“The United Nations should scale up its contribution to post-conflict reconstruction and economic development and effectively improve living standards, thereby eliminating the breeding ground for conflict and terrorism. “This past April the Secretary-General and Chairperson of the AU signed the Joint United Nations-African Union Framework for an Enhanced Partnership in Peace and Security in which four key areas of cooperation were identified: preventing and mediating conflicts and sustaining peace, responding to conflict, addressing root causes, and continuous review and enhancement of the partnership between the United Nations and the AU. For the next phase of work, both sides should bring into a full play their respective comparative advantages and accelerate the implementation of the Framework. Secondly, both sides should further expand their fields of cooperation and help Africa tackle its fundamental issues. Supporting Africa's economic and social development is an important thrust of enhanced cooperation between the two sides in the future.”

“So far this year, the Government of the Democratic Republic of the Congo has worked to further the peace process and established the new transitional Government. It has worked actively to strengthen its capacity in the areas of governance and security. China welcomes those efforts. At the same time, however, the Democratic Republic of the Congo continues to face various challenges in the political, security and humanitarian spheres, in particular in the eastern part of the country, where armed rebel groups are active. That is one of the main causes of instability in the Democratic Republic of the Congo and in the region as a whole. The reports should send a positive message, namely, that the parties are committed to implementing the resolution and the JCPOA. China notes that the Secretary-General has, in his report, underscored the significance of the conclusion of the JCPOA, and China has encouraged parties to support that historic agreement by fully and effectively implementing the agreement, so as to ensure that all participants can benefit. With regard to Iran's missile launches, the parties should accurately interpret the relevant Council resolutions and handle that issue with great care so as to avoid undermining the implementation of the JCPOA.”

“The JCPOA is a successful example of addressing international and regional hotspot issues through political and diplomatic means. It means a lot in terms of strengthening the international nuclear non-proliferation regime and the maintenance of international and regional peace and security. Certain difficulties and challenges are unavoidable in the implementation of the JCPOA. The parties must proceed from the bigger picture, consolidate political will, avoid external influences and build confidence regarding the prospects of implementation. Secondly, parties should earnestly implement their respective obligations and commitments. As indicated by the reports of the International Atomic Energy Agency, Iran has implemented its nuclear-related commitments under the JCPOA.”

“At present China, is actively honouring this commitment and implementing the related programmes. China attaches great importance to the humanitarian concerns arising from the abuse of improvised explosive devices (IEDs) by non-State actors. We support the discussion of IEDs within the framework of the amended landmine protocol to CCW. We are ready for a useful exchange of views with the parties concerned. Chinese experts and the United Nations, among others, jointly formulated the United Nations IED disposal standards and co-hosted the first Meeting of the Group off Experts last March in Beijing. China fully understands the aspirations of landmine-affected countries and peoples for security and development. We are ready to fulfil our international obligations, as always, and provide assistance to the best of our ability.”

“China is actively committed to the international humanitarian demining assistance cause and has, to the best of its ability, provided assistance to the affected countries and victims. Since 1998, the Chinese Government has provided assistance in the forms of demining equipment and technology training, as well as donations. It has also provided humanitarian assistance worth more than Â¥90 million to nearly 40 countries in Asia, Africa and Latin America. It has trained nearly 500 professional demining technicians. In September 2015, Chinese President Mr. Xi Jinping announced at the Leaders' Summit on Peacekeeping, during the seventieth session of the General Assembly, that China would in the next five years launch 10 demining assistance programmes.”

“China has always paid great attention to the humanitarian concerns associated with landmines and actively supported international legal instruments, including the Geneva Convention and the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects (CCW). China is a full member of CCW and its five additional protocols. We faithfully fulfil our obligations under those instruments. For many years, China has maintained close exchanges and cooperation with the contracting parties of Ottawa Convention on Landmines and has participated as an observer in the Meetings of States parties and its review conferences. It also participated in the actual Conference of the Convention.”

First, we must adhere to the principle of ownership by Member States. It is imperative to fully take into account the national conditions and needs of the landmine-affected countries and continuously improve the capacity and level of the affected countries participating in demining in order to fully leverage their role.”

China is an important member of the international force against terrorism. In recent years China has participated in meaningful ways in multilateral counter- terrorism mechanisms, including the United Nations, the Shanghai Cooperation Organization and the Global Counterterrorism Forum. China will continue to participate and to promote multilateral and bilateral counter-terrorism cooperation, enhance the sharing of counter-terrorism intelligence, and provide counter- terrorism supplies and capacity-building to developing countries to the extent of our ability.”

“The international community must take countermeasures and implement the relevant Security Council resolutions, including resolutions 2199 (2015) and 2253 (2015); enhance financial regulations and enforcement cooperation; and crack down on all forms of financing by terrorist organizations. Fifthly, it is important to suppress the use of the Internet by terrorist organizations. Terrorist organizations are using the Internet and social media as a platform to spread their violent and extremist ideologies and to disseminate terrorist propaganda as well as engage in financing, recruitment and the incitement and planning of terrorist activities. All States must fully implement the relevant Security Council resolutions and enhance cyber legislation, enforcement and regulation.”

“With continuous progress being made in international counter-terrorism efforts, terrorist fighters are travelling to or returning to other countries in the relevant regions and beyond, seriously threatening the security of countries of destination, transit and origin. The countries concerned must enhance cooperation in the fields of border control and law enforcement, share information and intelligence, disrupt terrorist transit networks and respond collectively to the threat posed by returning terrorists. Fourthly, we must cut off the financing channels for terrorist activities. These are increasingly diversified and include the plundering of natural resources; narcotics and human trafficking; and the smuggling of cultural relics, with the funds raised being used for terrorist activities.”
