The international community should support the efforts ofAfrican countries to apply African solutions to African problems and also support the African Union, the Intergovernmental Authority on Development (IGAD) and other regional and subregional organizations, play a leading role in the political settlement of the Somalia issue and facilitate an improvement in the situation in the Horn of Africa. At the same time, the Security Council should send more positive signals on the Somalia sanctions and make timely adjustments to the relevant sanctions in keeping with the developing situation and the requirements of the African Union, IGAD and the Somali Government.   4. Since its establishment, AMISOM. has been an active force in combating such terrorist organizations as Al-Shabaab and has played an important role in maintaining peace and stability in Somalia. The international community should continue to support the Mission in delivering on its mandate, provide it with stable, predictable and sustainable financial support, assist Somalia in security capacity-building so that the Somali security forces can gradually take over security tasks and effectively assume responsibility for maintaining national security. Thirdly, efforts should be made to deepen cooperation among the United Nations, the African Union and countries of the region on issues relating to Somalia.

First, to help Somalia improve its governance capacity, the Security Council and the international community should adhere to the principle of Somali leadership and ownership and, on that basis, respect the Somali Government's leadership, help the country advance in its political process, enhance federal institutions and improve relations between the Federal Government and the governments of the federal member states, so as to create favourable conditions for next year's elections to be peaceful and smooth and to further consolidate the momentum of the Somali peace process. Its campaign against piracy and armed robbery off the coast has borne fruit. Preparations are under way for the election schedules for late 2020 or early 2021.   9. Sanctions are not an end in themselves but only a means that should always be aimed at promoting a political solution to relevant issues. Given current circumstances, the arms embargo in Libya must be strictly implemented. At the same time, there is a need to avert the negative impact of sanctions in other areas on civilians in Libya and other third countries. They should not harm the overall interests of the country, hamper the daily lives of people or prevent their humanitarian needs from being met. Libya has expressed its concern over the continual depreciation of its frozen assets and related losses. The sanctions Committee should accelerate its efforts to find appropriate ways to respond to Libya's legitimate concerns.

  10. China supports the good offices of Special Representative of the Secretary-General Salame, whose three-step action plan provides a viable plan to resolve the conflict in Libya. Countries with influence should play an active role and exert such influence to help all parties in Libya address their differences and increase mutual trust. They should also provide constructive help so as to establish a ceasefire and resume the political dialogue. The African Union and the League of Arab States have particular advantages in terms of mediation among the parties to the conflict. We must support them in their efforts and thereby create synergies with the work of the United Nations. Thirdly, there is a need to ensure that the issue of sanctions is handled properly.

Achieving inclusion, reconciliation and harmonious coexistence across all ethnicities in Kosovo is in the fundamental interests of peoples from all communities and of meeting their development needs. Resolution 1244 (1999) sets an important legal basis for the settlement of the Kosovo issue. China has always maintained that the way to resolve the Kosovo issue is for the parties concerned to reach a mutually acceptable solution through dialogue and consultation in accordance with the relevant Council resolutions. China respects Serbia's sovereignty and territorial integrity. We understand its legitimate concerns with regard to the Kosovo issue and commend its efforts to find a political solution to it.

The Council should heed the country's views and make necessary adjustments in a timely manner and based on the latest developments, so that it can concentrate its energy on emergency situations that endanger international peace and security. China has been actively supporting Burundi's political process and national reconstruction. Within the limits of our ability, we have provided assistance in many fields, such as agriculture, education and the building of infrastructure.   29. First, we must respect the leadership of the people and the Government of Burundi on the issue of elections. Since the end of last year, in preparation for the 2020 elections, the Burundian Government has been actively engaged with the various parties in the country to establish the National Independent Electoral Commission and develop the electoral road map, and it has repeatedly promised to raise funds independently. These steps fully demonstrate the ability and determination of the Government and the people of Burundi to solve problems on their own. As elections fall within the realm of the internal affairs of a country, the international community should fully respect the choice of the Government and the people of Burundi. Secondly, we must continue to increase humanitarian and socioeconomic assistance to the country.

The overall security situation in Burundi has continued to improve. The Government and the people apparently have made achievements in pursuing peace and seeking development. China welcomes those developments. The peace, stability and development of Burundi depends on the support and assistance of the international community. The Council and the international community should play a constructive role in helping Burundi achieve lasting peace and stability. The current situation in Burundi is generally stable. The preparations for the country's 2020 elections have been steadily advancing. The National Independent Electoral Commission published the electoral calendar in June, while in July it updated its list ofrepresentatives of civil society organizations that are involved in the electoral preparations. Progress has been made in terms of the return of Burundian refugees.

China appreciates the efforts of Mr. Kohler, the Personal Envoy of the Secretary-General for Western Sahara, in using his good offices on the issue, and hopes that a new Personal Envoy will be appointed without delay so that the round-table meetings can resume as soon as possible in order to advance the political process on the issue. China will maintain its objective and impartial position and support the work of the United Nations in promoting a political solution to the Western Sahara issue. We encourage the parties to seek ajust and lasting solution acceptable to all through negotiations based on the relevant Council resolutions.

Mr. Wu Haitao (China) (spoke in Chinese): The United Nations Mission for the Referendum in Western Sahara (MINURSO) has diligently implemented its mandate from the Security Council in contributing to the efforts to find a political solution to the issue of Western Sahara and maintain overall stability in the region. China commends the efforts ofMINURSO's peacekeepers and supports the renewal of its mandate. Resolution 2494 (2019), which the Council has just adopted, renews the MINURSO mandate for 12 months. It demonstrates the Council's determination to uphold the Mission's mandate and promote a political settlement of the question of Western Sahara. China hopes that in future the consultations in the Council on draft resolutions renewing MINURSO's mandate will be more adequate to arriving at a more balanced text and reaching consensus.

It pains us to see that despite the outstanding support that the United Nations has given Haiti in maintaining peace and promoting development, the country's political crisis recently escalated yet again. In his report (S/2019/805), the Secretary-General notes the near-paralysis of Haitian State institutions, the demonstrations and protests that are ongoing in multiple locations and the troubling security situation. The country's deteriorating economy has posed enormous challenges to people's livelihoods and has exacerbated the humanitarian situation. China calls on the Haitian authorities to commit to resolving differences properly through consultation, strengthening the rule of law and its own development capacities and settling the current political crisis as soon as possible.

We also listened carefully to the briefing by Under-Secretary- General Lacroix. The mandate of the United Nations Mission for Justice Support in Haiti expires today, marking the end of the United Nations peacekeeping mission in Haiti. For the past 15 years United Nations peacekeepers have diligently delivered on their mandates and made important contributions to Haiti's peace and stability at great sacrifice. Eight Chinese peacekeepers have died in the line of duty in Haiti, making the ultimate sacrifice for peace in that country.

Thirdly, owing to intercommunal conflicts, violence by armed groups and epidemics, the humanitarian situation in parts of the Democratic Republic of the Congo has deteriorated, with approximately 11 million people facing food crises and 4.5 million children malnourished. China has also continued to follow the development of the Ebola epidemic closely. Since its outbreak in 2018, we have provided $1 million in cash assistance to the Congolese Government and $2 million in funding to the World Health Organization (WHO) through the United Nations Fund for South- South Cooperation. The report of the Secretary-General (S/209/776) indicates that MONUSCO still has a key role to play in responding to the security and humanitarian challenges facing the country and that it should cooperate more effectively with the armed forces of the Democratic Republic of the Congo in tackling armed groups. In accordance with resolution 2463 (2019), the Secretary-General must submit to the Council a strategic review report on the recent reform and drawdown of MONUSCO. It is hoped that the Secretariat will continue to strengthen its communication and consultation with the Congolese Government and troop-contributing countries so as to make recommendations on the future direction of MONUSCO on a basis of full respect for the wishes of the country concerned and in keeping with developments on the ground.

In defiance of fears of the Ebola epidemic and security threats, the Secretary-General ventured deep into the Ebola area in the eastern part of the country, where he met with medical staff working to combat the epidemic and with recuperating patients, and to inspect camps of the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), in a strong demonstration of United Nations support in the fight against the Ebola epidemic and the security problems in the eastern part of the Democratic Republic of Congo. Today I would like to focus on three issues, the first being MONUSCO, which has long played an important part in promoting peace and stability in the Democratic Republic of the Congo.

He also attended the Southern African Development Community summit in an effort to resolve the issue of armed groups in the eastern part of the Democratic Republic of the Congo by strengthening regional cooperation. Those positive trends show that the Congolese Government has both the ability and the will to safeguard national security and stability and achieve sustainable economic and social development. The international community can further assist the Democratic Republic of Congo in various areas of domestic and foreign affairs, in accordance with the priorities of the new Government programme. China welcomed the Secretary-General's successful visit to the Democratic Republic of the Congo on 30 August and 1 September.

The very fact that a coalition Government has been formed in the Democratic Republic of Congo shows that the country has achieved a smooth transfer of power since the December 2018 elections. The new Government has outlined a programme of work, already approved by Parliament, that focuses on political defence, security, economic and financial reconstruction and the social and cultural sectors. President Tshisekedi is pursuing an active and packed diplomatic agenda. He has met with the Presidents of Angola, Rwanda and Uganda.

Given the complex environment in which MINUSMA is deployed, we hope that the Mission will continue to take measures to strengthen the safety and security of its peacekeepers and ensure their effective performance of their duties. China supports the important role played by the Mission and Special Representative Annadif in assisting the peace process in Mali and strengthening the country's security capacity-building. China is a major troop-contributing country to MINUSMA. More than 420 of our peacekeepers are currently carrying out their duties in the Mission. China will continue to work with the rest of the international community to contribute to achieving peace, stability and development in Mali.

We welcome the progress made in establishing a northern economic development zone and hope that all the parties concerned will continue to advance those efforts and help the local people share the peace dividends as soon as possible. Fourthly, we should support the work of MINUSMA. In June the council adopted resolution 2480 (2019), extending the mandate of MINUSMA for one year, enhancing its mandated tasks in central Mali and expanding its support for the G-5 Sahel Joint Force. We hope that MINUSMA will plan sensibly, use its existing resources effectively and fully cooperate with all parties in performing all of its functions.

  50. Through the African Union, China has provided financial support amounting to ¥300 million to the G-5 Sahel Joint Force. Thirdly, we should support Mali in achieving economic and social development. Development is the foundation for peace. The international community should continue to help Mali consolidate its economic foundation, strive for independent and sustainable development, and promote development through cooperation and peace through development. China calls on all the relevant parties to follow through on their aid commitment and help the Malian Government increase investment in development in the country's northern and central areas.
