“Two days ago, at the Security Council meeting devoted to information technology (see S/PV.9039), the representative of the United Kingdom attempted to cast doubt on our conclusions concerning the staged nature of the Bucha provocation by referring to satellite images published by The New York Times. If we are to believe them, there were allegedly bodies on the streets of Bucha that could be seen from satellites as early as 11 March. I will not broach the dubious character of the images themselves. We have not had the opportunity to verify their authenticity because Maxar, the satellite company that produced them, does not sell its products to Russia.”

“The shelling of civilians by Ukrainian armed forces is taking place on a daily basis; many witnesses can attest to that. The way in which the Ukrainian military treat their compatriots is simply bewildering. As we are talking on the issue of the protection of civilians, we would be remiss were we not to mention the exploitation and manipulation of public opinion centred upon it. We regularly expound on these issues in our statements. The most glaring example of that involves the blatant Ukrainian provocation in Bucha, which was bandied about by the international media in early April.”

“At the same time, the United States of America and its allies are not only turning a blind eye to Kyiv’s crimes against civilians, but are also complicit in the killing of civilians. The shelling of peaceful towns in Donbas is being carried out with howitzers supplied by Washington. The Ukrainian armed forces regularly set up gun posts in schools and hospitals — for example, the Lisichansk general hospital, in which machine-gun crews were positioned on the second and third floors; the Kharkiv oblast regional children’s hospital, in which machine gunners from the Ukrainian armed forces have positioned themselves; the Kharkiv municipal hospital No. 3; and the Volnovakha central hospital. That is by no means an exhaustive list.”

“In contrast to the methods of extermination of the adversary and the civilian population used during NATO’s combat operations in Yugoslavia, Libya, Iraq, Afghanistan and Syria, Russia’s current special military operation in Ukraine fully adheres to the noble goal of protecting the lives of civilians, who have been held hostage by the Kyiv regime. The special operation has clearly highlighted how cynical and criminal the actions of the representatives of the Kyiv authorities and their armed forces, especially the nationalist formations, can be. The Russian authorities and reputable non-governmental organizations are carefully documenting Kyiv’s crimes. It is only a matter of time before it is held accountable.”

“The United States is stepping up its activities involving smuggling and trafficking in oil and grain. We suppose that is the American way of dealing with the global energy and food crisis. Moreover, despite the protracted grave humanitarian situation in Syria, together with the economic crisis, the United States and the European Union continue to impose illegal unilateral sanctions against the long-suffering people of Syria, which are having disastrous consequences. Modern international humanitarian law is a code of responsible behaviour between warring parties, which was hard-won as a result of the two World Wars. Russia stood at the origins of this category of international law and strictly abides by its principles.”

“Unfortunately, the first half of 2021, during which time American troops remained in Afghanistan, saw the tragic record of more than 5,000 Afghans killed and wounded. The report also rightly notes the high number of civilian casualties in Nigeria, the Democratic Republic of the Congo and Syria. Concerning Syria, despite significant progress in combating international terrorism, fully achieving peace and stability in the country is being hindered by the illegal United States occupation of large parts of the State’s territory. In the occupied territories, camps with inhumane living conditions continue to operate, and havoc and lawlessness continue to reign. In addition, the occupying Power has egregiously plundered natural and agricultural resources belonging to the people of Syria.”

“Last year, the Security Council adopted two important resolutions, resolution 2573 (2021), on the protection of civilian infrastructure and installations, and resolution 2601 (2021), on the protection of schools and education in armed conflict. The international community continues to expand its arsenal of international instruments to ensure compliance with international humanitarian law and the protection of civilians. The annual report of the Secretary-General (S/2022/381) provides a holistic picture of the situation of civilians in armed conflict. It is encouraging that the situation in Afghanistan has started to improve since the withdrawal of United States troops from Afghanistan last summer.”

“All these years, we have been proposing specific draft international instruments — a universal concept for ensuring international information security and, on behalf of the Shanghai Cooperation Organization, a draft code of responsible conduct in that area. What about our Western colleagues? All these years, they have been openly building up their offensive cyberpotential and developing rules for its use. Suffice it to recall the cynical Tallinn Manual on the International Law Applicable to Cyber Warfare, which regulates in detail how to so-called humanely conduct cyberwarfare.”

“Let me recall that Russia was the first to raise the issue of international information security at the United Nations back in 1998 and have it included in its agenda on a standing basis. We insisted that the United Nations set up negotiation platforms, first expert ones and then ones open to all Member States. At each of those stages, we had to overcome the strongest resistance from our Western colleagues, who claimed that they could manage without the United Nations. How they do without the United Nations is well known to the world. We are seeking an international commitment that all States should undertake not to use ICTs for military purposes. We demand the demilitarization of the information space.”

“The Kyiv regime’s reckless actions could lead to a full-scale confrontation in cyberspace that would involve other countries. NATO has already extended the right of collective self-defence under article 5 to information space. The responsibility for such an escalation will fall entirely on Western countries, which are encouraging the recklessness of the Kyiv leadership. Faced with such a threat, we will certainly fight back against any attempts to undermine Russia’s information security. But I once again urge Council members to think about the danger of dragging the world into a confrontation in cyberspace, which is no less dangerous than the use of weapons of mass destruction. We have been trying to prevent such a scenario for more than two decades.”

“Hackers mobilized by Member States will spread around the world, posing a threat to citizens of Western countries, among other things. The militarization of the digital space carried out by the West greatly increases the threat of a direct military clash, especially since the regime in Kyiv is actively mastering provocations in the information space according to Western techniques. However, their consequences could be even more horrendous. Computer attacks on critical infrastructure can lead to real and large-scale human casualties, not to mention the risk of misidentifying the perpetrator in the case of false-flag attacks, which are much easier to organize in virtual space than in real life. In such a case, the risks of unintentional escalation and the mutual exchange of cyberstrikes would increase manifold.”

“However, we have no doubt that it will be revived in one way or another insofar as, apart from promoting fakes and disinformation, our Western colleagues have almost no diplomatic methods left at their disposal. Alongside the West’s pumping of Ukraine with conventional weapons, there is a parallel uncontrolled distribution of cyberweapons and techniques for their use. Practical skills are being acquired by a huge number of people. According to Zelenskyy, there are more than 300,000 fighters in his so-called cyberarmy. An uncontrollable cyberarmy is being created. After developing skills under Member States’ command in Ukraine while attacking Russia, it will not stop there. It is not a regular army. Experts know all too well how difficult it is to track down hacker activity, identify its source and suppress it.”

“Against that background, we were not surprised that Nina Yankovic, born in western Ukraine and known for leading the information campaign on whitewashing neo-Nazism in Ukraine and spreading information about Russia-gate, which never existed, was appointed to head the so-called Disinformation Governance Board at the United States Department of Homeland Security from 27 April this year. It recently became clear that she was directly instructed by Trump’s rival in the election, Hillary Clinton. Even in the United States itself, such blatant cynicism caused a scandal. Yankovic had to resign, and the project has been suspended for the time being.”

“In April, Washington announced a $10 million reward for anyone who could justify the theory that Russian intelligence was allegedly involved in cyberattacks on the United States. Our repeated calls to address the issues through the competent agencies were ignored. Western Governments deliberately engage hacker groups and often ordinary users in launching cyberattacks. Tools and detailed instructions on how to stage computer attacks are published in the public domain, and mass agitation on organizing hacker attacks against Russian infrastructure is carried out on social networks.”

“In addition to the information aggression aimed at people’s minds, a campaign has been orchestrated to undermine the ICT infrastructure itself through the organization of computer attacks. In Kyiv, the creation of a cyberarmy was recently announced, and there was open acknowledgement of such cyberattacks against Russian and Belarusian targets. Moreover, the Western sponsors of the Kyiv regime not only did not try to prevent it, but also deliberately cultivated that army of hackers without a thought about the consequences. The relevant tasks, as we are aware, were recently advanced by NATO as part of the Locked Shields cybersecurity exercise in which the Ukrainian armed forces are participating.”

“Any alternative point of view is immediately branded as disinformation and propaganda, and inconvenient facts are cast aside. Russian television channels are being shut down, Russian journalists are being expelled, and access to Russian websites is being blocked. Is that the so-called freedom of access to information? We hope that is what the organizers of today’s meeting meant by abuse of restrictions on access to Internet resources under the pretext of ensuring national security. The Russophobic information attack has been directed by its initiators against various spheres of activity, including those that are completely unrelated to politics, such as education, culture and sports. That is a flagrant violation of the basic principle of the inadmissibility of discrimination on the basis of ethnicity.”

“The ICT giants, which have monopolized the sphere of social networks and video hosting, are not behaving any better. Digital platforms have finally thrown off their masks and are no longer trying to hide their political bias. They are blocking any accounts whose content is at odds with the agenda dictated by the Western elites. The Meta corporation has explicitly allowed hate speech and calls for violence against Russians and Russian speakers on its platforms. States that call themselves a “community of democracies” are in fact engineering true cyber- totalitarianism. They want to create a world in which they — and they alone — will have complete control over the information flows and determine what is true and what the audience needs to read and see.”

“Now they are using new fakes to shift focus from the evident responsibility of Ukraine’s armed forces for the provocation. Similarly, they are also silent about the attacks on Kramatorsk, after an investigation revealed evidence that clearly shows the involvement of the Ukrainian armed forces. In recent months, the work of the collective Western Ministry of Truth, or more accurately the Ministry of Lies, has reached a zenith. A campaign of disinformation and manipulation of public opinion that is unprecedented in its scope and intensity has been unleashed against Russia. The Western media, which were already not known for their objectivity, have finally turned into a mouthpiece for crude State propaganda as well as fake-news factories.”

“The truth is being pushed aside by an intense flow of information and ideologically charged spam, so as not to give the audience the slightest opportunity to gain access to objective information. An egregious example of that is the information unleashed by the Western media, under the direction of their Governments, concerning the deaths of civilians in Bucha, in which case the Russian military was blamed. All objective facts and evidence were swept under the rug, and outright fakes were instead disseminated. Under pressure from the facts, even the Western media were eventually forced to admit that many peaceful residents of Bucha died not from gunshot wounds, as Ukraine claimed, but from obsolete artillery shells that had been used by the Ukrainian armed forces when they bombed that city.”

“A notorious example of that is the White Helmets and Bellingcat. They have distinguished themselves for gross fabrications in the interests of Western propaganda on the Syrian chemical dossier, the Malaysia Airlines Flight MH-17 story and many other high-profile issues. Experts have repeatedly caught them red handed, so to speak, pointing out the inconsistencies in their conclusions, which have nothing to do with professional, independent investigative journalism and are reached in violation of all the most basic principles. We are deeply troubled by a new trend: an information war is being fought not just in a manner that is completely divorced from reality, but also with the goal of distorting it and completely superseding it.”

“It is no exaggeration to say that humankind is far more dependent on ICTs today than at any time in its history. But the hopes that ICT would be an unequivocal force for good have not been fulfilled. The culprit is not technology, but the fact that it has been used to achieve geopolitical goals and to impose hegemony. That is the case not only in the physical environment, but also in the online environment. In recent years, the manipulation of information has assumed threatening proportions. A whole army of pseudo-investigators from non-governmental organizations has emerged which, at the behest of Western Governments, are churning out biased so- called investigations that are in fact generating and disseminating numerous fakes and uncorroborated information from open sources to tarnish countries whose are inconvenient to the West.”

Digital technologies have transformed the world and become an integral part of its economic, political and social processes. There were hopes that they would become an engine of economic and social progress and that they would simplify communication and help humankind make the transition to a new digital stage of development. During the coronavirus disease pandemic, it was thanks to information and communication technologies (ICT) that jobs and the unity of the world divided by quarantine were preserved. Government-provided public services, including the work of hospitals, banks and the financial sector in general, schools and other institutions critical to society, became almost entirely linked with ICT.”

“In conclusion, I would like to comment on two statements by the Secretary of State, who accused Russia of blockading Mariupol and starving people there and compared it with the blockade of Leningrad. There is a great deal of evidence from Mariupol residents themselves that the Azov fighters were taking food away from them in the well-known Nazi tradition. Our military was supplying humanitarian aid at great personal risk, but our opponents remain deaf to those testimonies. Finally, the United States is calling for collective action and mentioned yesterday’s meeting of some ministers on the food crisis. That is very indicative of the United States desire to foster coalitions of interests instead of multilateralism, where decisions can be made that the United States needs, instead of seeking the compromises that everyone needs.”

“Something similar has already happened in the history of Ukraine. In February 1918, German and Austrian troops entered Ukrainian territory, ostensibly for protection against Soviet Russia, in agreement with the Government of its Central Council. In return, Kyiv undertook to supply Berlin and Vienna with food, resulting in 37,000 wagons of provisions being dispatched. I would appreciate it if our Western colleagues, in particular the United States of America and the EU, would publicly refute the theory about grain in exchange for weapons, put forward by many experts today, and, at the same time, explain in what way these supplies actually help to strengthen the global food security that they claim to be so concerned about.”

“I will not address the obvious prospect of starvation in that country. It is up to the Kyiv authorities to think about that. Another reasonable question arises: where do these supplies go and what do they have to do with food security in the world? I would again like to ask David Beasley if there have been any humanitarian shipments of Ukrainian grain through WFP since February? As far as we know, there have not. Yet, if we believe the statements of Western politicians and the media, grain is actively being shipped out of the country, both by train and by barge on the Danube. Where is it going? We have a reasonable suspicion that the grain is not going to the starving people of the global South but is being poured into the granaries of European countries. That, we understand, is how Ukraine is paying for weapons supplied by the West.”

“According to Ukrainian media even before the Russian special military operation in that country began, Ukraine fulfilled between 60 and 90 per cent of its export potential for the 2021-2022 marketing year, depending on the type of crop. At the same time, most of the available food-grade wheat — about 13 million tons — had been exported as early as by the end of 2021, which, according to the Ukrainian press, caused a shortage and an increase in bread prices. There should be more corn reserves. However, its main buyers are not at all susceptible to food security risks; rather, it is countries of the European Union that buy more than a third of the supplies. In that context, the appeals that we have heard from a number of Western officials for the accelerated export of grain from Ukraine are frankly bewildering.”

“Other purchases can also be discussed, taking into account the fact that from June to December potential exports of fertilizers will be at least 22 million tons. But if countries do not want to lift their sanctions of their own accord, why do they blame us for the food crisis? Why should the poorest countries and regions suffer from their irresponsible geopolitical games? In such circumstances, attempts to shift the blame for this situation onto us without justification are not just absurd, but also offensive. I would like to ask David Beasley about the situation with regard to WFP procurement of Russian food and its delivery to countries in need in the context of the above-mentioned sanctions. I also have to mention the situation with regard to Ukrainian grain.”

“Nevertheless, I would like to affirm that our country continues to be a responsible supplier of both food and energy. Secretary of State Antony Blinken cited the Deputy Chairman of Russia’s Security Council, Dmitry Medvedev, but distorted the essence of his statement. He omitted that Mr. Medvedev was talking about not delivering food to unfriendly States that imposed sanctions on us. There are no such States among those that are exposed to the risk of food insecurity. They are our friends, and we will supply food to them, just as Mr. Medvedev said. We are expecting a record wheat harvest this year. In that regard, we can offer 25 million tons of grain for export through the Novorossiysk port from 1 August until the end of the year.”

“At the same time, the difficulties with bank payments hurt not only vulnerable private importers, but also humanitarian agencies. The WFP is also said to have been affected. That is to say nothing of the sanctions- related threats to our energy sector by the West, which continue to destabilize the markets. One should not mention the so-called sanctions exemptions that appeared due to Western farmers’ dependence on Russian and Belarusian fertilizers. Banks and companies intimidated by sanctioning Governments are still forced to overcomply, which delays or often scuttles transactions altogether. International experts, including FAO analysts, also see other risks from the sanctions, including potential difficulties with deliveries of goods related to agricultural production to Russia, which could have an impact on the next harvest.”

“In such conditions the deliveries of agricultural products and fertilizers from Russia and Belarus could play a positive role. However, there arose another artificial barrier in terms of our exports, which was created by the Western countries themselves — the illegal, unilateral coercive measures imposed by them on both our countries. They were damaging the agricultural sector even before the recent events in Ukraine. After 24 February this year, true mayhem started. A total of more than 10,000 sanctions have been imposed on our country alone so far. The result has been the disruption of transport routes, a logistics crisis, threats of delays and bans on Russian ships entering ports, problems with freight and insurance and restrictions on international commercial transactions, to name but a few issues.”

“However, Kyiv continues to try and worm out of working with the representatives of foreign States that are owners of these vessels to provide a safe exit for these blockaded vessels to an assembly area. There is also a danger for navigation and infrastructure from unanchored Ukrainian mines floating along the coasts of the Black Sea States. Russia is doing all that it can to guarantee safe civilian navigation in the Black Sea and the Sea of Azov. We communicate that information to the United Nations leadership every day. As you can see, Mr. President, Ukraine is not undertaking any such efforts, and it is clear that without resolving this issue, we cannot talk about exporting grain from Ukraine by sea. Under these conditions, a positive role could be played by deliveries of agricultural products and fertilizers from Russia and Belarus.”

“Whatever they say in this Chamber, they are the only ones who can do change this situation, and I will explain why. They assert that allegedly Russia is preventing agricultural products from being taken out of Ukraine by sea. However, the truth is that it is Ukraine, and not Russia, that continues to block 75 foreign vessels from 17 countries in the ports of Mykolaiv, Kherson, Chornomorsk, Mariupol, Ochakov, Odesa and Yuzhne, and it is also Ukraine that has mined the waters of the Black Sea. In this case, how can we talk about getting grain out of the country? Every day, the Russian armed forces open humanitarian corridors that represent a safe path for the movement of vessels to the south-west, from the territorial waters of Ukraine.”

I am not talking in this regard about the inevitable destructive consequences for their own economies. Ultimately, we cannot do anything about their obsessive endeavour to shoot themselves in the foot or even in both feet. The consequences of these policies in their internal markets are something they will have to answer for to their own taxpayers and their own voters. All that they have harped on about today is that they think that the special military operation in Ukraine by Russia is threatening the whole world with hunger, but everything that happened before that, and which I mentioned, according to the logic of our Western colleagues, simply amounts to nothing and does not play any role. It is clear that this kind of bare-faced lying and fabricating might have an effect on an unsuspecting public, but certainly not on serious experts.”

“The prices for urea and nitrates increased three-and-a-half to four-fold, and for other forms of fertilizer two-and-a-half to three-fold. An increase in the price of fertilizer means an increase in the price of grain. A significant part of the problem was the speculation on Western futures markets on food products, which also led to an increase in the prices of commodities, including wheat, maize and pulses. In addition, we also should not forget about the difficult weather situation in recent years, for example, in the United States, Canada, Australia and France. As you can see, Mr. President, none of these key factors were Russia’s fault, and but these factors did lay the foundation for the current situation in agricultural markets.”

“The outcome, then, is the unreasonable rejection of energy projects and the sharp increase in the price of energy products. The price for oil on stock markets in 2020 to 2022 increased by more than 22 per cent, and that means gas oil for agricultural machines and petrol for transporting agricultural products, and it also covers electricity for the food industry. There was also a record increase in the price of gas. In December 2021, the spot price of gas crossed the psychological barrier of $2,000 for 1000 cubic meters, and this is despite the fact that Russia had increased its supply. The direct consequence of this was the unprecedented increase in prices for mineral fertilizers as early as December 2021.”

As a result, the stored stocks of food were at their lowest levels for the last 5 to 10 years, which drove up food prices as well as related costs. Western countries, however, also arrogated to themselves all of the trade flows, which worsened a situation that was already difficult for developing countries dependent on imports. There is an important factor in this regard, and that is the very rapid transition to green energy that is being forced on the whole world instead of a thought-out gradual energy transition as well as the open politicization of energy cooperation by some countries.”

“Experts on the grain markets added that a factor in this regard is also the rapid increases in price, and that is nothing new. According to data from stock markets, the year-on-year growth in the price of wheat in 2021 alone came to 25 per cent, and, by February of this year, prices were 60 per cent higher than the average for the last five years. Among the reasons for this situation, leading experts first and foremost indicated the consequences of the coronavirus disease pandemic in terms of disruption to the supply chains, as well as more expensive freight and insurance. There was also the issue of the anti-crisis financial investment in the economies, where the United States, the European Union (EU) and Japan spent more than $8 trillion, which drove up demand and led to a rise in inflation.”

“At that time, 155 million people in 55 countries were facing critical food-security threats, and among the reasons given for that were conflict, extreme weather events and economic turmoil. We regret the fact that our colleagues from the Western members of the Security Council did not dare to comment on the root causes of the food and other crises in such other countries as Afghanistan, Iraq, Libya or Syria. Estimates of the number of people potentially at risk of hunger today are 193 million people. On 10 May, on behalf of the Global Crisis Response Group on Food, Energy and Finance, the Secretary-General the United Nations Conference on Trade and Development, Ms. Rebeca Grynspan, said that there was no problem of physical deficit of food in the world, but that the issue was the system of distribution.”

“The stories connected with food security have been one of the main areas of accusation levelled at Russia. Today’s meeting is an eloquent illustration of this. Listening to my colleagues, it would seem to be that we want to starve everyone to death and that only they and Ukraine allegedly care about how to save the lives of the hungry. The picture might be pretty, but it is an absolutely false one. Let us recall that the threat of a world food crisis did not arise this year, and the possibility of hunger on a biblical scale and a perfect storm were mentioned by a participant in today’s meeting, namely, the Executive Director of the World Food Programme, Mr. David Beasley, in 2020.”

“Unfortunately, the only explanation so far is that the United States has something to hide. We have already accumulated a significant number of materials directly indicating violations by the United States and Ukraine of the Biological Weapons Convention. We continue to collect and analyse those materials. Given the fact that the American side refuses to engage in any constructive discussion on the topic, we plan to use the mechanisms provided for in articles V and VI of the Biological Weapons Convention. As soon as the collection of materials is completed, we will submit them to the Council for investigation. We hope that will make it possible to permanently put an end to military biological activities threatening international peace and security and to hold the perpetrators accountable.”

“Those are all extremely worrisome signals, especially given the fact that United States law permits military biological activities and the national legislation in that area takes precedence over international law in the United States. Today I would once again like to ask the representative of the United States why, if its activities in biological laboratories around the world and in Ukraine in particular really are, as it claims, of an exclusively peaceful nature, does it refuse to place them under international controls and prevent the international community, in every possible way, from accessing the necessary instruments to that end? That would be the easiest way to dispel all doubts and accusations once and for all, if they are indeed totally groundless.”

“But the United States and United Kingdom delegations simply did not come to the meeting. There is another telling fact. During the above-mentioned Preparatory Committee session, the United States delegation once again rejected the proposal to establish an effective mechanism to verify BWC implementation. It refused to resume work on the relevant legally binding protocol to the Convention, which the United States has blocked since 2001. Our initiative to add to the BWC confidence-building measures with a protocol for reporting military biological activities outside the national territory was also rejected by the United States representatives. In other words, the United States is deliberately blocking efforts to strengthen the BWC regime so that violations of the Convention can effectively be identified.”

“The United States representatives refuse time and again to give explanations as to the nature and real aims of their biological activities in Ukraine and in the world as a whole. At the session of the Preparatory Committee of the ninth Review Conference of the States Parties to the Biological Weapons Convention (BWC), held in Geneva in early April, the American side again gave no intelligible answer except for the excuse that United States biological activities are, by definition, peaceful and so-called beneficial to the international community. At the Arria Formula meeting on 6 April, independent journalists asked the United States to provide explanations, including why documents on United States-Ukrainian cooperation on biological research contradicted statements made by United States officials.”

“There are documents confirming Poland’s involvement in joint biological research in Ukraine with key Pentagon contractors, in particular the American Battelle institute. I believe that today we will again hear accusations of propaganda and lack of evidence from our Western colleagues. That is why we pay great attention to documentation. We regularly distribute the original documents made available to our Ministry of Defence to the Security Council and the General Assembly. They are available to anyone who wants to see them. There are hundreds of pages of documents, signed by specific Ukrainian and United States officials. They give an idea of exactly what the Kyiv regime and its Western handlers would like to conceal from the international community.”

“The main category of subjects was a group of male patients, aged between 40 and 60 years and with a high stage of physical exhaustion. All those studies were conducted secretly, with Ukrainian staff undertaking non-disclosure. In order to conceal their nationality, the American experts who carried out the research travelled through third countries. As information about the activities of the biolaboratories in Ukraine becomes available, questions are also being raised about United States NATO allies. New documents reveal that, between 2016 and 2019 alone, 3,500 serum samples of citizens living in 25 regions of Ukraine were taken by military epidemiologists from the Bundeswehr Institute of Microbiology. One wonders why the armed forces of the Federal Republic of Germany are collecting biomaterials from Ukrainian citizens.”
