At present, the protracted conflict and worsening humanitarian situation profoundly impact regional peace, stability and security. The Yemeni people and the international community fully expect that the Yemeni issue can be restored to the political track. We hope that parties with influence will continue to push the Yemeni parties to demonstrate a spirit of reconciliation, narrow their differences and prevent the escalation of the conflict so as to achieve peace, security and stability in Yemen as soon as possible. A political settlement is the only way to achieve lasting peace in Yemen. The international community should continue to support Yemen's sovereignty, independence, unity and territorial integrity.

Mr. Wu Haitao (China) (spoke in Chinese): We thank the Special Envoy of the Secretary-General for Yemen, Mr. Martin Griffiths, for his briefing and we commend his tireless efforts to facilitate the relaunching of the intra-Yemeni dialogue. China regrets that the parties failed to seize the opportunity represented by the United Nations-sponsored Geneva consultations in Yemen, which were not held as planned. The Special Envoy indicated that he would remain engaged with various parties in Yemen in order to bring them back to the track of political dialogue. We commend his efforts. Soon after taking office, the newly appointed Chinese Ambassador to Yemen went to Geneva to meet with the Special Envoy and other stakeholders, thereby demonstrating China's willingness to actively advance the political settlement process.

Mr. Wu Haitao (China) (spoke in Chinese): China welcomes the unanimous adoption of resolution 2433 (2018), which demonstrates the Security Council's important support for the work of the United Nations Interim Force in Lebanon (UNIFIL). China acknowledges that UNIFIL continus to effectively fulfil its mandate and is making an important contribution to maintaining overall calm and stability in its area of operation. We commend the cooperation provided by the host country in the performance of UNIFIL's tasks, as well as the hard work by troop- contributing countries and all peacekeepers. The Security Council's extension of UNIFIL's mandate for an additional year is conducive to maintaining stability in southern Lebanon and contributes to further implementing resolution 1701 (2006).

The Chinese Government has appointed special envoys for East Africa and the Middle East who have visited relevant crisis areas, participated in international conferences, taken part in international mediation efforts and encouraged the parties involved in such crises to engage in negotiation and consultation with positive outcomes. Through the China-United Nations Peace and Development Fund, we have supported various mediation mechanisms, including the High- level Advisory Board on Mediation. Together with the rest of the international community, we are ready to continue to mediate disputes and conflicts in order to contribute more effectively to the maintenance of international peace and security.

We uphold the purposes and principles of the Charter of the United Nations and support the Organization in playing an important role in international affairs, for example by promoting the peaceful settlement of disputes through dialogue and negotiations and building new international relationships with cooperation and a win-win mindset at their core.   8. Rather than focusing merely on immediate concerns, mediation should include conflict-prevention, peacekeeping, peacebuilding and long-term-development efforts. We must take a targeted approach to formulating and implementing plans for mediation by combining various means and methods. Peace and development complement each other, so we should implement the 2030 Agenda for Sustainable Development and establish a vision for global governance based on shared discussion, joint efforts and mutual benefits. We must also help developing countries to enhance their ability to achieve self-development so that we can achieve development for all and promote durable peace. The Security Council, as the core of the international collective security system, should be actively engaged in the peaceful settlement of disputes through political and diplomatic means and provide political support for, and the guidance to, such work and activities. It is important for the United Nations to fully use the unique influence of the Secretary-General and the highly professional nature of the Secretariat to mediate disputes through the deployment of the Secretary- General's special representatives and envoys. Regional organizations such as the African Union enjoy unique advantages when mediating disputes in their regions, and should receive more support for their roles in this area. It is essential to accommodate and respect each party's security concerns and the right to agree to disagree so as to find a peaceful settlement to disputes and jointly build a secure world. Thirdly, it is necessary to strengthen cooperation and work in synergy. As the most universal, representative and authoritative international organization, it incumbent on the United Nations to play a vital role in the peaceful settlement of disputes.

  11. First, it is necessary to adhere to the purposes and principles of the Charter. The maintenance of international peace and security is the central purpose of the Charter. It is also the primary responsibility of the Security Council. The United Nations should play a central role in the prevention of conflict and strengthen its mediation activities by fully availing itself of Chapter VI. The relevant mediation work should be based on respect for national sovereignty and non-interference in the internal affairs of others. The consent of the parties concerned must be secured beforehand, and their will must be fully respected.   12. The Charter of the United Nations calls for the peaceful settlement of disputes through political and diplomatic means. It is also the best approach to achieve the long- term settlement of hotspot issues. Chapter I of the Charter clearly states that the purpose of the United Nations is to maintain international peace and security and to bring about by peaceful means adjustment or settlement of international disputes or situations. Chapter VI states that mediation is one of the tools for the peaceful settlement of disputes, and that it is also an important means for the prevention and the resolution of conflict. The international community therefore should strengthen preventive diplomacy and support relevant United Nations work in the area of mediation. I would like to make the following comments.

China has listened carefully to the statements by the Archbishop of Canterbury and Ms. Qadeem. At present, although the international environment is stable overall, the landscape is dotted with hotspot issues that involve complex, historical, territorial, religious and ethnic factors. Traditional and non-traditional security threats are interconnected. We are meeting at a time when the Secretary-General is actively promoting the reform of the United Nations peace and security architecture, which prioritizes preventive diplomacy. Against such a backdrop, it is of critical importance for the Security Council to spotlight mediation and the settlement of disputes.

UNHCR and UNDP should enhance consultation with the Myanmar Government, overcome technical difficulties, avoid politicization and implement in earnest the tripartite memorandum of understanding. The international community should pay greater attention and help local communities to eradicate poverty in order to promote sustainable development, improve livelihoods and economic and social conditions, and achieve stability and harmonious coexistence among all ethnic groups. That is the fundamental way to resolve issues over the long-term. China commends UNDP and the World Bank for their efforts to promote local development.   16. Resolving it requires long-term efforts through a gradual and persistent approach. Given the current situation, the international community should cherish the hard-earned progress, fully understand the great difficulties faced by the countries concerned and continue to provide constructive assistance instead of simply pressuring them. The Rakhine issue should be properly addressed by Myanmar and Bangladesh through bilateral channels. The two countries should continue to resolve developing issues as a result of implementing the repatriation agreement through dialogue. The priority is to start the repatriation process as soon as possible as a first step forward. There should not be any preconditions. Issues such as freedom of movement and citizenship should be resolved gradually during the repatriation process.

Ambassador Sun Guoxiang, Special Envoy for Asian Affairs of the Ministry of Foreign Affairs of China, made several visits to Myanmar and Bangladesh and, through an in-depth dialogue on the issue, promoted mutual trust between the two sides and called for resolving the issue through bilateral channels. Mr. Sun Guoxiang also briefed members of the Security Council and the Secretariat on his mediation efforts in New York (see S/2018/726). China supports the work of Special Envoy Burgener, who visited China at the end of June at its invitation and held a frank dialogue with China on resolving the Rakhine issue. China has provided humanitarian material assistance to both Myanmar and Bangladesh to help to improve the living conditions of the displaced people. The Rakhine issue has complex historical, ethnic and religious contexts.

Thirdly, in accordance with the will of both countries, China stands ready to provide further assistance to improve the living and housing conditions of those fleeing the conflict, including by providing emergency supplies and building the necessary infrastructure. On that basis, Myanmar and Bangladesh should find a proper solution through bilateral consultations. Secondly, the most pressing task is to address the repatriation of those who fled to Bangladesh. In late June, State Counsellor and Foreign Minister of China Mr. Wang Yi held an informal meeting with the visiting Bangladesh Foreign Minister, Mr. Ali, and the Minister for the Office of the State Counsellor of the Republic of the Union of Myanmar, Mr. U Kyaw Tint Swe. On the basis of the three-phase solution proposed by China last year - comprising a cessation of hostilities, repatriation and development - they reached a four- point principled common understanding on the proper settlement of the Rakhine issue.

  21. Recently, the Myanmar Government also received visits from officials of UNHCR, UNDP, the International Organization for Migration and the World Bank. The Government and the local people of Bangladesh have maintained their massive humanitarian support to the displaced people in Bangladesh and striven to improve their living conditions and to make proper arrangements to deal with the impacts of the rainy season and hurricanes. Myanmar established the broadly representative independent Advisory Commission on Rakhine State and agreed to its terms of reference. The Commission has already started its work. The Myanmar Government is actively implementing the recommendations of the Advisory Commission. Both Myanmar and Bangladesh are friendly neighbours of China.

  22. Consensus was achieved on issues such as verification forms, displaced persons in the border area and the establishment of a hotline between ministers. Currently, Myanmar is ready to receive those who fled to Bangladesh. Myanmar and Bangladesh received visits from Special Envoy on Myanmar Ms. Burgener and held in-depth exchanges with her on the Rakhine issue. Myanmar agreed to the Special Envoy's regional office being headquartered in Naypyidaw. The office is already in operation. The Myanmar Government signed a memorandum of understanding with the Office of the United Nations High Commissioner for Refugees (UNHCR) and UNDP. The three parties held two joint working group meetings and are preparing for a joint field visit.

The countries concerned should strengthen cross- border control and law enforcement cooperation, share intelligence resources and strengthen capacities to jointly deter the flow of terrorist fighters. Fourthly, we must fight terrorist activities conducted by terrorist organizations through the Internet. Cyberspace and social media have become an important means for terrorist organizations to incite terrorist activities, recruit fighters and plan attacks. The international community should strengthen regulations on the Internet and block terrorist organizations from using the Internet to spread extremist ideologies and conduct terrorist financing. The United Nations counter- terrorism bodies should strengthen coordination and help the broader developing membership to strengthen counter-terrorism capacity-building in cyberspace.

The international community should push for a political settlement ofregional issues, assist Member States in achieving their economic and social development and poverty reduction and alleviation goals, refrain from linking terrorism to specific ethnic or religious groups and promote dialogue on an equal footing among civilizations and religions with a view to fostering harmonious coexistence and endeavouring to build a new type of international relations. The recent successful terrorist attacks that took place in Afghanistan and Syria resulted in tremendous harm to the countries concerned. Terrorism is the common enemy of humankind and affects countries beyond their national borders. It is hard for any country to respond to it alone.

  32. We support efforts to find a reasonable and viable solution within the CCW framework. China strictly administers the production, sales, procurement, import and export, storage and transport of explosives through a series of laws and regulations. As an active participant in the development of the United Nations IED-disposal standards, China, with the assistance of the United Nations Mine Action Service, has co-chaired the Working Group with Belgium and has drafted some of its important chapters. We hope that the standards will help United Nations peacekeeping operations to improve their skills and ability to dispose of IEDs and that it will be used voluntarily by the international community as a reference.

  33. China has offered demining assistance to more than 40 countries in Asia, Africa and Latin America by providing demining equipment and personnel training. In September 2015, at the seventieth session of the General Assembly, Chinese President Xi Jinping announced at the Leaders' Summit on Peacekeeping that China would launch 10 demining assistance programmes within the next five years. All of those programmes have been implemented ahead of schedule. As we speak, China is hosting a humanitarian demining training workshop for Laos in Nanjing, China. In the second half of the year, we plan to train 80 Cambodian deminers in China. We will also donate humanitarian demining supplies to those two countries. China attaches great importance to humanitarian concerns arising from the abuse of IEDs by non-State actors.

China has actively supported international legal instruments, including the Geneva Conventions and the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects (CCW), as well as resolution 2365 (2017). China is a high contracting party to the CCW and its five Additional Protocols. We faithfully fulfil our obligations under those instruments. China has also actively participated as an observer in the Convention on Cluster Munitions and the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. China is firmly committed to the cause of international humanitarian demining assistance.

We also commend the efforts of the United Nations to address the threat of landmines, explosive remnants of war and improvised explosive devices (IEDs), and encourage the United Nations to continue to play a major role in that regard. We believe that the Organization's efforts in this area are of great importance to realizing the Sustainable Development Goals (SDGs) by 2030 and are also in line with the concept of a community of shared future for mankind that China has been advocating.   41. The parties should work together to alleviate the humanitarian situation of refugees and provide greater assistance to countries hosting massive numbers of refugees. Fourthly, there is a need to promote sustainable development and address the root causes of instability in the region. War, conflict, terrorism and the refugee migration crisis can all be traced to the root of poverty and underdevelopment. It is imperative to respect cultural and religious diversity, engage and learn from each other on an equal footing and prevent cultural differences and religious conflicts from exacerbating the regional conflicts. Combating terrorism in all of its forms and manifestations is a shared responsibility of countries of the region. Those countries and the international community should strengthen cooperation in their fight against terrorism, consolidate their achievements in that fight, prevent the spillover of foreign terrorist fighters and their returnees, and curb the spread of terrorist ideology.

It is imperative to respect the principles of sovereign equality and non-interference in internal affairs, as established in the Charter of the United Nations, respect the will of the countries concerned in taking forward the country-led and -owned political process. The United Nations should play its role as the main channel of mediation, actively promote the political processes in Syria, Yemen, Libya and Iraq, and provide support for dialogue among the parties to the conflict. Regional organizations should promote mutual trust and solidarity among all parties concerned and cooperate with the United Nations. Countries outside the region should play constructive roles in facilitating peace and providing help, but should not wilfully interfere in the internal affairs of other States or impose specific models.

  44. We must support Libyan parties in their effort to achieve reconciliation and to strengthen their capacity for integrated national governance and development. Efforts should be made to ensure the comprehensive and effective implementation of the Joint Comprehensive Plan of Action on the Iranian nuclear issue. Secondly, there is a need to enhance synergy and to maintain a country-led and -owned process, with the United Nations as the main channel of mediation. The future and destiny of the region should be determined through joint consultations among the countries of the region.

  45. The question of Palestine is at the core of the Middle East issue - a fundamental issues that bears on peace in the region. It is imperative to adhere to the two-State solution and on basis of the relevant United Nations resolutions, and to resume peace talks as early as possible in order to resolve the issues of borders, settlements, the status of Jerusalem and refugees. We must support the work of the United Nations Special Envoy for Syria and the Astana dialogue to maintain the momentum of the ceasefire and to reactivate the Geneva peace talks as soon as possible in order to reach a political solution acceptable to all Syrian parties. It is necessary to support the mediation efforts of the Special Envoy of the Secretary-General for Yemen and facilitate an early return of the Yemeni parties to the track of political dialogue.

  46. The complex hotspot issues, such as Palestine, Syria, Yemen and Libya, have been going simmering for years, defying solutions. The ongoing instability in the Middle East and North Africa is detrimental to the interests of the peoples of the region, with ramifications for world peace and development. The countries of the region and the international community need to embrace the philosophy of common, integrated, cooperative and sustainable security and together build a community of a shared future and find a path to peace, stability, development and prosperity. China would like to make the following observations on how to solve the hot-spot issue in the region. First, there is a need to pursue dialogue and consultations in a comprehensive effort to take forward the political settlement of hot-spot issues in the region.

China values the positive role that African countries and organizations such as the G-5 Sahel, the African Union and the Economic Community of West African States have been playing in seeking solutions to the issues in the Sahel. The international community should strengthen its communication and coordination with the countries of the region and with regional and subregional organizations, and work to organically align the individual strategies of the countries and the region with the United Nations integrated strategy for the Sahel, maximizing their relative advantages to create synergies. The United Nations is revising its integrated strategy, and China hopes that the those efforts will take serious account of the views of the countries in the region and meet the real needs of the countries concerned.

  50. The international community should ramp up its support and help the relevant United Nations counter-terrorism agencies play an active role in that regard. Terrorism is the common enemy of all humankind. We must crack down on it resolutely, whenever and wherever it appears. All countries should adhere to unified standards and act with resolve to eradicate all the terrorist organizations listed by the Security Council. The international counter-terrorism operations should ensure the leading role of the United Nations, including the Security Council, while upholding the purposes and principles of the Charter of the United Nations and the other universally recognized basic norms governing international relations, and strengthening coordination. Fourthly, we should appreciate and make the best possible use of the role of regional mechanisms.
