China thanks Under-Secretary-General Lowcock for his briefing. We have taken note of the Secretary- General's recent report on humanitarian relief efforts in Syria (S/2018/947). At present, the overall situation in Syria remains calm. The memorandum of understanding between Russia and Turkey on stabilizing the de-escalation zone in Idlib is being implemented. The situation in Idlib has been eased, the conflicts across the entire territory of Syria are on the decline, and a more favourable environment for improving the humanitarian situation in Syria has therefore been created.”

“In order to effectively respond to the threat of proliferation by non-State actors, the 1540 Committee should continue to work in a spirit of cooperation and dialogue and carry out its activities under the purview of the relevant Council resolutions and the Committee's programme ofwork. It is necessary to stress the primary responsibility of Member States in non-proliferation and to support them in designing their non-proliferation policies on their own terms. It is necessary also to adopt a balanced approach in the implementation of the provisions of Council resolutions and to build the capacity of Member States to implement those resolutions. We must also ensure that the assistance provided by the Committee to Member States is more targeted and effective and that special attention is given to the needs of developing countries.”

“In connection with the work of the three Committees, China wishes to make the following points. First, the 1267 Committee plays an important role in evaluating terror threats and strengthening sanctions. Recently, on the basis of the Council's mandate, the Committee updated its rules of procedure and conducted periodic review of the sanctions list. The Committee has done something positive in selecting a new Ombudsperson. It has also strengthened cooperation with the Monitoring Team and the Ombudsperson and has continued to improve its working methods. China hopes that the Committee will strengthen its communication with the countries concerned and abide by the principles of objectivity, neutrality and professionalism when it comes to listing, exemptions and delisting.”

“This must be done as a matter of urgency in order to prevent further aggravation of the humanitarian crisis in the country. The international community should scale up humanitarian assistance and provide medicine, food and other supplies in accordance with needs on the ground in order to mitigate the suffering of the Yemeni people. We should urge the parties concerned in Yemen to take measures to tame price hikes and keep commercial goods moving. That would also go some way towards easing the crisis. The parties concerned should work together to improve humanitarian access so that assistance to the Yemeni people can be delivered unimpeded, safely and securely, paving the way for better humanitarian outcomes in the country.”

“Mr. Wu Haitao (China) (spoke in Chinese): I thank Under-Secretary-General Mr. Mark Lowcock for his briefing. I commend him and his team for their efforts to ease the humanitarian crisis in Yemen. The conflict in Yemen, which has been going on for more than three years, has plunged the country into an acute crisis. Today, as the conflict escalates in Al-Hudaydah and other places, disruption to humanitarian access is looming large, aggravating the risk of famine and cholera outbreaks, which is a dire consequence that no one - neither the Yemeni people, the countries of the region nor the international community - can endure. It is therefore incumbent on the international community to empower the parties in Yemen to set aside their differences in the spirit of reconciliation so as to avoid the spread of conflict.”

“The Secretariat and the civilian component of missions, needs to provide more efficient and high-quality support to ensure peacekeeping forces are able to deliver on their mandates. Due regard should be given to the real needs of TCCs, especially those from the developing world, in order to support their capacity-building in peacekeeping. Secondly, peacekeeping operations should abide by the purposes and principles of the Charter of the United Nations and adhere to the basic principles of peacekeeping, namely, the consent of the parties concerned, impartiality and the non-use of force, except in self-defence and defence of the mandate. Peacekeeping operations should focus on the central tasks of maintaining peace in order to create conditions for the political settlement of conflict.”

Last week at the Extraordinary Summit of the IGAD Assembly of Heads of State and Government, the South Sudanese parties formally signed the revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan and its implementation documents, thereby laying an important foundation for South Sudan to end the conflict and move towards peace. We welcome that development, and we commend the steadfast efforts, mediation and good offices of such regional organizations as IGAD and the African Union, as well as of Ethiopia, the Sudan, Kenya and Uganda. Currently, more than 2,500 Chinese peacekeepers are serving in eight mission locations, including Mali, the Democratic Republic of the Congo, South Sudan and Lebanon. His Excellency Mr. Xi Jinping of China pledged to further support United Nations peacekeeping operations, and the implementation of various commitments agreed to under that pledge is now under way. We have established a peacekeeping standby force of 8,000 troops and two permanent peacekeeping police units, and have completed their registration in the United Nations Peacekeeping Capability Readiness System.”

“Fourthly, better peacekeeping performance requires the Secretariat and the military, police and civilian components of missions to work together. The Secretariat and the civilian component of each mission must provide peacekeeping forces with more efficient, high quality support and services for the implementation of their mandates. It is necessary to ensure the safety of, and medical support for, peacekeeping missions and personnel and ensure the availability of funds and supplies required and enhance emergency response capabilities. We must pay close attention to the actual needs of troop-contributing countries, especially the developing countries among them, and help strengthen the peacekeeping capacity building. It is necessary to review and improve existing peacekeeping performance evaluation system on an ongoing basis.”

“It is necessary to motivate all stakeholders, including host countries, troop-contributing countries (TCCs), financial contributors and the Secretariat, and to ensure sufficient resources for peacekeeping operations and streamline the use of resources. It is necessary to strengthen cooperation with regional organizations. The United Nations should fully leverage the advantages of the African Union in peacekeeping operations in Africa, carry out capacity-building activities in various fields according to its wishes and needs and assist the African Union in forming a standing army and rapid response force as soon as possible. We must strengthen communication among the Security Council, the Secretariat and the troop-contributing countries, and we must give the TCCs more say in peacekeeping matters.”

“The purpose of peacekeeping operations is to help host countries establish and maintain a sustainable peaceful environment and create enabling conditions for putting an end to conflict politically. A realistic achievable mandate with well- defined objectives and highlighted priorities should be developed for each mission focusing on peacekeeping, which is the core mission of peacekeeping operations. The mandate can be adjusted in the light of dynamic needs, with the core agenda reconfigured phase by phase to be more effective in maintaining the stability of the host country and helping it move the political process forward. Thirdly, we must build a peacekeeping partnership.”

“My first point concerns the need to uphold the purposes and principles of the Charter of the United Nations and the basic principles of peacekeeping operations - the consent of the parties, impartiality and the non-use of force except in self-defence and defence of the mandate. Those are the very cornerstone of peacekeeping operations and a sine qua non and assurance with which peacekeeping operations can win the trust of Member States and function properly. Peacekeeping operations should fully respect the sovereignty of host countries, strengthen communication with them and help them to develop their own capacities in the area of peace and security in the light of their specific needs. Secondly, there is a need to maintain the primacy of the political track.”

“In September 2017, the Council adopted 2378 (2017), which requested the Secretary-General to submit to the Council on an annual basis a comprehensive briefing on the progress of United Nations peacekeeping reform. China commends the Secretariat for taking measures to implement the resolution and update the Council with comprehensive information. The Secretary-General launched the Action for Peacekeeping initiative and will convene a high-level meeting during the general debate of the General Assembly at its seventy-third session. China commends the efforts of the Secretary- General and is keen to see the initiative contribute to high efficiency and the effectiveness of United Nations peacekeeping operations. With regard to the reform of United Nations peacekeeping operations, 1 would like to share the following points.”

At present the context in which United Nations peacekeeping operations are deployed and the tasks they have to perform are increasingly complex. United Nations peacekeeping operations should keep improving in response to the evolving peacekeeping landscape.”

“It should also support the good offices and efforts of the United Nations and the Special Envoy, push for the early resumption of intra-Yemeni dialogue and build a sustained political process on the basis of relevant Council resolutions, the Gulf Cooperation Council Initiative and its implementation mechanism, and the outcome of the National Dialogue Conference in Yemen. An inclusive settlement can be reached through dialogue and reconciliation. It is important to ensure unhindered humanitarian access. That is critical. The relevant parties should come together in order to ensure safe and unimpeded humanitarian assistance so as to create conditions conducive to alleviating humanitarian suffering in Yemen.”
