  2. First, we must garner international consensus on the fight against terrorism. Terrorism represents a threat to humankind. The international community should uphold unified standards, adopt a zero-tolerance approach without any distinction. Regardless of a terrorist's location, their pretexts, which country they are targeting or which tactics they use, terrorism must be fought with resolve. International counter-terrorism efforts must respect the sovereignty of the countries concerned, which bear the primary responsibility of fighting terrorism. Recently, Egypt, Afghanistan, the United Kingdom, France and Iran suffered terrorist attacks. The attacks caused enormous civilian casualties and significant property losses. Terrorism is a common enemy of humankind and its impact goes beyond borders. No country can respond to terrorism singlehandedly or insulate itself from the scourge. The international community should embrace the concept of a community bound by a common destiny, identify new trends and patterns in the evolution of terrorism, enhance cooperation and work collectively to respond to the threat.

  6. Despite recent difficulties on the ground, United Nations humanitarian agencies continue to dispatch relief convoys to relevant areas in Syria. China commends those efforts and urges parties in Syria to effectively implement relevant Security Council resolutions, observe the ceasefire agreement and actively coordinate with United Nations humanitarian relief operations by providing rapid, safe and unhindered access. The international community should implement as soon as possible the outcomes of the Brussels international conference on Syria by providing assistance to Syria and to relevant countries in the region. United Nations peacekeeping operations should make timely adjustments to the mandates and size of missions, in the light of specific conditions and developments in the situation on the ground.   11. Peacekeeping operations should achieve synergy and coordination to create an enabling environment for achieving political solutions to the hotspot issues. Thirdly, it is important to improve upon the mandates of peacekeeping operations, making them realistic and actionable. In recent years, the protection of civilians has become one of the mandates for the relevant United Nations peacekeeping missions. The implementation of that mandate should be predicated upon respect for the ownership of the host country and should articulate the scope, conditions and terms of reference of implementation, so as to be a useful supplement to the actions by the host country. Given the limited material resources, at the level of implementation and policy, we should develop specific rules governing the protection of civilians.

  12. In line with the wishes of the host country, the Security Council should appropriately address the issues of an exit strategy for peacekeeping missions. Secondly, peacekeeping operations are tasked with proactively taking forward the process of seeking political solutions to regional hotspot issues. Some of those issues are protracted and persistent and lead to the steady deterioration of the security situation in the region concerned and in some mission areas, there is no peace to keep. That has had a serious and adverse impact on the fulfilment of other peacekeeping functions and responsibilities.   13. Informative briefings enable the Security Council to have a broad understanding of peacekeeping operations in the field and of the efforts made by peacekeepers to deliver their mandates. I would like to make the following four points in response to the briefings made by the Force Commanders. First, the basic principles of peacekeeping operations are still of great relevance as guidance in the new context. The purposes and principles of the Charter of the United Nations and the consent of the parties concerned, impartiality and the non-use of force, except in self-defence and for the defence of mandates, are the irrepressible constants of peacekeeping operations. Such operations should properly handle the relations with the host country, respect its sovereignty and heed its views and suggestions.

  22. China has provided a convoy fleet for deployment in the maritime areas around Somalia and the Gulf of Aden in order to help the country in its fight against pirates. To help the Government of Somalia to deal with the current famine, China has provided food assistance to Somalia through the World Food Programme and has also provide emergency humanitarian material assistance in order to help improve the living conditions of the internally displaced persons there. China has listened carefully to the statements by Mr. Raisedon Zenenga, Deputy Special Representative of the Secretary-General for the United Nations Assistance Mission in Somalia, and by Mr. Francisco Caetano Jose Madeira, Special Representative of the Chairperson of the African Union Commission for Somalia. At present, Somalia is entering an important period of national reconstruction. Since the end of last year, Somalia has successfully held federal parliamentary and presidential elections, and a new Government was established early this year. By doing so, it has achieved a peaceful transfer of power, which is an important step in national reconstruction. China welcomes all of this.

  39. In 2016 the 1540 Committee carried out a comprehensive review of the implementation of the resolution by Member States and the work of the 1540 Committee. It also produced a comprehensive review report. The Council also adopted resolution 2325 (2016) unanimously. In the next stage of work, the 1540 Committee, guided by the Council's resolutions and the programme of work of the Committee, should insist on Member States playing a leading role in non-proliferation efforts, and avoid the establishment of new mechanisms. It should give priority to meeting the needs of developing countries so as to strengthen their capacity to implement the resolutions. China is against all forms of terrorism and is actively implementing relevant United Nations resolutions in earnest. China is taking part actively in international counter-terrorism cooperation.

The Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning Islamic State in Iraq and the Levant (Da'esh), Al-Qaida and associated individuals, groups, undertakings and entities, the Counter-Terrorism Committee and the Security Council Committee established pursuant to resolution 1540 (2004), under the leadership of the three ambassadors, have actively carried out their work. That is something that China appreciates. Terrorism is a common enemy of the whole of humankind. Da'esh, Al-Qaida and other terrorist forces pose a serious threat to international peace and security.

Given the severity of famine that South Sudan is facing and as a response to the United Nations appeal, the Chinese Government has decided, with the help of the World Food Programme to provide $5 million in contingency food aid to South Sudan and through bilateral channels to provide 8,750 tons of food to assist South Sudan in better responding to famine. China is ready to continue to play its constructive part in restoring peace, stability and development in South Sudan.

  46. Thirdly, it is important for the Security Council to send out more positive and supportive messages. At present, under the current circumstances, the Security Council must encourage all parties in South Sudan to actively engage in the dialogue process and stay jointly committed to peace, stability and development. The international community must provide timely and effective assistance to help the South Sudanese people to overcome their current difficulties. China notes that the Panel of Experts of the South Sudan Sanctions Committee recently submitted its final report (S/2017/326). China believes that any actions taken by the Security Council must be cautious ones, lead to promoting the process of a political settlement and support the mediation efforts of IGAD and the AU.

It is our hope that the Secretariat can use this as a good opportunity to press ahead with the reform of the peacekeeping system to make the Mission better perform its mandate and increase its operational effectiveness so as to ensure greater safety for peacekeepers and better respond to the complex situation. China hopes that the Secretariat can improve its coordination with South Sudan's Transitional Government of National Unity and IGAD to promote the deployment of the Regional Protection Force and to properly address any issues that might arise in cooperation. We hope that the Government of South Sudan can actively implement the Security Council's resolutions and presidential statement S/PRST/2017/4, and support the better fulfilment of UNMISS mandates and the deployment of the Regional Protection Force.

China hails and supports the efforts of the Intergovernmental Authority on Development (IGAD), the African Union (AU) and all other parties aimed at contributing actively to South Sudan's political process. We hope that IGAD, the AU and the United Nations can achieve enhanced coordination and emit a joint signal in favour of finding synergies for the achievement of a solution. Secondly, we must assist the United Nations Mission in the Republic of South Sudan (UNMISS) in better fulfilling its mandate. Secretary-General Guterres recently submitted a report on the restructuring of UNMISS (S/2017/224).

  49. Achieving peace and stability is a shared aspiration of all parties in South Sudan. A political settlement is the only way out for South Sudan. What is at stake is for the international community to convince all parties in South Sudan to abandon military means, cease hostilities and immediately get back to the political-settlement track so as to implement the Agreement on the Resolution of the Conflict in the Republic of South Sudan in earnest. China welcomes President Kiir's initiative in hosting a national dialogue. We look forward to seeing an early start of such a dialogue, which should have the extensive and active participation of all parties in South Sudan.

President Kiir has made an appeal for peace through dialogue. At the same time, the political, security, development and humanitarian sectors in South Sudan continue to face numerous challenges. In particular, the severity of the ongoing famine is making it increasingly difficult for achieving sustained peace. China proposes that international community provide assistance in the following three areas. First, we must continue to advance the political settlement in South Sudan.
