Their threat is on the rise. Countries should strengthen legal cooperation in the fight against terrorism in order to weave a legal and judicial dragnet across all regions of the world to ensure that terrorists have no place to hide. First, strengthening counter-terrorism legislation provides a domestic legal foundation for countering terrorism and implementing cooperation among international partners in this field.   7. Terrorism is a common challenge faced by all humankind. We must resolve to fight terrorism in all its forms and manifestations, wherever and whenever it occurs. In the fight against terrorism, we must avail ourselves of uniform standards. We cannot link terrorism to any specific religion or ethnicity. We must abide by the purposes and principles of the Charter of the United Nations and allow the Organization and the Security Council the central coordination role in taking concerted action. We must use multiple means, including political, economic and cultural, in pushing for political solutions to regional conflicts and address both the symptoms and the root causes in order to eliminate the breeding grounds of terrorism. Terrorist organizations are currently running rampant.

Any action taken by the Council on the question of Syria must be truly conducive to de-escalation, to pushing all parties in Syria to an immediate cessation of hostilities in support of, and in cooperation with, United Nations humanitarian efforts, and to facilitating a Syrian-owned and Syrian-led political process under the good offices ofthe United Nations, so that a solution that is acceptable to all parties may be reached. China welcomes the concrete initiatives taken by Russia and the Syrian Government to increase assistance to civilians and hopes that United Nations aid agencies will strengthen coordination with Russia and the Syrian Government to jointly ease the humanitarian situation in Syria, pursuant to the United Nations principles governing humanitarian assistance. Mr. Wu Haitao (China) (spoke in Chinese): We have recently been witnessing a steady escalation of the situation in some parts of Syria, including Aleppo, with the humanitarian situation there steadily worsening, triggering the international community's widespread concern. China feels for the people who are suffering in Syria and condemns any attack targeting civilians and civilian facilities. To ease the tension in Aleppo and other areas, the international community should advance its efforts along four tracks in a balanced way. The four tracks are ceasefire, political negotiation, humanitarian assistance and the joint fight against terrorism. The international community should urge all parties in Syria to end hostilities without delay and work unremittingly to reach an agreement on the relevant issues through peace talks.

Fourthly, China commends Ambassador Seck for his leadership in the active work of the Security Council Committee established pursuant to resolution 2206 (2015) concerning South Sudan and has taken note of the interim report submitted by the Panel of Experts to the Sanctions Committee (S/2016/963). On the one hand, the security situation in Juba is easing. President Kiir is continuing to implement the joint communique' (S/2016/776, annex) issued by the Transitional Government of National Unity of South Sudan and the Security Council. He has agreed to the participation of troops from relevant neighbouring countries in the Regional Protection Force. Furthermore, the Transitional National Legislative Assembly has started its work, and the Joint Monitoring and Evaluation Commission (JMEC) has organized a workshop on setting up their own permanent ceasefire and transitional security arrangements.

  30. Since then, we have sent close to 2,500 police officers to mission areas such as Timor-Leste, Bosnia and Herzegovina, Afghanistan, Kosovo and Haiti. As we speak, more than 170 Chinese peacekeeping police officers are operating in the United Nations Support Mission in Libya, UNMISS and other missions. In September 2015, China's President, Mr. Xi Jinping, announced several major initiatives on China's part to support United Nations peacekeeping operations, including, inter alia, taking the lead on creating a standby formed police unit and providing training for peacekeeping police of other countries. Currently, all of our commitments are being honoured.

  31. Their contributions and sacrifices must be acknowledged and respected. A failure to do so would be detrimental to the long-term development of peacekeeping operations. Communications between the Security Council and the Secretariat, on one hand, and PCCs and TCCs, on the other, should be strengthened. The role of the General Assembly's Special Committee on Peacekeeping Operations should be fully leveraged and PCCs and TCCs should be given a greater voice. China is the largest PCC for peacekeeping operations among the permanent members of the Security Council. China's peacekeeping police, who are scrupulously devoted to their duties, have given an outstanding account of themselves and have received broad accolades from various parties. China started contributing police officers to United Nations peacekeeping operations in 2000.

  32. The Secretariat should pay particular attention to strengthening the emergency command capacities of the missions and boost coordination among the police, civilian and military components. It should elaborate on security rules for peacekeeping police, coordinate with PCCs and host countries, improve early warning capacities and internal information sharing and ensure adequate safety measures and the availability of medical equipment and supplies. The aim is to raise the security level across the board. Fourthly, the role of PCCs should be accorded due importance. PCCs and troop-contributing countries (TCCs) are the main players undertaking peacekeeping operations. The long-term development of United Nations peacekeeping operations depends on the efforts of PCCs and TCCs.

The design of any given police mandate should consider in an integrated manner the host country's priority needs and prevailing realities, the capacity of police-contributing countries (PCCs) and other factors, making sure that their mandate is unambiguous, highly actionable and subject to timely assessment in the light of changing demands so that priorities and focuses may be adjusted continuously in order to serve the core objectives of the peacekeeping operation concerned. Thirdly, the Secretariat should comprehensively consider the new context and challenges confronting peacekeeping police work by looking at the big picture and the long-term horizon, stay focused on critical processes, improve such work in a systematic manner and make police work more effective and resilient in the face of complexities.

It is necessary to fully respect the sovereignty of host countries, carefully listen to their views and communicate better with them over matters such as the duration of deployment and adjustments to mandates. When, as a result of changed circumstances, the host country demands an exit of United Nations peacekeeping police, the Secretariat should draw up a clear exit time frame under the political guidance of the Security Council in order to avoid indefinite stays in the host country. Secondly, any peacekeeping police mandate must be unambiguous, feasible and focused. Peacekeeping police components are confronted with a multiplicity of complex factors in the field with everchanging circumstances.

It is time for the international community to consider in depth the circumstances facing peacekeeping police, their tasks and a way forward by exploring ways and means of improving their work. China would like to share its perspective on the topic as follows. First, the purposes and principles of the Charter of the United Nations and the three peacekeeping principles - the host country's consent, impartiality and the non-use of force except in self-defence and defence of the mandate - are the cornerstone of peacekeeping operations. Thirdly, parties to the peace talks should exercise sincerity and flexibility, narrow their differences through consultations, and properly address a series of sensitive issues, including withdrawal, disarmament and the establishment of a Government of national accord, so as to reach a comprehensive solution that fits the national condition in Yemen and addresses the concerns of all the parties. Fourthly, parties to the conflict should take effective measures to alleviate the humanitarian situation. They should follow international humanitarian law and actively cooperate with international relief efforts. In the current circumstances, China maintains that the parties to the conflict in Yemen and the international community should take the following actions expeditiously. First, parties to the conflict should exercise restraint and cease hostilities as early as possible so as to create the necessary conditions for relaunching peace talks and improving the humanitarian situation in Yemen. China welcomes the diplomatic efforts of the United Nations, Russia and the United States of America in Lausanne and Geneva, and hopes that the parties concerned will soon reach consensus on concrete issues so as to ease tensions, help the parties to resume negotiations and, through a Syrian-led political process, arrive at a settlement that is acceptable to all parties concerned in order to address the root cause of the humanitarian situation in Syria. The incessant terrorist attacks by terrorists in Syria have seriously hampered the United Nations humanitarian efforts. Efforts to ease the Syrian humanitarian situation must not neglect the fight against terrorism.

China calls on the parties in Syria to effectively implement the agreement on the cessation of hostilities, work actively with the United Nations to create the conditions conducive to achieving a ceasefire that would ease the humanitarian situation, and move the process for a political solution forward. On the question of Syria, the international community must remain committed to a political solution, which is the ultimate way to resolve the current situation. Efforts should be made to encourage the parties in Syria to resolve their disputes through dialogue. Such efforts must be focused in a balanced manner on the four tracks of a ceasefire, political negotiations, humanitarian relief operations and synergies to fight terrorism.

The situation in Syria, and in particular in Aleppo, has been escalating and has resulted in a serious humanitarian situation. The international community should work together and take swift action to ease tensions. China welcomes the recent humanitarian emergency initiative taken by the Russian and Syrian Governments in order to help the United Nations in evacuating the sick and the wounded. However, due to the fact that that initiative did not receive a response from other parties in Syria, the United Nations operation to evacuate the sick and the wounded failed to be implemented.
