We hold that there should be prudent action with respect to sanctions and we believe that sanctions should serve the interest of an overall political solution. My country is committed to expeditiously restoring peace and stability to South Sudan so that the people there can enjoy peace dividends as soon as possible. Recently President Salva Kiir announced the launching of a national dialogue and the unconditional acceptance of the deployment of the Regional Protection Force. The Intergovernmental Authority on Development (IGAD) held a summit on South Sudan and issued a communique. The international community should seize this opportunity to push for various bodies in South Sudan to continue with the implementation of a peace agreement in order to return to the track of finding a political solution.

The international community should take coordinated, harmonized action, apply uniform standards and employ political, economic and cultural means in an integrated manner in order to obstruct the channels of financing for terrorist organizations and firmly suppress all forms of terrorism and transnational, organized crime. Thirdly, we should help conflict-torn countries to strengthen their capacity-building. They bear the primary responsibility for protecting the safety of their women and children and combating human trafficking. On the other hand, they are likely to be dealing with practical difficulties such as a lack of resources and capacity.

Resolution 2331 (2016), unanimously adopted today by the Security Council, will help the international community combat trafficking in persons in conflict areas and protect the rights and interests of women and children in ajoint endeavour. Today, we are witnessing the swift emergence ofproblems in regional hotspots, the start of new conflicts and the continuance of protracted ones, which all pose a serious threat to the survival and dignity of the people in conflict situations, in particular vulnerable groups such as women and children, making them easier prey to violence and crime. It is incumbent upon the international community to build synergies to enhance the protection of the rights of women and children in areas of armed conflict and strive to end the trafficking of persons in such areas.

China wishes to make the following proposals on strengthening the follow-up implementation of the resolution and on improving the work of the 1540 Committee. First, we must strictly abide by the mandate of the resolution and based on the main thrust to prevent non-state actors from engaging in proliferation activities, ensure national ownership in non-proliferation efforts and maintain the Committee's facilitating and coordinating role in the implementation of the resolution. Secondly, we must enhance the relevance and effectiveness of assistance projects to focus on meeting the assistance needs of developing countries.

  43. China attaches great importance to its implementation and actively participates in the work of the Committee established pursuant to resolution 1540 (2004) and its Group of Experts. Since the beginning of this year, the 1540 Committee has conducted a comprehensive review of the implementation of the resolution by States and the work of the Committee over the past five years and has analysed the progress and shortcomings in the implementation of the resolution and made recommendations on the way forward. China has responsibly and constructively participated in consultations on the draft resolution voted on earlier and the comprehensive review, joined the consensus on the comprehensive review, and co-sponsored and voted in favour of the draft resolution.

  44. Efforts also need to be made to prevent any country from attempting to undertake proliferation activities on the pretext of peaceful use. Fourthly, we should strengthen international cooperation to form synergy in addressing new challenges. We need to find solutions to regional hot- spot problems peacefully, by political and diplomatic means. There is a need to establish sound international norms on non-proliferation to prevent the WMDs and related materials and technologies from falling into the hands of non-State actors, especially terrorists. Resolution 1540 (2004), which has epitomized the consensus of countries on non-proliferation, facilitated international non-proliferation cooperation and helped to prevent non-State actors from acquiring WMDs and related materials and technologies, is a significant milestone.

We need to keep alive the pivotal role played by the Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention and the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction. We should maintain the authority and effectiveness of the international non-proliferation regime and avoid double-standards. Thirdly, we need to balance security and development in pushing for solution to non-proliferation problems. There is a need for the relationship between non-proliferation and peaceful use to be properly handled, while ensuring the right of all countries, especially developing countries, to use and share relevant science and technology in a peaceful manner.

  46. First, we should address both the symptoms and the root causes to eradicate the proliferation problem. Countries need to foster a new vision of common, comprehensive, cooperative and sustained world security, abide by the purposes and principles of the Charter of the United Nations, build a fair and just security architecture by all and for all, and thereby root out the threat of proliferation. Secondly, we should value multilateral mechanisms and consolidate and develop the international non-proliferation regime. Countries need to uphold multilateralism and the principle of consensus.

  48. Fighting terrorism is part and parcel ofa solution to the Syrian issue. The Islamic State terrorist organization has recently been launching repeated attacks, and the risk that terrorist forces may become more powerful and spread is growing. The international community should give priority to combating terrorist forces on Syrian soil, strengthening its coordination of counter- terrorism efforts, adhering to uniform standards and standing firm against the Islamic State and every other group designated as terrorist by the Security Council. China is ready to work with the international community to urge for a political solution to the Syrian crisis as soon as possible.

The complexity and sensitivity of the current circumstances make it even more important to ensure that the international community does not diverge from a path that can lead to our overarching goal, which is to seek a political settlement. We should work together to move the Syrian crisis back on to a path of dialogue and consultation, with a view to reaching a lasting solution to the war and chaos as soon as possible. Any efforts on the part of the international community should encourage efforts on all four of the relevant tracks - restoring the ceasefire, resuming the political talks, re-establishing joint counter-terrorism efforts and providing humanitarian aid. The role of the United Nations as the chief provider of good offices should be upheld, and the Geneva talks resumed without delay.

China remains deeply concerned about the situation in various parts of Syria, including Aleppo, and would like to express its profound sympathy for the Syrian people, who have suffered dire misery as a result of the conflict there. The way that the situation in Syria has evolved so far is the result of the interplay of a host of factors operating in many dimensions. The international community should think deeply about the underlying causes of the situation and take concerted measures aimed at reaching a comprehensive, fair and appropriate solution.
