  2. Myanmar and Bangladesh have maintained dialogue and consultations, and are in the process of following up on the repatriation agreement they have signed. Both countries are engaged in cooperation with the United Nations and other relevant organizations. Myanmar is actively implementing the report of the Advisory Commission on Rakhine State. China appreciate those efforts on the part of Myanmar and Bangladesh and hopes that the international community will view the difficulties and challenges facing the Government of Myanmar objectively, remain patient and provide support and help. The Security Council adopted a presidential statement on the question of Rakhine state at the beginning of November (S/PRST/2017/22). Now the situation in Rakhine state has shown positive changes.

  3. The third stage is to face squarely the root causes of the problem and explore ways to address them. Poverty is the source of turmoil and conflicts. We call on the international community to increase support to Rakine state to help it eradicate poverty, pursue development through poverty reduction and realize stability through development. This proposal represents the greatest possible consensus on all sides and has the full agreement of both Myanmar and Bangladesh. The problem in Myanmar's Rakhine state has a complex historical, ethnic and religious background. It cannot be solved overnight, but calls for a gradual approach. At present, the situation on the ground has been visibly eased. The vigorous humanitarian relief operation continues.

  4. Not long ago, Chinese Foreign Minister Wang Yi visited Bangladesh and Myanmar and proposed a three-stage approach to addressing the problem of Rakhine state. The first stage is to cease hostilities on the ground and restore stability and order so that people can enjoy calm and do not feel compelled to flee. At present, the goal of this stage has largely been achieved. Massive population flows have stopped. It is critical to prevent a relapse of the situation, especially a recurrence of conflict. The second stage is for the international community to encourage communication between the two countries so that they can find practical ways to solve problems through consultations on an equal footing. Now that the two countries have signed a repatriation agreement, it is essential to put it into practice and achieve tangible results.

Mr. Wu Haitao (China) (spoke in Chinese): China listened attentively to the briefing by Under-Secretary- General Feltman and noted his positive evaluation of the progress in the situation in Rakhine state and the efforts of Myanmar and Bangladesh. China also took note of the briefing by Special Representative of the Secretary-General Patten. Since the violent attacks in Myanmar's Rakhine state, China has made its position clear on many occasions, expressing condemnation of the violent attacks and support for Myanmar's efforts to maintain stability. As a friendly neighbour of both Myanmar and Bangladesh, China has provided emergency humanitarian relief for the appropriate settlement of displaced persons and, at the same time, worked with them to push for dialogue and consultations in order to find a solution.

China has consistently opposed the Council's involvement in the human rights issues of other countries. The Charter of the United Nations has clear provisions with regard to the functions and division of labour of the main organs of the Organization. The primary responsibility of the Council is to maintain international peace and security, and its job is therefore to address threats to that. The Security Council is not the appropriate forum for debating human rights issues, nor should we allow human rights issues to be politicized.

We urge the parties concerned to bear in mind the overall interest of peace and tranquility, as well as the peace process in the Middle East, while avoiding any action that might exacerbate tensions or complicate the situation. China has always firmly supported and promoted the peace process in the Middle East. We support the just cause of the Palestinian people for restoring their legitimate national rights. We support the establishment of a fully sovereign and independent State of Palestine, based on its 1967 borders and with East Jerusalem as its capital. The question of Palestine is at the heart of the issue in the Middle East and is fundamental to achieving peace in the region. China is paying close attention to the recent developments regarding the status of Jerusalem. A series of Security Council resolutions, including resolution 2334 (2016), include provisions regarding the status of Jerusalem. Any unilateral action that changes the current status of Jerusalem will alter the long-standing foundation for the settlement of the question of Palestine. It would trigger new conflicts and confrontations in the region.

The countries affected should develop security policies for the protection of cultural heritage and participate in the relevant international cooperation frameworks as soon as possible. The international community should provide constructive support, based on respect for the sovereignty of countries in conflict situations and their ownership of their cultural heritage. UNESCO, the United Nations Office on Drugs and Crime, INTERPOL and the World Customs Organization should leverage their advantages by establishing databases on criminal activities such as illegal trade, exchanging intelligence and information and generating international synergy for the protection of cultural heritage in conflict situations.

  24. The nuclear issue on the Korean peninsula has continued for more than two decades. During that period, the most valuable experience gained was that when the parties moved towards each other and engaged in honest interaction, there was the possibility of reaching an agreement. And the most important lesson was that when the parties adopted a tough stance and misjudged each other, the chances for peace would escape them. This year, the Security Council has unamimously adopted resolutions 2356 (2017), 2371 (2017) and 2375 (2017). Those resolutions demonstrate the united position of the international community against the development by the Democratic People's Republic of Korea of nuclear and ballistic missile capacities and of upholding the international non-proliferation regime.

We strongly urge the Democratic People's Republic of Korea to comply with the relevant Security Council resolutions and to cease actions that escalate the tensions on the Korean peninsula. In the recent past, the overall situation on the peninsula was stable, which provided a window of opportunity for diplomatic efforts. Regrettably, that window failed to lead to a resumption of dialogue and negotiations.

China appreciates the efforts of Italy, Lebanon and Jordan and others in their response to the refugee crisis in the region. Fourthly, we should promote inclusive, balanced development that benefits everyone, respecting the diversity of civilizations and fostering our awareness of the community of a common destiny. The international community should unite in its fight against terrorism and comprehensively use the various means available to it to strengthen border control and law enforcement cooperation in the Mediterranean region and adjacent regions, cut off the financing of terrorists and their supply of arms, halt the spread of terrorist ideologies and step up the efforts aimed at preventing the spillover and return of foreign terrorist fighters. In dealing with the issue of refugees and migrants, it is necessary to strengthen support for countries receiving refugees, eliminate xenophobia and discrimination against them, and address the root causes of social instability and development imbalance.

Regional organizations should also play a constructive role, giving greater assistance to countries of the region in conflict resolution and development, enhancing capacity- building and achieving regional stability, while paying attention in this process to safeguarding the sovereignty of the countries concerned, respecting their views and focusing on their needs. At the same time, the coordination of country and regional strategies should be strengthened to encourage synergies. Thirdly, we should resolutely fight terrorism and appropriately address the refugee and migrant issue. Terrorism is the public enemy of all humankind. Bearing in mind the specific context in the Sahel region, the international community should take comprehensive measures to help cool down the hotspot issues in a relevant way and achieve overall peace and stability in that region. The international community should not neglect the long-standing Palestinian issue. Unless we resolve that issue at the root ofthe Middle East question, it will be difficult to truly achieve regional stability. Secondly, we should strengthen international and regional efforts, as well as coordination and cooperation with the countries concerned, and jointly meet our security challenges. The United Nations has a central role to play in international affairs in terms of coordinating efforts in preventive diplomacy, development assistance, good offices in mediation and post-conflict reconstruction.

  47. First, regional hotspot issues should be the focus, and the process of political settlement should be accelerated. Libya's neighbouring countries, the African Union, the League of Arab States and the European Union should step up their efforts to promote peace talks in support of the action plans and initiatives on the political settlement of the Libyan issue, so as to achieve reconciliation, stability and development in Libya at an early date. The international community should remain united and push the Syrian parties to reach an agreement acceptable to all parties as soon as possible through the Geneva peace talks.

We welcome Foreign Minister Alfano's presence in the Chamber today and thank him for presiding over today's meeting. The statement by Secretary-General Guterres has provided excellent context for our discussion, for which China is grateful. The Mediterranean is a region where Asia, Africa and Europe meet. In recent years, the situation in Libya, Syria and the Sahel region has been deteriorating. The hotspot issues have continuously been getting worse. Terrorist forces have been rampant and spreading. The problem of the illegal transfer of arms is serious.
