“Terrorist organizations have recently sustained major defeats in Iraq, Syria and the southern Philippines, but the international movements and return of terrorist fighters still pose a serious threat to countries of origin, transit and destination and their security and stability. The countries concerned should strengthen their border controls and cooperation in law enforcement, share intelligence, improve their capacity- building and curb terrorist fighters' movements. Fourthly, we should crack down on terrorist organizations' use of the Internet in order to engage in terrorist activities. The Internet and social media are increasingly becoming the means by which terrorist organizations incite and recruit fighters and plot attacks.”

“Over the years, the issue of Jerusalem has been addressed in many Security Council and General Assembly resolutions, including resolution 2334 (2016). Its status has come under intense scrutiny recently. China believes that efforts to address the issue should be based on the following points. First, Jerusalem's diverse history must be respected. It involves very complex historical, religious and ethnic factors. Its status must be dealt with based on respect for the various religious and ethnic sensitivities. We must avoid any simplified approaches to the issue. Secondly, equity and fairness should be ensured. Only through a fair approach that accommodates the views of all of the parties concerned will it be possible to find a solution that they will accept. Thirdly, the international consensus on the issue must be implemented.”

The regime is increasingly enhanced by the improved capacity of States and greater in-depth cooperation. We must acknowledge that proliferation risks and challenges remain severe. Some non-proliferation hotspot issues are protracted and intractable. Technological advances have lowered the threshold for proliferation. The risk of non-State actors, and terrorists in particular, acquiring and using weapons of mass destruction is increasing.
