Furthermore, many of the bodies in the videos circulated by the Ukrainians were wearing identifying marks — white arm bands. Those arm bands were worn by civilians after the Russian armed forces entered the town. In one video posted online by Ukrainian radicals, a call to shoot anyone not wearing a blue arm band can be heard. That video, taken during the mop- up of Bucha, was posted by a leader of the Territorial Defence Battalion, to whom the Ukrainian authorities had handed out weapons in an uncontrolled way.

  2. The so-called evidence of crimes by the Russian forces in Bucha appeared only on 3 April — the fourth day after Russian forces left the town. Once again, without any evidence and based on the presumption of guilt, the Russian army is being accused of evil deeds. Of course, we could not help but notice how quickly the images by Ukrainian journalists were lapped up by Western politicians and famous human rights organizations claiming to be impartial and unbiased. At the same time, the obvious inconsistencies in the Ukrainian version of events promoted by Ukraine and westerners are pointedly ignored. If the corpses had been out in the open for several days, they would have displayed signs that are well-known to forensic specialists. Our Western colleagues do not seem to be bothered by that.

On 1 April, Bucha city councillor Kateryna Ukraintseva warned her fellow residents several times in a two-minute video that representatives of the Ukrainian security forces had entered the town and were conducting a mop-up operation. She asked everyone to be very careful. Currently, on the web, one can also find an almost eight-minute-long video on the announced mop-up of Bucha by the Ukrainian national police on 2 April. In that video, there are no bodies of civilians on the street. Furthermore, in that video, the National Guard of Ukraine conducts interviews with local residents, who also make no mention of corpses or mass shootings. On one Ukrainian news site, there was also a warning posted on the upcoming mop-up of Bucha on 2 April by Russian collaborators. It has now been deleted, but some users were able to save it.

  5. All Russian armed forces units fully withdrew from Bucha as a gesture of good faith on 30 March, the day after a round of negotiations was conducted between Russia and Ukraine in Turkey. A report on the matter was published the very same day on the official website of the Russian Ministry of Defence. During the time that the town was under the control of the Russian armed forces, not a single civilian suffered any kind of violence. People were able to move freely around the town and use their cell phones. Furthermore, the Russian army supplied 452 tons of humanitarian assistance to cities and towns in Kyiv oblast. There is evidence to support this. The exits from the town were not blocked; all inhabitants were free to evacuate towards the north.

The only ones who could fall for this fake are absolute dilettantes or our Western partners that do not want to hear anything and have called black white, and vice versa, for a long time now. Those countries do not care in the slightest about Ukraine itself. For them, it is simply a pawn in the geopolitical game against Russia, which they will sacrifice easily. But in the meantime, they will try to prolong the conflict by delivering as many weapons and as much ammunition as possible.

  16. That would not have been such an issue had they not acted like Nazis and killed as they did. They are not just killing captured Russian soldiers, whom they torture and gloat about it on social media, but also their fellow countrymen. His neo-Nazis and radicals have shown unrivalled cruelty towards the civilian population, which they use as human shields, and position heavy artillery and multiple rocket launchers next to residential buildings. Today we have heard once again a tremendous number of lies about Russian soldiers and the Russian military. We have hundreds, if not thousands, of video testimonials by people who are ready to testify to the cruelty of Ukrainian nationals. I will read just a few of them here. They are cruel, but they need to be heard.

How could it be otherwise when the national heroes of Ukraine are the Nazi collaborators Bandera and Shukhevych, who are responsible not only for the Holocaust but also for the murders of hundreds of thousands of Polish, Russian, Ukrainian and Jewish civilians?   18. Today, bombs and artillery rounds are exploding throughout the territory of Ukraine, not only in the east, where they have not ceased for the past eight years. They are exploding precisely because, unfortunately, there is no other way left to bring peace to Donbas, after he and his subordinates categorically refused to implement the Minsk agreements while preparing, already back in March, to solve the problem of Donbas by military means. However, those hopes were not destined to become a reality. He now scornfully refers to the inhabitants of the Donetsk and Luhansk People’s Republics as a sub-species, echoing his predecessor, who threatened to let the people of Donetsk and Luhansk rot in their basements and urged them to leave for Russia.   20. Another topic raised for discussion at today’s meeting has barely been discussed, so I will refrain from delivering my remarks on that. Instead, I would like to take advantage of the virtual participation of the President of Ukraine in this meeting to address him directly. We place on his conscience the groundless accusations against the Russian military, which have not been confirmed by any eyewitnesses. We spoke about that in detail yesterday at our press conference. We all remember very well when, in 2019, Volodymyr Oleksandrovych Zelenskyy was elected the President of Ukraine. There were many hopes tied to his election, because he went to the polls with the promise of peace and an end to the war in Donbas. The Russian-speaking population believed in him because he undertook to protect their rights.

I will not bore the Council with statistics, but detailed reports are published daily by our Ministry of Defence. I will simply note that, from Mariupol alone towards the east, without any participation by the Ukrainian side, we have already managed to save over 123,686 people. Overall, more than 620,000 people — more than 122,000 of whom are children — have already been evacuated to Russia since the beginning of the special military operation. There has been no coercion or abduction, as our Western partners like to imply. The many videos available on social media testify to the voluntary decision of those people.

On Sunday, 3 April, we first requested that a meeting be held on Monday, 4 April, at 3 p.m. before requesting an emergency meeting at 12 p.m. on 4 April, after our first request was refused. You, Madam, considered it appropriate to blatantly violate the Council’s rules of procedure and, for the second time, issue an authoritarian decision — without coordinating with anyone else — that it would be better to discuss this topic today.

We cannot rule out the possibility that the vehicles of those organizations or vehicles with medical markings are being used to transport into Ukraine the very weapons that the West so generously promised to Kyiv from neighbouring States, and I hope that it is clear what reputational damage such a scenario could do to all international entities that are concealing the fact of vehicles with their insignia being used for such purposes. In conclusion, I would like to respond to a talking point that has already become common in the vocabulary of our Western colleagues, namely, that Russia’s military operation is allegedly an unprovoked war of choice. That is also a formula that we heard again today.

We are awaiting a response to our most recent enquiry regarding a United Nations vehicle with diplomatic plates DP210015, also in Kharkiv, which, according to witness testimonies, took part in Ukrainian nationalist combat operations. We are also aware of cases of radicals using vehicles of the Organization for Security and Cooperation in Europe. Our colleagues in Vienna are fully aware of that information. It is important that both international organizations provide fair assessments of such incidents. Incidentally, online publications clearly show that DHL delivery vehicles have also fallen into the hands of the Ukrainian armed forces and are being used to transport weapons.

Even to the average observer, it is clear that the lifting of tensions in logistics and financial relations, ensuring the continuity of supply chains and stabilizing international agricultural and food markets can be achieved only by rejecting unlawful unilateral restrictions. After all, the stocks of food produced in Russia have not decreased. It is precisely the Western States themselves that are capable of preventing hunger and food shortages, regardless of how much they might argue the opposite today and try to shift the blame onto Russia. We also cannot fail to express our concern about the ongoing cases of vehicles with United Nations insignia being confiscated by the Ukrainian armed forces.   32. Today we heard, and will again hear, a claim about the allegedly imminent global food crisis. According to Western delegations, it is caused exclusively by Russia’s actions in Ukraine. By framing the question in that way, our Western colleagues are deceiving themselves. After all, the real reasons the global food market is experiencing serious turbulence are by no means because of Russia’s actions, rather because of the unbridled sanctions hysteria unleashed by the West against Russia, without consideration for the people of the so-called “global South” or its own citizens. Attempts to isolate Russia economically, financially and logistically from long-established channels of cooperation are already turning into an economic crisis of historic proportions.

Communication channels have been established and are successfully functioning among the Ministry of Defence and the Ministry for Foreign Affairs of Russia and the leadership of the International Committee of the Red Cross (ICRC) and the Office for the Coordination of Humanitarian Affairs. In direct coordination with the ICRC, we are organizing safe corridors for evacuations and the search and exchange of prisoners of war. On 18 March, with the assistance of the Russian armed Forces, the first United Nations humanitarian convoy travelled from Poltava to Sumy. It delivered and distributed 130 tons of humanitarian assistance. While convoys with tons of food and essential goods are travelling to Ukraine, what is travelling from the West to Ukraine, as we all know, are weapons and missiles.

Although our Western colleagues did not support the humanitarian draft resolution in the Security Council, we are unilaterally implementing all our humanitarian commitments. We are working on the humanitarian corridors, at our own initiative, on a daily basis — 10 routes have again been suggested today, both towards Russia and western Ukraine. We are also organizing the delivery of basic necessities, medicine and food to those in need. We are waiting a fair assessment in connection with such a witch hunt from our Western colleagues and relevant human rights bodies of the United Nations and the Organization for Security and Cooperation in Europe. The list of problems created by Kyiv keeps growing. Added danger in the form of drifting Ukrainian mines has now also appeared at sea. Bulgaria, Romania and Turkey have already faced, or will soon face, that dangerous problem. In that context, we would like to stress that there is no threat to the freedom of civilian navigation from the Russian armed forces. In order to allow foreign vessels to leave Ukrainian ports for open sea, we have established a humanitarian corridor — an 80-nautical-mile-long and three nautical-mile-wide traffic lane. The corridor operates every day from 8 a.m. to 7 p.m., Moscow time.

In the context of such cruel treatment by Ukrainian radicals and special services of their own citizens, we have serious concerns about the measures being undertaken by Kyiv to physically eliminate leaders publicly espousing undesirable opinions. In our letter of 21 March (S/2022/253), we officially informed the Security Council about the abduction by the Security Service of Ukraine of civilian activist Elena Berezhnaya, who had participated in Council meetings. There is still no information on her fate.

The draft resolution also contained a demand for respectful and humane treatment of prisoners of war, taking into account the videos posted online by Ukrainian Nazis showing extremely cruel treatment of Russian soldiers being held captive. Have Council members seen those images? And this is happening despite the fact that Russia is strictly observing its international obligations, and there is no threat to Ukrainians who lay down their arms. Council members can also find evidence of that in videos on social media. The Ukrainian Nazis do not shy away from the most sophisticated torture and reprisals. It is enough to mention the shocking discovery of civilians tortured to death in national battalion torture prisons with Nazi swastikas branded on their mutilated bodies. It also contained a requirement not to place heavy weapons in residential areas and not to use civilians as shields. Their adoption by the Council could have saved innumerable lives, as the main threat to civilians in Ukrainian towns and cities comes from Ukrainian Nazis and radicals, who are using civilians as human shields. The Internet is full of video evidence of that — from liberated cities or from those who managed to leave through humanitarian corridors, even as they were being shelled by Ukrainian armed forces and nationalists. I hope that Council members have seen those images. And yet today we are being told that we are allegedly bombing vessels with grain, agricultural equipment and grain storage warehouses.

  40. Mr. Nebenzia (Russian Federation) (spoke in Russian): We thank today’s briefers. Today we have heard, and will likely hear again, many calls for a humanitarian truce, the provision of humanitarian access, humanitarian pauses and humanitarian corridors. Such initiatives were advanced yesterday by Secretary-General António Guterres. It is hard not to marvel at my colleagues’ inconsistency. Just last Wednesday (see S/PV.9002), less than a week ago, most of them rejected our humanitarian draft resolution S/2022/231, which would have been binding on all parties and which contained a specific list of steps to be taken to unblock the work of humanitarian agencies, primarily in eastern Ukraine. In that context, today’s statements, especially those by Western delegations, sound very hypocritical.

  41. We regret the fact that the Council was not in a position to adopt the draft resolution contained in document S/2022/231, which would have facilitated the settlement of these issues.   42. Unfortunately, many countries, including the United Kingdom, fail to remember other episodes — and I will not list them; it seems that today is not the appropriate time to single anyone out. All human lives are invaluable. I could have reminded the Council — but today I will not do so — of what the representatives of that country, including those sitting at the table, said vis-à-vis the deaths of civilians, including children, and mass casualties, in the context of other conflicts. In all territories under the control of Russian military personnel, residents are already receiving basic necessities and food, and we believe fully that as the special military operation’s objectives are met, the situation will continue to improve there. We call upon the Security Council not to politicize the humanitarian issue.

  43. It will allow the Ukrainian side to continue to ignore demands for the establishment of a ceasefire for the evacuation of people through humanitarian corridors. Kyiv will continue to use civilians as human shields, and, contrary to international humanitarian law, Kyiv will continue to deploy heavy weaponry near hospitals and kindergartens. Turning to the delivery of humanitarian assistance, we shall endeavour to resolve this issue, as we have done over the past eight years for the people of Donbas, whose suffering the Council prefers to forget. Today we heard the way the United Kingdom representative reminded us that we are all one human race. I agree with that.

  44. We have repeatedly spoken about this and at length, but unfortunately people choose not to listen to or hear this. Turning into biological and chemical weapons, I take this opportunity to reiterate the following. This is an unimaginable accusation leveled at the Russian Federation. My colleagues should believe us when we say that we have other means of warfare. We have no use for chemical or biological weapons. Accusing the Russian Federation in this way is simply unworthy of members of the Security Council, especially given the fact that such weapons were destroyed by us long ago. The absence of a Security Council humanitarian resolution without a doubt significantly complicates the lives of humanitarian representatives on the ground.

For this reason, in this Chamber or at the General Assembly, when my colleagues lament that those provisions are not being implemented, we will remind them that they were before them but they refused to vote in favour of them for political reasons. They had a choice, and they made their choice. Today once again we heard accusations levelled at the Russian Federation by a number of delegations that we are preparing for the use of chemical and biological weapons in Ukraine. We again heard fake information, which we have repeatedly repudiated, and these were edifying vis-à-vis what transpired in Mariupol with respect to the shelling that took place there, with respect to the murder of people waiting in queue — I will not list all of that.

Our draft resolution contains such key elements as a call for establishing a ceasefire and humanitarian pauses for the purposes of conducting safe and unhindered evacuation from Ukraine of civilian populations and all those who express a desire to do so, without discrimination on any grounds, a call not to attack any critical infrastructure objects and a call not to place heavy military equipment in residential areas and densely populated areas so as to ensure the protection of humanitarian medical personnel, due protection for the wounded and the ill, humane treatment of detainees and the protection of civilians, particularly women and children.

  47. It is interesting that there was an excursus into history as to how the situation developed. We heard from the Mexican representatives, who made it seem as if we suddenly, unexpectedly, put it to a vote, whereas the initial sponsors of the draft — which we supported, on the whole, with the exception of the politicized passages — unexpectedly, without exhaustive consultations with members of the Council and specifically with us, advanced and submitted it to the General Assembly, after which we proposed our draft for the Council’s consideration. Let us look again at what actions and measures prevented our Western colleagues on the Security Council from agreeing to this for political reasons.

  48. Mr. Nebenzia (Russian Federation) (spoke in Russian): At the outset, I wish to thank the countries that supported and co-sponsored draft resolution S/2022/231. The vote that took place has exposed all those for whom politicizing the humanitarian file is more important than helping the United Nations to provide humanitarian aid to Ukrainians in need. We heard today from some delegations, specifically the United States delegation, that they do not wish to engage in any way with the resolution proposed by the Russian Federation. If that is true, why did it abstain in the voting, when it could have voted against it. We all understand perfectly well the true motivations behind the abstention of the United States and its decision to not exercise the veto right, even though it could have done so.

  50. We categorically reject the assertion that the Council cannot adopt a resolution on the Ukrainian humanitarian dossier. Today, we are submitting for a vote a draft resolution, based on the French-Mexican draft text, that is not politicized in any way. It is analogous to other humanitarian draft resolutions adopted by the Security Council. United Nations humanitarian representatives working on the ground would be very interested in such a document, because any General Assembly humanitarian resolution would make little difference for them. The choice is now up to my colleagues on the Security Council.
