On a basis of respect for the sovereignty of the countries concerned, the international community should actively support the countries of the region in taking forward the peace process, promoting national reconciliation and continuing to work to calm and resolve the relevant hotspot issues, thereby helping to create conditions conducive to lasting peace and stability in the Sahel region. Right now, support should be given to all the relevant parties in Mali in order to expedite the implementation of the Agreement on Peace and Reconciliation in Mali and seriously address the spillover effect on the Sahel of issues outside the region, such as the Libyan crisis, in order to minimize their negative impact.   2. The G-5 Sahel States, the European Union and the United Nations held a successful pledging conference for the Joint Force and signed the technical agreement requested in resolution 2391 (2017). The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) is ready to provide its support, and China expresses its appreciation for that. We hope that MINUSMA will actively provide the support needed once necessary conditions such as funding are in place, and will evaluate its experience in practice. China commends the Secretary-General's report (S/2018/432) for submitting proposals on support, which we will study with other Member States. Secondly, the political settlement of the relevant regional hotspot issues should be prioritized.

  3. At the same time, however, the Sahel region is facing multifaceted challenges, including a fragile security situation, spreading terrorism and increasingly serious transnational organized crime. We call on the international community to increase its involvement and to take an integrated approach to those challenges. I would like to make the following points. First, we need to step up support for the Joint Force, which represents an important contribution to peace and security in Africa and the world at large. The international community should fully respect and maximize Africa's leadership in seeking solutions to African problems, and should support the countries of the region and regional organizations in their efforts to safeguard peace and security in the Sahel region.

In December 2017, the Council adopted resolution 2391 (2017) on the Joint Force of the Group of Five for the Sahel (G-5 Sahel). China respects the sovereignty and territorial integrity of Serbia, understands Serbia's legitimate concerns about the question of Kosovo and commends its efforts to pursue a political solution thereto. China welcomes the efforts of Belgrade and Pristina to continue to enhance dialogue.   9. The report on improving the security of United Nations peacekeepers proposed several recommendations, and we hope that the Secretariat will discuss them with Member States and implement them. China is a major contributor of troops to peacekeeping operations and the second largest contributor to the peacekeeping budget. At present, 2,500 Chinese peacekeepers are on active duty in 10 missions. China is actively implementing various commitments announced by President Xi Jinping in further support of United Nations peacekeeping operations, and we are ready to work with the general membership to improve the United Nations peacekeeping system in a joint effort to maintain international peace and security.   10. Furthermore, when conditions permit and when the countries concerned request it, it is essential to formulate a practical and feasible exit strategy in a timely manner. When mandates are being designed or readjusted, troop-contributing countries should be given more opportunities to participate in discussions. Thirdly, the Secretariat should be guided to strengthen support for peacekeeping operations. The Secretariat and missions should pay attention to the security and safety of peacekeepers, develop security rules for peacekeepers and enhance early-warning and internal information sharing against security threats. The international community should step up efforts to settle regional hotspot issues in the region, while the peacekeeping operations should be responsive to efforts to create the conditions conducive to the political settlement of hotspot issues. Secondly, peacekeeping missions need clear, feasible and focused mandates. They should be able to focus on the central task of peacekeeping and to abide by peacekeeping's three main principles, while taking into full consideration such factors as the situation on the ground, existing resources and troop-contributing countries' capacities to help host countries strengthen their own security capacity. The work of adjusting to priority tasks and work priorities during each stage should be dynamic, according to the changes in the situation on the ground.

  12. There is a mismatch between the ever-increasing demands of mandates and the limited resources available for them. In accordance with its mandates, the Security Council should play a part in helping United Nations peacekeeping missions cope better with new challenges when meeting the responsibilities they are assigned by the Security Council. First, it is important to be proactive in facilitating the political settlement process of regional hotspot issues. Some protracted hotspot issues have resulted in the continuing deterioration of the security situation in the region and its surrounding areas, with serious effects on the performance of other peacekeeping operations in the same region.

I want to pay tribute to the Commanders and the more than 90,000 peacekeepers currently deployed all over the world in peacekeeping missions, and to express my deepest condolences to the families of the peacekeepers who have made the ultimate sacrifice in the line of duty. The environment in which United Nations peacekeeping operations are deployed and the mandates they are supposed to implement are increasingly complex. Both the security risks for peacekeepers, and casualties among them, are on the rise.

Mr. Wu Haitao (China) (spoke in Chinese): China would like to thank Ambassador Llorentty Soliz, in his capacity as Chair of the Committee established pursuant to resolution 1540 (2004), for his briefing. Last year, the 1540 Committee conducted a comprehensive review both of how States had implemented the resolution over the previous five years and of every aspect of its own work. Resolution 2325 (2016), which was adopted unanimously, established a sound foundation for the Committee's future work. Recently, the 1540 Committee has done a great deal to encourage Member States to report on the implementation of resolution 1540 (2004), conducting outreach and regional training and stepping up technical assistance, with positive results. China commends the efforts of the Chair of the Committee and his team.

The draft resolution submitted by the Russian Federation (S/2018/322) expresses deep concern about the alleged use of chemical weapons in Douma on 7 April, strongly condemns the chemical-weapons attacks that took place in Syria and elsewhere, urges the OPCW Fact-finding Mission to carry out an on-site investigation, and provides that the Syrian Government and other parties will ensure the security of and safe access to investigators. The draft resolution is in keeping with China's principled position. China supports and voted in favour of the Russian draft resolution.

Mr. Wu Haitao (China) (spoke in Chinese): Recent reports concerning the use of chemical weapons in Douma and the consequent civilian casualties have given rise to serious concern on the part of the international community. China has noted that the Organization for the Prohibition of Chemical Weapons (OPCW) has already asked its Fact-finding Mission in the Syrian Arab Republic to investigate the relevant reports. We support the OPCW in sending investigators to Syria so as to establish the truth. We call on all parties concerned to cooperate with the investigation.

The draft resolution on the establishment of a new investigative mechanism submitted by the Russian Federation (S/2018/ 175) condemns the chemicals weapons attack in Syria and calls for the creation of a new investigative mechanism to establish the facts and the truth. We can all agree on those positive elements. In addition, it proposes improved working methods compared to previous investigative mechanism and set out concrete steps to carry out a robust on-site investigation on the ground and to ensure impartiality in the process of collecting evidence. As a result, the new investigative mechanism would be able to function with greater professionalism and to reach a truly credible conclusion.

  48. We oppose the use or threat of force in international relations and believe that any action taken should be in accordance with the Charter of the United Nations. The international community and all parties concerned should stand firm on the imperative need to seek a political solution to the question of Syria, step up their support for the United Nations main channel of mediation, and push for all Syrian parties to seek a Syrian-led and Syrian-owned political solution to the question of Syria, in accordance with resolution 2254 (2015). China is ready to work with all parties in an effort to push for a political solution to the issue of Syria.

However, on some specific measures, it does not take full consideration of some of the major concerns of certain Security Council members on improving the mechanism's working methods and ensuring an objective and impartial investigation. Against that backdrop and in the light of our long-standing position on the question of chemical weapons in Syria, China abstained in the voting on the draft resolution. The issue of Syria is currently at a critical juncture. China remains firmly seized of the situation and is deeply concerned at the developments on the ground. China has always called for respecting the sovereignty, independence, unity and territorial integrity of Syria and insists on seeking a peaceful solution to the dispute.

The Security Council has a consensus on condemning the chemical-weapons attacks in Syria, establishing a new investigative mechanism and identifying the perpetrators of the chemical-weapon attack in Syria. All members of the Security Council should remain united and insist that the Council and the Organization for the Prohibition of Chemical Weapons be the main channel for dealing with the Syrian chemical-weapon issue, in an effort to seek an appropriate solution through consultations. The draft resolution that was just put to the vote in the Security Council (S/2018/321) had elements of consensus, including condemning the chemical-weapons attacks in Syria, establishing a new investigative mechanism and urging all parties to cooperate with the investigation.
