Secondly, it is important to take a holistic approach by addressing the root causes as well as the symptoms of terrorism, including by focusing on the elimination of the root causes themselves. The international community should push for a political settlement of hotspot issues, resolve differences through peaceful means, assist Member States in their poverty reduction and eradication efforts and in achieving sustainable development and encourage dialogue and harmonious coexistence among the various civilizations and religions on an equal footing.   5. Member States must remain vigilant and keep a watchful eye on the global terrorism threat. The international community should foster awareness of the need to build a community of a shared future for humankind and step up results-based cooperation in the joint fight against the threat of terrorism. First, it is imperative to uphold the purposes and principles of the Charter of the United Nations and allow the United Nations and the Security Council to play a central role in coordinating counter-terrorism efforts. Mr. Wu Haitao (China) (spoke in Chinese): China thanks Under-Secretary-General Voronkov and Executive Director Coninsx for their briefings and welcomes the ninth report (S/20l9/6l2) of the Secretary- General on the threat posed by the Islamic State in Iraq and the Levant (lSIL/Da'esh) to international peace and security. The recent spate of attacks in Afghanistan, Egypt, Somalia and elsewhere has inflicted colossal damage on those countries. As noted in the report of the Secretary- General, despite having suffered military defeats, ISIL remains an international terrorist organization that poses a global threat. Issues such as how to deal with returning foreign terrorist fighters and their family members and the resettlement and reintegration of released members present challenges for Member States.

First, the international community should support the Sudanese Government in assuming the primary responsibility for maintaining security in Darfur, assist it in enhancing its own security and governance capabilities and ensure that the functions of maintaining security in Darfur are handed over to the Sudanese security forces in a gradual and smooth manner. China supports the withdrawal of UNAMID by 30 June 2020, as scheduled in accordance with resolution 2429 (2018). Secondly, the international community should restart the Darfur peace process as soon as possible. The establishment of the transitional Government of the Sudan provides a golden opportunity to restart the peace process in Darfur.

At present, the situation in Darfur is generally stable and the humanitarian situation continues to improve, owing not only to the vigorous and effective performance of the African Union-United Nations Hybrid Operation in Darfur (UNAMID) and the full cooperation of international partners and regional organizations, such as the African Union, but also to the active efforts of the Sudanese Government in maintaining peace and stability in Darfur. The transitional Government of the Sudan was established just recently, which will help further improve the situation in Darfur.

In the spirit of cooperation, all federal member states of Somalia should fully respect and safeguard the authority of the Federal Government and jointly work towards national peace, stability and development. Secondly, we should continue to help Somalia to build its security capacities. Nevertheless, the overall situation in Somalia remains relatively complex, and peace and stability are still facing challenges. The international community should continue to play close attention to the situation in Somalia and actively provide help. I would like to make the following observations. We hope that all the parties concerned will act in the best interests of Yemen and its people, exercise reason and restraint, resolve their differences through dialogue and negotiations and restore stability and normal life in Yemen as soon as possible. A political solution is the only way out for Yemen. Syrian parties should proceed by taking into account the future of the country and the fundamental interests of its people, defuse differences through negotiations, advance national reconciliation and gradually find a political solution, in line with the reality of Syria and the legitimate concerns of all parties. The international community should encourage the Syrian parties to voluntarily adopt measures that are conducive to reconciliation and continuously build mutual trust. China supports Special Envoy Pedersen in his continued dialogue and consultation with all Syrian parties and encourages all parties to build mutual trust through measures such as the exchange of prisoners. The Security Council unanimously adopted resolution 2474 (2019) in June, on the subject ofmissing persons in armed conflict; it should be implemented in earnest. Recently, with the efforts of the relevant working group under the Astana framework, the Syrian Government and its opposition simultaneously released some prisoners. Good progress has therefore been made in that regard. The working group has committed to pushing all Syrian parties towards making progress on releasing prisoners of war, detainees and abductees, handing over bodies and identifying missing persons.

The United Nations attaches great importance to addressing the issue of detainees and missing persons in Syria. The Special Envoy of the Secretary-General for Syria, Mr. Pedersen, told the Security Council that he had five priority objectives to achieve, the second of which is making progress on detainees, abductees and missing persons. For some time now, Special Envoy Pedersen has conducted good offices and maintained a positive and cooperative relationship with all Syrian parties, including the Syrian Government.

Committing to a political settlement is a fundamental and realistic pathway to easing humanitarian situation in Syria. China supports the role of the United Nations as the primary mediator in pushing the Syrian parties to abide by the Syrian-led and Syrian-owned principle and Council resolution 2254 (2015) and to seek a solution that accommodates the concerns of all sides. China takes note of the positive developments relating to consultations among the parties concerned on the setup of the constitutional committee.   27. The Syrian Government has been actively clearing explosive remnants of war, rebuilding infrastructure, restoring public services, promoting development and improving lives. These efforts deserve recognition. Economic sanctions have dealt a heavy blow to the Syrian people and do not help to improve the humanitarian situation across Syria. Enabling more and more Syrians to emerge from the shadow of war and lead peaceful, stable and orderly lives should be the common objective of the international community. Humanitarian relief operations in Syria should fully respect the country's sovereignty, independence, unity and territorial integrity and should be carried out in strict accordance with Council resolutions, the United Nations Guiding Principles on the Right to Humanitarian Assistance and the relevant provisions of international law.

  28. Al-Hol and Rukban camps are facing humanitarian challenges owing to complex causes. The military hostilities in north-eastern Syria have led to the displacement of civilians, especially women and children, and made Al-Hol what it is today. Given the complex composition of the camp's population, it is important to devise a responsible, tailored solution for the settlement of its inhabitants. The vast majority of those living in Rukban camp want to go home. The international community should therefore, through coordinated actions, help them end their displacement. Thirdly, there is a need to support the Syrian Government's social and economic reconstruction efforts in parts of the country where the security situation is relatively stable.

  29. Given the complex situation on the ground in Idlib, the parties should engage in dialogue to reach consensus. China supports Russia and Turkey in their continued implementation of the memorandum of understanding to realize de-confliction in Idlib. As Idlib is experiencing rampant terrorist activity, the international community should, in accordance with the relevant Council resolutions and international law, adopt a common standard in resolutely combating terrorist groups. Caution should be taken to prevent other sanctions from negatively impacting Libyan civilians or any third countries. Countries that have influence on the ground should push the Libyan parties to seek consensus and provide constructive assistance for the parties to reach a ceasefire and resume political dialogue. At present, international attention is focused on the Libyan situation. The Libyan crisis has undermined the country's stability and development in political, security, economic, social and other dimensions. Its negative impact has spilled over into the Sahel, areas along the Mediterranean coast and other places, thereby threatening the security and humanitarian situation in the surrounding region. The military clashes that erupted around Tripoli in early April this year are continuing today, resulting in increasing casualties, including of civilians. The international community should step up concerted efforts towards an early settlement of relevant issues.

Mr. Wu Haitao (China) (spoke in Chinese): I would like to start by thanking Deputy Secretary-General Amina Mohammed and Under-Secretary-General Rosemary DiCarlo for briefing us on their recent joint mission to Afghanistan, together with the Executive Directors of the United Nations Population Fund and UN-Women, and for outlining the current situation in Afghanistan. I have also listened attentively to the remarks of Ms. Jamila Afghani, who spoke on behalf of civil society in Afghanistan today. At present, the situation in Afghanistan is at a critical juncture. Election preparations and the peace and reconciliation process are moving ahead side by side, while the security situation is a source of concern and the humanitarian situation remains grim.

  42. China hopes that MONUSCO will continue to increase coordination and communication with the Government of the Democratic Republic of the Congo and actively fulfil its mandated functions. The international community must continue to lend active support to the work of the Mission. China firmly supports the peace process in the Democratic Republic of the Congo and actively participates in the United Nations peacekeeping operations in the country. We have contributed military officers, military experts, engineering units and medical units to MONUSCO. China stands ready to join the rest of the international community to continue contributing to the early realization of peace, stability and development in the Democratic Republic of the Congo.

Since last year, China has been providing emergency humanitarian assistance for the prevention and control of Ebola in the Democratic Republic of the Congo through bilateral and multilateral channels and has sent groups of experts to the Democratic Republic of the Congo and Uganda to support their anti-epidemic efforts. China will continue to maintain close communication with the WHO, the Democratic Republic of the Congo and other African countries. We will continue to provide all necessary assistance to the best of our ability for the prevention and control of Ebola, in accordance with the dynamics of the disease on the ground and the needs of African countries. MONUSCO has played a vital role in maintaining peace, security and stability in the Democratic Republic of the Congo and responding to Ebola outbreaks.

We believe that this will help to better inform members of the Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo about the situation on the ground and to strengthen the Committee's cooperation with the Democratic Republic of the Congo and other countries of the region. Sanctions are not an end but a means to an end. We hope that the Panel of Experts will continue to work strictly within the parameters of its mandate, supporting the efforts of the Government of the Democratic Republic of the Congo in strengthening weapons management and eliminating the threat of armed groups.

  45. United Nations agencies should improve coordination among themselves and work in synergy. Fourthly, economic support should continue to be provided to the Government of the Democratic Republic of the Congo. International partners should focus on increasing investment in education, health care, infrastructure and other sectors to help the Democratic Republic of the Congo to increase employment opportunities, improve people's livelihoods, restore socioeconomic development and tackle the root causes of the conflict. It is hoped that the United Nations Development Programme and other agencies, as well as the Peacebuilding Commission, will play a more visible role. China welcomes Ambassador Alotaibi's recent visit to the countries of the region.

The United Nations should play a coordinating role to form synergies at the international level so as to effectively implement the Peace, Security and Cooperation Framework between the Democratic Republic of the Congo and the Great Lakes region. Thirdly, there is a need to help the Government of the Democratic Republic of the Congo bring the Ebola outbreaks under control as soon as possible. The World Health Organization (WHO) has declared the Ebola outbreak in the Democratic Republic of the Congo a public health emergency of international concern. The top priority is to step up assistance according to the needs of the Government and, at the same time, lend strong support to the work of the WHO and the International Federation of Red Cross and Red Crescent Societies.

  47. All international partners should help to push the armed groups in the country to give up the military option and find solutions through dialogue and consultation. Secondly, regional and subregional organizations - such as the African Union, the Southern African Development Community, the Economic Community of Central African States and the International Conference on the Great Lakes Region - should continue to play their roles as the main channels of mediation to facilitate greater interaction, dialogue and consultation between the parties and the Government of the Democratic Republic of the Congo.

  48. First, it is necessary to assist the Democratic Republic of the Congo with its security capacity- building. Peace and stability are the necessary foundations to guarantee that the Democratic Republic ofthe Congo can advance its political process and realize economic and social development. The Government of the Democratic Republic of the Congo bears the primary responsibility for safeguarding its national security and stability. The international community should respect the sovereignty, independence and territorial integrity of the Democratic Republic of the Congo, fully respect the leadership of the Government in handling its own affairs and, on that basis, help the Democratic Republic of the Congo to strengthen its security capacity-building.

Those positive developments demonstrate that the Government of the Democratic Republic of the Congo has the ability and the will to keep the country stable and that the work of the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) is effective. Meanwhile, the Democratic Republic of the Congo continues to face challenges and the security situation in the eastern part of the country remains grim. The Ebola outbreak has deteriorated and has been declared a public health emergency of international concern, with a greater risk of spillover. China calls on the international community to increase its input to help the Democratic Republic of the Congo overcome its challenges in the security, humanitarian, development and other spheres.

At present, the situation in the Democratic Republic of the Congo is stable overall. National and provisional legislative and executive institutions have generally been established and the country's economy has enjoyed steady development. President Tshisekedi has paid visits to countries of the region to improve the security situation in the east by strengthening regional cooperation.
