetsk using rocket systems and artillery on 13 June. More than 350 rockets and shells, including French cluster munitions, which had allegedly been destroyed in 2016, and American weapons, were fired on a peaceful city. As a result of this barbaric and essentially terrorist act, six people died, including a child and a woman, and 33 persons were injured.”

“The National Union of Journalists of Ukraine has recorded dozens of attacks on media workers annually: 77 people attacked in 2020, 75 in 2019, and 86 people in 2018. In 2015, Olga Moroz, editor-in-chief of the Neteshinskiy Vestnik newspaper was killed in the Khmelnytskyi region. She had been preparing a story on illegal logging before her death. Some time ago, human rights activist and anti-fascist Elena Berezhnaya was arrested by the Ukrainian security services on absurd charges of treason. We wrote about this egregious case in a letter that was disseminated as a Security Council document (S/2022/253). Even before the start of the special military operation, in 2015, the Ukrainian Special Services repeatedly — at least twice — blocked the website of the Soldiers’ Mothers Committee of Ukraine.”

“The authorities in Kyiv unleashed a civil war against the Donbas region, the Russian and Russian- speaking population of which refused to recognize the coup and stood up for their right to communicate in their native language and live in peace with Russia. The Kyiv regime tried to drown dissenters in blood. On 2 May 2014, at the Trade Unions House in Odesa, Ukrainian nationalists burned participants in a peaceful protest, including women, alive. On 9 May 2014, the Azov Battalion, some members of which recently surrendered at the Azovstal plant, shot at peaceful protesters in the city of Mariupol. On 17 August 2014, a Ukrainian fighter jet struck the regional administration building of Luhansk, again killing people. Then for eight years, Kyiv shelled the peaceful cities of Donbas and established a complete blockade of the region.”

“The removal of the legitimate president of Ukraine, Viktor Yanukovych, and the seizure of power by radical nationalist forces was carried out with the very active contribution of Western States. The forces that came to power as a result of these events began to engage in the forcible Ukrainization of the country, the destruction of everything Russian, repression of political opponents and the fight against dissidents. They banned opposition parties and shut down opposition media, while at the same time and with the support of the West, presenting modern Ukraine as a model of democracy and pluralism of opinion.”

We thank the Secretary-General for his assessments, and we have listened with interest to the briefings by today’s briefers. The proposed topic for discussion, namely, “Keeping the promises: The role of regional organizations in implementing the women, peace and security in the face of political turmoil and seizures of power by force”, has been formulated vaguely, but in many ways, it can be projected onto the developments in Ukraine. The deterioration and disintegration of that State began in February 2014, when an anti-constitutional coup d’état was organized in Kyiv.”

Against this backdrop, such statements by a number of Western officials, in particular United States Secretary of State Antony Blinken, to the effect that Kyiv will not use American MLRSs against targets on the territory of Russia, do not sound convincing.”

“Leaving aside the entirely unconvincing explanations of such an irresponsible step, I would like to point out that the Kyiv regime has already taken this as carte blanche to continue and to intensify the shelling of civilian targets in Donbas, which, after a number of recent defeats, the Ukrainian artillery was no longer able to reach. The American munitions that were recently delivered to the Ukrainian armed forces are already being actively used to attack Donbas, including schools and other educational facilities. There are casualties, including among children. We already spoke about this at the 2 June meeting (see S/PV.9052). There is no military expediency for this sort of shelling, and Kyiv knows this fully.”

Therefore, if we really want to combat the practice of sexual crimes in Ukraine, we must not turn a blind eye to the numerous cases of such crimes committed by the Ukrainian military, even though political considerations encourage members to ignore such a shameful practice. “Ukrainian nationalists are just as cruel to the peaceful populations of Donbas and south-eastern Ukraine in general, whom they perceive only as separatists, who opted for autonomy from the Maidan authorities in 2014. That is also how the Ukrainian thugs treat women, whom they do not consider it necessary to spare. “It is no secret to anyone how the West receives female refugees from Ukraine, who have suffered a great deal. In Las Vegas, there are billboards inviting strippers from Ukraine to auditions. In Germany, the Kentucky Fried Chicken fast-food chain displayed an advertisement with the inscription “Chicks from Ukraine are welcome” against the image of a bed as a background. It is hard to believe that it is only harmless advertising. That is clearly only the tip of the iceberg, showing how great the risk of sexual exploitation of Ukrainian refugees is in the West. We all have seen the terrifying footage of the sadistic treatment of Russian detainees and prisoners of war by the Ukrainian military, which has been widely circulated on the Internet.”

“A grave with up to 300 bodies was discovered in Mariupol, where eyewitnesses say the Azov forces dumped the bodies of the people they had killed while they were in control of the city. The conflict in Ukraine has boosted the exploitation of Ukrainian refugees in European countries. Ms. Patten touched on that earlier today. Judging by the available information, the European Union’s specialized agencies assess the threat of trafficking in Ukrainian refugees as pretty high, taking into account the fact that, in recent years, Ukraine has ranked among the top five countries in terms of the number of victims of human trafficking and sexual exploitation in Europe. It is important to remain vigilant regarding that issue and prevent violence against, and the exploitation of, refugees in Europe.”

“Soon enough the international community will learn the truth about the crimes, including sexual crimes, committed by Ukrainian nationalist units and armed forces, whom the Kyiv authorities and their Western sponsors are trying to glorify. There is abundant evidence of how such scum shot at civilians, doctors and volunteers who were trying to help the wounded. Ukrainian tanks and artillery directly targeted residential buildings. Prisoners from Azovstal testified to those orders from their commanders; indeed, they took shelter from Russian bombardments in the residential buildings. The Azov fighters would not let the sick and wounded out of hospitals; they set fire to premises and intimidated and humiliated civilians.”

“For example, in the summer of 2015, there was a scandal in Ukraine around the nationalist Tornado Battalion. The Ukrainian authorities accused its combatants of acts of pillaging, torture, violence against both men and women, paedophilia, murder and abductions of Ukrainian civilians. Many of the perpetrators were prosecuted, including battalion commander Onishchenko. However, in March this year, all those culprits were granted amnesty by President Zelenskyy. After almost 2,500 fighters of the nationalist neo-Nazi Azov Battalion and Ukrainian military surrendered in Mariupol, ending the meaningless resistance at the Azovstal steel works, their crimes are now being investigated. Residents of liberated Mariupol are playing an active role in that.”

“The nationalist Aidar Battalion was based in that area. On 28 March, nationalists from the Azov Battalion raped and tortured a young woman to death in a building of school No. 18 in Mariupol. Her disfigured body, with severed hands and a swastika burned onto her stomach, shocked everyone who saw it. We mentioned that tragedy at the Security Council meeting on 11 April (see S/PV.9013). Currently, work is under way in the liberated territories of Ukraine and the Donetsk and Luhansk People’s Republics to uncover facts and evidence of crimes by the Ukrainian armed forces. It is being documented by the investigative authorities of Russia and the Donbas Republics. Ukrainian nationalists are notorious for their cruelty, but they also include units whose atrocities, even in the eyes of the authorities in Kyiv, have exceeded all acceptable limits.”

“At the beginning of April, Ukrainian troops from the Brigade detained two civilian cyclists in Mariupol, a husband and wife, on suspicion of separatism, and confined them in a basement. Later on, Batynsky, in a state of intoxication, raped the woman in the presence of her husband while threatening to kill her. When the husband tried to stop the crime, the Ukrainian soldier shot him dead in plain view of his wife. Batynsky himself confessed to what he had done during a video-taped interrogation, which is publicly available. On 7 March, military of the Donetsk People’s Republic, when mine-clearing in the vicinity of the Kommunar mine in the Donetsk region, discovered a grave containing four female bodies. Forensic tests showed that before their deaths they had been tortured and raped. One of the victims was pregnant.”

“Another example: the girl who, according to Oleksiy Arestovych, an adviser at the Office of the President of Ukraine, was raped and tortured by Russian troops in Hostomel and died. But it happened in Mariupol, not Hostomel, and the perpetrators were neo-Nazis from the Azov Battalion, not Russians. There is evidence of that crime. While our opponents limit themselves to baseless allegations, I will provide specific examples of crimes committed by Ukrainian nationalists. As reported by the Investigative Committee of Russia, criminal charges were brought against the Deputy Commander of a fire support company responsible for morale building in the A-2777 military unit of the 36th Marine Brigade of the Armed Forces of Ukraine, Senior Lieutenant Sergey Batynsky, who committed an appalling crime.”

“I urge those who, out of habit, have been relishing the accusations against Russian soldiers to think carefully about whether they can trust the information, or rather disinformation, that is propagated by Kyiv — and it is not only Denisova. Many cases of alleged sexual violence, which Western media trumpeted from Kyiv’s propaganda machine, have already been refuted by either officials or the so-called victims themselves. For example, the Kherson authorities reported that there was no evidence to prove that Russian troops used sexual violence against 11 female residents of the city, as some dubious online platforms had reported. Nastya Savchishin, who made the globe-circling news headlined “Girl raped and killed by Russians just for being a Ukrainian”, herself admitted that she was fine and that it was just a very strange photo shoot.”

“At the same time, the baseless accusations of sexual violence do not become fewer, as we have had the opportunity to see today. I would like to address the colleagues who were particularly vocal about that today, and recommend that they be careful, because none of Kyiv’s allegations is backed by any proof. That was best demonstrated lately by the Ukrainian Commissioner for Human Rights herself, Ms. Denisova. As it turned out, she overstepped the mark and was dismissed by the Kyiv regime on an interesting pretext — because of her inexplicable focus on the numerous details of sexual crimes and the rape of children in the occupied territories, which could not be confirmed by evidence. In other words, the Ukrainian Commissioner had been lying to the entire world all that time, which was shocking news, even for the authorities in Kyiv.”
