The Arab Peace Initiative, the principle of land for peace and the relevant Council resolutions offer fundamental parameters for resolving the conflict and should underpin the international community's efforts to promote a prompt resumption of negotiations between the two parties with a view to establishing, ultimately, a fully sovereign Palestinian State, based on the 1967 borders, with East Jerusalem as its capital. Any new initiative should respect these basic international guidelines, and all countries that have major influence in the Middle East region should play a constructive role in bringing about the necessary conditions for the resumption of talks. Thirdly, close attention must be paid to improving the economic and humanitarian situation in Palestine.

All legal actions and unilateral initiatives aimed at legalizing settlements must end immediately, and concrete steps must be taken to eliminate their practical effects on the ground so as to avoid weakening the prospect of a two-State solution. Secondly, we must champion multilateralism and uphold fairness and justice by promoting a comprehensive, just and durable solution.   5. At present, the Middle East peace process is deadlocked, while inflammatory words and actions are escalating. The construction of settlements and the demolition of Palestinian structures continues, and the humanitarian crisis in Gaza is deepening. China is deeply worried about these trends. I therefore wish to stress the following points. First, resolution 2334 (2016) should be effectively implemented. The recent clash in the village of Sur Baher in Jerusalem has drawn heightened international attention. The relevant parties should immediately halt the demolition of Palestinian houses and the destruction of Palestinian property, cease all settlement activities in the occupied territories and take measures to prevent violence against civilians.

In the recent period, the Colombian Government has continued to advance the peace process and make progress, particularly in such aspects as strengthening national institution-building, promoting economic and rural development, developing crop substitutions and facilitating the reintegration of former combatants. China commends these achievements. At the same time, Colombia is still facing challenges in fully implementing the peace agreement. In some regions, the security situation remains fragile. All parties should continue making efforts to enhance mutual trust, provide assistance for the social and economic reintegration of former combatants, take practical measures to guarantee the security of former combatants and their communities, promote development in former-conflict areas and strengthen support for remote areas.

The United Nations and other partners should abide by the purposes and principles of the Charter of the United Nations and respect the sovereignty and ownership of the countries concerned, provide constructive assistance based on the country's specific requirements and requests, and focus on fostering their capacity-building with a view to achieving self-driven development. Secondly, in ensuring a smooth transition from peacekeeping to peacebuilding, the Council is responsible for defining the mandates of peacekeeping operations and special political missions. When drawing up a peacekeeping operation mandate, the Council should plan early to ensure that once the operation has achieved its desired objectives, it is followed up by timely peacebuilding efforts. Some peacekeeping operation mandates already include peacebuilding components.

In June, the Department of Political and Peacebuilding Affairs and the Mongolian Ministry for Foreign Affairs co-hosted a North-East Asia regional workshop on youth, peace and security, which was a useful endeavour in promoting the implementation of the relevant Council resolutions. China sent delegates to the workshop to actively participate therein. Youth are crucial to a nation's prosperity and strength, and they are the future and hope of humankind. We must therefore work together to foster a new type of international relations that features mutual respect, fairness, justice and mutually beneficial cooperation. We must continue to promote the comprehensive development of youth and support the younger generation in making important contributions to world peace and development.

We must take steps to prevent terrorists and extremist ideologues from eroding the minds of young people, cut off terrorist and extremist channels of deception and incitement that target young people, and crack down on the online recruiting, planning and fundraising activities carried out by terrorists and extremists. It is equally important to encourage young people to become a positive peace-loving group. Fourthly, we must foster an environment that enables youth to grow. Extreme poverty and imbalanced development, inter alia, are deep-rooted causes of conflict. The United Nations should assist developing countries in bolstering their sustainable-development capacity in an effort to advance the implementation of the 2030 Agenda for Sustainable Development and capitalize on the dividends created by young people.

It is important to fully consider youth-related factors in the political settlement of hotspot issues and ensure the constructive participation of young people in their own countries' peace processes, draw on their strengths, extensively listen to their views and prevent their marginalization.   29. At present, more than 2,500 Chinese keep peacekeepers are implementing mandates in eight mission areas. The penholders of the Security Council should strengthen communication with the TCCs and PCCs in the process of drafting relevant draft resolutions on peacekeeping operations, to learn the actual needs and tailor the mandates authorized by the Council's resolutions, with greater attention paid to improving actual results. China is a permanent member of the Security Council, as well as a major TCC and a major financial contributor to peacekeeping operations. China is a firm supporter of and an important participant in the United Nations peacekeeping operations. Currently, we are comprehensively implementing the multiple pledges made by Chinese President Xi Jinping to further support United Nations peacekeeping operations. We have already established a peacekeeping standby force of 8,000 troops and two peacekeeping standby police units.

The Secretariat and the missions should adopt integrated measures, develop safety and security rules, improve early warning and response capabilities, enhance information collection and sharing, improve security equipment and protection measures, and strengthen medical rescue and life-saving capabilities. The mandates of peacekeeping operations should be clear and specific to facilitate political solutions. The priorities and focus of each phase need to be updated continuously according to the dynamics and needs. Secondly, improving the effectiveness of peacekeeping operations is crucial. The Secretariat should optimize the logistical support mechanism to ensure more efficient support and adequate peacekeeping resources. Attention should be paid to strengthening training in order to effectively help the TCCs and PCCs improve their ability to implement their mandates and respond to complex situations. More attention should be paid to the safety and security of peacekeepers.

In 2018, the Secretary-General proposed the Action for Peacekeeping initiative, while 151 Member States endorsed the Declaration of Shared Commitments on United Nations Peacekeeping Operations, making commitments to strengthening consultations between peacekeeping stakeholders on mandates and their implementation and giving new impetus to advancing triangular cooperation. China wishes to make the following comments on strengthening triangular cooperation in peacekeeping operations. First, improving the mandates given by the Security Council is a precondition. The mandates of peacekeeping operations should adhere to the purposes and principles of the Charter of the United Nations and the basic principles guiding peacekeeping operations, while remaining closely aligned with the fundamental goal of a political solution.

China will continue its active participation in the Joint Commission and the Procurement Working Group. Recently, the situation in the Middle East has escalated, which is worrisome. China calls on the parties concerned to remain calm and exercise restraint, resolve disputes through dialogue and consultations and refrain from any action that might escalate tensions. In the current circumstances, all parties must address with caution Iran's missile and space-launch issue and accurately interpret the relevant Security Council resolutions to prevent an impact on the larger picture, namely, the implementation of the J CPOA.   38. China regrets the United States withdrawal from the JCPOA and its unilateral sanctions on Iran. We call on the parties concerned to properly address the difficulties related to maintaining normal economic and trade ties with Iran. The report of the Secretary-General (S/2019/492) is an integral part in implementing resolution 2231 (2015) and the JCPOA. In his report, the Secretary- General calls on all parties to jointly preserve the JCPOA, safeguard free and lawful trade with Iran, support the procurement channel and maintain regional stability. China views that positively. Given that, China believes that the report should provide an objective, balanced and complete picture of the implementation of resolution 2231 (2015) and fully accommodate the legitimate concerns of Iran.

I commend the parties concerned for their work. The Joint Comprehensive Plan of Action (JCPOA) - a multilateral agreement endorsed by the Security Council - has the effect of international law. It is an important achievement of multilateralism and is of crucial importance for safeguarding the international nuclear non-proliferation regime and maintaining peace and stability in the Middle East. The implementation of the JCPOA is currently at a critical stage.

In areas where the security situation is relatively stable, the international community should support the Syrian Government in demining, rebuilding infrastructure, restoring health care, education and social services, launching industrial projects, promoting development and improving people's livelihoods so that an increasing number of Syrians can emerge from the shadow of war and gradually return to a stable and orderly life. China is concerned about the negative impact of economic sanctions on the lives of the Syrian people. In order to meaningfully alleviate the humanitarian situation in Syria, we must continue to advance the political process.

  43. China is concerned about humanitarian problems in other parts of Syria and IDP camps. We are in favour of solutions tailored to the situation on the ground. We note that approximately 1,000 displaced persons in the Al-Hol camp have returned to their homes. We support the proper resettlement of those people who are currently living in the camps. The international community should enhance dialogue and communication on the issue of Rukban camp and coordinate action to help more Syrians to return to their homes and end their displacement as soon as possible. Humanitarian operations in Syria should fully respect Syria's sovereignty, independence, unity and territorial integrity, and strictly follow the relevant Security Council resolutions, the principles governing United Nations humanitarian relief and provisions of international law.

  44. We hope that our discussions will help Council members broaden communication and deepen their understanding of all aspects of the situation on the ground. China supports the efforts of Russia and Turkey in continuing to implement the memorandum promoting the de-escalation of the conflict in Idlib. We call on the international community to adopt common criteria, in accordance with the relevant Security Council resolutions and provisions of international law, to counter the activities of terrorist groups. In the current situation, all parties should seek comprehensive and long-term solutions to counter terrorism and address the humanitarian issues in the north-western part of Syria. The United Nations and other parties should scale up humanitarian assistance to internally displaced persons (IDPs) in the north-western part of the country.

China is concerned about the humanitarian situation on the ground, and we support the efforts of the United Nations and relevant parties to improve it. The international community should strengthen coordination with IGAD and the African Union to support their mediation efforts and help the South Sudanese Government and the opposition enhance mutual trust so that they can demonstrate greater flexibility and sincerity in order to reach agreement on such core issues as security arrangements as soon as possible. Efforts should also be made to push parties that have not signed the Revitalized Agreement to join the peace process as soon as possible. Thirdly, humanitarian and economic assistance to South Sudan should continue to be provided.

The international community, and the Security Council in particular, should lend greater support, while focusing on promoting the parties' efforts to further implement the Revitalized Agreement. Greater efforts should be made in the following three areas. First, the ownership of the South Sudanese Government should be fully respected. The parties in South Sudan have the primary responsibility for the implementation of the Revitalized Agreement. International partners should enhance communication with the parties, and with the Government in particular, listen carefully to their input and provide the necessary funding and material and technical support in the political and security fields in the light of the country's needs Secondly, support for IGAD should remain ongoing in its role as mediator.

  50. On 2 May, the Intergovernmental Authority on Development (IGAD) and the South Sudanese parties agreed to extend the pre-transitional period by six months. Large numbers of refugees have voluntarily returned to South Sudan, and an increasing number of displaced persons wish to return home, which fully demonstrates that peace in South Sudan has been further consolidated. China welcomes those developments. At the same time, the situation in South Sudan remains challenging. The top priority is to continue to have South Sudan maintain the hard-won momentum in favour of peace. The implementation of the Revitalized Agreement holds the key to a political settlement of the issue of South Sudan.
