“Mr. Nebenzia (Russian Federation) (spoke in Russian): I would like to begin by noting that we were encouraged by the initiative proposed by our Mexican and French colleagues, who put forward a draft resolution on the humanitarian situation in Ukraine in early March. However, that draft was immediately torpedoed by our United States and British colleagues, who asserted that it was unnecessary unless it condemned Russia. Other members of the Western camp were forced to follow suit. As a reult, instead of addressing humanitarian issues, we engaged in politics and mutual accusations. Instead of discussing and drafting a text, the representatives of Western countries stated, without proof, that the Security Council cannot endorse a draft humanitarian resolution on Ukraine submitted by the Russian Federation.”

“The programme, we said, based on the documents that we have, is run by the United States, not Ukraine. In this case, Ukraine is being kept in the dark. We already provided the Security Council with facts, and talked Council members through them, about the spike in dangerous lethal diseases in Ukraine, for which there is no explanation based on the usual factors. However, the spike could be linked to this kind of activity. Today again, we have heard heard that the most powerful argument to prove that no biological activity has taken place in Ukraine is the view of the Secretariat. I have already stated that the United Nations cannot know about these secret military biological programmes, as those who carry them out do not share this information with the United Nations or with anyone else.”

“They should not make unfounded accusations of Russian propaganda, but instead should reply to the questions that we asked. Representatives have refused to reply simply because they have nothing to say. Instead, they are trying to accuse us of intentions to deploy biological and chemical weapons against Ukraine. That is true cynicism. We have already officially warned that we know and have information about Ukrainian nationalists bringing chemical agents to some regions to create a provocation and then blame Russia for it. That is a false-flag operation. Council members, in particular the representative of the United States, did not listen to us properly. We did not say, as the representative of the United States claimed, that Ukraine itself had a military biological programme.”

“Mr. Nebenzia (Russian Federation) (spoke in Russian): Propaganda, disinformation, amateurism, unfounded imaginings and false-flag operations are what we have heard today. Some representatives have literally repeated their statements from our meeting on 11 March (see S/PV.8991). If representatives have heard nothing new in our statement today, it is because they were not listening to us. We did not provide fiction based on conspiracy theories and found on the dark web, but rather new material and documents, which we have distributed. These documents have signatures and were prepared on the basis of cooperation between Ukraine and the United States in the biological field. I ask members to take a look these documents. I believe that anyone who needs to see this information will do so. If Council members can refute it, they should do so.”

“Since 2016, when the projects I mentioned earlier began, including UP-4, UP-8 and R-781, the United States and Ukraine have deliberately remained silent about them in their reporting, despite their clear military biological orientation. That is why, for many years, Russia has called for the regime of the Biological Weapons Convention to be strengthened and for the adoption of a legally binding protocol to the Convention that would allow for the creation of an effective mechanism of verification and include in the reporting from States parties information on biological military activities conducted abroad. For almost 20 years, the United States has blocked efforts of that kind, while refusing to provide such information. Indeed, that is yet another issue that the representatives of the United States have time and again refused to address.”

“During the mass outbreak recorded near Peski, more than 70 cases of the disease were detected and quickly led to fatalities. That does not appear to be an accident. In conclusion, I would like to comment on the statements made by representatives of the Secretariat that it has no evidence of the implementation of military biological programmes on the territory of Ukraine. In accordance with the BWC, its States parties provide information to the United Nations on facilities and ongoing biological activities. Those are confidence-building measures, which are published in order to monitor the implementation of the Convention.”

“I am talking about the fact that there is increasing evidence that, until very recently, dangerous military and biological activities were taking place at the heart of Eastern Europe, the consequences of which could at any time have spilled over the borders of the country and even the region. In such a scenario, it is difficult to imagine the scope of casualties, including among the populations of European countries; perhaps even the coronavirus epidemic would have faded into the background. There are already alarming signs of such a threat. For example, in 2018, the number of cases of tuberculosis among citizens living in the Luhansk and Donetsk Peoples Republics rose sharply, as a result of a new multidrug-resistant strain.”

“In particular, many of them are signed by Joanna Wintrall, head of the Ukraine division of the Defense Threat Reduction Agency. That Pentagon official is well known in non-proliferation circles. Before Ukraine, she supervised the destruction of chemical weapons in Libya. If journalists are truly interested in the authenticity of the documents that we have provided, I suggest that they ask her directly if that is her signature. I want to stress once again that we are not just talking about the violation of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BWC) by Ukraine and the United States.”

“Four cases of the disease were detected in February, which is unusual given the life cycle of those insects, even while taking into account the incubation period of the disease. At the same time, we know that, in April 2019, representatives of the Pentagon visited local health facilities, where they reviewed the results of the epidemiological research and made copies of medical records. While they stand at the ready to use the fakes supplied by the Ukrainian authorities with the support of their Western patrons, the Western media express their doubts about the reliability of the materials published by the Russian Ministry of Defence. I would like to draw attention to the following fact. The documents we have published include the authentic signatures of United States officials.”

“The laboratory works in collaboration with the Mechnikov Anti-Plague Research Institute in Odesa, which conducts research with plague, anthrax, cholera and tularemia pathogens. In an attempt to cover up biological waste from the laboratory in Khlebodarskoye, it was moved 120 kilometres away towards the western border near Tarutino and Berezino. The Russian Ministry of Defence has recorded all of that information with a view to investigating its legal ramifications at a later date. Documents were expeditiously destroyed in the Kherson biolaboratory. We believe that the reason for such haste was the desire to hide from Russian experts the information about the outbreak of dirofilariasis in Kherson in 2019 — a disease that is transmitted by mosquitoes.”

“Our analysis of the data justifies our assertion that Ukrainian specialists are unaware of the potential risks involved in transferring biomaterials, are essentially kept in the dark and have no real idea of the true purpose of the research carried out. That is not surprising, given that, in accordance with the contractual documentation that I mentioned earlier, they were delegated to a strictly subordinate role. There is also new evidence of attempts to destroy biomaterials and documentation in Ukrainian laboratories in order to hastily cover up the tracks of the implementation of the military biological programme. We know that during the liquidation measures at the veterinary medicine laboratory in the village of Khlebodarskoye, its staff members — citizens of Ukraine — were not even allowed into the building.”

“As part of the Flu Fly Away project, the Kharkiv Institute of Veterinary Medicine carried out research on wild birds as a vector for the transmission of avian influenza. At the same time, the conditions under which transmission processes could become uncontrollable, cause economic damage and create risks to food safety were assessed. Documents show the involvement of the Kharkiv Institute in the collection of strains of avian influenza viruses with high epidemic potential and the possible ability to spread from one species to another. The Russian Ministry of Defence continues to receive an increasing number of new documents concerning the transfer of blood serum samples from Ukrainian citizens to third countries, including Great Britain, Georgia and Germany.”

“It has built military bases for it, including the laboratories at Los Alamos, where nuclear weapons were developed. Research in the area of the transmission of diseases to humans through bats in Ukrainian biolaboratories has been systematic and has been conducted for at least 13 years under the direct supervision of United States specialists. In the course of those projects, six families of viruses were isolated, including coronaviruses and three types of pathogenic bacteria: plague, brucellosis and leptospirosis pathogens. Those are the most attractive pathogens for use as infectious agents, given their resistance to drugs and rapid rate of contagion from animals to humans.”

“We believe that the interest of the United States military biologists in those particular pathogens is related to the fact that they are naturally present in both Ukraine and Russia so that their spread could be disguised as a natural outbreak. At the Kharkiv laboratory, the P-781 project to study the pathways of disease transmission to humans through bats was also carried out. Work on that project was carried out in collaboration with the infamous Lugar Research Center in Tbilisi. In that context, the contractor Black & Veatch, which was chosen by the Pentagon to carry out work in Ukraine, deserves special attention. It is far from being an ordinary company. It has been working for the United States military for more than a century.”

“We urge countries that have made their territory available for such Pentagon experiments to carefully examine their contractual obligations with regard to their cooperation with the United States in the biological arena. We fully support China’s demand that the United States disclose the data on the activities of the 360 laboratories under United States control throughout the world. With regard to Ukraine, the biological laboratories mentioned earlier, in Kyiv, Odesa, Lviv and Kharkiv were selected by the Defense Threat Reduction Agency of the United States Department of Defense for a reason. These laboratories were the same ones that carried out the UP-8 project to study Crimean-Congo fever, leptospirosis and hantavirus pathogens.”

“They received full compensation for travel to international conferences, based on food and accommodation expenses as per the rules for business trips by United States Government officials, which is compensation for conducting the most dangerous kind of biological research on the side. That is not the noble aid to Ukraine that the United States representatives continue to talk about. It is the cynical use of its territory and population for dangerous research that Washington does not want to conduct on its territory so as not to expose its own population to the related risks. It would not surprise us if similar facts about the activities of United States-supervised laboratories in other parts of the world came to light.”

“The recipient of United States assistance — the Ukrainian Ministry of Defence — was obligated to provide timely access for Pentagon personnel and its contractor staff to laboratories in Ukraine to carry out their work within the framework of those projects, as well as to provide access to the facilities, together with Pentagon employees, to foreign scientists. The projects themselves were intended to be implemented not by Ukrainian scientists, but with their participation. Simply put, the Ukrainian authorities gave the Pentagon carte blanche on Ukrainian territory and allowed them to conduct dangerous biological experiments there independently. The United States contractor was exempt from taxes of all kind under Ukrainian law. What did Ukrainian scientists — that is the Ukrainian people — get in return under this plan?”

“The representatives of the United States Department of State cannot get their story straight and assert that the United States allegedly does not operate in any biological laboratories in the territory of Ukraine, but the facts show otherwise. According to the technical assistance plan that I mentioned, the donor — the United States Department of Defense — was funding the projects, establishes the tasks and the workload undertaken on Ukrainian territory, provided a list of the necessary equipment, and delegates significant authority to an affiliated contractor company Black & Veatch in cooperation with Ukrainian authority.”

“The implementation of the aforementioned 2005 American-Ukrainian agreement — about which we are still waiting for comment from the United States Mission, has been going full steam for all these years. However, notwithstanding the document, it is clear that our American colleagues were not helping the Ukrainian Ministry of Health, as they claimed, but rather the Ukrainian Ministry of Defence. It can be seen in the document that we distributed in the Security Council this morning the so-called technical assistance plan for certain recipients of the Ukrainian Ministry of Defence. I recommend that members look at this document very carefully. It confirms the Pentagon and its Cooperative Threat Reduction Programme’s direct funding of and supervision over of military and biological projects in Ukraine.”

“I recall in this context that we are talking about an agreement signed in 2005 between the United States Department of Defence and the Ministry of Health of Ukraine, in which the Pentagon fully supports engaging in joint biological research involving dangerous pathogens located in facilities on Ukrainian territory. Although the American delegation cannot and does not want to respond to our questions, the Russian Defence Ministry is studying the materials it received from Ukrainian laboratories to understand the military biological programme the United States and its NATO allies have been engaging in on Ukrainian territory. Over the last week, new details have come to light which allow us to state that components for biological weapons were being created on the territory of Ukraine.”

“This activity was carried out on the territory of Ukraine, in the centre of Eastern Europe and on the western borders of Russia, which has created a real threat to the biosecurity of our country and the whole region. A week ago, at the request of the Russian Federation, there was a first Security Council meeting held on this topic (see S/PV.8991). In that meeting, we asked our Western colleagues a series of questions, to which they have not yet responded. The representative of the United States was unable to explain how the official American statements asserting that there are no United States-controlled biological laboratories in Ukraine tally with the proffered documentary proof of such cooperation between Kyiv and Washington.”

This is obviously a loss to the Irish Mission and for all of us, so I would ask that they accept our condolences. “However, we are being told that the humanitarian draft resolution Russia submitted does not satisfy Western countries, thereby demonstrating the true goal of the co-sponsors of the first so-called humanitarian Council draft resolution. That is true hypocrisy and cynicism. Another example of cynicism is the fact that many colleagues from various delegations have come to us to complain about relentless pressure and arm-twisting from Western partners, up to and including economic blackmail and threats. The United States and Albania have issued a letter in which States Members are called upon to refrain from sponsoring our draft resolution. We understand how difficult it is for Member States to withstand that kind of onslaught.”

“As we were clearly told, the Western countries do not need the draft resolution without such formulations. In order to obtain an anti-Russian product, they were ready to submit it not to the Security Council, but to the General Assembly, ignoring the fact that such a document will not help humanitarian workers in any way whatsoever. Russia submitted its own draft resolution (S/2022/231) to the Council containing everything that the humanitarian workers need. It does not contain any political assessments, which are not found in any other humanitarian resolutions of the Council. The document is open for co-sponsorship by all United Nations States Members.”

“By the way, it went unnoticed as it flew over several countries from Ukraine to Zagreb, and the distance between the westernmost point of Ukraine and Zagreb more than 700 kilometres. We note with regret that Ukraine has always been a pawn in the geopolitical struggle against Russia, and it remains a pawn. Western politicians could not have cared less about the people in Donbas, including women, children and the elderly, who had been suffering and dying from Ukrainian shelling throughout all these years. If that were not the case, we would not now be dealing with the salacious uproar surrounding the humanitarian draft resolution on Ukraine. After the text was developed by France and Mexico, it immediately ceased to be humanitarian and was instead filled with political formulations that have nothing to do with humanitarian issues.”

“Every day, Western capitals claim to be providing Kyiv with weaponry of all kinds. Yesterday Washington announced that, this week, Ukraine will receive defence assistance valued at $1 billion. They are fuelling the conflict. The kind of tragedy that results from the indiscriminate distribution of light weapons to anyone who wants them is quite clear. I wonder whether or not Western voters and taxpayers know about the risk of such weaponry — including portable air defence weapons, for example — ending up in the hands of terrorist groups in Europe. Do they not understand how dangerous it is to fuel the situation in Ukraine and how dangerous it is for their own security? Everyone has heard about the drone that flew from Ukraine and landed in Croatia. It was filled with explosives.”

“In addition, the crews of 70 foreign ships are blocked in the seaports of Ukraine due to a high level of mine-related risks. That situation was created by Kyiv authorities in their internal waters and territorial sea and related to possible provocations by Ukrainian armed forces from the shore. We continue sending humanitarian assistance to those in need in Ukraine. Mariupol alone received more than 450 tons of food, medicine and basic necessities. Overall, since 2 March, our Ministry from Emergencies and Ministry of Defence have provided approximately 3,000 tons of humanitarian cargo, as well as construction materials, to certain regions of Ukraine, including Donbas. Another issue is that in several cases, local administrations threaten those who receive Russian humanitarian assistance with punishment.”

“They crossed the border into Russia. That includes 31,000 individual cars. We stand ready to receive even more people. We have more than 9,500 points of temporary housing in the Russian Federation. In territories that have been liberated, we create the necessary conditions to ensure that those who want to can receive humanitarian assistance, which, in many places, remains the only possible means of survival. The medicine, clothing and food, received from international organizations, in particular the International Committee of the Red Cross, is resold by the mayors of Ukrainian cities to local entrepreneurs. That has been confirmed in Zhytomir, Ivano-Frankivsk, Vinnytsia, Rovno, Lutsk, Dubno, Vladimir-Volynsky and Lviv. Some 6,910 foreign nationals from 22 States are essentially being held hostage by the territorial defence battalions.”

“That has been confirmed several times by means of objective control, including with the use of drones. With regard to the issue of humanitarian corridors into Russia, neo-Nazis refused to allow people to leave and threatened them. Those who managed to break through were ruthlessly shot at. Yesterday, in the Kharkiv direction, once again there was a line of buses, full of refugees, being shot at as they moved along the humanitarian corridor towards Russia. As a result, four people died and others sustained injuries. Despite all of the challenges and obstacles, yesterday alone, without the participation of Kyiv, we managed to evacuate from dangerous areas 12,440 people, including 2,242 children. Overall, since the beginning of the special military operation, 271,231 people, including 58,422 children, have already been evacuated.”

“I would like to draw the attention of the Council to the fact that the car jam at the exit of Mariupol moving towards Berdiansk and Melitopol, liberated from Ukrainian Nazis, is 10 kilometres long. Until Russian forces entered the city, that was not seen. It is not surprising, as peaceful civilians were needed by the Nazis as human shields. Those who escaped Mariupol described the mass atrocities and crimes committed by the territorial defence battalions and abuses against the elderly, women and children. All of those people are now being provided with medical and psychological assistance. The situation in other areas is different. Yesterday we fully complied with the silence regime along humanitarian corridors, proposed by the Ukrainian side, in the direction of Kyiv, Zaporizhzhya, Zhytomir, Sumy, Kharkiv and Poltava.”

“Nonetheless, over the past 24 hours alone, we managed to ensure the evacuation from Mariupol, which we had finally managed to unblock, of more than 31,000 civilians, including 89 foreign nationals, including 71 staff members of the Organization for Security and Cooperation in Europe, nine Greek nationals and nine Pakistani nationals. Of the 31,000 evacuees, only 36 people moved to Kyiv-controlled territories in the Dnipropetrovsk oblast. The remainder opted for Russia and areas of the Zaporizhzhya and Kherson oblasts, under the control of Russian armed forces, and categorically refused to move to territories under Kyiv control. The entire humanitarian operation was conducted by the Donetsk People’s Republic forces and Russian armed forces, without any participation from the Ukrainian side.”

“Once again, let me recall that none of the members present or the Western mass media made any mention of the tragedy in Donetsk, which resulted in the death of 20 deaths of civilians. The third false piece of information is that Russia is allegedly forcing people from Mariupol and other Ukrainian towns into Russia, and, as such, only humanitarian corridors into Ukraine should be opened. That is a barefaced lie. Since the beginning of the special military operation, the Russian Ministry of Defence hotline has received more than 2.5 million requests for evacuation into Russia. Regrettably, we must underscore that we have been unable to evacuate everyone thus far. That is because Ukrainian authorities are preventing people from leaving.”

“The Russian armed forces were informed about the situation and the building that houses the theatre had never been considered a target for a strike anyway. However, Western reporters are quick to report certain information about provocations. That has become a tragic hallmark of provocations in Ukraine, as they cover up abuses conducted by nationalist battalions and Ukrainian armed forces. Following Western propaganda efforts to ensure that the mass media throughout the world showed the image of a man who had lost his wife due to a Ukrainian strike conducted using a Tochka-U missile with cluster munitions in the centre of Donetsk — which was reported as an incident that had occurred in Kyiv — it is very difficult for us to ask members to be objective in their assessments.”

“They also ignore the opinion of ballistic experts, who say that nothing hit the building but that there was an explosion. The second piece of false information was mentioned today by our Western colleagues: Russia allegedly hit the Mariupol theatre, where more than 1,000 people had sought refuge. In fact, on 13 March, public information was already widely available, provided by individuals in Mariupol, who had miraculously managed to escape the city. They said that the Azov Battalion was holding a huge number of people hostage in the building and was preparing for a bloody provocation. We are not surprised by the fact that the world “children” is written on the ground in front of the building.”

“Just as the Nazis did when Berlin was besieged in 1945, they are using the residents as human shields, while not allowing them to evacuate and placing heavy weapons next to residential buildings, in violation of international humanitarian law. Both our Western partners and, unfortunately, the representatives of the Secretariat stubbornly refuse to see that. However, it is difficult to hide the truth. We call attention to the statement by the International Committee of the Red Cross, which sheds light on such facts. In a situation like the current one, it is not surprising that Mariupol has become almost the leader in terms of the number and sophistication of fakes, the manufacture of which has become the main task of the Ukrainian regime. I will highlight three of the most shocking.”

“They soaked the city in blood and turned it into a kind of headquarters and stronghold of the volunteer Nazi battalions, primarily the Azov Battalion, as well as the Right Sector. At the airport in Mariupol there was the infamous prison, with all the trappings of a torture centre, including ditches containing the bodies of the tortured, solitary-confinement cells and chainsaws. That is representative not of the Middle Ages, but of neo- Nazism. That is exactly why Ukrainian radicals are desperately holding on to that city. First, it hides much evidence of their crimes, and, secondly, they understand that they will have to answer for them. That is why they are ready to drag all the people of Mariupol to their graves.”

“I do not know who will wind up holding the record on cynicism in the Guinness World Records book, but I know who will hold the record on fakes uttered during one single Security Council meeting in that book. As I said, the situation in and around Mariupol is a kind of symbol for the Western and Ukrainian fake factory. To those who do not know, I want to explain what is special about that city. During the events from 2014 to 2015, when the Ukrainian military machine pitted planes and tanks against residents who disagreed with the new Maidan Government in the east, Mariupol was one of the main centres of resistance in the Donetsk People’s Republic. Its residents almost unanimously supported the independence of the Republic in a referendum and actively opposed the nationalist regime in Kyiv. The Ukrainian Nazis have not forgotten that.”

“Concerning the issue of attribution and who is responsible for the destruction of medical facilities in Ukraine, we have many questions and will return to this topic later. Concerning the breadline in Chernihiv, that has been refuted many times. There is no Russian military presence in Chernihiv. It was a consequence of distributing weapons to whoever wanted them in Ukraine. At the time, in addition to other types of weapons, 25,000 automatic weapons were distributed to the population at large. With regard to the Sultan Suleiman Mosque in Mariupol, the Mosque’s treasurer refuted the allegation that the Turkish mosque, in which there were 80 people, was shelled by Russia from the east.”

“Today we heard a whole slew of such information from our colleagues, including the accusation of the shelling of the now infamous maternity hospital in Mariupol and the Mariupol theatre; that Russia is not allowing refugees to leave; that Russia shelled the Sultan Suleiman Mosque; that Russia used automatic weapons to shoot at a breadline in Chernihiv. All these fakes have been refuted on multiple occasions. The American colleague referred to the Director- General of the World Health Organization (WHO), who allegedly said that 33 hospitals were allegedly bombed by Russia. I would like to inform her that the Director- General of WHO — one should ask him — did not say that. To our knowledge, it is not within acceptable norms of the WHO to attribute the responsibility for a strike on a medical facility to anyone.”

“Where there is full paralysis of the banking system, a crisis in liquidity and restrictions, a quick resolution of those issues without any preconditions or provisos is extremely important. We see UNAMA’s objectives as effective cooperation in resolving that problem, facilitating the unfreezing of assets and working towards a sustainable post-conflict recovery in the country. We hope that the contacts between the Mission and donors will help to ensure significant progress on the issues of the future self-reliance and independence of the Afghan economy from international financing. On the whole, the key is maintaining stability, which would benefit everyone: Afghanistan itself, the region and the rest of the world.”

“It is indeed UNAMA — as has repeatedly been mentioned by its Head, Deborah Lyons, in her statements — that can play a role in securing the potential of the new authorities to effectively resolve political and human rights issues, considering regional and cultural specifics and with an emphasis on best practice borrowed from regional neighbours, including the Organization of Islamic Cooperation. The steps that have been taken towards cooperation with the Taliban leadership in that direction would enable us to lay the foundation for national reconciliation. In our work on the text, we were guided first and foremost by the interests of the Afghan people. We thought that the primary objectives were to provide humanitarian assistance and prevent economic collapse.”

“Furthermore, those conditions would be a guarantee of the security of United Nations personnel, giving them the possibility of access to those regions that have been literally closed to them for seven months. Finally, it is important to ensure more substantive cooperation between the special political mission and the Taliban authorities, which we regularly hear about during discussions of the situation in the Council. The fact that this is not mentioned in the resolution may jeopardize the effectiveness of the Mission in achieving its mandate and, on the whole, could undermine international efforts to stabilize the situation.”

“To our great regret, we continue to see stubborn ignorance of the new realities in the country and the promotion of irrelevant approaches. Ultimately, the entire responsibility for resolving the situation, as well as the possible risks connected with it, falls wholly on UNAMA. Like in any other United Nations mission, there is a need to have a realistic objective. We wish the Mission every success, but we do not want to bear any responsibility if in the end it is not able to fulfil all the tasks that it faces. We would not want UNAMA to turn into a United Nations “mission impossible”. Support from the de facto authorities would allow the Mission to effectively fulfil its mandate and to achieve its objectives.”
