The international community should support an Afghan-owned and Afghan-led and inclusive political process and assist the Government in developing a comprehensive, inclusive and realistic road map for political reconciliation, back the Government's efforts to promote political dialogue and encourage the Taliban to return to the negotiating table as soon as possible. It should also support international mechanisms such as the Kabul process and the Moscow format to that end. Secondly, we should facilitate the successful holding of elections. Since the presidential election will be held this year, we hope that the new Independent Election Commission will scale up its preparation for that election. We also hope that the United Nations Assistance Mission in Afghanistan (UNAMA) will provide technical support to the Commission.

We hope that the country will achieve lasting peace and development, which are not only in the best interest of the Afghan people but also of regional security, stability, peace and prosperity. Mr. Wu Haitao (China) (spoke in Chinese): On 10 March, the crash of an Ethiopian Airlines plane resulted in the tragic deaths ofmore than 100 passengers and crew members, including Ethiopian and Chinese nationals and citizens of more than 30 countries, among them United Nations staff. China mourns the death of the victims and expresses deep condolences to their families. I thank Special Representative of the Secretary- General Mr. Yamamoto for his briefing and I appreciate his efforts. Ihave listened carefully to the statements of the Afghan National Security Adviser, Mr. Hamdullah Mohib, and the civil society representative, Ms. Tapesh. The situation in Afghanistan is now at a critical juncture, as the country has many important issues on its political agenda.

  6. China highly commends the United Nations Mission in South Sudan (UNMISS) for its important contribution to maintaining peace and stability in South Sudan. China supports the mandate renewal of UNMISS as well as its focus on the priority work to assist the South Sudanese parties in implementing the peace agreement. China has always supported peace and development in South Sudan and has contributed more than 1,000 Chinese peacekeepers, including 25 women peacekeepers, to UNMISS. Last month, China provided South Sudan with 1,000 tons of rice in food assistance and a batch of anti-malaria drugs. China will, as always, support actively and participate constructively in the peace process in South Sudan and will make our contribution to South Sudan's realization of a durable peace and sustainable development.

The priority should be on pushing the South Sudanese parties to reach consensus quickly on such key issues as implementing the political and security arrangements, as provided for in the peace agreement, and urging all the relevant parties to sign the agreement at an early date and take part in the political process. Thirdly, efforts should be made to continue to provide humanitarian assistance and economic support to South Sudan and assist it in addressing its food security, while placing priority on strengthening imports, agriculture, energy facilities, infrastructure, education and medical care, with a View to helping the South Sudanese people to rebuild their homes and resume their capacity for development.

The Government of South Sudan has engaged in in-depth and extensive consultations with the opposition on political and security arrangements for their transitional period and has adopted a multitude of measures to increase mutual trust. The South Sudanese parties held a national dialogue in Wau from 25 February to 2 March. Displaced persons and refugees in some parts of the country have begun to return home. At the same time, the implementation of the peace agreement still faces many difficulties. There have been delays in some of the work stipulated in it.

The Government of South Sudan and major opposition groups signed the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan in September 2018, bringing the light of peace to the South Sudanese people. China is pleased to note that, over the past few months, the situation in South Sudan has continued to improve. Signatories to the peace agreement have been making efforts to implement it.

  12. Council members should remain united and avoid applying undue pressure, therefore playing a constructive role in promoting a bilateral settlement of the issue by Myanmar and Bangladesh. The Office ofthe United Nations High Commissioner for Refugees and the United Nations Development Programme should step up their coordination with the Myanmar Government and steadily implement the tripartite agreement.   13. Issues of interest to the international community in the process of repatriation, such as freedom of movement, citizenship and accountability, need to be addressed gradually and properly. Insisting on setting preconditions for repatriation will only render such solutions out of reach. Development is the fundamental way to resolve the issue of Rakhine state, which has abundant resources yet its development lags behind. The international community should increase support for investment in Rakhine state to help local communities eliminate poverty and promote development to achieve stability. China supports the United Nations playing a greater role in that regard.

  14. Countries ofthe region, the Association ofSoutheast Asian Nations (ASEAN) and the United Nations can provide positive and constructive assistance. Late last year, the AEAN Secretary-General, Mr. Lim Jock Hoi, conducted an inspection tour of northern Rakhine. The ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management recently sent a needs-assessment team to Myanmar to support the repatriation work by the Government. China commends ASEAN for its important role and active efforts in search ofa solution to the issue of Rakhine state. The international community should encourage Myanmar and Bangladesh to strengthen dialogue and achieve early repatriation of the first batch of displaced persons so that all those currently seeking refuge can return to their homes as soon as possible.

He will have in-depth exchanges with the two countries on the issue of Rakhine state with a view to fostering mutual trust between the two countries so that concrete measures can be taken as soon as possible. China is very concerned about the humanitarian situation of the people in Rakhine state and has actively provided humanitarian assistance to both countries. A total of 1,100 housing units have been delivered to Myanmar in order to improve local conditions for settling returnees. In addition, China has provided Bangladesh with ¥20 million in food aid. We will continue to do our part to contribute to the settlement of the issue of Rakhine state. The issue of Rakhine state is essentially one that concerns Myanmar and Bangladesh; as such, it is up to those two countries to work out a solution.

  16. To that end, China has proposed an approach with three phases, namely, the cessation of violations, repatriation and development. We have twice facilitated informal tripartite meetings between China, Myanmar and Bangladesh, during which three important points of consensus emerged on the issue of repatriation, pushing the two countries to address the matter through dialogue and negotiation. That has been widely acknowledged and supported by the international community, including countries of the Association of Southeast Asian Nations.   17. The commission decided to officially collect information from the public regarding human rights violations. The Bangladeshi Refugee Relief and Repatriation Commission, the Office of the United Nations High Commissioner for Refugees and the Cox's Bazar local Government have registered a total of more than 60,000 people currently seeking refuge and waiting to be repatriated, and they are communicating with Myanmar on their repatriation. The issue of Rakhine state is a legacy issue. Its resolution lies in tackling both its symptoms and its root causes. The top priority is to enable an early return of those currently stranded in Bangladesh, which is the only realistic and viable way to alleviate the Rakhine state crisis.

  18. The Government of Myanmar has committed to gradually shutting down the Rakhine internally displaced persons camp and issuing legal identity documents to those repatriated. As prompted by Special Envoy Schraner Burgener, Myanmar has undertaken to simplify the application process for legal documents. The Myanmar Government has continued to implementing the tripartite memorandum of understanding, signed with the Office of the United Nations High Commissioner for Refugees and the United Nations Development Programme, and approved the quick-impact development projects the two agencies are to carry out in Rakhine state. Myanmar and Bangladesh were visited this year by Special Envoy Schraner Burgener and held in-depth consultations on the issue.   20. It is regrettable that the draft resolution before us (S/2019/186) was seriously inconsistent with China's principles and position as previously stated. Therefore, China had to vote against it. China calls upon the Venezuelan Government and opposition parties to seek a political solution through dialogue and consultation within the constitutional and legal framework. We hope that the international community will take actions that are truly conducive to the stability and economic development of Venezuela and the improvement of the livelihoods of people in the country.   23. There is a tendency for terrorist groups in Idlib to re-emerge, which threatens Syria's security and stability and hinders reconstruction and the return of refugees. The international community should strengthen counter-terrorism cooperation, harmonize standards, crack down on all terrorist groups listed by the Council and prevent the resurgence of terrorist organizations to undermine the hard-won stability of the security situation.   24. As the next step, the international community should focus on promoting work in the following areas. First, we must continue to advance. the process of political settlement in Syria. The United Nations should strengthen coordination with the Syrian Government, promote the prompt formation of a representative Syrian constitutional committee that is acceptable to all and that accommodates the legitimate concerns of the Syrian Government and all other parties with a view to launching an effective and sustained Syrian political process. The United Nations should continue to intensify its efforts and act as the main channel of mediation. The large-scale conflict in Syria has essentially come to an end. China welcomes the meeting in Sochi on 14 February of leaders from Russia, Turkey and Iran to discuss the Syrian issue, which produced a joint statement reaffirming continued efforts to crack down on terrorist groups and individuals listed by the Security Council, as well as a renewed commitment to the Syrian political process.

  31. The Security Council has just unanimously adopted resolution 2457 (2019), on silencing the guns in Africa, which China welcomes. That resolution can help the United Nations lend greater support to the AU's Silencing the Guns by 2020 initiative and bring the United Nations and AU closer together in their joint endeavours. Secondly, we should continue to support Africa's capacity-building in the areas of peace and security. The AU's peace and security operations are becoming a critical means of responding to crises in the continent and complementing United Nations peacekeeping operations in important ways.

Recent years have seen a deepening of the United Nations-AU partnership, following the signing of the Joint United Nations- African Union Framework for Enhanced Partnership in Peace and Security and intensified cooperation injointly tackling issues of regional peace and development. The United Nations should fully leverage its own strength and provide greater assistance to Africa. In the spirit of the Joint Framework, the two organizations should collaborate more closely on conflict prevention and mediation in the pursuit of lasting peace by addressing the root causes of conflict, among other things. However, the situation remains fragile in some regions of Africa, where traditional security threats are intertwined with non-traditional ones and other prominent issues persist, such as intercommunal tensions, terrorism, transnational organized crime, high levels of poverty and unemployment and refugee crises. Over the past few years, the African Union (AU) and African countries have been vigorously implementing Agenda 2063 and the Silencing the Guns in Africa by 2020 initiative, at the same time as the continent's peace and security situation has steadily improved. At the thirty-second AU Summit, held recently, a number of decisions were adopted in such areas as establishing the African free trade zone and strengthening the African Union Peace Fund, which fully demonstrates the resolve of the AU and African countries to work together for self-empowerment in order to resolve African issues through African-led processes. China applauds those efforts.

Since the outbreak of the crisis, and acting through bilateral and multilateral channels, China has provided much humanitarian aid to refugees, both inside and outside Syria, including medical, winter and nutritional supplies. At the opening ceremony of the eighth ministerial meeting of the China-Arab States Cooperation Forum in July last year, President Xi Jinping announced that China will provide additional assistance to the people in Syria and other regions. Work has been in full swing to fulfil that pledge. Moving forward, China will continue to provide assistance to Syrian refugees in Syria and neighbouring countries to the best of our ability.

Thirdly, the international community needs to actively support the Syrian Government and people in socioeconomic reconstruction in order to create the conditions for the return of refugees and displaced persons. According to a survey, 83 per cent of the people in Rukban camp wish to return to their place of birth; efforts should be made to make that happen. Steady progress in reconstruction can give hope to the Syrian people and lead to long-term stability in Syria. The return of Syrian refugees to their home can also ease the pressure on host States. China attaches great importance to the humanitarian situation in Syria and has contributed its part to alleviating the suffering of the Syrian people.

  38. Secondly, the United Nations and the international community need to scale up assistance - in cash and in kind - to the Syrian people. In the light of evolving needs, they should adjust and improve their humanitarian relief operations. Cross-border humanitarian relief measures represent ad hoc arrangements under special circumstances. Full respect should be accorded to Syria's sovereignty, independence, unity and territorial integrity, in strict compliance with Council resolutions. Humanitarian operations should be guided by the United Nations guiding principles on humanitarian relief and the relevant provisions of international law, under the oversight of the United Nations throughout the process, with particular emphasis on greater transparency and better communication and coordination with the Syrian Government.

China attaches great importance to the humanitarian situation in Syria and commends the United Nations and all the parties concerned for their efforts to improve the humanitarian situation in Syria. As we speak, there are still close to 12 million people in Syria in need of humanitarian assistance. In north-east and north-west Syria, many localities have been ravaged by floods. The situation in Rukban camp remains a cause for concern. A large number of civilians are heading towards Al-Hol camp. Humanitarian relief operations are facing challenges.

  43. In the light of the latest developments, the Security Council should work quickly to conduct a review with a view to ultimately lifting the sanctions on the Sudan. Thirdly, we should accelerate the reconstruction process in Darfur. In the light of the needs of the Sudan, the international community should continue to provide active humanitarian assistance and economic support. The immediate focus should be on assisting the Government in addressing the return and settlement of IDPs, building and improving local infrastructure and enhancing agricultural production and food self- sufficiency. We welcome the necessary support of UNDP and the Peacebuilding Commission to the rebuilding and development of the Sudan. China has consistently supported the Darfur peace process and is one of UNAMID's main troop- contributing countries.

There are some opposition and armed groups in Darfur that should lay down their weapons, participate actively in the peace process and work to resolve problems by political means such as dialogue and consultation. Countries with influence should work actively to exert pressure on them. Secondly, priority should be given to assisting the Sudanese Government in strengthening its capacity- building. While the Government has the primary responsibility for the maintenance of regional security in Darfur, the international community should actively assist it in enhancing its capacity-building for the maintenance of law and order and security control in order to help its security forces take over full responsibility for security from UNAMID as soon as possible and ensure UNAMID's withdrawal from Darfur in 2020, in accordance with the road map.

China appreciates UNAMID's contribution to the maintenance of peace and stability in Darfur and welcomes the Sudanese Government's voluntary enhancement of governance and security capacity- building in Darfur, its continued weapons collection campaign and its efforts to reach out further to the non-signatories to the Doha Document for Peace in Darfur, and we trust that those measures will be conducive to Darfur's long-term stability. At the same time, however, Darfur is still dealing with problems of intercommunal tension, internally displaced persons (IDPs) and relatively limited socioeconomic development. I have three points to make in that regard. First, it is important to continue to advance the political process for Darfur. The Government of the Sudan is committed to a political solution to the Darfur issue.

Together with Assistant Secretary- General Wahba, of the United Nations Development Programme (UNDP), and Assistant Secretary-General Fernandez-Taranco, of the Peacebuilding Support Office, Ms. Keita recently made ajoint and very timely visit to the Sudan that was conducive to regional peace and stability in Darfur and to advancing the smooth implementation of the transition plan for the African Union-United Nations Hybrid Operation in Darfur (UNAMID). The security situation in Darfur has remained generally stable in the past few years. Since the latter half of last year, during which UNAMID was gradually transferring its responsibility for security to the Government of the Sudan, the situation has remained stable.

We hope the international community and international partners can meet their commitments in a timely manner and, in line with development plans of the Burundian Government, focus on supporting agriculture, infrastructure, education, environmental protection and so on. We call on the international organizations and institutions concerned to resume economic cooperation with and development assistance to Burundi as soon as possible. China commends and supports the continued efforts of the United Nations Peacebuilding Commission and the United Nations country team to promote Burundi's reconstruction and socioeconomic development. The Security Council should heed the sentiments voiced by the representatives of Burundi and make the necessary adjustments promptly in the light of the latest developments, with a view to sending a positive message. Secondly, we should continue to increase humanitarian assistance and economic support for Burundi. China notes that, in recent years, Burundian refugees abroad have begun returning to the country in large numbers. The number of returnees may peak in 2019. We hope the international community will provide the necessary and timely assistance to help the Burundian Government accommodate returning refugees. Development is a guarantee of peace.

The international community should take a comprehensive, impartial and objective view of the current situation in Burundi and contribute constructively to the long-term stability and development of the country and of the region at large. China welcomes the efforts of regional and subregional organizations, such as the African Union and the East African Community, to mediate in the political process in Burundi. We hope that those regional organizations will continue to strengthen engagement and consultation with the Burundian Government and provide assistance to the Government, as needed. China notes that the Burundian Government has time and again stated that the situation in Burundi is not a threat to regional peace and security and that the issue should not remain on the Council's agenda.

  50. We congratulate Burundi on its election to the African Union Peace and Security Council. Burundi is an important country of the Great Lakes region of Africa. The aforementioned developments fully attest to the assured ability and commitment ofthe Government and the people of Burundi to resolve the country's internal political issues and maintain national peace and stability on their own. The international community should fully acknowledge the efforts of the Burundian Government to maintain peace and stability in the country. In that context, China would like to underscore the following two points. First, we should respect Burundi's sovereignty, independence, unity and territorial integrity and genuinely support the Burundian Government's prerogative to take charge of managing the country's domestic affairs.
