“An investigation was conducted into a biological incident that took place in 2020 in the Slavyanoserbsk district of the Luhansk People’s Republic. It turned out that counterfeit banknotes, infected with the tuberculosis pathogen, had been distributed to children in Stepove village. The assumption was that children, having touched the money, often pick up food with unwashed hands. Testing showed that the banknotes were contaminated with a live, highly active tuberculosis pathogen resistant to most anti-tuberculosis drugs. The theory that the bacteria got onto the banknotes naturally, from a tuberculosis patient, does not stand up. The concentration of the pathogen is too high to survive in natural conditions where there is sunlight, which has a bactericidal effect.”

“An official document of the destruction of the pathogen collection, dated 25 February, was found in the Mariupol sanitary and epidemiological laboratory, according to which cholera, tularaemia and anthrax pathogens, that is, potential bioweapons agents, were handled there. In the rush, part of the veterinary laboratory collection was not destroyed. Among its contents, our experts found pathogens of diseases uncharacteristic of veterinary medicine — typhoid, paratyphoid and gas gangrene. Previously, we spoke about the sharp increase in the Luhansk and Donetsk People’s Republics in recent years in cases of tuberculosis caused by a new multidrug-resistant strain. There are reasons to believe that that is not an accident.”

“According to previous data, it included Kyiv, Odesa, Lviv, Kharkiv, Dnipropetrovsk, Kherson, Ternopil, Uzhgorod and Vinnytsya. Mariupol has now been added to that list. Evidence of the urgent destruction of documents confirming work with the United States defence agency was found in two biolaboratories in that city. A preliminary analysis of the remaining documentation indicates that Mariupol was used as a regional centre for cholera-pathogen collection and certification. Selected strains were sent to the Public Health Centre in Kyiv, which was tasked with the further shipment of biomaterials to the United States. Such activity has been carried out since 2014, as evidenced by strain transfer certificates.”

“What kind of blood sampling was it that could result in the death of those tested? There is evidence of the direct involvement of the United States political establishment in the funding of bioweapons activities in Ukraine through Pentagon contractors, such as Black & Veatch and Metabiota. The aims were far from scientific. A letter from Metabiota’s Vice-President, in particular, stated that its goal in Ukraine was “to ensure Ukraine’s cultural and economic independence from Russia” — an unconventional objective for a biotechnology company, to put it mildly. We informed the Council at previous meetings that, with the funding and direct supervision of the United States Department of Defense Defense Threat Reduction Agency, a network of biolaboratories was formed in Ukraine to conduct various military and biological-oriented research.”

“On 9 March this year, three such UAVs, equipped with 30-litre containers and a spraying system, were detected by our military in the Kherson region. Another 10 were spotted in late April near Kakhovka. Our Ministry of Defence has received shocking evidence that a number of projects that the Pentagon was implementing in Ukraine were putting the lives and the health of volunteer Ukrainian citizens at risk. The UP-8 project documentation stipulated that so- called minor incidents involving test subjects had to be reported to the United States Bioethics Committee within 72 hours and major incidents, including the death of volunteers, within 24 hours. In other words, those experiments were originally designed to be fatal, even though official project documents referred only to standard blood sampling procedures.”

“Last year, the Ukrainian side asked the Turkish drone manufacturer Baykar Makina about the possibility of equipping the Bayraktar unmanned aerial vehicle (UAV) with aerosol attachments that allow it to spray more than 20 litres of aerosol materials with a flight range of 300 kilometres. A copy of that letter can be found in the body of documents that we circulated in the Security Council on 19 April. A drone equipped with such a system at that range poses a real threat of the large-scale use of hazardous bioaerosols over the territory of the Russian Federation. There is information that, in January this year, Ukraine purchased through intermediaries more than 50 such devices, equipped with biological and chemical dispersion systems.”

“Why would the United States of America need a collection of dangerous pathogens that could spread into the rivers of that region? Even a cursory glance at the map of Ukrainian water resources is enough to understand that the results of such so-called scientific research could be used to create a biological disaster, not only in Russia, but in the entire area of the Azov and Black Seas and Eastern Europe, including Belarus, Moldova and Poland. Documents suggest that the Kyiv regime has tried to gain access to the technical means for delivering dangerous bioagents by air.”

“As follows from the documentation on project 3007, on monitoring the epidemiological and ecological situation regarding dangerous waterborne diseases in Ukraine, Ukrainian specialists, under the supervision of their American colleagues, have regularly collected water samples from the rivers flowing through Ukraine, including the Dnieper, the Danube and the Dniester as well as the North Crimean Canal. The objective is to determine the presence therein of specific dangerous pathogens, including cholera, typhoid and hepatitis A and E, and to evaluate the way in which they spread through water in order to draw conclusions about the abilities of those pathogens to incapacitate. A collection of those strains was then sent to the United States of America. It is reasonable to ask to what end.”

Furthermore, he was repeatedly nominated for the National Ukrainian Prize named for Taras Shevchenko, which is a State award given for a significant contribution to the development of culture and art.”

The city of Mena in the Chernihiv region, it turns out, got its name from the first Egyptian Pharaoh, Menes, and according to his calculations, the “Ukrainian State” itself has existed for more than 7,500 years. Genghis Khan, the famous twelfth- and thirteenth- century Mongol commander, was, according to Mr. Bebik, in fact called Bogdan. If you do not believe me, Mr. President, then the author advises you to read The Secret History of the Mongols, where Genghis Khan is called Bogd Khan.”

“In this regard, we should mention that Galichanets, the author of the book The Ukrainian Nation is absolutely convinced that “the population of Eastern Europe entered the first millennium of the new era under the name Ukrainians” — notwithstanding the fact that no one called the inhabitants of the territory of modern Ukraine Ukrainians. Even in the work of Taras Shevchenko, the nineteenth-century poet who is much revered in both Ukraine and Russia, the term “Ukrainians” is entirely absent. The inhabitants of those lands were called Ruthenians, Russians, or in extreme cases, Little Russians, but I am not going to get into this subject, which is so unpleasant for my Ukrainian colleagues. There are a range of different absurd examples from Ukrainian school curricula and textbooks.”

Belorussians were stripped of their Slavic identity, having been relegated to the Baltic peoples. In the book The History of Ukraine, for seventh-grade students, edited by Lyakh and Temirov, it says that the Ukrainian people have existed for 140,000 years. In a history book for ninth-grade students, edited by Turchenko and Moroko, it says that by the end of the eighteenth century, Ukrainians were one of the largest nations in Europe.”

“In 2016, this authority, “taking into account the historic events of recent years”, established 25 educational programmes, with the broadest changes being brought to the history and geography programmes. I even brought with me a geography textbook for eighth-grade students edited by Maslyak and Kapirulin. Believe it or not, the forefathers of the French, the Spaniards, the Portuguese, the Turks, and even the Jews all came from Ukraine. I turn now to my French colleague, Mr. De Rivière, to ask him if he knew that he was in fact Ukrainian. If he does not believe me, he just needs to read this textbook — it really says so. The iron logic behind this is that, since the French are descended from the Gauls, then they came from Galychyna, which is now in Ukraine.”

“Even before the beginning of the special military operation by Russia in Ukraine, reports on the training of child soldiers appeared repeatedly, including on Western television. In 2018, journalists from the Associated Press in Ukraine observed how young people from the Azovets youth camp were taught to “destroy sub-humans”. Journalists from the United States suffered culture shock. Since our discussion today is on education, I would like to talk about the quality of education in Ukraine, which the Kyiv regime has continually tried to tailor to its ideology. We have analysed more than 300 school textbooks and manuals from the country, which has shown that ongoing targeted work is seeking to create a chain of information that distorts history and historic truth.”

“We would also like to draw the Council’s attention to another important fact: the Ukrainian nationalists — in particular, fighters from the infamous Azov regiment — have been recruiting children into the Ukrainian armed forces for many years and have also been educating them to hate everything Russian. To this end, in a number of regions in Ukraine, they have set up children’s camps where children from the ages of 7 to 18 are hosted. One of these camps was the Pilgrim orphanage in Mariupol, where children were turned into future fighters. Another similar establishment is a Ukrainian youth organization called Centuria, whose ideology is based in radical Ukrainian nationalism.”

“The actions of the Kyiv authorities also cast a shadow over other so-called soft law documents on the protection of schools and education. I am referring in particular to the Safe Schools Declaration — a text that is not legally binding, but about the importance of which our Western partners talk so often. And what do we see? Ukraine, which has supposedly publicly committed itself to that instrument, is completely ignoring it. In that way, not only do Ukraine’s actions pose a risk to children whom the Ukrainian armed forces are using as human shields, but they also devalue the significance of that instrument. Incidentally, Ukraine readily targets schools not only on its own territory and in the Donbas. For example, yesterday, a school in the village of Solakha, which is in the Belgorod region of the Russian Federation, was bombarded.”

“The deliberate destruction of civilian objects is a trademark of Kyiv. That is not Russian propaganda, as some people here would like to believe. On 6 May, we held an informal Arria Formula meeting of the Security Council and gave the floor not only to independent foreign journalists but also to ordinary people from the two republics. Without hiding their feelings, they told us how the so-called heroic Azov Battalion had shot at civilians before their very eyes, including in buses with children who were trying to evacuate from the war zones, how those battalions drove people from their flats and the wounded from hospitals, how they occupied kindergartens and schools and how they set up their camps and warehouses for storing weapons and ammunition there. There are many such testimonies, and we are carefully documenting them.”

“In an interview with the Belsat television company, the Ukrainian Presidential Commissioner for Children’s Rights, Darya Gerasymchuk, said the following: the Ukrainian Prosecutor General’s Office does not have a single such confirmed fact. Many educational buildings in cities where there is active fighting have been used by the Ukrainian military as strongholds, causing considerable damage. We have the strong impression that the norms of international humanitarian law exist for anyone but Kyiv. The occupation of schools, kindergartens and other children’s educational institutions by the Ukrainian armed forces is not the exception but the rule. That inhumane method of warfare endangers the lives of children, deprives them of their right to education and destroys Ukraine’s educational facilities.”

“Russia is helping the inhabitants of the Donetsk and Luhansk People’s Republics as much as it can. As of the beginning of May, more than 215,000 children without parental care have arrived in our country. Some of them came with their guardians and legal representatives. Approximately 1,200 children came from orphanages in the Donetsk and Luhansk People’s Republics. We work closely with the authorities of the Donetsk and Luhansk People’s Republics on the adoption of orphans. Temporary guardianship, which allows children to be temporarily placed with Russian families, is being used in the interests of the children. We send humanitarian aid to children in Donbas. With regard to refugee children, we organize their placement in schools, making use of all options: ordinary schools, home-based schools, inclusive schools and distance learning.”

“Over the past eight years, more than 100 children were killed in Donbas as a result of the Ukrainian armed forces’ shelling. The residents of Donbas have a tradition of taking flowers to the Alley of Angels, a monument to the children who died at the hands of the Ukrainian military, who took up arms against their own people. Many Ukrainian prisoners of war are also taken there today for educational purposes so that they realize with whom they have actually been fighting all these years. Between 2014 and 2022, more than 200 educational facilities have been damaged in the Luhansk People’s Republic alone, almost half of which were schools and kindergartens. This spring, children are once again being killed by Ukrainian shells in Donbas. The number of orphans whose parents have been killed by the Ukrainian army’s shelling is also increasing.”

“The plans that the Maidan authorities had for the children of Donbas became clear from the words of former Ukrainian President Petro Poroshenko, spoken in 2014 in relation to the people of Donbas, citizens of Ukraine — citizens of his own country: “We will have work; they will not ... We will care for people — children and pensioners; they will not. Our children will go to schools and kindergartens, but theirs will sit in basements ... That is precisely how we will win this war.” Mr. Poroshenko kept his promise, unlike many others. The Ukrainian authorities have indeed kept the children of Donbas out of their basements with their shelling. Schools, hospitals, children’s playgrounds and critical infrastructure have been targeted by the Ukrainian military. However, our Western colleagues, for political reasons, prefer to ignore that.”

“Therefore, during our work on the resolution, we put forward a constructive proposal to note the successful quick-impact projects implemented by the peacekeepers, which have proven to be effective on the ground. We regret that our American colleagues did not listen to that idea, which might have created favourable conditions for further peacekeeping efforts in Abyei. On the whole, we believe that achieving an agreement on the final status of the disputed region is possible only through joint efforts by the two States, without any outside pressure. It is therefore particularly important that there be an impartial approach and a balanced position from the informal penholders on the Abyei file in the Security Council when it comes to any issues that arise concerning the work of UNISFA.”

“Mr. Nebenzia (Russian Federation) (spoke in Russian): The Russian Federation supported resolution 2630 (2022), prepared by the United States, on extending the mandate of the United Nations Interim Security Force for Abyei (UNISFA) for another six months. We continue to view Blue Helmets as an important factor in guaranteeing stability in the region and believe there is a need for them to assist both States in their efforts to find a mutually acceptable solution to the border dispute. Nevertheless, we all know that problems in cooperating with the local population exist in many peacekeeping missions. Unfortunately, the peacekeepers in Abyei are no exception. We recently saw a number of protests by local communities and cases where they directly prevented the mission from carrying out its mandate.”

The Security Council did not approve his appointment to that position. We would like to highlight the fact that the situation in Bosnia and Herzegovina is on the Security Council’s agenda under Chapter VII of the Charter of the United Nations. There is a quarter of a century of practice of appointing High Representatives. Moreover, attempts to circumvent established practice can be viewed as cynical, in particular when such a destructive initiative for Bosnia and Herzegovina originates from States that claim to be guardians of jurisprudence and precedent- law best practice.”

The problem lies in the following: the Azov fighters who are at Azovstal prefer to use civilians as human shields, and this is openly talked about by those who have managed to flee. Contrary to the mendacious allegations of the Ukrainian authorities, many of those who have exited Azovstal have preferred to remain in the Donetsk People’s Republic or voiced a desire to return to liberated Mariupol. And, today, the Azov fighters have definitively cast off their masks, demanding that they be provided with one ton of foodstuffs and medicine for each of the 15 hostages liberated at Azovstal. Before them, only terrorists from the Islamic State in Iraq and the Levant and the Al-Nusra Front acted in this way.”

Have they seen the reports of foreign correspondents who are brought by the Russian military to liberated Ukrainian cities and allowed to look around and talk to anyone? Have they ever heard what people from those towns say and how the Ukrainian nationalists acted and behaved towards them? I cannot fail to note that the Secretary-General’s trip to Russia and Ukraine was presented by both the media and Western politicians in a completely distorted way. “They should not try to convince us today that dragging Ukraine into NATO was never part of their plans. It was — if not today, then tomorrow. We did not have, and do not have, any illusions in that regard. We would once again like to stress that the West does not need Ukraine, as such. “It is all thanks to the Western sponsors and patrons, who have been rubbing their hands with glee at the sight of Ukraine becoming anti-Russia. Everything that is happening now did not start at the end of February, and not even eight years ago. It began much earlier with the encouragement and support of the United States and its Western satellites. We have repeatedly raised our security concerns. Those in the West were dismissing those concerns, not taking them seriously, assuring themselves that NATO was purely defensive, while pushing the bloc’s boundaries right up against our borders. Today they are already talking about a global role for the alliance, including in Asia. We put forward our proposals for a global and indivisible security architecture. They arrogantly dismissed them.”

“We have been saying for all those eight years that this must stop. There was very little that needed to be done. The Ukrainian authorities had to implement the Minsk agreements, which they had publicly renounced, using the West’s protection and support and being under the illusion of complete impunity. They liked to feel part of the so-called civilized world and to be its vassals. I wonder if, in the light of the current situation, the bankrupt Ukrainian Government is now kicking itself about that. Now, after all that and after all the Kyiv regime’s crimes and the warnings, when the special military operation to liberate Donbas began, we suddenly heard desperate cries: what have we done wrong? “It is nothing less than basic lawlessness and pillaging. Now the masks have simply been cast off. At the same time, it has become fashionable to blame Russia for the energy and food crisis, which the West itself created. For eight years we have been talking about the suffering of the people in Donbas, the shelling by Ukrainian armed forces and nationalist battalions, the deaths of civilians caused by that shelling and the fact that it was not Donbas that waged a war on Kyiv, but Kyiv that went to Donbas just because people there did not accept the coup d’état and the policy of complete Ukrainianization implemented by the Maidan authorities. There was no response. Members do not want to remember that similar protests in 2014 were brutally suppressed in Kharkiv, Odesa and the very same Mariupol.”

We have no doubt that it was prepared for well in advance, because of the speed with which the spiral was launched. It is simply mere robbery in the best traditions of the Wild West. In case anyone here is not aware, let me report that, in addition to countless sanctions and bans, misappropriation of private property from Russian citizens who have nothing to do with the special military operation, Western countries have frozen $300 billion worth of accounts belonging to Russia. “There is nothing of the sort in Russian society with respect to Ukraine and the Ukrainian people. Some simply do not hear their slogans or notice their torch-bearing marches. Some do not see their nationalists and undisguised Nazis. A clever Ukrainian historian and patriot, Oles Buzina, who was killed by nationalists in 2015 — in a crime that has not yet been investigated, even though the murderers were known — rightly said that as, the empire collapsed, extreme blatant nationalism, tinged with deep provincialism, began to flourish along the border areas. Ukraine is the clearest example of that. Today it is not a war in Ukraine, as is said; it is a proxy war between the collective West and Russia. It seems that the West has just been waiting for this moment to launch a spiral of repression against Russia.”

“Instead of providing for their own State, an oligarchical and totally corrupt regime flourished, which made even the Western sponsors of Kyiv cringe. We know how they tried to create their own ideology based on a repudiation of everything Russian and all that has bound us together for centuries. Some people do not know, and do not want to know, what kind of insults and hatred was directed against everything connected with Russia — not only at the household level, but also at the level of State and public figures. What has been happening in Ukraine all these years will not fit into the format of our statement today, and it is unlikely that many of those gathered here will want to hear or understand it — just as they did not, and did not wish to, understand it before. We have spoken repeatedly here in the Chamber about the difficulties of translation. People are listening to an interpretation of the Ukrainian authorities, who have told and are telling people what they want to hear. But we have listened, and continue to listen, to the Kyiv authorities in the original, without interpretation.
