There has been great progress in the peace process to date but much remains to be done in order to fully implement the peace agreement. The security situation in some areas is still fragile and the safety of former combatants and social leaders is still threatened. Given all these challenges, we hope that the Government of Colombia and all the parties concerned will cherish the hard-won peace process, shoulder their respective responsibilities and obligations and take the fundamental interests of the country into account by pursuing dialogue with the necessary patience to resolve differences.

In the three years since the signing of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace, thanks to the efforts of the Colombian Government and all parties involved, the reintegration of former Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC-EP) combatants, institution-building and reforms in various areas, as well as the judicial mechanism, have been strengthened and the peace and reconciliation process has continued to move forward. In October last year, elections were held at the local and departmental levels for the first time since the signing of the peace agreement, which was an indication of continued progress in the Colombian political process. A new chapter is being written for peace, reconciliation and hope through the efforts of the Colombian people.

  12. The international community should work together to bring all terrorists to justice. Members of the Security Council have held many discussions on the extension of the mandate of cross- border humanitarian mechanisms in Syria. On the whole, China has reservations about the cross-border humanitarian assistance mechanism. We believe that this mechanism is a special relief method under specific circumstances and should be evaluated and adjusted in line with developments on the ground. The Syrian Government bears the primary responsibility for improving the humanitarian situation in Syria. Any humanitarian relief operation in the country should fully respect Syria's sovereignty and territorial integrity and heed the views of and strengthen coordination with the Syrian Government.

  13. Thirdly, efforts must continue to unify standards and combat all forms of terrorism in accordance with the relevant Security Council resolutions and international law. Eliminating terrorist forces is a necessary security guarantee for the Syrian people to resume a peaceful, orderly life. At present, terrorist forces still occupy a large part of Idlib, threatening the safety of civilians, destroying infrastructure and worsening the humanitarian situation. We hope that at the next meeting the Secretariat will provide detailed information and analyses in that regard. Secondly, it is necessary to redouble humanitarian relief efforts, lift the economic sanctions against Syria, promote the return of refugees and displaced persons to their homes and support the Syrian Government in its post-war reconstruction efforts to fundamentally improve the living conditions of the Syrian people. Efforts must be made to improve Syria's economic situation, assist with the safe and voluntary return of Syrian refugees and support the Syrian Government in repairing and rebuilding housing, people's livelihoods and medical and educational facilities.   23. Secondly, we must promote a rapprochement between Palestine and Israel and encourage the relaunch ofpeace talks as soon as possible. Historical grievances lie at the root of the intricate and complex Palestinian- Israeli question. Fighting violence with violence will get us nowhere; it is only with the gradual building of mutual political trust, for the benefit ofcommon security, can there be a steady and solid long-term solution. The parties must remain committed to the overarching goal of the two-State solution and pursue dialogue on an equal footing and political negotiation on the basis of the relevant Security Council and General Assembly resolutions, the principle of land for peace and the Arab Peace Initiative, as well as other international consensus and norms so as to resolve the differences between the Israeli and Palestinian sides and find a mutally acceptable solution. Resolution 2334 (2016) clearly stipulates that the establishment of settlements in the occupied Palestinian territories, including East Jerusalem, constitutes a violation of international law.   25. Acts of violence and inflammatory rhetoric by the parties concerned are escalating, and the Middle East peace process has stalled. China finds all the foregoing deeply concerning. We call on all parties to earnestly and effectively implement resolution 2334 (2016), stay on track towards a political solution, adhere to the fundamental principles of fairness and justice, and give full play to the key role of the United Nations so as to form a synergy between regional and international efforts aimed at pushing for a comprehensive, just and lasting settlement of the Palestinian-Israeli question at an early date. First, we must adhere to the two-State solution as the basis for the ultimate goal of establishing an independent Palestinian State. In December 2016, the Security Council adopted resolution 2334 (2016) on the question of Palestine, reflecting the common expectations and aspirations of the international community and in response to a call for justice from Palestine and Arab States. Regrettably, however, three years later, the situation in the occupied Palestinian territory has witnessed no improvement; in fact, it has deteriorated even further. Settlement activities continue to advance and expand significantly as we speak. More Palestinian homes are being demolished.

Since the signing of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan in September 2018, South Sudan has seen a drastic reduction in conflict, the ceasefire has been maintained in most parts of the country and the security situation has continued to improve.   35. Iraq has made huge sacrifices in the international fight against terrorism, which nonetheless remains a threat to its security and stability. Considering Iraq's national situation and the progress ofits national reconstruction, steady efforts should be made to resolve the issue of internally displaced persons in Iraq and to provide it with robust support in addressing the issue of foreign terrorist fighters and their families. The international community should fully respect Iraq's sovereignty and jurisdiction and support it in bringing terrorists to justice in accordance with its relevant domestic laws.

As the Secretary-General's report points out, UNITAD's capacity for tackling new challenges will depend on its unique position as an impartial and independent entity, as well as on the continued the support of the Iraqi people. UNITAD should fully respect Iraq's national sovereignty and its jurisdiction over crimes committed on Iraqi territory and should play an active role in strengthening the capacity- building of the Iraqi Government so that it can hold terrorist organizations accountable. Terrorism remains a grave threat to international peace and security, and combating international terrorism is still an arduous task. The activities of terrorist forces, including their attempts to spread extremist ideology, pose major challenges to the social stability and development of Member States.

  42. China supports close cooperation between UNITAD and the United Nations Assistance Mission for Iraq in order to provide support to the survivors and victims of terrorist acts. We hope that the Investigative Team will engage in close consultations with the Iraqi Government and the parties concerned, in strict compliance with the purposes and principles of the Charter of the United Nations and its mandate and terms of reference, as set out in the relevant Security Council resolutions. UNITAD should take comprehensive measures to strengthen its capacity for collecting evidence and conducting effective field investigations, and play an active role in the process of holding terrorists accountable and curbing the return and spread of terrorist forces and activities.

  43. The problem of the large numbers of foreign terrorist fighters in Iraq, along with their families, and especially their resettlement, deserves the international community's urgent attention. China commends the tireless efforts of the Government and the people of Iraq to combat terrorism, and we support their efforts to bring terrorists to justice in accordance with the relevant domestic law. We take note of the third report of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/Islamic State in Iraq and the Levant (UNITAD) (S/2019/878) and appreciate the Investigative Team's efforts in spite of all the difficulties it has encountered.

  44. Mr. Wu Haitao (China) (Spoke in Chinese): China would like to thank Special Adviser Karim Khan and the representative of civil society, Mr. Kachi, for their briefings. Iraq is currently actively committed to economic recovery, peace and stability and national reconstruction and reconciliation, all of which are at a critical stage. China hopes that the Iraqi Government will continue to pursue an inclusive political solution, further promote economic development, improve its people's livelihoods and speed up the reconstruction process, thereby achieving further progress in its efforts to bring lasting peace and security to Iraq. The activities of terrorists in Iraq have caused large numbers of civilian casualties and seriously threatened national, regional and international peace and security.

  45. The provision of humanitarian materials to Syria should not come with any political preconditions. All humanitarian relief actors on the ground in Syria should increase their communication and coordination with the Syrian Government. China would like to reiterate its support for the political process in Syria and is ready to play a constructive role in the early resumption of peace, stability and development in Syria.

  46. While promoting the political process in Syria, we should also make efforts to improve the country's economic and humanitarian situation. The international community, including the United Nations, should adopt a comprehensive, objective andbalancedperspective when considering and addressing the Syrian humanitarian crisis. Syria is currently faced with economic sanctions, oil shortages, damaged infrastructure and a lack of reconstruction funds, as well as other difficulties that exacerbate the humanitarian crisis and have an acute impact on providing food, clothing, housing and transport for its people. The large number of refugees has put economic and social pressure on neighbouring countries and constitutes a destabilizing factor in the region.

  47. The current priority is to jointly deal with the risk posed by the movement of terrorists and guard against the return of the Islamic State in Iraq and the Sham. The Secretariat should keep a close eye on the counter-terrorism situation in Syria, as well as terrorists on the move, and carefully consider the issue of bringing those terrorists to justice by proposing recommendations to that end. Idlib has become a breeding ground for terrorism, posing a threat to millions of civilians. This is a common challenge for the peace and security of Syria, the Middle East and the world at large. The international community, in line with the relevant Council resolutions and international law, should continue to align standards to fight terrorism in all its forms and undertake joint efforts to deal with the issue of foreign terrorist fighters.

  48. The members of the Constitutional Committee should prioritize the interests of the country and its people and reach consensus as soon as possible. The international community, including the Security Council, should provide support in that regard and do more to help the Syrian parties set their differences aside and create consensus. Rampant terrorism represents a major potential threat to a political solution to the Syrian issue, as it will have a significant negative impact on the political process and the future of the country. This scourge deserves the attention of all parties and should be resolved. The situation in north-eastern Syria remains fragile. The parties involved should avoid any action that might undermine the achievements made thus far in the area of counter-terrorism.

  49. The establishment of the Constitutional Committee is a good starting point for the Syrian political process. We support the work of Mr. Pedersen, on the basis of existing gains made, to continue promoting the political process according to the principle of a Syrian- led, Syrian-owned process and resolution 2254 (2015), In that regard, there is a need to listen carefully to the legitimate appeals of the Syrian Government, maintain the independence of the work of the Constitutional Committee and fully respect the sovereignty, independence, unity and territorial integrity of the country. Syria should not be divided or torn apart. We hope that the Syrian parties will use the discussions in the Constitutional Committee to increase mutual understanding and gradually build mutual trust.

The consensus of the international community is that a political solution is the only way to reach a settlement of the Syrian issue. The Syrian political process has seen major developments in the past month, including the successful holding of the first meeting of the large body of the Constitutional Committee and a 45-member small group. The small group will hold its second and third round of discussions in Geneva very soon. China welcomes such developments and commends Special Envoy Pedersen's good offices and hard work, as well as the constructive participation of all Syrian parties.
