“Washington’s obstruction of peace initiatives for a ceasefire in Gaza, at this juncture, and its one-sided policy in recent years, geared towards the preservation of the status quo, as they call it, and its so-called “quiet diplomacy”, in fact reflected an unwillingness to implement everything that the countries and peoples had agreed to. The lack of progress on the negotiation track inevitably led to radicalization and conflagration. I reiterate that this could fuel the spread of the conflict and other potential or dormant conflicts in the region. We have repeatedly stated that the build-up of foreign military presence in the area of armed conflict, in particular the United States presence in the eastern Mediterranean, and the provocative hawkish statements are also part of the overall escalation, which only increases the tensions.”

“In recent years, including during the monthly Council meetings on the Middle Eastern settlement, we have been saying that forgetting the entire international legal framework for resolving the Palestinian-Israeli conflict would lead to an escalation that the whole world would then have to try to resolve it. The resolution to the Palestinian question should by no means be linked to attempts to expel Palestinians from their ancestral lands. We need a meaningful, comprehensive and fundamental solution to this protracted historical problem that is firmly rooted in the provisions of international law. History convincingly shows that attempts to monopolize mediation functions results not in the resolution of conflicts, but their escalation. That is what we are witnessing right now.”

“We once again emphasize the inadmissibility and danger of escalating the conflict. We are convinced that an urgent ceasefire in the Palestinian-Israeli conflict zone is the first step in the right direction. Only that — and not short-term pauses — is the only realistic measure to help avoid additional casualties, to ensure the provision of the necessary humanitarian aid to those in need and assistance to the population of Gaza and to preclude further escalation of the armed confrontation and the involvement of more regional actors. The risks of regional and global confrontation in a region with a huge number of historically unresolved problems, conflict spots and potential hazards are clear. But the Palestinian-Israeli conflict is the key issue. If it is not resolved, there can be no hope for lasting peace in the Middle East.”

“According to the Office for the Coordination of Humanitarian Affairs, since the beginning of the escalation of the conflict, humanitarian agencies have recorded numerous acts of violence by Israeli settlers on a daily basis. Moreover, as a result of settler threats, nearly 2,000 Palestinians were forced to flee their homes in October. The easiest and most frequent targets are relatively isolated Bedouin communities. Appeals to the Israeli police and army are predictably ineffective. On the contrary, security forces often provide direct support to settlers during the latter’s illegal actions or, at the very least, do not intervene. We also note acts of violence against Israelis and human rights defenders, who are not afraid to call the developments in Gaza by their proper name.”

“This past month, 148 Palestinians were killed in clashes with the Israel Defense Forces, compared to 155 in all of 2022, according to United Nations data. More than 2,200 people have been injured, and more than 2,000 additional Palestinians were detained. The army is meting out collective punishment, the most significant component of which is the complete blockade of residential areas through the close of all roads leading to them allegedly due to security concerns. Palestinian access to many major transportation arteries in the West Bank is currently blocked, causing significant damage to the local economy. There is ongoing systematic demolition of Palestinian homes that do not have Israeli construction permits, which are virtually impossible for local Palestinians to obtain.”

“Jilani, despite the passage of humanitarian convoys into the northern part of Gaza, this effort is clearly insufficient to meet the colossal needs of the Gaza Strip. Unless drastic steps are taken to de-escalate the conflict, its consequences will continue to reverberate for God knows how long. In the shadow of the tragic events in Gaza is the volatile situation in the West Bank, which has been undeservedly consigned to oblivion. Meanwhile, since 7 October, all major cities in the West Bank have witnessed a sharp escalation of violence as a result of operations by Israeli security forces and violent actions by settlers against Palestinian civilians. Regardless of what is happening in the Gaza Strip, the situation in the West Bank itself deserves the close scrutiny of the Council.”

“The Gaza Strip has been subject to a brutal total blockade, where the civilian population are the primary victims. There is an acute shortage of medicine, food and fuel, and hospitals lack beds. A shortage of drinking water threatens to significantly exacerbate the sanitary and epidemiological situation. Many States and organizations are sending assistance to the residents of the besieged enclave, including the Russian Federation, which is delivering humanitarian support to the population of Gaza. Today, on 10 November, the Ministry of Emergency Situations of Russia announced that it will send 25 tons of food and medicine — the fourth consignment — by plane to Egypt. Yet, as we heard today from Mr. Ghebreyesus and Mr.”

“We are shocked and deeply outraged that the targets of the strikes are civilian objects — schools, hospitals, mosques and refugee camps. We emphasize that deliberate strikes against civilian objects are an egregious violation of international humanitarian law. Respect for international humanitarian law is an imperative. All wars have laws. Violence against civilians and strikes on residential buildings and civilian infrastructure are categorically unacceptable. According to reports, just this morning, the Al Quds and Al Shifa Hospitals, as well as the Khalid Bin Al-Walid and Al-Ikhlas Mosques, were hit. Those mosques are located in the southern Gaza Strip, which confirms that there are no safe zones for civilians in Gaza today.”

“A real humanitarian catastrophe, a tragedy of global proportions, is unfolding in the Palestinian enclave. Israeli air strikes have completely destroyed or damaged nearly half of residential buildings and vital civilian infrastructure. Four Palestinian hospitals were bombed in the past 24 hours. Eighteen of 35 hospitals in the Gaza Strip have completely suspended operations, 35,000 buildings have been destroyed and 165,000 more damaged. The list of destroyed or damaged buildings includes 221 schools, 42 facilities belonging to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), 7 churches and 56 mosques. The UNRWA leadership report the victims of the bombing include 101 Agency personnel.”

“Moreover, as we well know, the terror against the population of Donbas did not begin in February 2022. During the previous eight years, since May 2014, the Ukrainian authorities had continued their armed aggression against their own people, who did not accept the unconstitutional Maidan coup d’état in Kyiv and stood up to defend their rights and freedoms. Forces were used against the civilian population, including aviation, heavy artillery and military hardware. The total number of dead and wounded in Donetsk since 2014 is more than 20,000 people. Every subsequent such crime committed by the Kyiv regime confirms that we were right to launch a special military operation, a decision taken against the background of intensified shelling of the territories of the Donetsk People’s Republic and the Luhansk People’s Republic in early 2022.”

“In total, since February 2022, the territory of the Donetsk People’s Republic alone has been subjected to artillery and missile strikes by the Ukrainian armed forces more than 25,000 times and the territory of Donetsk has been hit by 145,000 strikes. More than 16,000 residential buildings were damaged or destroyed and almost 3,500 civilian infrastructure facilities were destroyed, including approximately 700 educational facilities, more than 200 medical facilities and more than 1,100 electricity, water, heat and gas supply facilities in the territory of the Republic. During that period, 4,755 civilians, including 140 children, have died and 5,360 people, including 357 children, were injured to varying degrees of severity on the territory of the Republic.”

“Only Washington, which used to cover up its own crimes and those of its allies in Yugoslavia, Afghanistan and the Middle East, is shameless enough to refer to such tragedies as collateral damage. During the war in Iraq in 2003, the United States also often carried out repeated strikes while emergency and other services were working. That is a part of its military tactics. As we can see, the Ukrainian armed forces are diligent students of their teachers. Those desperate strikes by the Kyiv regime have no military purpose and can be explained only against the backdrop of its failures on the battlefield and the misanthropic nature of the Kyiv regime, which does not view its former fellow citizens in Donbas as human beings.”

“The victims of the Ukrainian terror include 50 staff members of the emergency services, and more than 200 staff members were wounded. Given the fact that most of those strikes were carried out with Western long- range, high-precision weapons, the Ukrainian armed forces command knew exactly where the targets of the strikes were and that they were not military targets, but rather civilian objects and civilians. Those are intentional and cynical crimes that have no statute of limitations. The responsibility for those crimes will be borne by the senior political leadership of the Kyiv regime and those who execute its criminal orders and by the Western countries flooding Ukraine with weapons, which, as we well know, also agree on the targets of those strikes.”

“As a result of the first strike from a HIMARS multiple-launch rocket system nobody was killed, but a fire broke out. An hour later, knowing that firefighters and journalists would be on the scene, the Ukrainian armed forces intentionally launched another strike at the same location with a cluster munitions missile, which is indiscriminate. As a result, two people were killed and 15 were wounded. Eight ambulance brigades arrived to assist them, and then Kyiv intentionally launched a third strike which, by sheer luck, did not cause any further casualties. Those were undoubtedly intentional, targeted tactics. During the active hostilities, in addition to those examples, more than 20 cases of repeated shelling by the Ukrainian armed forces on the Emergency Ministry rescuers and medics have been documented.”

“Knowing full well that emergency services — rescuers, medics, the police and also journalists — would soon arrive at the sites that were hit, the Ukrainian armed forces are launching repeated strikes while they are working, preventing them from evacuating the dead and wounded and also preventing the Emergencies Ministry staff from fully beginning to address the consequences of the shelling. As a result of yesterday’s attacks, six people died and 55 were wounded, including three children. Unfortunately, a doctor and a paramedic from the emergency medical services who came to provide assistance, as well as a road police officer, were also killed and 23 rescuers from the Emergencies Ministry were wounded. Just a week ago, on 31 October, the Kyiv regime launched three strikes on the Budennovsk district of Donetsk.”

I would in particular point out the time at which the attack was carried out — that is, 4.25 p.m. — in the middle of the workday when the Office of Labour and Social Protection often had many visitors; then, at 4.40 p.m., 15 minutes after the first strike, and then, at 6.27 p.m., less than two hours later. The terrorist practice of launching repeated strikes on the same location is firmly entrenched in the arsenal of the Ukrainian armed forces.”

In principle, we could have requested this meeting also on the subject of the consequences of the supply of Western weapons to Ukraine. The Kyiv regime attacked civilian targets in the centre of the city three times in the space of a day, launching missiles from HIMARS and Uragan multiple-launch rocket systems. In addition to residential buildings, the strikes also hit the building of the Office of Labour and Social Protection and a local bus.”

“We urge the Council to diligently assess the situation in Bosnia and Herzegovina on the basis of an objective analysis that looks at the root of the problems rather than be limited to falsehoods proposed by impostors. The peoples of Bosnia and Herzegovina deserve to be able to determine their own priorities on the basis of their own national interests, rather than preferences imposed from abroad. For our part, as one of the States that witnessed the signing of the 1995 Dayton Peace Agreement, we fully support the fundamental principles of the sovereignty and territorial integrity of Bosnia and Herzegovina, the equality of the three constituent peoples and the two entities with broad constitutional powers. We stand ready to engage in constructive cooperation with the aim of ensuring a genuine post-conflict resolution in the country.”

“The destructive activity of the self-proclaimed “High Representative”, who has single-handedly appropriated the entire range of State functions and is already trying to prohibit the calling into question of his manipulations at the legislative level, is now seriously escalation tensions in Bosnia and Herzegovina and exacerbating inter-ethnic clashes. The pseudo-High Representative is divorced from reality, as is apparent in his so-called “report”, a work that does not merit any substantive comments. It is regrettable that the Security Council has to be the recipient of such fabrications, the purpose of which is to create a false impression of the state of affairs in Bosnia and Herzegovina, to turn everything upside down and to shift responsibility for the crisis to those who defend the Dayton framework.”

“We have conscientiously cautioned against the dangerous nature of such a policy, aimed at undermining the pillars of the statehood of Bosnian-Herzegovina, on which the security and stability in the country depends. We recall that it was a finely tuned system of taking into account the interests of the three peoples and two entities that brought peace to Bosnia and Herzegovina in 1995 and has made it possible to maintain it throughout the subsequent period. Its collapse would have catastrophic consequences. Instead, contrary to the spirit and letter of Dayton, the peoples of Bosnia and Herzegovina are subject to attempts to impose on them Western attitudes on the centralization and unitarization of the State under the misleading formula of the so-called “civil society”. Another element of destabilization is the obsessive desire of Western countries to supplant Dayton with the vaunted Euro-Atlantic integration and to usher the country into NATO against the wishes of its peoples.”

“Post- conflict resolution in Bosnia and Herzegovina, which the Security Council meets twice a year to discuss, has been brought to a standstill by the deliberate efforts of the Western community, which is seeking to advance its narrow geopolitical interests in the region. On the basis of a deep and comprehensive analysis of the situation, we cannot but note that the Western participants in the reconciliation process in the country, hiding behind their status in the context of the 1995 General Framework Agreement for Peace in Bosnia and Herzegovina, have set a course for the destruction of this core document for the maintenance of peace and security, which was endorsed by resolution 1031 (1995).”

“Now look at pictures from the Gaza Strip, which Israel has been trying to raze to the ground for just three weeks, and Council members will see hospitals and schools utterly destroyed, as the area was burned to the ground, in the spirit of what the United States did to Fallujah or Raqqa. The death toll, which includes many children, is causing the non-Western world and normal people in the West to shudder, but people are still dying. After Council members have compared those two pictures, they should ask themselves, how many times have our Western colleagues condemned the methodical extermination of Palestinian civilians? How many times have they tried to convene a Security Council meeting on that issue? Did they support a single call for a ceasefire?”

“State Government buildings and other municipal buildings are working normally practically everywhere. Transportation is running, and schools and hospitals are operating with the exception, of course, of those facilities that have been damaged as a result of Ukrainian air defence, which we have already mentioned today and repeatedly mentioned before. And that is after almost two years of our special military operations which we launched to stop the war of the Kyiv regime against the population of Donbas. Precision strikes target exclusively military objects or infrastructure related to the Kyiv regime’s military capabilities, including ammunition depots and the positions of the Ukrainian armed forces that are disguised as shops, hotels, grain storage and so forth.”

I would like to ask Council members to not to be lazy, to go on the Internet and to read Ukrainian news and watch Ukrainian television. There they will see many reports about the restaurant and club scene in Kyiv, Odesa, Kharkiv, Dnipropetrovsk and other Ukrainian cities.”

Three victims subsequently died. In total, from May 2014 to September 2023, in the Donetsk People’s Republic alone, more than 9,000 civilians, including 230 children, were killed and more than 13,000 people, including 825 children, were wounded. Precise data on casualties and destruction in the new Russian regions are still being compiled, as the Ukrainian armed forces shell them almost every day. Of course, there is no mention of the fact that, from the very beginning of the conflict in Donbas in 2014, the Kyiv military has been carrying out targeted attacks on critical civilian infrastructure, primarily water and heating facilities.”

“That is why Kyiv and its puppeteers try to pass off Ukrainian air defence missiles that hit civilian objects as Russian strikes, even though that runs counter to facts and video evidence. And if there are no such strikes, then abhorrent human-made tragedies like Bucha, Kramatorsk or Kostiantynivka are deployed. “Mr. Nebenzia (Russian Federation) (spoke in Russian): The fact that the Security Council is holding its second meeting this month on the humanitarian situation in Ukraine comes as a surprise to all those who are following the work of the Council against the backdrop of the worsening Palestinian-Israeli conflict, on which the United States and its allies have not yet requested a single meeting. It seems that at some Security Council meetings the Western members cry out about humanitarian problems, while at others, they carefully downplay those issues for political reasons. I do not wish to diminish the scale of the tragedy that the people of Ukraine are facing. The issue is multifaceted.”

“Do not be surprised, but the traces lead to Ukraine. Russia’s ill- wishers are keen to take advantage of the situation and play upon feelings of Russian Muslims against the background of shocking images from the Gaza that show the horror of what is happening there — the deaths of women, children, the elderly and medical personnel. We recommend that some of our Western colleagues should not try to shift focus but instead pay attention to the situation in their capitals, where numerous Muslim demonstrations are raging and are suppressed violently by the police. That is despite the declared commitment of the authorities of Western countries to multiculturalism and the freedom of expression.”

“However, the attempt to present an unauthorized rally at the airport as an “outburst” of some kind of antisemitic sentiment in Russian society, particularly in the North Caucasus, is unacceptable. That region has long been a showcase of peaceful and friendly coexistence among representatives of numerous ethnicities. Russian society, unlike the one in the West, is alien to manifestations of hostility or ethnic, racial or faith-based intolerance. Representatives of all major confessions — Christianity, Islam, Judaism and Buddhism — have coexisted peacefully in our country for a long time. As confirmed by reports from the Russian enforcement agencies, the events that took place yesterday in Makhachkala clearly show traces of external interference, including massive influence from the outside through social networks.”

“The humanitarian situation in the Gaza Strip must remain the focus of our close attention without any discrimination, as has been the case in the context of other crises. Some colleagues, in an attempt to shift the focus of attention from the dramatic events around the Palestinian-Israeli conflict, touched on the 29 October incident at the airport in Makhachkala, Republic of Dagestan, Russia. The Russian leadership, representatives of regional authorities and Muslim clergy have already provided exhaustive comments on the matter. The Investigative Committee of the Russian Federation, which has started a criminal case over the rallies, will give a legal assessment of the actions of the protesters. Dozens of the rioters have been detained and questioned, and proceedings are under way. Any unlawful action is unacceptable.”

“That is supported by the positive trends that had emerged following developments in the Middle East before the most recent escalation involving Gaza, such as the normalization of relations between Saudi Arabia and Iran, Syria’s reintegration into the League of Arab States and the gradual improvement of inter-State relations between Syria and Türkiye. All of that proves that, when countries in the region take matters into their own hands and are not subject to pressure from extraregional players, they can achieve great progress towards stabilization in the Middle East. Taking into account the growing escalation in the Palestinian enclave and the unimaginable consequences for the civilian population who find themselves cut off from external supplies, we deem it important to hold open briefings such as today’s briefing on a regular basis.”

“While addressing the urgent task of ending the current spiral of violence, it is necessary to begin working immediately to reach agreement on a strategy for collective action for a political settlement of the conflict. In the past, the task of promoting such a settlement was carried out by the Middle East Quartet of international mediators. However, the United States has done everything in its power to undermine that effective instrument. On the agenda now is the establishment of a collective mediation mechanism, with an active role for the States of the region.”

“We have conveyed a clear message to all parties involved that there is a need for an immediate ceasefire and to ensure humanitarian corridors for the urgent provision of assistance to all those in need. President Putin has been extremely clear that Russia categorically rejects and condemn all terrorist acts. We express our condolences to all those who have lost loved ones in Israel, Palestine and elsewhere. However, while condemning all acts of terrorism and hostage-taking and demanding the unconditional release of hostages, we wholly disagree with the notion that the terrorist threat can be responded to by violating the norms of international humanitarian law, including the indiscriminate use of force against civilian infrastructure in which civilians are known to be located.”

“And that is despite the fact that the threat posed to civilian lives in Ukraine is nowhere near the threat posed to Palestinian lives in Gaza. Or does the representative think only of those on the European continent and care nothing about Palestinian lives? I would like to pose the same question to the other Western delegations on the Council, who shamefully abstained in the voting on all the draft resolutions proposed by Russia, calling for a ceasefire. The double standards are more than obvious. The people of their own countries, in which mass demonstrations in support of Palestinians are taking place, are already demanding accountability for this double-dealing. In the current situation, the Russian Federation is undertaking intensive efforts aimed at de-escalating the situation on the ground and rapidly resolving the crisis.”

“There must be a consolidation of collective measures, aimed at relaunching a full-fledged negotiation process between Israelis and Palestinians in order to implement the United Nations-endorsed two-State solution. The solution should be the basis for the establishment of an independent Palestinian State, within the 1967 borders, with East Jerusalem as its capital, coexisting in peace and security with Israel. There is a question I would like to pose to the representative of the United States. Why is the representative opposed to a ceasefire? Does this mean that the United States, a permanent member of the Security Council, supports the doctrine of “massive retaliation” in Gaza? Where is the compassion for civilians, which the representative so eloquently expresses at every meeting of the Council on Ukraine?”

“Today such illegitimate and forceful actions are fraught with extremely dangerous consequences, as they may provoke an armed escalation encompassing the entire region. The time for half-measures and half-hearted, vague appeals has passed. No humanitarian pause will help. Humanitarian aid cannot be provided amid hostilities on the ground. I hope that everyone here understands that. The number of casualties among humanitarian workers is already in the dozens, ambulances have been destroyed by bombs, and those left cannot operate due to a lack of fuel. Noble humanitarian passages are certainly important, but they alone will not stop the war. The priority of the international community today is to stop the bloodshed, minimize harm to the civilian population and move the situation to a political and diplomatic track.”
